The Geographies of Foreign Aid by Korea: The Production and Practices of Geopolitical Discourse (한국 공적개발원조의 지정학적 담론)

  • The official development assistance (ODA) accompanies an interstate financial transaction, such as trade, foreign direct investment, and money transfer. ODA policy has designated several purposes. Among them, political purposes have been considered to be the key factors in the regional distribution of foreign aid. If we agree the traditional approach that recognizes ODA as a 'political one', the practice of ODA can be a kind of state geopolitics. This study investigates the construction and characteristics of geopolitical discourses. More specifically, this study pays special attention to the 'practical geopolitics' that is crucial to the policy-making. By analyzing the minutes of the National Assembly Standing Committee, four geopolitical discourses were identified: 'practicing humanities as a developed country', 'providing a role model to developing countries', 'developing new foreign markets' and 'coping with global geopolitics'. These geopolitical discourses have been constructed through the process of justifying the ODA policy to the domestic and international audiences. Constructing discourses on ODA shows the representation of a dichotomous and typical image of developed/developing.

A Method to Use the Land-Use Zoning Information to Extract the DIF Zones (기반시설부담구역 추출을 위한 용도지역지구 공간정보 적용방안 연구)

  • The current Development Impact Fee (DIF) Zoning Law allows Korean localities to designate the DIF Zone for the areas where there have been up-zoning in land-uses due to any minute additions and/or amendments in the existing clauses or provisions in the National Territory Planning Law as well as all other laws related to urban and regional planning. In reality, however, it is almost impossible to trace the sporadic and infinitesimal changes that might occur in every corner of the statutory clauses of a great number of planning related laws. This study, in an effort to overcome such practical difficulties, tries to chase the time-series zoning alterations in especially the consecutive land-use information layers of the Korea Land Information System (KLIS) as comparable analogues of the outcomes of the amendments in various planning laws. A study locality is chosen among the entire localities in the Capital Region based on the selection criteria dictated by the DIF Zoning Law such as the population- and building permit increase rate. It has been verified that the methodology suggested herein is practically applicable and successfully capable of extracting a number of DIF zones with considerable areal sizes, which could not have otherwise been possible. The consequences of this study, in this context, are expected to contribute to prevent the uncontrolled developments as the DIF Zoning Law itself was originally intended to achieve.

  • 동북아시아지역에서 집단안보와 관련된 지역협력체가 형성되기 어려운 이유에는 먼저 체제와 이념이 다른 국가들 사이에서의 강한 지정학적 역학관계가 작동하고 있고, 두 번째로 개별국가 내부의 사회이념과 정치체제의 차이로 인한 이질성이 매우 강하며, 세 번째로 새롭게 형성되고 있는 미-중 관계의 대립적 구도가 군사안보적인 차원에서의 과도한 경쟁관계를 유발하고 있는 동시에, 네번째로 북한의 지속적인 핵과 미사일위협이 지역을 넘어 범세계적인 위협요인으로 작용하고 있으며, 다섯 번째로 장기간 미해결상태에 있는 도서 분쟁이 항시 관련국가들 사이에서의 과도한 민족주의적 갈등을 유발시키고, 이로 인한 적대적인 갈등관계가 지속되고 있는 점 등을 동시대적인 현실적 차원에서의 정치적 장애요인들로 규정해 볼 수 있다. 동시에 이런 현실적 차원에서의 정치적 장애요인들의 근원적인 발생요인으로도 평가될 수 있으며, 특히 동북아 개별국가들이 내세우고 있는 강력한 민족주의 성향과 과거사와 연관된 역사인식에 따른 문화적 이질성의 내면에 존재하는 낭만적 민족주의요소가 동북아 개별국가들 간의 신뢰형성과정을 강력하게 가로막고 있음을 지적할 수 있다. 19세기말에 동북아에 유래된 낭만적 민족주의에 대한 비교국가 차원에서의 심도 있는 분석과 이를 통한 절충점의 발견은, 역설적이지만, 세계 어느 지역보다도 극심한 갈등과 대립국면이 심화된 동북아지역 내의 국가들이 군사안보 및 정치경제차원에서의 보다 원활한 협력관계를 도모하기 위한 첫 단계로서의 공동의 장을 마련할 수 있는 주요한 동기가 될 수 있다.

