중소기업이 국가경쟁력을 강화하는데 크게 기여한다는 실증적 연구결과에 힘입어 이의 육성에 각국이 힘을 쏟고 있다. 그러나 중소기업 육성을 저해하는 장애요인 또한 만만치 않다. 그 중에서 마케팅활동을 효과적으로 전개하기 어려운 여러 장애요인이 특히 우리 나라에서 심하게 나타나고 있다. 이를 극복하기 위한 주요한 수단으로 마케팅부문에서 타기업과의 협력과 제휴가 거론되며, 이를 통하여 중소기업이 지닌 능력의 한계를 극복하고 경쟁력강화를 이룩하려 한다. 협력과 제휴에는 여러 형태가 있으며 수평적관계의 제휴는 물론 수직적관계에서 나아가 이업종(異業種)과의 제휴를 통하여 그 효과를 극대화 할 수 있다. 제휴와 협력은 이제 중소기업의 생존과 성장에 필수적 요인이며, 전략적 관점에서 제휴상대와 내용이 검토되어야 할 것이다. 그러나 제휴의 성공은 몇 가지 필요조건과 이에 부수된, 특히 우리나라에서 강조되어야 할, 조건들이 충족되어야 할 것이다. 이와 관련해서 북부 이테리 공업지역 중소기업들의 제휴실태와 그 성과에서 우리가 배울 것이 많다. 이태리의 경우가 그러하듯 중소기업간의 제휴와 협력을 촉진하기 위하여 정부가 담당할 역할이 있으며 지속적 지원이 요구된다.

본 논문에서는 대학이 보유하고 있는 인적 물적 자원의 효율적인 관리와 지역사회 자원봉사활동 연계를 중심으로 지역사회에서의 대학의 역할과 자원봉사활동 강화 방안을 모색하고자 하는데 연구의 중점을 두었다. 먼저, 대학의 자원봉사활동을 지속적으로 발전시키기 위해서 다양한 정책개발이 필요하다. 둘째, 일상생활보조나 단순봉사활동 보다는 전문화된 자원봉사 프로그램이 필요하다. 셋째, 자원봉사 활동이 대학생들에게 반강제적으로 실시되는 측면도 있어, 자원봉사에 대한 인식 개선이 필요하다. 넷째, 대학생 자원봉사활동이 지역사회에서 지속적으로 이루어질 수 있도록 체계적인 자원봉사체제 확립이 이루어져야 한다.

In this paper, we propose a Scorm-based Sequencing & Navigation Model for Collaborative Learning. It is an e-Learning process control model that is used to efficiently and graphically defining Scorm's content aggregation model and its sequencing prerequistites through a formal approach. To define a process based model uses the expanded ICN(Information Control Net) model. which is called SCOSNCN(SCO Sequencing & Navigation Control Net). We strongly believe that the process-driven model delivers a way of much more convenient content aggregating work and system, in terms of not only defining the intended sequence and ordering of learning activities, but also building the runtime environment for sequencing and navigation of learning activities and experiences.

As Industry-University Cooperation (IUC) has been emphasized for securing national competitiveness in a knowledge-based economy, the South Korean government has promoted related policies, including a financial support program for facilitating IUC activities. This study examines the effects of Leaders in INdustry-university Cooperation (LINC) program, which is one of the government financial support programs for IUC, on the performance of IUC by propensity score matching. The results show that LINC program positively influences the number of technology transfers and the number of faculty that participated in start-ups. The results of this study are expected to provide implications for improving IUC policies and the financial support program.

