A study on improvement of policy of artificial intelligence for national defense considering the US third offset strategy (미국의 제3차 상쇄전략을 고려한 국방 인공지능 정책 발전방안)

  • This paper addressed the analysis of the trend and direction of the US defense strategy based on their third offset strategy and presented the practical policy implication of ensuring the security of South Korea appropriately in the future national defense environment. The countermeasures for the development ability of advanced weapon systems and secure core technologies for Korea were presented in consideration of the US third offset strategy for the future national defense environment. First, to carry out the innovation of national defense in Korea based on artificial intelligence(AI), the long-term basis strategy for the operation of the unmanned robot and autonomous weapon system should be suggested. Second, the platform for AI has to be developed to obtain the development of algorithms and computing abilities for securing the collection/storage/management of national defense data. Lastly, advanced components and core technologies are identified, which the Korean government can join to develop with the US on a basis of the Korea-US alliance, and the technical cooperation with the US should be stronger.

A Study on Image Labeling Technique for Deep-Learning-Based Multinational Tanks Detection Model

  • Recently, the improvement of computational processing ability due to the rapid development of computing technology has greatly advanced the field of artificial intelligence, and research to apply it in various domains is active. In particular, in the national defense field, attention is paid to intelligent recognition among machine learning techniques, and efforts are being made to develop object identification and monitoring systems using artificial intelligence. To this end, various image processing technologies and object identification algorithms are applied to create a model that can identify friendly and enemy weapon systems and personnel in real-time. In this paper, we conducted image processing and object identification focused on tanks among various weapon systems. We initially conducted processing the tanks' image using a convolutional neural network, a deep learning technique. The feature map was examined and the important characteristics of the tanks crucial for learning were derived. Then, using YOLOv5 Network, a CNN-based object detection network, a model trained by labeling the entire tank and a model trained by labeling only the turret of the tank were created and the results were compared. The model and labeling technique we proposed in this paper can more accurately identify the type of tank and contribute to the intelligent recognition system to be developed in the future.

  • Today's war fields can be characterized by net-centric wars where a variety of independent weapon systems are operated in connection with each other via networks. As such, weapon systems become dramatically advanced in terms of complexity, functionality, precision and so on. It is then obvious that the defense R&D of those requires systematic and efficient development tools enabling the effective management of the complexity, budget/cost, development time, and risk all together. One viable approach is known to be the development methods based on systems engineering, which is already proved to successful in U.S. In this paper, a systems engineering approach is studied to be used in the conceptual design of advanced weapon systems. The approach is utilizing some graphical models in the design phase. As a target system, an unmanned aerial vehicle system is considered and the standard SysML is also used as a modeling language to create models. The generated models have several known merits such as ease of understanding and communication. The interrelationships between the models and the design artifacts are identified, which should be useful in the generation of some design documents that are required in the defense R&D. The result reported here could be utilized in the further study that can eventually lead to a full-scale model-based systems engineering method.

On an Improved Method for System Readiness Assesment to Meet Required Operational Capability in Weapon Systems Development (무기체계개발에서 작전운용성능을 만족시키기 위한 개선된 시스템성숙도 평가방법)

  • The risk of failure in the development of modern weapon systems has been increasing as the demand on the capability and the resulting complexity of the weapons on the war fields are increasing drastically. The analysis of failure has indicated that the main causes can be the following: one is attributed to the unsatisfaction of the system operation concept; and the other is the use of premature technology. As such, DAPA in Korea is urging that the weapons systems development should meet the required operational capability (ROC) as a critical performance requirement. On the other hand, an approach to risk management is to use the technology readiness level (TRL) assessed for each individual technology alone. However, the method of TRL cannot assess the effect of integration between technologies and cannot be performed at system level, which is crucial to systems development. In order to improve the shortfalls, a concept of system readiness level (SRL) has been studied by introducing the technologies integration and also some forms of analysis of advanced degree of difficulty studied separately, but no model considering both of two reported yet. In this paper, under the framework of meeting the ROC, an improved SRL assessment model is presented, which is also considering the advanced degree of difficulty simultaneously. The application of the improved assessment method is discussed in connection with the life cycle of the weapon systems development in conformance with the ROC of DAPA.

  • The relative importance of single-shot kill probabilities, rates of fire, weapon allocation strategies, and the size of initial force in warfare between two force with heterogeneous multiple weapon systems are considered by examining their effect on a natural measure of effectiveness, the expected number of survivors. Attrition equations are derived via stochastic formulation to represent the mean course of battle having an underlying probability distribution. It is assumed that each side uses indirect area fires. Level of intelligence activities are reflected in the availability of spontaneous information on the current enemy status. Depending on the availability of the information on the current enemy status, each participatory unit may follow 1) a prescribed attack pattern (fraction of the available units assigned to various enemy targets) or 2) an adaptive attack pattern depending on the enemy status at that time. Conditions for possible stalemate are discussed.

