As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
This study employs Bayesian multiple regression analysis using the ordinary least squares method for regional low flow frequency analysis. The parameter estimates using the Bayesian multiple regression analysis were compared to conventional analysis using the t-distribution. In these comparisons, the mean values from the t-distribution and the Bayesian analysis at each return period are not significantly different. However, the difference between upper and lower limits is remarkably reduced using the Bayesian multiple regression. Therefore, from the point of view of uncertainty analysis, Bayesian multiple regression analysis is more attractive than the conventional method based on a t-distribution because the low flow sample size at the site of interest is typically insufficient to perform low flow frequency analysis. Also, we performed low flow prediction, including confidence interval, at two ungauged catchments in the Nakdong River basin using the developed Bayesian multiple regression model. The Bayesian prediction proves effective to infer the low flow characteristic at the ungauged catchment.
We incorporated cooperative learning focusing on the 'Crustal Deformation' in five classes of second grade students, at an all-girls' middle school of Gimje city. The groups of cooperative learning were composed of four members of students each, according to the heterogeneous level. We conducted a pretest on the students' preference before incorporating the cooperative learning. After ten weeks of cooperative school work, the students took a post test with the same questions as the pretest. The result of this method greatly impacted the change on the students' scientific preference. It means that the students showed a positive change in their awareness of and participation in science classes, compared to before. However it is difficult to distinguish the differences in their scientific attitude on the recognition about scientists and habits which make them think scientifically. This resulted from the short period of ten weeks which is not sufficient to carry out the study strategy effectively. Surveys of the students on cooperative learning indicates that the middle level students prefer this method unlike the higher or lower level students. we are convinced that they can learn from the students of higher level and are able to help the lower level with the interaction through cooperative learning. According to the result of the survey, the method has some weaknesses; it arouses the high noise levels and consequent disturbance due to verbal interaction and of conflicts due to disagreements when they discuss the process. On the contrary, advantages are developing the students's interest in science class, helping them to learn, creating positive participation in class, and fostering mutual collaboration with other students through cooperative learning.
This paper develops a simple model to explain the reasons why foreign acquirers pay significantly higher premiums for U.S. target firms than do U.S. buyers. We also provide empirical work on the valuation effect of foreign takeovers and the determinants of the wealth gains of U.S. target shareholders involved in foreign takeovers. The results indicate that target wealth gains are significantly higher in foreign takeovers than in domestic takeovers, after controlling for the wealth effects of payment method, acquisition type, tax status, size and time period of bids. This confirms the valuation effect of foreign takeovers. Furthermore, the results of cross-sectional regression analysis show that the variation in U.S. target wealth gains is explained by extra tax benefits stemming from double tax deductions for acquisition-related interest expenses incurred by foreign acquirers. These findings imply that differential taxation across tax jurisdictions is the main source of the valuation effect of foreign takeovers. In addition, we find that there exists a valuation effect of the nationality of the foreign acquirers. Japanese companies pay significantly higher premiums than do non-Japanese acquirers. The finding also indicates that competition among bidders increases the abnormal returns to U.S. target shareholders in foreign takeovers.
The present study investigated flow dynamics of a two-dimensional abdominal aortic bifurcation model under sinusoidal flow conditions considering wall motion. impedance phase angle(time delay between pressure and flow waveforms), and non-Newtonian fluid using computational fluid dynamics. The wall shear stress showed large variations in the bifurcated region and the wall motion reduced amplitude of wall shear stress significantly. As the impedance phase angle was changed to more negative values, the mean wall shear stress (time-averaged) decreased while the amplitude (oscillatory) of wall shear stress increased. At the curvature site on the outer wall where the mean wall shear stress approached zero. influence of the phase angle was relatively large. The mean wall shear stress decreased by $50\%$ in the $-90^{\circ}$ phase angle (flow wave advanced pressure wave by a quarter period) compared to the $0^{\circ}$ phase angle while the amplitude of wall shear stress increased by $15\%$. Therefore, hypertensive patients who tend to have large negative phase angles become more vulnerable to atherosclerosis according to the low and oscillatory shear stress theory because of the reduced mean and the increased oscillatory wall shear stresses. Non-Newtonian characteristics of fluid substantially increased the mean wall shear stress resulting in a less vulnerable state to atherosclerosis.
Background : Cancer is a disease that not only places a significant burden on patients clinically but also requires significant expense for diagnosis and treatment. Although the cancer coverage of health insurance has recently been expended, the need for financial assistance among cancer patients and their families is still expected to be significant. In this study, cancer patients' need for financial assistance in Korea was examined and its influence factors were analyzed. Methods : Target study subjects were those who are over 18 years of age and were diagnosed with cancer more than four months prior at the National Cancer Center and 9 Regional Cancer Centers in Korea during the period from July to August of 2008. Quarter sampling was conducted according to the ratio of the type of each cancer. A face to face interview survey was conducted. A total of 2,661 cancer patients finished the survey. Medical charts were reviewed in order to obtain the cancer type and SEER stage of cancer patients. An ordered logistic regression model was used to examine the level of need for financial assistance according to the demographical, clinical, and socio-economic variables of cancer patients. Result : The percentage of cancer patients who needed financial assistance was 69.0%, and 36.9% needed significant financial assistance. The need for financial assistance was perceived to be greater in males, younger age group, low income group, low education group, medical aid recipients, those who were diagnosed recently, those with a low level of quality of life measured through EQ5D, and those with decreased income after cancer diagnosis. Conclusion : In spite of the current policy to increase health insurance coverage, the majority of cancer patients and their families in Korea still need financial assistance due to cancer. In particular, there were more vulnerable groups, such as the low income, or low education group. In the future, policies that focus on the disadvantaged, which strengthen social security, should be considered for achievement of a substantially better quality of life for cancer patients and their families.

