부산항은 한반도의 동남단에 위치하여 태평양과 아시아 대륙을 연결하는 관문역활을 하고 있으며, 우리나라 제1 항만인며, 세계 제3위의 컨테이너 항만 이면서 유조선, 케미칼선 등 입 출항이 빈번하여 대형 해양오염사고가 상존하는 지역이다 부산해역의 대형 해양오염사고 시 신속한 방제 예방 및 대책 방안을 마련하여 안전하고 깨끗한 해양환경을 보전하고자 함.

북한의 개방정책과 남한의 대북사업의 추진으로 대북한의 효율적인 국토개발과 지속 가능한 환경보전의 전략을 수립하는 것은 매우 의미 있는 일이다. 본 연구에서는 특히 산업단지 개발사업 도중의 토양유출량을 추정하여 인근하천이나 연안해역의 개발전과 개발 이후의 토양유출량과 비교하고, 토양유실 추정유역의 지형분석 등을 통하여 기존의 적지선정방식에서 고려되지 못한 개발사업 중 연안해역의 환경변화를 저감하기 위한 인자를 도출하였다. 이를 위성영상 자료처리에 적용함으로써 북한과 같은 접근이 불가능한 지역에 있어서 자연환경 변화를 저감할 수 있는 친환경적인 산업단지 적지분석 기법을 도출하였다.

Busan, where the coastal ecosystem health is deteriorating due to high development pressure and intensity of use, needs ecosystem management that considers humans and the natural environment together for sustainable use and ecosystem preservation of the coastal areas. In this study, the InVEST model was applied to assess the habitat status of the coastal land and coastal sea to manage the ecosystem based on habitats. As a result of the assessment of the coastal land, the habitat quality of Gadeok-do, Igidae, and Sinseondae, Gijang-gun are high, and Seo-gu, Jung-gu, Dong-gu, and Suyeong-gu are low. In the case of the coastal sea, the habitat risk of the Nakdong river estuary is low, and some areas of Yeongdo-gu, Saha-gu, Gangseo-gu are high. Therefore, for the sustainable use and preservation of coastal ecosystems, it is necessary to prepare ecosystem-based management measures to improve damaged habitats and reduce threats. In addition, the impact on coastal seas should be fully considered when planning coastal land development. The results of the InVEST habitat quality model in coastal land show similar tendencies to the biotope and environmental conservation value assessment map. The results of the habitat risk assessment in the coastal sea are expected to be utilized to identify habitats in the coastal sea and management of threat factors.

This study aims at proposing and developing the coastal management policy tool package contingent upon coastal community circumstance so that coastal regional government may enhance the efficiency of coastal administration and reestablish the coastal region master plan systematically. The 8 coastal policy tools of the already-tested U. S. coastal region government will be utilized as the new alternative on behalf of the Korean coastal region government. According to the result of experts survey, these tools especially can be used effectively in the tourism, disaster, restoration, and scenary coastal function types. Although this study is exploratory, it will be expected to contribute as the basic survey results of the successive research and coastal region policy development in Korea.

본 논문은 해양공간계획법에 근거한 해양에서의 다양한 용도 경합이 예상되는 울산 부유식 해상풍력발전단지 조성사업에 대하여 살펴보고자 한다. 해양공간계획법에 따르면 다양한 용도가 중첩되는 경우, 자연환경, 사회경제적 여건 및 주변 해역의 이용 및 보전 현황 등을 고려하여 관리의 우선순위를 정해야 한다. 이에, 해상풍력발전단지 설립에 따른 해양환경 및 천연자원 영향성 평가의 경제적 피해액을 추정한다. 이는 해양공간계획 시, 용도지정 우선순위를 정할 때 객관적 자료가 될 수 있고, 나아가 효율적인 풍력발전단지 운영을 위한 기초 자료가 될 것이다.

낙동강 하구는 서쪽으로 진해만, 동쪽으로는 부산항과 인집해 있으며 생태보호구역, 철새도래지로서 자연환경보전상 중요한 해역이다. 1987년 11월 낙동강 하구둑 건설이후 명지주거단지 매립, 신호공단 매립이 이루어졌으며 최근에는 가덕도 북쪽 해안에 부산신항만이 건설되고 있는 중이다. (중략)

Recently, a New Great Harbour Bridge between Mokpo City and Koha Island is planned to be built across Mokpo Inner Harbour, and Namak New Town is under construction adjacent to Mokpo. Citizels' concorn of and participation in 「Campaign for Shaping Mokpo into Beautiful Seaport」 are necessary to match the view of Mokpo harbour with natural scenery beautifully and with marine environment harmoniously. Citizens'ㄹ levels of consciousness of coastal and marine environment were ascertained through questionnaire surveys of local citizenry attitudes and opinions, and citizenry action plans for the conservation of coastal and marine environments around Mokpo harbour are suggested on the basis of the results of questionnaire surveys. Citizens' voluntary participations in local policy for the control of marine wastes production and in a campaign for the collections of marine debris and wastes around beaches and coastal areas are required. The operation of municipal sewage treatment plants is to be performed effectively and efficiently, and to be monitored and evaluated periodically by the general public, the local federation for environmental movement or NGO. The development and performance of marine environmental education programs and an enlightenment campaign for environment preservation are to be incessantly done in cooperation with local residents. Only when local government of Mokpo collects the public opinions and continues to shape Mokpo into international beautiful seaport in the direction of a reflex of public opinion, coastal and marine environment around Mokpo harbour can be kept in good condition with citizens' positive participation in citizenry long-term practical action plans for environment conservation.

Kwangyang Yeosu Port is consisted of narrow strait and inclosed harbor and also where is frequently occurred maritime pollution accidents at seas bemuse of a lot of sea traffics for major oil refining company including Yeocheon National Complex. In the paper, we suggest methods to quickly remove the pollutants at seas form maritime pollution accidents in kwangyang Yeosu Port and also protect environmental life and property.

This paper evaluated types and characteristics of development projects occurred in coastal area (Public Water) by analyzing an application status of Sea Area Utilization Conference System that effective protect and manage marine environment and ecosystem from various artificial utilization and development enforced in 2008. Also, system improvement for stable settlement and security of efficiency considering exposed problems during system enforcement were diagnosed. The number of Sea Area Utilization Conference (SAUC) performanced during the period of 2009-2010 was 3,705, which consisted of simple SAUC (87.0%), general SAUC (12.8%), and Sea Area Utilization Impact Assessment (SAUIC; 0.2%). The general SAUC was accomplished for Public Water reclamation (43.4%), seawater supply and drainage (17.5%), dredging sediment (5.5%), installation of port facilities (4.6%) and fishing harbor facilities (2.3%), and others (23.4%). Statements of Environmental Impact Assessment (EIA) were reviewed mainly for construction of port facilities (32.9%), followed by construction of industrial complex, development of tourism and leisure complex, road construction, and development of energy facilities. It would be necessary to strengthen effectiveness of the system, advertisement, and capability of conference and review agency, and to enhance confidence of marine EIA continuously, according to the increase of development projects, and diversity and enlargement of development types.
