IMF이후 건설 물량은 감소하고 있는 경향이나 재해율은 그다지 감소하지 않고 있고 여전히 중대재해는 계속 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한비용을 더욱 아끼려 하고 있어 비용절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서, 본 연구는 중·소규모 건설현장 안전점검의 실태를 조사 분석하여 문제점을 도출하고 효율적 운영방안을 제시하는 것으로 하였다 현행 안전점검의 실태조사를 위하여 안전점검의 관계담당자인 전국의 노동부 지방노동관서 근로감독관, 한국산업안전의 각 지역본부 및 지도원 기술직원, 안전점검대상 건설현장 관계자에게 각각 설문 조사지를 배부하여 실태를 조사하고 분석하였으며, 또한 노동부의 최근 년도인 1999년, 2000년도의 재해발생통계 및 안전점검실적 자료, 대한건설협회의 최근 년도별 건설공사 수주금액, 공사규모별 현황 및 외국의 건설현장 안전점검사례를 수집하고 분석하였다. 이러한 실태조사 등 수집된 자료분석 및 각종 참고문헌 연구를 통하여 안전점검의 대상현장을 선정하는 기준과 위반사항에 대한 행정 및 사법조치 기준에 대한 문제점을 제시하고 이러한 문제점에 대하여 효율적인 개선대책을 제시하였다.

최근 건설현장 안전관리에 대한 사회적 관심의 증가와 현장 사용 기계, 기구 등의 작업시설 기계화, 안전장치, 시설 등의 발전에도 불구하고, 건설현장의 재해율은 크게 변화하지 않고 있다. 이를 위해 건설현장에서 발생하는 재해의 형태 및 원인, 법정안전보건교육의 내용과 재해예방 효과를 분석하기 위해 H건설 현장의 관리감독자와 근로자 대상으로 건설안전교육에 대한 설문조사를 실시, 분석하였다. 주요 개선방안으로 근로자에게 기능적, 지식적 안전교육 내용이 인지될 수 있도록 현장 규모에 맞는 실질적 체험교육, 영상교육 및 VR(가상현실)등의 입체적 사례교육이 필요하고 지속적 연구와 교육자료 제작 필요 등이 제시되었다.

Tunnel construction is an important part of Korean public construction projects. Although the development of various equipment and technologies has led to advances in tunnel construction methods that are implemented on sites, the cost standards related to such works do not yet reflect the realities of the construction sites. A literature review and site surveys were conducted to suggest reasonable cost standards for tunnel work that reflects the realities of the field. First, each item in the cost standards for tunnel work, as established in the Construction Standard Production Rates, were analyzed. The results were compared with the actual costs implemented on tunnel projects. The key items analyzed included those regarding the work cycle time, such as rock classification, profiling survey, drilling speed, and muck-disposal processing equipment combination, as well as the number of people put to tunneling work. Based on the site survey results, improved estimates regarding the cycle time per one tunnel drilling blast, drilling speed of the machine, muck disposal processing equipment combination, and the number of people put to tunneling work were suggested. This study suggests the cost standards that reflect the realities of tunneling sites. The results are expected to help ensure adequate costs for tunnel construction projects.

현재 우리나라의 수많은 관광지에서는 극심한 교통혼잡과 주차난을 겪고 있다. 본 연구는 대포항 교차로와 대포항 주차장의 기하구조 및 이용실태를 조사한 후, 현재 교차로와 주차장 진ㆍ출입로의 기하구조와 주차장 운영현황 및 그 이용실태의 문제점 분석을 목적으로 하고 있다. 이를 위해 본 연구에서는 현장에서 실제 조사한 교차로의 도로조건과 주차장의 진ㆍ출입로는 조사된 그림(1. 대포항 교차로, 2. 대포항 주차장 구획도)으로 분석하고 주차자의 운영현황 및 이용실태는 현장조사를 토대로 누적주차대수, 주차회전율, 차량당 평균주차지속시간, 주변도로 혼잡영향 분석 등의 방법을 통해 얻어진 결과로 분석할 것이다. 분석결과, 주차장 인접 교차로에서는 버스정류장과 우회전 차로의 합류, 우회전 차로와 주차장 진ㆍ출입로의 합류 등의 기하구조상의 문제로 직진ㆍ우회전 차량, 주차장 진ㆍ출입 차량의 혼잡을 예상할 수 있었고, 주중에는 13시 51분에, 주말에는 10시55분에 이미 주차장은 포화상태를 보여 최초 대기차량이 발생하였으므로 주차공급이 부족함을 알 수 있었다. 그러나, 관광지라는 특성상 기후나 시기적 영향을 많이 받는다는 점을 감안해야할 것이다. 따라서, 관광지 주차장의 조사는 여러 가지 측면에 더 연구되어질 필요가 있다.

최근 국제 표준 및 규격의 국내 도입에 따라 다양한 접지 방식에 대한 안전성과 신뢰성이 요구되고 있으나, 현재 국내 규정은 국제 규격과 부합되지 않는 측면이 있다. 따라서, 국내 건축물의 접지시스템에 대한 정확한 현장 실태를 바탕으로 국내 실정에 맞는 접지시스템의 개발이 요구되고 있다. 본 논문에서는 아파트, 공장, 상가, 학교 등의 신축 건물에 시설된 접지방식 및 등전위 본딩 실태 등을 현장 조사를 중심으로 분석하였다. 접지실태조사는 접지방식, 접지단자의 접속방식, 공결방식, 접지요소간의 접속방식 등을 분석하였으며, 등전위 본딩 실태조사는 IEC 60364에 규정된 방법을 근거로 계통외 도전성 부분과 기기외함의 연속성을 평가하였다.

This study analyzed the major contents and results of revision through an analysis of the specifications and the field survey to revise the construction cost calculation criteria. The result of the survey found that the background processing difficulty was reduced due to an improvement of the quality level of the field floor, and the enhancement of the material's function brought a decrease in construction time and the application of various construction methods. In addition, the application of combined waterproofing methods using more than one material was increasing and the productivity differed according to the site and location. Based on these results, waterproof items were subdivided and applied to the composite construction method, and the input items were differentiated according to the material and construction method. The adequacy of the construction calculation criteria was ensured by presenting the criteria classified according to the construction area, and deleting the items that are not applicable and amending them to make them suitable for the specifications by reflecting the actual conditions of the construction on the site.

본 연구에서는 산불현장 대응인력 역량강화와 관련하여 국내 산불현장 대응인력에 대한 분석을 실시하였으며 인터뷰와 현장조사 등을 통해 국내산불 대응사례를 조사하고 문제점과 개선점을 파악하였다. 이와 같은 조사를 토대로 산불 대응에 대한 개선점을 제시하고자 한다.

The field organization management in construction industry is very important factor improvement and cost reduction. But, until now, evaluation methods on the existing field organization did not make ready and endeavor of organization betterment was insufficient in construction industry. The purpose of this study to provide basic data for reasonable selection and evaluation of the field manager through analyzing operation status of the existing field organization in apartment and office building project by interview and questionnaire on the 22 construction companies. This study presented optimal proposal on the selection and evalution of field manager for productivity improvement and cost reduction by means of efficient construction progress in apartment and dffice building project.
