As a result of the rapid industrialization in Korea, dismantlement of traditional rural villages and sharp decreases in rural populations have been common phenomena in rural areas in Korea. Recently, some rural villages have made efforts to revitalize their villages particularly with emphasis on the sustainable development of the village. Mundang village is one of the good examples of rural village revitalization. Residents of the village established centennial plan for the sustainable village with the help of the experts. The paper introduces the summary of the planning process and plan itself.
In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

In 1960's, Korea had concentrated on economic development, in the meantime the existing problem which is an avoiding rural settlement phenomenon such as a farming population decrease, an unstabel income, poor surroundings, etc. could intensify. And because of an exodus from agricultural area caused by industrialization and a fall of agricultural farm price as a result of domestic agricultural market opening in accordance with FTA, in 2004 Korean government excuted the integrated rural-village development plan as a measure to provide more support for agricultural villages. The integrated rural-village development plan means that inter-connected with villages which have potnetial and developed it as a unit of small-zone, also we can assume it a Down-up development type because residents participate and lead this plan directly. But, this plan made progress rapidly as a countmeasure of government so, it needs to evaluate for completed project area and make an improvement for a sustainable undertaking. Therefore, this study categorized project contents systematically into two parts of Hardware and Software, after that composed of 4 large-parts, 13 mid-parts and 43 small-parts from Inje-Yongdai zone which was designated for an integrated rural-village development plan in 2004. Returning to farming and rural village is one of the most hot social issues in Korea. Therefore, the government has tried to make up a policy program, which aims to support for the urban residents to get appropriate informations and to make right decisions about returning to farming and rural village. For the sparsely populated rural communities, this phenomena are some good opportunities for their sustainable development. The government needs the resasonale prospect on returning to farming and rural village, because their policy program should be made on the basis sound data and information. But, with the current data about returning to farming in Korea, it is impossible to make an econometrical model that can forecast the population who will return to farming and rural village. So, we tried a delphi method to sketch the future returning to farming and rural village. The delphi panels gave us some prospects on the issues. They anticipated that the population of returning to farming will increase for the next five years. And, they recommended some policy directions.
