An Evaluation of the Importance of Major Indicators for Measuring the Level of Spatial Informatization in Local Governments (지방정부의 공간정보화 수준 측정을 위한 주요 지표의 중요도 평가)

  • This study diagnoses the maturity level of local government's spatial information policy in the face of the digital transformation period. To this end, by using the stratification (AHP) analysis technique, for the spatial information expert group, the importance evaluation is performed along with the selection of measurement indicators of the level of spatial informatization. First, the current status and indicators in terms of spatial information policies of local governments are studied through theoretical considerations. In addition, by examining previous studies, differentiation from this study is presented. In this study, 3 indicators and 18 detailed items of spatial informatization level evaluation indicators could be selected. As a result of the evaluation, the overall importance ranking for the measurement index was 0.125 (12.5%) for the establishment and utilizations of GIS Systems provided by local governments, 0.109 (10.9%) for the quality management of basic spatial information, 0.107 (10.7%) for the establishment and utilization of its own spatial information. 0.073 (7.3%) for the collaboration and sharing within the institution, 0.071 (7.1%) for the operation of education and support system on spatial information, 0.065 (6.5%) for the securing a dedicated organization and professional human resources, and interest at the institutional level were derived in the order of 0.053 (5.3%). The results of this study are expected to be usefully utilized as basic data to evaluate the level of spatial information policies promoted by local governments. In addition, if the local government's spatial information policy is pursued centering on the major indicators derived from the study, it is expected that efficient policy operation will be possible.

  • Robots are expected to expand their scope of application to the military field and take on important missions such as surveillance and enemy detection in the coming future warfare. Swarm robots can perform tasks that are difficult or time-consuming for a single robot to be performed more efficiently due to the advantage of having multiple robots. Swarm robots require mutual recognition and collaboration. So they send and receive vast amounts of data, making it increasingly difficult to verify SW. Hardware-in-the-loop simulation used to increase the reliability of mission verification enables SW verification of complex swarm robots, but the amount of verification data exchanged between the HILS device and the simulator increases exponentially according to the number of systems to be verified. So communication overload may occur. In this paper, we propose a digital twin-based communication optimization technique to solve the communication overload problem that occurs in mission verification of swarm robots. Under the proposed Digital Twin based Multi HILS Framework, Network DT can efficiently allocate network resources to each robot according to the mission scenario through the Network Controller algorithm, and can satisfy all sensor generation rates required by individual robots participating in the group. In addition, as a result of an experiment on packet loss rate, it was possible to reduce the packet loss rate from 15.7% to 0.2%.

Comparative Study of Information Literacy Education and Librarian Teacher Evaluation Index in Teachers' Competency Development Evaluation (정보활용교육 주요 토픽과 교원능력개발평가 사서교사 평가지표 비교 연구)

  • This study aimed to compare and analyze librarian teacher evaluation index from evaluation of teachers' competency development with the the topics of information utilization education. To this end, LDA topic modeling was conducted by collecting papers related to information utilization education published in four major journals in the field of literature and information from 1995 to May 2022. As a result of topic modeling, it can be seen that information utilization education (T10) was the most actively discussed at 12.0% of the 20 topics, followed by library utilization classes (T2) 10.4% and user service (T3) 8.8%.On the other hand, 3.3% of reading discussion (T7), 2.9% of reading education (T19), 2.1% of manpower management (T13), and 2.1% of librarian teacher job satisfaction (T17) showed the lowest distributions 3.3%, 2.9%, 2.1%, and 2.1%, respectively. In addition, although librarian teacher's class model development (T1) and curriculum development (T20) are essential processes for collaborative classes and information utilization education, they were not reflected in the current teacher competency development evaluation index. Therefore, this study proposed that 'instructional model and curriculum development' indicator should be added on 'training and support classes' factors in the Librarian Teacher Evaluation Index in Teachers' Competency Development Evaluation for further evaluation.

  • The purpose of this study is to suggest ways to improve medical librarians' educational programs to improve domestic medical library user services. To this end, the role of medical librarians was investigated, and the education areas were itemized, and then the MLA in the US and the KMLA in Korea were compared and analyzed. As a result, the improvement points for medical librarian education programs in Korea are: First, expansion of certification programs that select various types of education programs, education areas, education contents, and specialized fields, collaboration programs with related institutions, and education programs that advocate the value of KMLA are required. Second, there is a need for various educational programs in the current educational areas, such as 'research support service' and 'education/education design/consultation'. In particular, it is necessary to provide 'consumer health information service' and 'disaster information service' for which there is no education at all. In addition, it is necessary to precede the establishment of regulations on the domestic medical librarian education curriculum for the education of various 'information services in the field related to medicine'. Third, it is necessary to provide online education contents for librarians who have difficulty participating in face-to-face education.

