This study analyzes the entrepreneurship policies of the previous Korean administrations from the perspective of the Policy Paradigm by Hall(1993). A total of 195 newspaper articles and 202 government documents were examined to identify policy paradigm shifts through an analysis of policy objectives, policy instruments, and changing quality of policy instruments by each administration. The first paradigm was built during the 5th and 6th Republic, where 'Support for Small and Medium Enterprise Establishment Act' was enacted in 1986 to promote and support start-ups in the manufacturing sector. Next is the so-called 'people's government' period where 'Act on Special Measures for the Promotion of Venture Businesses' was enacted to tackle the challenges posed during the 1997 Asian financial crisis. A new policy goal was set to promote and nurture venture companies seeking subsequent means to achieve it. The third paradigm shift took place during President Moon's administration in order to effectively respond to the issues stemming from the fourth industrial revolution and the COVID-19 pandemic. Through the overall revision of the 'Support for Small and Medium Enterprise Establishment Act', the scope of startups were expanded, new industries and technology startups were supported and promoted, and venture investment-related laws were streamlined. In addition, the Small and Medium Business Administration was promoted as the Ministry of SMEs and Startups, enabling them to take initiative in implementing startup policies. Particularly, this study focuses on examining the low survival rate of startup companies and the revitalization of private investment as rising policy issues for recent startups, and suggests the improvement direction due to startup policy paradigm shift.

Companion animals are physically, mentally, and socially beneficial to humans, giving us great comfort in living in the Corona19 (COVID-19) era. It is also an era of the Fourth Industrial Revolution, featuring the convergence of information and communication technology. Korea, which is facing a super-aged society, has the highest suicide rate among OECD countries, and companion animals that are effective in emotional stability can be the answer. This study is about companion animals that are effective in stabilizing the emotions of the elderly, one of the major problems in the Republic of Korea, which is about to solve in a super-aged society with more than 20 percent of the elderly aged 65 or older, needs to solve. The impact of knowledge of raising companion animals on the satisfaction level of the elderly was investigated through the management and awareness of infectious diseases. Although the level of care of companion animals had a very significant (p<0.001) effect on the satisfaction of the companion animals, the recognition of infectious diseases has no statistical significance (p>0.05). Raising companion animals with knowledge of rearing increases the satisfaction level and can lead to a happier life. While personal learning is important, it is also believed that supporting education will be necessary as a policy consideration.

Recently, the development of weapons systems in conjunction with the Fourth Industrial Revolution has increased the number of weapon systems that integrate individual commercial systems by actively incorporating the superior fields of private commercial technologies. In the case of such commercial product-based weapons systems, however, the development of ILS elements across all areas, such as technical manual, military field maintenance support equipment, interactive electronic technical manual (IETM), and Computer Based Training (CBT) development, and weapons system Reliability, Availability, Maintainability(RAM) target values, and logistics support analysis (LSA) was requested to expand the level of development by developers. The commercial product-based System Integration (SI) weapon system will be able to complete the comprehensive military balance for complementing and effective maintenance of the military and developers only when the ILS development, which is limited to the essential elements of the required group, Request For Proposal (RFP) and Post-Logistics Support (PLS) directions were applied in the framework of outsourcing maintenance implementation. As a result, by checking the operation status of current weapons systems, the logistics support of commercial product-based weapon systems selected outsourcing as the basic policy that is decided based on the development requirements, focusing on maintaining operation through a rational decision-making process, and presented a plan for applying the development plan to the RFP for the determined core elements and PLS.
This study aims to examine the factors influencing the satisfaction of life, digital information competency, digital information utilization, awareness of future knowledge and information technology, the need for knowledge and information technology, confidence in new technology, and attitude to middle and old people classified as vulnerable to digital information. For the research, raw data of the digital divide survey were used in 2019. Studies have shown that digital information utilization varies depending on the level of awareness of the future intelligence information society. Group with high awareness of the future intelligence information society showed high ability to use information in various fields. The more people recognize the need for future intelligent information technology as a factor that affects the satisfaction of life among middle and high-aged people, and the more confident and active their confidence and attitude toward new technology, the higher their satisfaction with life. It is believed that a policy focusing on digital information capabilities and utilization will be needed to actively respond to changes in the environment of middle and old people from the perspective of digital inclusion.

Preparing for the Fourth Industrial Revolution and Corona-19, our education is expanding a new chapter of learning to the era of AI education that incorporates software technology beyond software education. In this study, we will analyze the case of learner-centered assessment in software education and examine the assessment direction of artificial intelligence education through its effectiveness. Through the case of applying learner-centered assessment to non-computer subjects including computer subjects, we sought the effects on learners' learning, environmental conditions and assessment models of learner-centered evaluation, and through the case of applying the learner-centered assessment model to software education, we wanted to find out what the learner-centered assessment in artificial intelligence education suggests to the educational site. According to the analysis, the learner-centered assessment had a significant effect on the learner's achievement goal, and it is expected that the learner-centered assessment in artificial intelligence education will be carried out smoothly when an objective evaluation system and objective evaluation model are designed to help the learner's assessment, building digital environment conditions based on intelligent information technology.

