A launching State shall be absolutely liable to pay compensation for damage caused by its space object on the surface of the earth or to aircraft in flight. The compensation which the launching State shall be liable to pay for damage under "the Convention on International Liability for Damage caused by Space Objects" shall be determined in accordance with international law and the principles of justice and equity, in order to provide such reparation in respect of the damage as will restore the person, natural or juridical, State or international organisation on whose behalf the claim is presented to the condition which would have existed if the damage had not occurred. In the event of damage being caused elsewhere than on the surface of the earth to a space object of one launching State or to persons or property on board such a space object by a space object of another launching State, and of damage thereby being caused to a third State or to its natural or juridical persons, the first two States shall be jointly and severally liable to the third State, to the extent indicated by the following: If the damage has been caused to the third State on the surface of the earth or to aircraft in flight, their liability to the third State shall be absolute; If the damage has been caused to a space object of the third State or to persons or property on board that space object elsewhere than on the surface of the earth, their liability to the third State shall be based on the fault of either of the first two States or on the fault of persons for whom either is responsible. The Insurance requirements are satisfied for a launch or return authorised by a launch permit if the holder of the permit or authorisation is insured against any liability that the holder might incur to pay compensation for any damage to third parties that the launch or return causes; and the Commonwealth is insured against any liability that Commonwealth might incur, under the Liability Convention or otherwise under international law, to pay compensation for such damage. The liability for Damage caused by Space Objects should be regulated in detail in Korea.
Korea now has a rapidly expanding and developing space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, enacted an Aerospace Industry Development Promotion Act in I987, a Space Development Promotion Act in 2005 and a Space Compensation for Damage Act in 2007. I would like to describe briefly the legislative history, main contents and comment for these three space acts including especially launch licensing, registration of space objects, use of satellite information, astronaut rescue, liability for compensation, third party liability insurance and establishment of committee and plans to assist the Korean space effort. Furthermore author proposed to legislate a new draft for the establishment of a Korean Aerospace Development Agency (KADA: tentative title) to create a similar body to Japan Aerospace Exploration Agency (JAXA), British National Space Centre (BNSC) of UK, French Centre National d'Etudes Spatiales (CNES), German Aerospace Center (DLR), Swedish Space Corporation (SSC), China Aerospace Science and Industry Corporation (CASIC), Indian Space Research Organization (ISRO) as well as the Korean Space Agency (KSA: Tentative title) to create a similar body to Canadian Space Agency, European Space Agency, Russian Space Agency, Italian Space Agency, Israel Space Agency, Indian Department of Space, National Aeronautics and Space Administration (NASA) of USA, China National Space Administration in order to develope efficiently space industry. If the Korean government will be establish the Korean Space Agency as an governmental organization in future, it is necessary to revise the contents of the Government Organization Act. It is desirable and necessary for us to establish an Asian Space Agency (ASA), in order to develop our space industry and to promote research cooperation among Asian countries, based on oriental idea and creative powers.

For the screening of residual antibiotics in foods, bioassays and microbiological inhibitor tests are commonly applied. These methods are tested by the various susceptibility of bacteria against different kinds of antibiotics. However, the sensitivity of bioassay is generally insufficient to detect some residual antibiotics at level of interest. This study was performed to investigate the detection limit of variable antibiotics of the bioassay and to improve the sensitivity to some antibiotics. The sensitivity of bioassay using Bacillus megaterium ATCC 9885, B. subtilis ATCC 6633, B. cereus ATCC 11778 and Geobacillus stearothermophilus ATCC 10149 was low in the detection of macrolides, quinolones, chloramphenicol, and monensin. On the contrary, Micrococcus luteus ATCC 9341 showed high sensitivity to macrolides and Escherichia coli ATCC 11303 was highly sensitive to quinolones and aminoglycosides. Consequently, both strains would be useful to improve sensitivity of bioassay with a wide detection range.