본 연구는 한국, 미국, 일본의 ITS 표준추진체계 비교분석(Comparative Analysis)을 통해, 국가 ITS표준 추진체계의 운영효율화방안을 제언하는 것이다. 이를 위해 우리나라의 ITS표준추진체계의 문제점을 파악하고, 국외사례분석을 통해 이를 개선할 수 있는 대응방안을 제언하였다. 미국, 일본사례 비교분석결과, 국가ITS표준화추진체계의 효율적 운영을 위해서는 관.민협력적, 범부처적 국가ITS표준추진체계 모델을 정립하고, 국제표준과 연계하여 국가표준, 부처표준, 단체표준을 추진하되, 해당표준이 표준의 기능과 역할에 부합하도록 개발.제정되어야한다. 사업자와 수요자의 다양한 요구(Need)를 신속히 표준화할 수 있도록 단체표준화육성을 통해 국가 표준화하고, 특히 교통안전과 공공성에 관련된 ITS기술은 정부부터가 강력히 규제할 수 있는 기술기준(Technical Regulation)을 도입하도록 하였다. 아울러 표준제정 뿐만 아니라 데이터등록소(Data Registry) 및 웹기반의 표준화활동 등 표준화구축사업을 통해 표준화의 활동을 활성화하도록 제언하였다.

한국정부의 중소기업 정책을 분석하고 기업의 성과 분석을 통해 지원 정책의 유효성을 연구하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다.

그동안 우수한 안전관리로 이름을 떨치는 건설현장은 주로 대형건설사가 시공을 하는 현장이었다. 중소현장의 경우 인력 및 재무상태가 대기업에 뒤처지다보니 안전관리에 소홀하다는 인식이 지배적이었다. 헌데 최근 이런 인식이 한낱 편견에 불과함을 여실히 보여주는 현장이 있어 큰 주목을 받고 있다. 그 주인공은 바로 중견 건설사인 티이씨건설이 시공을 하고 있는 '명지대 자연캠퍼스 산학협력관 및 제2예체능관 신축공사현장'이다. 이곳 현장은 고용노동부가 지정한 자율안전컨설팅 대상현장으로 체계적인 안전활동과 책임 있는 자율안전관리가 펼쳐지고 있다. 특히 이곳은 현장소장을 필두로 모든 현장 구성원이 적극 재해예방활동에 참여함으로써 '공생 안전'의 모범도 보이고 있다. 이곳이 이처럼 안전에 총력을 기울이는 이유는 시공 현장이 학교이기 때문이다. 즉 안전사고가 발생해 근로자는 물론 우리나라의 미래인 학생들의 몸과 마음에 해가 가는 일이 없도록 안전에 각별한 주의를 기울이고 있는 것이다. 빈틈없는 안전관리로 중견건설사의 저력과 신념을 보여주고 있는 이곳 현장을 찾아가 봤다.

This paper deals with an empirical study to statistically analyse various business performance on research and development(R&D) as an independent variables. The major results of statistical analyses have come up with the followings : First, the regression analyses between the growth rate and the opportunity of education showed the positive relationship. Second, the regression analyses between the productivity and the expenses of R&D showed the positive relationship. Third, the regression analyses between the profit and the mutual cooperation showed the positive relationship.

대부분 학습용 코스웨어는 CD타이틀로 구성되어 전형적인 일대일 학습 형태를 띄고 있어 학습자에게 금방 지루함을 느끼게 하기 쉽다. 또한 인지적 능력이 부족한 초등학생에게 단순한 교과서식의 웹코스웨어를 적용하는 것은 학습 효과를 높이는데 한계가 있다. 본 논문에서는 초등 교육 현장에 웹을 활용하여 아동들의 다양한 협력 활동을 통해 정보를 탐색하고 조사 활동을 할 수 있는 초등학생 수준에 맞는 협력 학습을 위한 웹기반 사이버학습 교재를 개발 적용한다. 이를 활용하여 교과 시간은 물론 일상 생활에서도 주어진 과제 해결에 필요한 정보 자료를 수집, 분류하고, 웹기반에서 토론하여 일반화된 결과를 도출해 내어 문제 해결 능력을 신장시키는 자료를 개발하였다.

This presentation reviews international cases for earthquakes preparedness in Korean archives. Therefore, this presentation examines how the disaster plan of archives can be applied in earthquake preparedness and pays attention to four cases that could be used to prepare for earthquakes. Four cases are: protection of stacks in Japan, cooperative activities in Germany, unexpected disaster situations and business continuity plan in New Zealand, and risk assessment, cooperative activities, training in cultural heritage sector. If archives review real cases based on fundamental understanding of disaster plan, earthquakes preparedness plan could be established.