The development of IT technology that has come to symbolize the fourth industrial revolution, the introduction of online government, and the change in environment has caused radical changes in record management. Most public institutions under the government make use of information systems that are objects of information protection such as electronic document system, document management system, and Onnara system. Further, protection and access control of record information through physical environment and electronic system in a user-centered record management environment is an essential component. Hence, this study studies how professional records management professionals in public institutions recognize safe protection and access management of record information, deriving areas that require improvement and providing a discussion and suggestions to bring about such improvement. This study starts by examining laws and policies on information protection in Korea, analyzing items on access control to compare them with laws and policies, as well as the current situation on records management and derive implications. This study is meaningful in that it aims to substantialize records management by suggesting areas of improvement necessary for the protection and management of record information in public institutions and providing professionals with tangible authority and control.
The Fourth Industrial Revolution brought the quantitative value of data across the industry and entered the era of 'Big Data'. This is due to both the rapid development of information & communication technology and the diversity & complexity of customer purchasing tendencies. An enterprise's core competence in the Big Data Era is to analyze and utilize the data to make strategic decisions for enterprise. However, most of traditional studies on Big Data have focused on technical issues and future potential values. In addition, these studies lacked interest in managing the quality and utilization levels of internal & external customer Big Data held by the entity. To overcome these shortages, this study attempted to derive influential factors by recognizing the quality management information systems and quality management of the internal & external Big Data. First of all, we conducted a survey of 204 executives & employees to determine whether Big Data quality management, Big Data utilization, and level management have a significant impact on corporate work efficiency & corporate management performance. For the study for this purpose, hypotheses were established, and their verifications were carried out. As a result of these studies, we found that the reasons that significantly affect corporate management performance are support from the management class, individual innovation, changes in the management environment, Big Data quality utilization metrics, and Big Data governance system.
With the advent of the fourth industrial revolution, the interest in the internet of things (IoT) in manufacturing is growing, even at foundries. There are several types of process data that can be automatically collected at a foundry, but considerable amounts of process data are still managed based on handwriting for reasons such as the limited functions of outdated production facilities and process design based on operator know-how. In particular, despite recognizing the importance of converting process data into big data, many companies have difficulty adopting these steps willingly due to the burden of system construction costs. In this study, the field applicability of IoT-based devices was examined by manufacturing devices and applying them directly to the site of a centrifugal foundry. For the centrifugal casting process, the temperature and humidity of the working site, the molten metal temperature, and mold rotation speed were selected as process parameters to be collected. The sensors were selected in consideration of the detailed product specifications and cost required for each process parameter, and the circuit was configured using a NodeMCU board capable of wireless communication for IoT-based devices. After designing the circuit, PCB boards were prepared for each parameter, and each device was installed on site considering the working environment. After the on-site installation process, it was confirmed that the level of satisfaction with the safety of the workers and the efficiency of process management increased. Also, it is expected that it will be possible to link process data and quality data in the future, if process parameters are continuously collected. The IoT-based device designed in this study has adequate reliability at a low cast, meaning that the application of this technique can be considered as a cornerstone of data collecting at foundries.
Recently, various digital technology issues such as e-Navigation, Maritime Autonomous Surface Ship (MASS) and Smart ships have constantly emerged in the maritime industry, based on the fourth industrial revolution. The International Maritime Organization is gradually tightening regulations for marine safety and marine environmental protection, and these strengthened regulations are leading to new maritime industries. Thus, the purpose of this study was to design a suitable model to analyze the industrial competitiveness of domestic autonomous operation technology industry, based on the Porter's diamond model. Based on a total of five evaluation factors and 13 detailed factors, the industrial competitiveness of the domestic autonomous operation technology industry was evaluated qualitatively and quantitatively. This industry, which is in the early stage of industrial development, was evaluated as 16.9 points relative to indexing industrial competitiveness. Currently, it is characterized by the simultaneous development of related regulations and core technologies, from the establishment of the scope of the industry. The industrial competitiveness evaluation considering these industrial characteristics is expected to serve as the basis for strategic support and new industrial policy, and impact a wide range of related industries such as shipping, logistics, ports, and shipbuilding and equipment industries.
Last year, a new perception of the right to peace on the Korean Peninsula was adopted: DMZ Yanggu Peace Declaration 2021. The Declaration reflects that there is a raising of necessity for a new perception and approach from the perspective of DMZ-related laws, sustainable ecological environment and security. Gangwon is making considerable efforts to make the border area in DMZ as an area of peace by continuously enhancing publicity on the establishment of the 'Peace Special Self-Governing Province'. This study suggests the necessity of a paradigm shift towards the significance of the interkorean border region that it should function as a passage between the South and the North rather than a dam. For, to be renewed as a sustainably developing region through newly constructed flow of communication, the wall of hostility must preliminarily fall dawn. Then a question arises about how Gangwon is, out of other border region, most eligible for the reconsideration of its significance as a border area. The answer relies on the newly established agenda and understandings towards the right to peace in the perspective of founding the policy for the Unification of the Korean Peninsula. Furthermore, the conservation of DMZ ecological environment through enlistment of UNESCO Biosphere Reserve should go hand in hand with the ultimate value of global agenda of the conservation and protection of the environment. The study insists that the peace zone is a prerequisite for the adaption of the era of future-oriented glocalization featured by the Fourth Industrial Revolution. Up to this date, the border area was an area of pain and agony. It is time for Gangwon to be reborn as an area of peace and coexistence. The aim of this study is to point a direction for Gangwon to become a sustainably developing region by illuminating the value of the Gangwon border area as a new area of peace.