An easily available, simultaneous identification/determination procedure for sildenafil, homosildenafil, tadalafil, vardenafil in adulterated health related foods was established by using a combination of three different analytical methods; thin layer chromatography(TLC), liquied chromatography-mass spectrometry (LC/MS) and high-performance liquied chromatography (HPLC)/photo-diode-array detector. The sample solution for TLC was applied to silica gel 60 $F_{254}$ plates with ethylacetate/acetonitrile/25%ammonia (90:10:5) as a developing solvent. Spots were located under UV radiation at 254 nm and dragendolfs reagent. Mass spectra of the compounds by LC/MS were investigated with electrospray ionization (ESI) interface, under positive ion mode. The HPLC analysis was performed on a column of capcell pack $C_{18}$ (UG120, 4.6${\times}$250mm I.D. 5 ${\mu}$m)with 0.1% sodium 1-hexansulfonate (in 0.1% phosphoric acid)/acetnitrile (73:27) as a mobile phase, and effluent was minitored with a photo-diode-applied to commercial foods, Sildenafil content was inthe range of 0.4mg/g~360.9 mg/g from 7 out of 35 samples. Homosildenafil content was in the range of 2.2 mg/g~336.0 mg/g from 7 out of 35 samples. Tadalafil content was 429.3 mg/g, 9.6 mg/500 mg from 2 out of 35 samples. The procedure described here is available for the screening of sildenafil, homosildenafil, tadalafil, vardenafil.
This study assesses the current status of community child centers in Jeollabuk-do by analyzing data from evaluations of 225 centers in 2009. The results are as follows. First, as of 2004, there was a total of 37 Jeollabuk-do community child centers; the number has been increasing at a rate of 20~40% yearly. The number of community child centers has been increasing since government funding was implemented, especially as an authorization is not required to open a center. In order to prevent an excessive amount of childcare centers, and to ensure that new centers meet a standard of quality, it is necessary to examine replacing the current reporting system with an authorization system. Second, out the 6,144 children in the 255 centers, 1,711 children (27.8%) were not from low-income families. This may be positive in that children from various income level families are learning together. However, in order for the community child centers to operate as they were intended, it is necessary to reinforce the itemized regulations. Third, the community child centers scored relatively poorly in utilizing community and human resources. This is because although most Jeollabuk-do childcare centers are using volunteer personnel, they are not fully utilizing community resources. The governments of the cities and counties should support the community child centers by promoting their services and roles, and thereby enable the centers to develop a network of professionals in the community.
The AMOEBA approach in this study supplements the Hotspot method that had not been fully capable of dealing with the ecotone issues in designating the Development Impact Fee (DIF) zones as had been seen in the preceding study by Kim and Choei (2017). The AMOEBA procedure shares the common Getis-Ord statistic with the Hotspot technique but is more adequate to figure out the ecotones. For the comparative purpose, simulations are run by both methods for a series of different scenarios in terms of analytic spatial units (here, the square grids) from 100m up to 400m; and the zonal outcomes by both methods are compared using a set of evaluative indicators. In terms of the numerical scores, the performances by the two methods are much comparable except that the former is slightly superior with respect to the avoidance of the oversized spread of the selected zones whereas so is the latter with respect to the ease of infrastructure installation. It remains yet to be investigated by the extended studies that include in-depth field surveys to figure out the causes as well as the meanings of such differences in zonal determinations.
As the role and the importance of private security are emphasized in an independent way, as well as in a supportive way for police affairs, this study aims to figure out factors affecting job satisfaction of private security guards by investigating their job satisfaction. This study also suggests some solutions for improvement of their job satisfaction, such as enhancing task motivation and professionalism of private security guards. For the research were used SPSS(Statistical Package for the Social Science) WIN 24 programs. Frequency analysis, correlation analysis, multiple regression analysis and Crosstabulation analysis were performed as analytic methods. As a result of the study, the most fundamental factor in the job satisfaction of the private security guards was 'social recognition'. Social recognition forms when private security guards are trusted as professionals and the value of a job is enhanced. The policy recommendations to improve the job satisfaction of private security guards can be explained as follows. First, a government certification system should be established in an attempt to recruit professional private security guards. Second, in order to improve the work ability of private security guards, it is necessary to designate a special educational institution for a private security guards and provide systematic education. Third, the wage of private security guards should be readjusted to a realistic level. Fourth, it is necessary to secure substantial effect on the permission and the supervision of private security business. Finally, the business area based on public interest should be expanded.