Trends in the use of big data and artificial intelligence in the sports field (스포츠 현장에서의 빅데이터와 인공지능 활용 동향)

  • This study analyzed the recent trends in the sports environment to which big data and AI technologies, which are representative technologies of the 4th Industrial Revolution, and approached them from the perspective of convergence of big data and AI technologies in the sports field. And the results are as follows. First, it is being used for player and game data analysis and team strategy establishment and operation. Second, by combining big data collected using GPS, wearable equipment, and IoT with artificial intelligence technology, scientific physical training for each player is possible through user individual motion analysis, which helps to improve performance and efficiently manage injuries. Third, with the introduction of an AI-based judgment system, it is being used for judge judgment. Fourth, it is leading the change in marketing and game broadcasting services. The technology of the 4th Industrial Revolution is bringing innovative changes to all industries, and the sports field is also in the process. The combination of big data and AI is expected to play an important role as a key technology in the rapidly changing future in a sports environment where scientific analysis and training determine victory or defeat.

Digital Platform Government Promotion and Response Direction as a National Task : Focusing on the Impact that Will Have on the Management of Public Records (국정과제로서의 디지털플랫폼정부 추진과 대응 방향 공공기록물 관리에 미치게 될 영향을 중심으로)

  • As the Yoon Seok-yeol administration enters its second year in office, it is beginning to vigorously promote policies related to the "digital platform government," which is the 11th of the 120 national tasks. Accordingly, the Digital Platform Government Committee established and reported the 'Digital Platform Government Realization Plan' to the President in April 2023, and the 「Act on Provision and Use of Public Data」 and 「Data An amendment to the Act on the Vitalization of Infrastructure Administration" was submitted to the National Assembly in June 2023. In addition, the 「Regulations on the Promotion of Administrative Efficiency and Collaboration」, which is a Presidential Decree, was revised to 「Regulations on Operation and Innovation of Administrative Affairs」, including the name change, to effectively promote innovation in administrative work, and was completed on June 27, 2023. Therefore, this study aims to examine the trends of public institutions related to the digital platform government as a government task, and discuss whether the recent trends will affect the management of institutional records. Indications to respond to the government's digital platform, which is leading the way, it was emphasized that the operation of the current Medical Records Act is strange.

  • The 4th industrial revolution refers to the transition to a knowledge society in which the production speed of knowledge is fast and the proportion of the knowledge industry is greatly increased. The reorganization of the industrial structure and the change of occupations and jobs due to new technologies are bringing about changes in education, and the development of digital technology has made education that is borderless, individual and dynamic, becoming the new standard of education. With these changes, interest in nano-degrees on new technologies or micro-degrees focused on core courses rather than regular course degrees is increasing. As a representative example, Udacity in the United States has opened and operated online nanodegree courses related to jobs, and collaborates with major companies to develop and educate core training courses necessary for companies, thereby efficiently supporting companies in securing talent. With the revitalization of online vocational and job training, an environment has been prepared in which individuals can set goals for vocational competency development and continue their portfolio-based sustainable learning. However, for effective vocational education, automated and personalized educational content design should be preceded.   • In the midst of the current turbulent global economy, traditional investment metrics are undergoing a metamorphosis, signaling the onset of what's often referred to as an "Investment cold season". Early-stage startups, despite their boundless potential, grapple with immediate revenue constraints, intensifying their pursuit of critical investments. While financial indicators once took center stage in investment evaluations, a notable paradigm shift is underway. Organizational culture, once relegated to the sidelines, has now emerged as a linchpin in forecasting a startup's resilience and enduring trajectory. Our comprehensive research, integrating insights from CVF and OCAI, unveils the intricate relationship between organizational culture and its magnetic appeal to investors. The results indicate that startups with a pronounced external focus, expertly balanced with flexibility and stability, hold particular allure for investment consideration. Furthermore, the study underscores the pivotal role of adhocracy and market-driven mindsets in shaping investment desirability. A significant observation emerges from the study: startups, whether they secured investment or failed to do so, consistently display strong clan culture, highlighting the widespread importance of nurturing a positive employee environment. Leadership deeply anchored in market culture, combined with an unwavering commitment to innovation and harmonious organizational practices, emerges as a potent recipe for attracting investor attention. Our model, with an impressive 88.3% predictive accuracy, serves as a guiding light for startups and astute investors, illuminating the intricate interplay of culture and investment success in today's economic landscape.