  • 보통미래를 예측하는 사람들은 현재의 사회학, 지정학 그리고 과학기술과 같은 실체들의 정황과 과거의 성과들을 심사숙고 하여 평가함으로써 미래를 예측한다. 이러한 정황증거에 기인하기에 일들의 미래에 대한 예측은 독창성이나 대담성도 요구되지 않고, 실질적으로 상상력이 풍부한 것도 아니며, 분명한 현실의 범주에서 벗어나는 확신할 수 있는 가능성을 많이 가지고 있는 것도 아니다. 그러므로 나는 수의학의 미래에 대한 특별한 청사진을 제시하려 하는 것은 아니다. 다만, 나는 다음 세기에 접근하고 있는 이때에 연구, 교육, 그리고 전문적 직업 서비스 분야에의 수의직능에 적용 가능한 몇 가지 과제와 기회에 관하여 기술하고자 한다.

The Relationship between Violation of Designated Lane Usage and Accident Severity on Freeways (고속도로 지정차로제 위반과 교통사고 심각도와의 관계분석: 화물차량을 대상으로)

  • For traffic safety, it is imperative for motorists to secure their clear view and to maintain a similar speed with others while driving in a lane. Large-sized vehicles at lower speeds, however, are likely to increase the risk of accident when they share a lane with cars. Although to overcome this complication the Korean Road Traffic Act established rules for the safe use of roads, the reality is that the rules are seldom observed strictly. In this light, this study was designed to analyze the severity of truck-involved accidents, thereby providing justification for the need of truck-designated lanes and thus contributing to measuring road safety more precisely. A binomial logistic regression model was applied to analyze the severity of truck-involved accidents. The analysis showed that several variables affect the severity of truck-involved accidents on freeways; i.e., violation against the rule of truck-designated lanes, weather, difference between daytime and nighttime, and parking on road shoulder. Moreover, the strong enforcement will be needed to make motorists observe the rule, because a Wald statistical test showed that the violation against the rule of truck-designated lanes has the largest influence on the severity.

A Study on the Application of Other Effective Area-based Conservation Measures(OECMs) for Natural Heritage - Focusing on the Old Big Trees of Natural Monument and Dangsan Ritual - (자연유산의 '기타 효과적인 지역기반 보전수단(OECMs)' 등재기준 적용 연구 - 천연기념물 노거수와 당산제를 중심으로 -)

  • This study compared and reviewed the recognition determinants by applying the OECMs criteria, focusing on old big trees, plant of natural monument that are natural heritage under the national heritage system of the Cultural Heritage Administration, and the results are as follows. First, among the protected areas designated and managed by government agencies according to each protection purpose, it is necessary to actively introduce new conservation measures, OECMs, to fulfill the Biodiversity strategy for 2030 while the land area is already saturated. Second, the OECMs are geographically defined areas(CBD, 2018), not currently recognized as a protected areas, governed and managed in a way that achieves positived sustained and effective contribution to in situ conservation of biodiversity. Since the selection of term, the scope of application criteria, and the context of interpretation are inevitably different, it is necessary to separately legislate and establish related laws of the OECMs suitable for each country's situation. Third, as a result of reviewing the OECMs criteria for plant of natural monument, the final 58 potential resources were recognized. Important elements among the OECMs criteria are that buffer zones should be spaced apart from designated zones to secure a certain area, and that economic activities through commercial production should not occur and meet biodiversity standards. Among the potential candidates, 23 areas were analyzed to be geographically isolated and independent, such as Forest of Oriental Arborvitae in Do-dong, Daegu, and forest types such as Carstor Aralia of Gungchon-ri, Samcheok and Forest of Common Camellias in Maryang-ri, Seocheon. As a result of reviewing the application of OECMs criteria for plant of natural monument, it was confirmed that the functions as a traditional uses were specialized among the values of biodiversity, and ecosystem services and cultural and spiritual values were inherited through Korea's unique culture of old big trees and Dangsan ritual. In terms of biodiversity criteria, it can be used as an important factor in connecting human and natural ecosystem networks without the discovery of new species.

