  • Considering above, It might be efficient that medical disputes would be settled by the intervention, the agreement, and the administrative relief that reflect mediators' opinion, who have rich social experience as well as specialized knowledge. Therefore, KCA needs to strengthen its function of mediation and improve relevant systems to become an effective settlement institution. And although Oriental medicine disputes have mainly given ex post facto explanations so far, administrative efforts such as policy development or legislation should be made for the high quality of Oriental medical services offered because an efficient way saving social or economic costs caused by the dispute would be precautionary measures. The traditional Oriental medicine is featured with the lack of baseline examination, the uncertainty of medical mistakes, the difficulty in clarifying and proving facts, the hardship of injury conformation and causality because of the characteristics of Oriental medicine, and the relative lightness of physical damages. Actually, there has been few legal settlements in Oriental medical disputes since the compensation, itself, compared to the lawsuit cost, is relatively much lower without practical benefits.

조선후기 남한산성 관아건축의 변천 (Transition of Namhansanseong Government Office in the Late Choson Dynasty)

  • Namhansanseong fortress (南漢山城) is not Eupchi (邑治) created for ages but the new settlement of public and military administration as Baedo (陪都) to defend capital territory. Namhansanseong has Jinsan (鎭山) that is named Cheongnyangsan (淸凉山) and its government office building was located in the main place, also a periodic five-day market was being held in the center of fortress. This study is find out the transition and its historical background of government office building on Namhansanseong by the relocation of Eupchi in the 17th century. The conclusion of analysis can be summarized as follows; The main change of government office in the late Choson dynasty is to move Yi-a, administrative complex (貳衙) around Yeonmugwan (演武館). Since 1795, the 19th year of King Jeongjo (正祖), this was fixed by the end of the Choson dynasty on the unification of Magistrate which is also Defense Commander. In the second place, the military office on Jungyeong (中營) that is Junggun's (中軍) place of work was abolished by the reform of Junggun system. Thirdly, transition of the end of the Choson dynasty is the abolition of Sueoyeong (守禦營) and the realignment of government offices. Namely, the administrative agency was moved to Haenggung (行宮) after the collapse of unification in 1895. Also former military offices was changed to police administration on Gwangju-bu (廣州府), Gwangju county level unit.

  • The Ministry of Patriots and Veterans Affairs decided to designate Goesan County as a comprehensive venue for determining the geography of the land, the efficient management of land, the public opinion of local residents, and the establishment of a group of civic complaints. In the meantime, Goesan focused on attracting high-ranking government officials, including high-ranking government officials and high-ranking tourist attractions, to attract high-ranking government officials, including high-ranking officials of the National Guard, to promote the nation's bid to attract high-ranking government officials. In this paper, we intend to conduct a study centered on the controversy over the survival of the Korean National Guard. conflict between local governments is a non-authoritative administrative administrative body, it can be regarded as a matter of difficulty by intervening in any autonomous matter, and ultimately, it can be changed to judicial judgment. This is not to say that the residents of Goesan county will protest this time. Even though Goesan promotes regional development and development for local residents, it can not guarantee that the judgment of Goesan County will be held in the same situation. Thus, it should develop a win-win strategy based on the threat of sabotage. To this end, I would like to suggest the following measures.

  • Judgment on the validity of patents on the subject of an arbitration does not. In other words, the occurrence of patents generated by the administrative action, and such administrative action by an authorized agency may be treated as legitimate until it is canceled. However, recent Supreme Court judgment on novelty and inventive step as well as judgments about the validity of the patent also made possible by the judiciary. This progress even in the mediation of an arbitral award which is premised on the validity of patents can be seen that possible. However, if the arbitration by an arbitrator if possible a certain portion of the limit exists. In other words, the effect of arbitration between the parties is valid. This patent is valid and invalid in arbitration even if the judgment relative to the effect ceases. In addition, the arbitration award and patent invalidation trial is in progress at the same time, if you consequently will reach a different conclusion. This can cause problems of double track. In addition, by extending the critical target recognition and enforcement in other countries can cause problems. Despite these problems, now about the validity of patents that it is possible intervention is necessary to discuss again.

  • The article considers some issues of criminal law protection of information relations. With the emergence of new types of threats to Ukraine's national security in the field of protection and defense of the state border, the issues of development and strengthening of information protection become especially important. Proper compliance with information legislation also depends on the established responsibility for its violation, which rests on certain provisions of the Criminal Code of Ukraine. It is stated that these norms are placed in different sections and do not have a proper systematization. The article singles out the subjects of information relations in the border area, which are subject to criminal law protection: persons who are not bound by stable relations with the SBGS (who cross the state border of Ukraine, etc.); persons who are members of the SBGS (servicemen and employees); SBGS as a public authority (official and secret information, information about the activities of the agency, its officials, etc.).

