The Dynamics of Local Politics in the Philippines: A Case Study on the PBMA in Surigao del Norte Province (필리핀 지방정치의 역동성: 북부 수리가오 주의 토착 기독교 종교단체 (PBMA) 사례 연구)

  • It is generally acknowledged that Philippines politics has achieved a basic soil for democracy at the macro-level by the two incidents of 'People Power' (1986 & 2001). However, in spite of such an achievement, Philippine politics at the micro-level, does not enjoy the same reputation. Institutionalized 'Bossism' or 'patron/clientelism' political culture has been attributed to make such a gap. This paper aims to bridge the gap by a longitudinal observation on local politics of a particular province in the Philippines. Surigao del Norte is the province picked up for the study. The reason why this particular province attracts special concerns is that there appears to come a very dynamic local politics, led by an indigenous Christian organization, the PBMA (Philippines Benevolent Missionary Association), which was founded in the mid 1960s. With the coming of the organization in the province, the political power of the traditional families has been narrowed. On the other hand, new families, not only the leader family of the PBMA but also the family allied with the PBMA, has expanded political influence. Following steps are adopted to understand the meaning of such a change. First, institutional frame of Philippine politics and elections will be reviewed. Second, demographic changes will be investigated on Surigao del Norte province to find out how popular the PBMA organization is among the people. Third, local election outcomes will be examined to describe the changing nature of political landscape of the province. This will reveal how the relationship between the old and new families has been developed in the province. Lastly, based on the facts discovered by a longitudinal observation, an attempt to evaluate theories on Philippines politics will be made Conclusions are as follows. To understand the dynamics of Philippine politics, 'expectations from the below,' or, 'passions of the people,' suggested by Ileto, needs more attention. Furthermore, 'mutual accommodation' between domination and resistance, coined by Abinales, also demands more appreciation. The case of local politics in the Surigao del Norte, with the coming of the PBMA, is sure to show a concrete example of changing politics in the 'changeless land.'

Healthcare Legislation Cases in the National Assembly Petition System: Focused on Petitions to the Health and Welfare Committee of the 13th National Assembly through the 20th Assembly (국회 청원제도를 통한 보건의료 입법사례 연구: 13-20대 보건복지위원회 청원을 중심으로)

  • The right to petition is a classical right of the people in constitutional states, and in Korea, it is a statutory right in the Constitution, the National Assembly Law, the Petition Law, and the Local Autonomy Act. The healthcare community first made a successful petition to the National Assembly when it achieved the amendment of the Government Organization Act through a petition to the National Assembly for the independence of the Ministry of Health, and this achievement served as the basis for further petitions. Since then, the healthcare community has successfully achieved the enactment and amendment of related occupational laws through National Assembly petitions, such as the amendment of Article 41, Paragraph 7 of the former Medical Insurance Act (Korean Medical Association, 14th Assembly), enactment of the Dental Health Act (Korean Dental Association, 15th Assembly), and amendment of the Health Functional Foods Act (Korea Pharmaceutical Association, 16th Assembly). Its petition accomplishment rate is higher than the total petition accomplishment rate of the Health and Welfare Committee of the National Assembly. However, along with the overall decrease in the number of National Assembly petitions, the Korean Medical Association and Korea Pharmaceutical Association have not achieved any results through petitioning since the 16th Assembly (June 2000), and the Korean Hospital Association and Korean Nurses Association have not achieved any results through petitioning since the 17th Assembly (April 2004). Furthermore, no National Assembly petitions have been made at all for 5 years (2014-2018). The Korean Medical Association and Korea Pharmaceutical Association previously showed a high petition accomplishment rate through their accumulated experience with National Assembly petitions and vigorous policy assistance from doctors/pharmacists/nurses turned lawmakers. More specifically, healthcare organizations have achieved results by actively conducting organized activities with the National Assembly, as implemented by a national assembly director and employees, and in case of petitions for legislation, each group has established infrastructure for reviewing the relevant laws by appointing a legislative director, as well as a legal advisor and advisory counsel. Although the organization that has submitted the most petitions to the National Assembly is the Korean Hospital Association, the group with the highest petition success rate is the Korean Medical Association, which may be linked to the relatively high proportion of doctors who have become lawmakers. Furthermore, the fact that other healthcare organizations were highly interested in petitioning the National Assembly has had major implications for the petition activities of healthcare organizations.