Fuel consumption effects of transportation improvement options using mesoscopic traffic simulator (메조모형 시뮬레이터를 이용한 교통운영방식의 연료소모량 분석)

  • To evaluate the effects of transportation system operation, usually measures of effectiveness(MOE) such as travel time, space mean speed, stop/delay ratio have been used. But, energy consumption as well as the existing MOE in transportation receives more attention as an alternative MOE in transportation operation. The purpose of this study is a development of procedure, which could measure the relative energy consumption for each alternative and compare the results. A mesoscopic simulator called INTEGRATION is used to evaluate the operation of high occupancy vehicle lane, signal optimization, lane expansion, and the application of ITS. Among those, the application of ITS shows the greatest effectiveness in energy reduction, and then lane expansion, signal optimization, and the operation of high occupancy vehicle lane in the order named. Because we don't consider the characteristics of vehicle class, Potential demand and the simulation time is just for an hour. it is recommended that a procedure for precise economic analysis and an improvement in methodology are needed in the future for the expanded application of this study.

Practical Study of Area Error Formula in Numerical and Graphical Cadastral Surveying (수치 및 도해 지적측량의 면적오차 계산식에 관한 현실적 고찰)

  • In cadastral surveying, there are problems that no area error is allowed where numerical surveying is carried out, and allowable area error is specified irrespective of parcel shape where graphic surveying is carried out. In this research, we derived a general formula of parcel area error necessary for grasping these two problems. The calculations using the derived formula showed that where the coordinate error of the boundary point is set to 5cm+10ppm practically, then even a small parcel of $100 m^2$ includes non-negligible area error of $0.71m^2$. And, it is found that the area error specified by the current egulation is based on a rectangular parcel of 1:5 aspect ratio. These results show that the area error of polygon parcel can be determined by a single formula by specifying the coordinate error of the boundary points, and can be used to revise the current regulations that can be applied uniformly regardless of surveying methods.

Maximum Launch Range and F-pole Evaluation For Semi-Active Radar Missile (반능동 레이더 미사일에 대한 최대 사거리 및 F-pole 평가)

  • In this study, maximum launch range and F-pole are evaluated and analyzed for the semi-active radar missile concerning various launch condition, performance limitation and target maneuvers. Furthermore, general evasion maneuvers are considered when shooter approaches to target with head-on conditions. A point-mass target, shooter and missile model is used including aircraft and missile dynamics. More realistic missile motion simulation is conducted using aerodynamic performance data, geometry, performance limitation, radar seeker performance and so on. Maximum launch range, which is the distance for intercept satisfying target and missile motion and performance, is evaluated using root finding method. F-pole, which is the distance between target and shooter when intercept is completed, is evaluated assuming that shooter maneuvers through pursuit guidance to target.

Development of Road Guide Sign Management System Based on National Digital Base Maps (국가수치기본도를 활용한 도로안내표지판 관리시스템 개발)

  • Road guide sign is one of important traffic facility, which guides a driver a direction to go. A road is being newly built and/or an existing road can be temporarily closed very often at metropolitan area. Such information has to be linked to a road guide sign and to be updated in time. Otherwise, it might cause not only confusion to a driver but also traffic accident and/or traffic congestion. However, road guide signs are not properly managed at this time since the amounts of information are huge and they are being managed through paper maps manually. A decision-making framework has been developed to manage a variety of information of road guide signs based on the concept of GIS(Geographic Information Systems). Especially, it is designed on the fact that the existing national digital base maps under the NGIS(National Geographic Information Systems) program can be utilized. This framework has several functions such as the manipulation of statistics, landmark linkages along the selected traffic corridor and automatic design of signboard's content. This system is applied to the Kangnam district in Seoul Metropolitan area (SMA) for a case study.
