  • The purpose of this study is to explore the ways for effective operation of System of Administrative Executive Staffs(SAES) by analyzing the perception of teachers and Administrative Executive Staffs(AES). To do so, FGI was used on teachers and AES, in Gyeonggi-do. As a result, teachers and AES agreed with SAES' management and positively evaluated SAES' performance in diminishing teachers' administrative duties. AES classified methods of works-division into 'one-way', 'voluntary', 'discussion' and distinguished 'trivial-works' from 'support-teaching works'. SAES's positive outcomes were strengthening teachers' competencies, establishing AES's identity, changing school atmosphere to focused-instruction. But there were also problems as workload sharing's ambiguity, absence of system for workload-share, poor competencies of members, lack of communication among members, etc. Several ways for the successive operation of SAES are as follows; principal's understanding and positive mind on SAES, offering manual of work-division reflecting the school's real condition, teachers' consideration on AES, offering proper training by considering one's ability.

However, it is difficult to serve exact boundary's lines as administrative boundaries are based on the cadastre lines of land register ; these partly are overlay each other or has gaps. So, it Should be adjusted. But, the maintenance work of administration boundaries causes a conflict or confusion unless we offer concrete procedures and detailed plans previously. Therefore, a rational method is required to prevent side-effects such as confusion, disagreem ent and a conflict etc. In this Study, we present a method and 5 step procedures to make better use in a practical maintenance work. we researched on basic studies of Administrative boundary's concept, history. And we performed a field survey as well as analysis of current problems. considering these results, we suggest usage of various spatial data sources, stake-holders' participation, a method of Nearest district's boundaries to maintain administrative boundaries. Throughout the method, we expect it to serve correct boundary-data to various fields without a big confusion. it is also useful to apply its results not only for re-surveying our land but for recording appropriate boundary-data as rational lines.

  • The purpose of this study is to explore how the organizational structure of hospitals affects the pattern of conflicts between human resources at hospitals and then to present basic data necessary for conflict resolution. Research data were collected from the personnel of 14 hospitals in P city in Korea. The findings of the study are summed up as follows. First, administrative workers and with fewer years of service thought of the organizational structure as organic. Second, organizational conflict was found to be higher in those at older ages, with more years of service and in middle management positions. Next, as for conflict patterns between occupation types, nurses showed more conflicts with doctors and administrative workers, while administrative workers and public health personnel had more conflicts with nurses. Last, of the organizational structure factors, 'Subdivision of work,' 'Decision making method,' 'Opinion collection process,' 'Codification of responsibilities and rights' and 'Documentation of duties' were found to have negative effects on conflict patterns. Therefore, the findings imply that for decrease in organizational conflicts, hospitals need to be reorganized to have a more organic structure and take such differentiated measures for conflict resolution that consider characteristics of human resources, such as one's age, years of service and position.