Conditions of Science Teachers' Professionalism on Curriculum Organization and Implementation at the School Level (과학 교사의 학교 교육과정 편성·운영 역량 실태)

  • It is important to explore ways that reinforce teachers' curricular expertise at the school level as the school curriculum autonomy expands. This study investigated teachers' curricular expertise that is required for teachers' professionalism, autonomy, and accountability to cope with the increasing school curriculum autonomy. Teachers in the future school are expected to explore and develop school level curriculum within a given school context. Through literature reviews, domestic and foreign case studies, and survey of teachers, this study examined difficulties in science teachers' exercise of their professionalism on curriculum organization and implementation at the school level. Difficulties in exercising teachers' curricular expertise include lack of actual autonomy in curriculum operation at the school level, inadequate infrastructures, demanding accountability based on students' achievement results, lack of time for reflection, and lack of recognition for teachers as independent curriculum designers. In the conclusion section, a couple of ways to solve these difficulties are suggested including expansion of actual autonomy, activation of teachers' participation in policy decision making, reinforcement of qualitative components in school assessment, diversification of the teacher's career ladder, and activation of teachers' participation in professional learning communities.

Exploring the Characteristics of the Content and Organization of Elementary School Science Textbooks from the Perspective of the Astronomical Spatial Concept (천문학적 공간 개념 측면에서 초등학교 과학 교과서의 내용 및 조직의 특징 탐색)

  • This study intends to explore the content and organization characteristics of elementary school science textbooks in the astronomical domain from the perspective of understanding the astronomical spatial concept. This study analyzed the relevant unit of the achievement criteria in the 2015 revised science curriculum for the 'space' domain in elementary school science textbooks in comparison with that in secondary school textbooks according to the spatial concept analysis criteria by texts, illustrations, and inquiry activities. As a result, elementary school science textbooks were found to be organized around phenomena rather than concepts, targeting observable celestial bodies linked to real life in order to optimize the amount of learning content. However, the learning contents of astronomical observation related to observation and phenomena-centered real life should stimulate the curiosity and imagination of elementary school students and encourage their intellectual participation. Students need to be supported for understanding of the spatial concept to find an answer to the question of 'why'. The content organization for core concepts should be organized around the transferable spatial concept rather than simply focusing on presenting results by accurately describing the phenomena observed by students through scientific practice in order for students to answer various questions that arise in the course of scientific practice.

Structural Relationship between Leadership Type of Hospital Organization and Organizational Commitment and Job Performance (병원 조직의 리더십유형과 조직몰입, 직무성과의 구조적인 관계)

  • This study examined the causal relationship among the leadership type, organizational commitment, and job performance, and to improve the organizational performance and effective methods of human resource management in hospital organizations. The survey period was from October 6, 2016 to October 20, and 375 employees working in hospitals were selected for the final survey. To analyze the validity of the measurement variables, reliability and confirmatory factor analysis were conducted, and the covariance structure equation analysis was conducted to grasp the causal relationship among leadership, organizational commitment, and job performance. In conclusion, leadership, organizational commitment, and job performance were significantly different according to the occupation(p<0.05), age(p<0.05), and working period(p<0.05), and individual care(p<0.001) and conditional reward(p<0.001) showed a high causal relationship with the organizational commitment and job performance. In the future, leadership that can take care of the individual characteristics of the members of the organization and ability to demonstrate their competence will be needed, and it will be necessary to establish a reasonable compensation system after measuring the degree of achievement of work. In addition, leadership needs to be in place to promote organizational performance considering the job type, gender, age, and duration of work. Managers should make efforts to form an organizational culture and provide related education programs to improve loyalty and attachment of members to the organization.

  • Computational thinking is complexity and independent subject matter being capable to learn concept of computer science and providing methodology of problem solving. Also many experts have said that computational thinking will be grow essential tool in the further developing information society. Thus our country has been trying to introduce it in the K12 informatics subject matter education. Therefore we proposed a introducing method of computational thinking being appropriated of a character of it in the informatics curriculum. To do this, we analyzed character and worthy of it, advanced model cases introducing it into the curriculum. And we proposed that introduced case of it into curriculum is divided 3 cases archiving computational thinking itself, being connected aim of general subject matter with it and computer science education. According to this advanced cases, this study selected permeative style of computational thinking with the informatics subject matted curriculum. This method is divided achievement criterion into contents and means. also we proposed that contents area of informatics subject matter achievement criterion is composed Computing System, Information Life, Software and means area can be filled with subset of computational thinking. This introducing method can make informatics subject matter education settle subject matter helping problem solving through computer system beyond character of technology oriented subject matter.