  • 최근 인터넷 환경은 인터넷 내용규제에 대한 새로운 접근을 요구한다. 헌법재판소가 인터넷을 가장 참여적인 시장으로 표현촉진적인 매체라고 정의한 지 20여년이 흘렀다. 그 동안 인터넷에서는 디지털성범죄, 마약, 자살정보, 악성댓글, 혐오표현, 가짜뉴스 등 표현의 자유로만 설명할 수 없는 다양한 문제들이 등장했다. 통신심의 제도에 대한 논의가 중요한 이유이다. 본고는 국내 통신심의 제도에 대한 입법적 분석, 사법적 분석, 행정적 분석을 시도한다. 통신심의 법률 현황과 특징은 무엇인지, 통신심의에 대한 사법부의 판단은 어떠한지, 실제 통신심의의 운영과정과 특징은 무엇인지 분석하였다. 입법적, 사법적, 행정적 접근을 통해 국내 통신심의 제도의 문제점을 총체적으로 다루었다. 이를 통해 국내 통신심의 제도 개선을 위한 정책적 제언을 도출하였다.

  • 본 연구는 서울시의 협력종합예술활동에 대한 성공 전략을 분석하고, 이를 타 지역 공교육 현장에 적용하기 위한 방안 탐색을 목적으로 한다. 연구 결과, 협력종합예술활동은 학교 교육과정 내 운영함으로써, 예술교육의 보편성을 실천하고 있으며, 적극적인 행정·재정적 지원과 다양성이 확보된 참여형 예술교육활동이다. 따라서 이를 지역 공교육에 적용하기 위해 모든 학생의 참여와 적극적인 행정적 지원은 물론 지속적인 인적·물적 재원 지원, 다양성이 반영된 예술교육과 결과물 공유를 통한 사회적 환원 및 지속적인 모니터링을 실시해야 할 것이다.

  • 행정 빅데이터를 활용하는 예측 모형을 운영하기 위해서는 정책의 변화 및 변동성 심한 데이터의 특성이 고려가 되어야만 한다. 이런 상황을 고려하여 본 연구에서는 Cut-off Voting Classifier(CVC) 알고리즘을 제안한다. 제안하는 알고리즘은 여러개의 약 분류기를 활용하여 적중률이 급격하게 하락하는 것을 방지하는 알고리즘이다. 본 연구에서는 제안하는 알고리즘을 실험을 통해 성능을 검증한다. 성능검증 결과 급격하게 예측모형 적중률이 하락하는 상황에서도 안정적으로 예측률을 유지한다는 것을 입증할 수 있었다.

Risk Factors of Clonorchis sinensis Human Infections in Endemic Areas, Haman-Gun, Republic of Korea: A Case-Control Study

  • Clonorchis sinensis is the most common fish-borne intestinal parasite in Korea. The aim of the present investigation was to survey the status of C. sinensis infection and analyze associated risk factors in residents of Haman-gun, Gyeongsangnam-do. A total of 5,114 residents from 10 administrative towns/villages voluntarily agreed to participate in the study, which comprised fecal examination, a questionnaire survey for risk factors, ultrasonography, and enzyme-linked immunosorbent assay for cancer biomarker detection in the blood. We detected C. sinensis eggs in 5.3% of the subjects. By region, Gunbuk-myeon had the highest number of residents with C. sinensis eggs. The infection rate and intensity were higher in male than in female residents. Based on the risk factor questionnaire, infection was highly associated with drinking, a history of C. sinensis infection, and the practice of eating of raw freshwater fish. Extension of the bile duct, infection intensity, and cancer biomarker detection significantly correlated with the presence of eggs in the study population. In conclusion, the development of feasible, long-term control policies and strategies for the elimination of C. sinensis in Korea is still required.

노인장기요양보험제도 실시에 따른 노인요양시설 종사자들의 운영환경변화 인식 (Recognition of Employees in Long-term Care Facilities on the Operating Environment Changes According to Introduction of Long-term Care Insurance)

  • This paper investigated the operating environment for the representative of each agency and the facility workers on the basis of analytical result of recognition changes of the operating environment changes under the operating the long-term care insurance. It was described plans to take positive effect on the operating as follows. The first, on the result of regression analysis, the service administrative range takes the biggest effect on the general recognition of executing the long-term care insurance off and on. The affirmative recognition of the service administrative range had the general recognition on the system be positive effect. But the operator of facility asserts that the care manager's professionalism related quality of service be strengthened. The second, on the result of regression analysis, in the financial accounting administrative it is revealed the more positive recognition it is, the more positive effects it has. From the difference verification of an operation size from operation subject, the small operation size and personal facility recognize the long term care insurance positively. On the other side the facilities where the operation size is big recognize the system negatively. The long-term care facility should rearrange a support program newly and the government needs to promote the donation activity, because it is needed to reduce the financial burden of facilities.