An Ontology Model for Public Service Export Platform (공공 서비스 수출 플랫폼을 위한 온톨로지 모형)

  • The export of domestic public services to overseas markets contains many potential obstacles, stemming from different export procedures, the target services, and socio-economic environments. In order to alleviate these problems, the business incubation platform as an open business ecosystem can be a powerful instrument to support the decisions taken by participants and stakeholders. In this paper, we propose an ontology model and its implementation processes for the business incubation platform with an open and pervasive architecture to support public service exports. For the conceptual model of platform ontology, export case studies are used for requirements analysis. The conceptual model shows the basic structure, with vocabulary and its meaning, the relationship between ontologies, and key attributes. For the implementation and test of the ontology model, the logical structure is edited using Prot$\acute{e}$g$\acute{e}$ editor. The core engine of the business incubation platform is the simulator module, where the various contexts of export businesses should be captured, defined, and shared with other modules through ontologies. It is well-known that an ontology, with which concepts and their relationships are represented using a shared vocabulary, is an efficient and effective tool for organizing meta-information to develop structural frameworks in a particular domain. The proposed model consists of five ontologies derived from a requirements survey of major stakeholders and their operational scenarios: service, requirements, environment, enterprise, and county. The service ontology contains several components that can find and categorize public services through a case analysis of the public service export. Key attributes of the service ontology are composed of categories including objective, requirements, activity, and service. The objective category, which has sub-attributes including operational body (organization) and user, acts as a reference to search and classify public services. The requirements category relates to the functional needs at a particular phase of system (service) design or operation. Sub-attributes of requirements are user, application, platform, architecture, and social overhead. The activity category represents business processes during the operation and maintenance phase. The activity category also has sub-attributes including facility, software, and project unit. The service category, with sub-attributes such as target, time, and place, acts as a reference to sort and classify the public services. The requirements ontology is derived from the basic and common components of public services and target countries. The key attributes of the requirements ontology are business, technology, and constraints. Business requirements represent the needs of processes and activities for public service export; technology represents the technological requirements for the operation of public services; and constraints represent the business law, regulations, or cultural characteristics of the target country. The environment ontology is derived from case studies of target countries for public service operation. Key attributes of the environment ontology are user, requirements, and activity. A user includes stakeholders in public services, from citizens to operators and managers; the requirements attribute represents the managerial and physical needs during operation; the activity attribute represents business processes in detail. The enterprise ontology is introduced from a previous study, and its attributes are activity, organization, strategy, marketing, and time. The country ontology is derived from the demographic and geopolitical analysis of the target country, and its key attributes are economy, social infrastructure, law, regulation, customs, population, location, and development strategies. The priority list for target services for a certain country and/or the priority list for target countries for a certain public services are generated by a matching algorithm. These lists are used as input seeds to simulate the consortium partners, and government's policies and programs. In the simulation, the environmental differences between Korea and the target country can be customized through a gap analysis and work-flow optimization process. When the process gap between Korea and the target country is too large for a single corporation to cover, a consortium is considered an alternative choice, and various alternatives are derived from the capability index of enterprises. For financial packages, a mix of various foreign aid funds can be simulated during this stage. It is expected that the proposed ontology model and the business incubation platform can be used by various participants in the public service export market. It could be especially beneficial to small and medium businesses that have relatively fewer resources and experience with public service export. We also expect that the open and pervasive service architecture in a digital business ecosystem will help stakeholders find new opportunities through information sharing and collaboration on business processes.

A Comparative Study on the Effect of Enterprise SNS on Job Performance - Focused on the Mediation Effect of Communication Level and Moderating Effect of Nationality - (기업용 SNS 이용이 업무성과에 미치는 영향의 국가 간 비교연구 - 커뮤니케이션 수준의 매개효과와 국적의 조절효과를 중심으로 -)

  • Companies are trying to use enterprise SNS for collaboration and speedy decision-making. This study verified the mediating effect of communication between enterprise SNS and job performance, and proved the moderating effect of nationality between enterprise SNS and communication. This study collected survey data of 81 Korean and 81 Chinese from employees who have used enterprise SNS in Korea and China. As results of data analysis, first, enterprise SNS improved job performance through speedy information sharing and error reduction. Second, communication mediated the effect of enterprise SNS on job performance. Third, enterprise SNS increased the level of organizational communication through decreasing the burden of offline face-to-face communication. Compared with Chinese corporate organizations, Korean corporate organizations have high power distances, centralized control, and high superior authority. Therefore, in the off-line communication situation, the subordinate feels the social pressure to follow the command of the superior. Thus communication is one-way and closed. In this Korean organizational situation, corporate SNS can be used as a means to bypass rigid offline communication. In the online communication environment of non face-to-face corporate SNS, anxiety and stress of face-to-face communication can be reduced, so communication between the upper and lower sides can flow more smoothly. The contribution of this paper is that it proved that enterprise SNS promotes communication and improve job performance by reducing the anxiety or stress of offline communication, while according to prior research successful adoption of many types of information systems requires the fit between an organization and its organizational culture.