A Comparative Study of Science Textbooks in Korea, Singapore, and Taiwan - Focus on the field of Biology - (우리나라, 싱가포르, 대만의 과학 교과서 비교 연구 - 생명 영역을 중심으로 -)

  • This study analyzed the characteristics of organization scheme and the levels of core concepts in science textbooks used in Korea, Singapore, and Taiwan, which have shown superior achievement according to the TIMSS 2007. Science textbooks in Korea clearly divide the fields of Energy, Matter, Biology, and Earth, presenting the fields in nearly equal proportion in each grade. In the case of Singapore, science textbooks take an integrated content approach, combining concepts from several fields under a single theme. Science textbooks in Taiwan present a single content field in each unit. Also, because each grade engages in a specific field intensively, there are many cases in which concepts related to a single field are studied in a single grade. In view of levels of core concepts, Singapore or Taiwan showed higher achievement than Korea in themes of 'Cell and their Functions', 'Ecosystems', and 'Human Health' under the TIMSS 2007 biology field. Singapore introduces core concepts for these themes in lower grades compared to Korea and presents them repeatedly in several grades. In Taiwan, there are many cases in which these core concepts are taught only once during the course of $3^{rd}$ to $8^{th}$ grade, but the explanations are presented at a level that is suitable to TIMSS 2007 assessment objectives. Considering the results of this analysis, there is a need to reconsider the division of content fields and methods of presenting core concepts in the science textbooks of Korea.

Comparison of Solid Waste Management System between Beijing and Seoul (베이징과 서울의 폐기물 관리체계 비교연구)

  • Beijing and Seoul are the capital of China and Korea, and political, economic, cultural, and tourist centers as well. Beijing is most likely to follow the footsteps of Seoul in the process of urbanization. The purpose of this study is to find out differences and improvements by comparing the solid waste management system between Beijing and Seoul. China classifies waste into urban waste, industrial waste and hazardous waste, which is the same as Korea did in 1980s. Beijing's policy directions in the waste management is similar to Seoul's in the early 1990s when Seoul strived to construct incinerators and landfill. Beijing's waste management achievements are also similar to Seoul's in that the ratio of recycling and incineration is high and that of landfill is low. Hence, it is expected for the waste management policies and achievement of two cities to resemble more and more. Financial burdens of government, indifference of citizens, and decentralized organizations of waste management might be the issues for Beijing to solve. In particular, to implement the user fee system and to encourage citizens to participate in waste separation discharge appear to be key issues in Beijing. Seoul should take a look at which the Beijing government itself collects waste in station and central area.

The Effects of the Process-based Mathematics Children's Verse Writing Activities on Mathematics Achievements and Attitudes (과정중심 수학 동시 쓰기가 학생들의 수학 학업성취도와 수학적 태도에 미치는 영향)

  • The purpose of this study was to examine the effects of using process-based writing poems in the elementary mathematics classrooms. For this study, we chose 128 elementary school students to examine their mathematical achievements and attitude towards mathematics when using process-centered writing poems in the elementary mathematics classrooms. Process-based mathematics and writing programs developed mainly on the geometry units were composed of four levels, idea generation, idea selection, use and idea organization grouped into similar sections in order to separate into two sections. The results of the practice of this study's problem can be summarized as follows. First, the process-based mathematics and writing activity of geometry had a positive impact on academic achievement in mathematics. Although there was not a significant difference in the fourth and fifth grades, significant differences in the fifth and sixth grade were found. Second, in regards to attitudes in mathematics, process-based mathematics and writing activities had a positive impact. In particular, the improvement of mathematical attitudes was evident in all grades. It confirmed the effective facilitation of interest and enjoyment towards learning mathematics by 4th, 5th and 6th graders who had undertaken these mathematics classes.

  • KREN(Korean Education Network), supported by government fur 20 years, had been operated and connected to many educational institutions from elementary schools to universities. From 2001, This network has been operated by a commercial network consignment organization and started to offer superb infrastructures to access various educational information conveniently. This network contributes development of Korean Information technology and promotes solidarity among educational institutions as well. Despite this achievement, KREN's effectiveness is not well recognized. Therefore, performance analysis study was carried out on KREN's achievement to verify its effectiveness, this study was to justify government's continuous support and also to find effective. This study was to justify government's continuous support and also to find effective ways of operations and maintenance fur the next step of KREN. Over 100 organizations were surveyed for performance analysis and we analyzed its results and anticipated effectiveness in this study. Cost, contribution, quality and performance were examined fur satisfaction analysis and each institution's number of students, network experiences were used as independent variables fer regression analysis to figure out effectiveness of the network. This study's result provides much information for further research which will help in the development of educational policies and maximizing KREN's effectiveness.