  • In the defense field, weapon systems are increasing in importance, as well as the weight of the weapon system embedded software development as an advanced technology. As the development of a network-centric warfare has become important to secure the reliability and quality of embedded software in modern weapons systems in battlefield situations. Also, embedded software problems are transferred to the production stage in the development phase and the problem gives rise to an enormous loss at the national level. Furthermore, development companies have not systematically constructed a software reliability test. This study suggests that approaches about a qualityverification- system establishment of embedded software, based on a variety of source code reliability test verification case analysis.

  • The battlefield environment in the maritime has been changed by advanced IT technology, variation of naval warfare condition, and developed military science and technology. In addition, state-of-the-art surface combatants has become to multi-purpose battleship that is heavily armed in order to meet actively in composed future sea battlefield condition and perform multi-purpose missions as well as having capability of strategic strike. To maximize the combat strength and survivability of ship, it is not only possible for Zumwalt(DDG-1000) class combatant to conduct multi-purpose mission with advanced weapon system installation, innovative hull form and upper structure such as deckhouse, shipboard high-powered sensor, total ship computing environment, and integrated power control but it was designed so that can be installed with energy based weapon systems in immediate future. Zumwalt class combatant has been set a high value with enormous threatening surface battleship in the present, it seems to be expected that this ship will be restraint means during operation in the littoral. The advent of Zumwalt class battleship in the US Navy can be constructed as a powerful intention of naval strength building for preparing future warfare. It is required surface ship that can be perform multi-purpose mission when the trend of constructed surface combatants was analyzed. In addition, shipboard system has been continuously modernized to keep the optimized ship and maximize the survivability with high-powered detection and surveillance sensor as well as modularity of combat system to efficient operation.

On a Risk Assessment Methodology based on the Technology Readiness Levels, Degrees of Difficulty, and Technology Need Values in the Development of Naval Surface Ships (수상함 개발에서 기술성숙도, 난이도 및 중요도 기반의 위험도 평가 방안)

  • The objective of this paper is to propose a method of how to perform risk assessment in the early stage of defense research and development for the acquisition of weapon systems. An advanced method for risk assessment and its associated objective functions are developed first based on the concept of systems engineering. The developed method is then applied to carry out the analysis of alternatives in the trade-off environments. As a case study, the multi-purpose training ship is considered, where it is performed using the notions of technology readiness levels, degrees of difficulty, and technology need values to facilitate design space visualization and decision maker interaction. It is noted that decision makers can benefit from our approach as an improved risk assessment method in the context of multi-criteria decision making.

  • The share of advanced technology in modern weapon systems are gradually increasing, and life cycle of components are shortened due to the rapid speed of technological development. On the other hand, the weapon systems have a characteristic that takes a long time in the requirement stage of weapon to the operation and maintenance stage. Due to inevitably, obsolescence of the main components for parts occurs in the acquisition phase. The obsolescence parts could cause delays in mass production schedules, and further adversely affects operational availability due to poor supply of repair parts during in the maintenance phase. However, business managers are obliged to maximize the performance while minimizing the cost of the total life cycle of the design, production, and operation stages. It is necessary to establish and implement an appropriate components and parts of life cycle management plan. In this research, we analyzed the effectiveness of parts obsolescence management through cost avoidance and total life cycle cost that can be reduced through proper parts obsolescence management.

A Mission Capability Measuring Methodology of Warship based on Vulnerability Assessment: Focused on Naval Engagement Level Analysis Model (취약성 평가 기반 함정 임무수행능력 측정 방법: 해군 교전급 분석모델을 중심으로)

  • Maintaining sea superiority through successful mission accomplishments of warships is being proved to be an important factor of winning a war, as in the Ukraine-Russia war. in order to ensure the ability of a warship to perform its duties, the survivability of the warship must be strengthened. In particular, among the survivability factors, vulnerability is closely related to a damage assessment, and these vulnerability data are used as basic data to measure the mission capability. The warship's mission capability is usually measured using a wargame model, but only the operational effects of a macroscopic view are measured with a theater level resolution. In order to analyze the effectiveness and efficiency of a weapon system in the context of advanced weapon systems and equipments, a warship's mission capability must be measured at the engagement level resolution. To this end, not the relationship between the displacement tonnage and the weight of warheads applied in the theater level model, but an engagement level resolution vulnerability assessment method that can specify physical and functional damage at the hit position should be applied. This study proposes a method of measuring a warship's mission capability by applying the warship vulnerability assessment method to the naval engagement level analysis model. The result can be used as basic data in developing engagement algorithms for effective and efficient operation tactics to be implemented from a single unit weapon system to multiple warships.