Objectives: Systems related to the production, authorization, and listing for insurance of herbal medicine products were compared between South Korea and Taiwan to illuminate herbal medicine products system issues in South Korea. Methods: Papers, and laws and policies related to the production, authorization, and listing for insurance of herbal medicine products in South Korea and Taiwan are analyzed to create the primary documents. The documents from South Korea were screened with the advice of a specialist, while those from Taiwan have been verified through local investigation and with the help of a related specialist. The screened documents were then compared and analyzed in the order of the systems related to the production, authorization, and listing for insurance of herbal medicine products. Results: The systems related to the production of herbal medicine products satisfy GMP requirements in both countries, while Taiwan has more specialized systems related to the production of herbal medicine products and a more strict authorization program as compared to South Korea. While South Korea has most of the herbal medicine products classified as non-prescription drugs, Taiwan has them as prescription drugs. And while South Korea does not allow new herbal medicine products to be listed for insurance, Taiwan allows for once-a-year application toward listing for insurance. Conclusions: In order to ensure the safe and effective use of herbal medicine products, systems related to the production, authorization, and listing for insurance of herbal medicine products are to be established, while the categorization of medicine products principally used by Korean medicine doctors should be prepared. Furthermore, prescription by a Korean medicine doctor for new drugs made with natural products and their listing for insurance need to be encouraged.
The Total Pollutant Load Management System(TPLMS) in the Han River basin is being changed from a voluntary to a mandatory system. Accordingly, this study suggests directions and priorities for research that can support implementation of TPLMS through an objective approach that deploys gap analysis and analytic hierarchy processes (AHP). Gap analysis indicated that TPLMS in Korea is still focused on compliance with regulations, and that implementation of TPLMS is still in its early stage. Improvements are thus needed in flexibility and effectiveness, including introduction of emissions rights trading, and upgrading to a renewable emissions permit system. The AHP study indicated that R&D will need to proceed in parallel in multiple areas to improve systems and resolve scientific uncertainties. Balanced R&D will be needed in both the institutional and technical groups. Subgroup analysis indicated that developing a reasonable process to establish water quality management targets is of the highest priority in the institutional group. In the technical group, higher priority will need to be given to improving model reliability and developing innovative pollution load reduction technologies.
Most of the currently available rice threshers in Korea are of head-feeding type originally developed for threshing paddy at grain moisture content of 15 to 17% on wet basis. And prevailing rice harvesting system is swathing or cutting and bundling upright rice crop at a maturity stage of grain moisture content of ca. 28 to 20%, followed by transient natural drying in the field and threshing at grain moisture content of about 17%. The system often allows rather high field loss of rice both quantitatively and qualitatively. These necessitate use of a preharvest desiccant, and diquat has been registered recently as a rice desiccant. Aim of the present study is to determine the best time and rate of diquat application and to evaluate its utility as a rice desiccant under its optimal usage conditions in Korea. Diquat was not so effective for japonica rice varieties while it was very effective for the new varieties bred from indica x japonica crosses. The best time of application was the period from 2 days before to 3 days after physiological maturity of grain (moisture content of 28% w.b.) and the optimal rate was about 330g of diquat ion/ha. Applying diquat at the right time and rate dropped grain moisture to 15 to 16% (w.b.) within a week after treatment in contrast to that of 20 to 24% in untreated rice. Desiccation of rice crop with diquat resulted in 10 to 15% increase in grain resistance to shattering and significant reduction in percent green rice. However, there was no reduction in milled rice yield and percent whole kernel and was no change in the percent chalky rice and percent tinted rice. Diquat use appears highly desirable, if there is no residue problem which has not been studied in the present study.