Effects of wild plant extract (Lak) based on Korea traditional prescription on maximal exercise performance and endurance were evaluated using calorie-restriction animal model. In acute forced swimming test with 10% body weight attached to tail, dietary Lak supplementation increased exercise performance endurance by increasing concentrations of ATP and insulin-like growth factor-1 (IGF-1) under calorie-restriction condition, and decrement of blood lactic acid concentration and increment of muscle ATP content were observed. These results suggest Lak is very effective for decreasing side-effects of obesity therapy using very low calorie diet.
The purpose of the study was to point out the limitation of the conceptual discussions in which researches on gender responsive budgeting have remained so far and to empirically analyze the effect of institutionalization of gender responsive budgeting on the gender equality by using macro data. The units of the analysis were 73 countries which implements gender responsive budgeting among the 229 countries registered in the World Bank. Panel data were established on the materials of 7-year period from 2006 to 2012, which were analyzed by Fixed Effect Model. Gender Equality (Gender Gap Index) which is the ultimate goal of gender budgeting was established as the dependent variable while Institutionalization of Gender Responsive Budgeting (formal and qualitative classification) was established as the independent variable. In addition, social and economic factors, political factors and geographical factors which were judged to affect dependent variables were established as control variables. As a result of analysis, the institutionalization of gender responsive budgeting has positive effect on gender equality. Thus, the study confirmed that gender responsive budgeting has positive effect on gender equality in countries with legal, procedural and formal foundations rather than in countries with simple rhetoric in catchwords and documents. Moreover, the higher the level of institutionalization of gender responsive budgeting is, the more positive effect it has on the gender equality. Therefore, the study found out that efforts need to be accompanied to enhance the level of institutionalization in order to increase the effectiveness of institutionalization of gender responsive budgeting.
Purpose - Foreign Exchange Rates (FER) have been one of the most significant factors for both Korean exporters and the economy of Korea. The purpose of this study is to evaluate whether exporters with a high level of Exchange Rate Elasticity of Sales (ERES) make the use of earnings management for Income Smoothing (IS). Design/methodology - Income smoothing was obtained using the methodology suggested by Leuz, Nanda and Wysocki (2003). Accruals-based Earnings Management (AEM) was estimated using Discretionary Accruals (DA) calculated by the operant Jones Model developed by Dechow, Sloan and Sweeney (1995). Real Earnings Management (REM) was obtained using the methodologies suggested by Roychowdhury (2006) and Cohen and Zarowin (2010). Data were 2,402 firm years of public listed companies on the KRX, which were not in the financial industry and had a settlement of accounts in December for the period from 2013 to 2017. Findings - Results of the evaluation are as follows. First, companies with higher levels of ERES have relatively lower levels of smoothing of reported income. This might be because a fluctuation in sales caused by an exchange rate fluctuation has a direct impact on the volatility of the reported income. Second, companies with high levels of both ERES and IS have a positive correlation with both AEM and REM. This might be because companies with high levels of IS engage in earnings management to smooth reported income. Specifically, it is possible to assume that for smoothing the reported income, not only AEM but also REM is practiced. Third, companies with high levels of ERES but low levels of IS have a negative correlation with both AEM and REM. This could be interpreted as companies exhibiting low levels of IS due to higher levels of ERES tend to control IS. In addition, such results were supported by firms relying highly on exporting, and are consequently sensitive to exchange rate fluctuation. Therefore, it may conclude that companies with high levels of ERES make the use of earnings management as a means of IS. Originality/value - This study can find its significance from the fact that it is the first study, empirically verifying that companies of Korea, where exportation is a large part, use both AEM and REM as a means for smoothing reported income upon facing exchange rate fluctuations. In addition, it is highly expected that the results of this study could be useful for participants of financial markets when making IS-related decisions.

Military vessels are complex weapon systems consisting of various integrated onboard equipment. Since their acquisition of military equipment takes a long period of time and a prototype ship is deployed and tested, vessel development has relied on its proprietary process. However, due to the growing complexity of onboard equipment technology, application of systems engineering (SE) process has become indispensable. Nonetheless, an effective design process complementing the existing design with the SE has not yet been developed. As such, we have studied an improved basic design process for submarines based on SE. To do so, we analyzed the processes for the basic design, technical review, and requirement management. Included reviews and requirements are SRR, SFR and PDR, and SSRS, SSS, and SSDD. By combining the results in the SE framework, we built an improved basic design process that can be applied in parallel with the SE-based technical review and requirement management. To assess the process, we applied our proposed model to the submarine development undergoing the basic design phase. It is possible to effectively manage the requirements, design artifacts and improve traceability, and also utilize them as test and evaluation materials. The SE-based basic design process is expected to be useful in other kinds of vessel design.
