A Study on Changes in Seafarers Functions and Manpower Training by the Introduction of Maritime Autonomous Surface Ships (자율운항선박 도입에 따른 선원직능 변화와 인력양성에 관한 연구)

  • This study is based on Degree of Recognition and AHP surveys for experts, this study investigates changes in the demand of seafarers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships(MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in seafarers' skills. It also analyzes and proposes a plan for cultivating seafarers accordingly. As a result of Degree of Recognition and AHP analysis, it is analyzed that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but jobs such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore based control.By evaluating the importance of change factors in the duties of seafarers in Maritime Autonomous Surface Ships, this study provides information on seafarers educational institutions response strategies for nurturing seafarers and prioritization of resource allocation, etc. The importance of factors was compared and evaluated to suggest changes in the duties of seafarers and methods of nurturing seafarers according to the introduction of Maritime Autonomous Surface Ships.It is expected that this study is meaningful as it systematically derived the duties and competency factors of seafarers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

  • All the major ports around the world as well as those in Korea have been exploring their own strategies to survive rapidly changing marine transport environment worldwide. In particular, Busan New Port under development still fails to meet expected logistical traffic, although it operates 6 berths. That is why it is necessary to point out current challenges in logistical strategy of Busan New Port for fully dealing with logistical traffic. Therefore, this study can propose the following ways to facilitate logistical traffic of Busan New Port. First, it is necessary to apply equal tariff to incentives given to shipping agent under the associations between existing harbors and Busan New Port. Second, it is required to increase governmental subsidy for truck freight transport. Third, it is demanded to seek possible ways to transport export and import freight and thereby create independent logistical traffic. Fourth, it is necessary to contact shipping agents residing in new ports and establish a logistical program for shipping freights via Europe, Middle East and Russia as well as those by way of North America, Japan, Korea and China, ultimately making sustainable marketing strategy to create a series of continuous transshipment freight, not temporary one. Finally, it is advisable to operate networked logistical programs with small- or medium-sized overseas shipping agents in business association with large-scale overseas shipping agents.

  • This research is focused on the organizations related to development and operation of automated container terminal to find the core factors to prepare for the changes in maritime logistics circumstances and to secure superiority in the middle of fierce competition. Through an analysis of the status of development and operation of internal and external automated container terminals, it is concluded that public organizations, companies, research centers/schools, and private organizations influence on the development and operation of automated container terminals. The specific role of each organization is also concluded in this study. Based on the findings above, a survey of experts in the organizations of container terminals in Korea has been carried out using AHP method. Through this survey, the order of importance of the related organizations was found to be public organizations, research centers/schools, companies, and private organizations. This research can be referred to make a master plan for the development and operation of automated container terminal in Korea.

Watched how redundant works were occurring in the second yards, and presented a problem Also, present the hint point tint these redundant works analyze how productivity of quay productivity and container crane is improved if solution works, and face to this.

  • This paper firstly aims to classify the applicability of the Balanced Scorecard approach to Korean ocean-going shipping firms' management system. The applicability of this approach from Korean shipping firms using Balanced Scorecard will create more effective and efficient organizational performance with reflecting non-financial indexes and making a balance among missions in organization. Secondly, the paper suggests positive information and theoretical evidences to improve Korean shipping firms' management system with examining an availability of the Balanced Scorecard as one method of management tools. So these factors are analysed by structural equation model. This study provides CEO in Korean ocean-going shipping firm the guideline and availability of the Balanced Scorecard as to what kinds of factors should be considered and what is the most critical factor to adopt the BSC into their business.

A Study on the Significance of the Maritime Labour (2006년 해사노동협약의 채택의의)

  • ILO has contributed for seafarers to promote conditions of employment and decent work through maritime labour standards. Between 1920 and 1996, a total of 39 Conventions and 29 Recommendations concerning seafarers have been adopted, which demonstrates the import part of ILO activities devoted to seafarers' questions. But many instruments were outdated, deficient and not reflective of modern practice, many contained technical detail which discouraged ratification. the Governing Body of ILO, at its 262nd Session(March-April 1995), decided to set up a Working Party regarding the revision of maritime labour standards. This Working Party initiated its examination of maritime instruments to 273rd Session(November 1998) of the Governing Body. The review made by the Working Party has concluded that existing maritime Conventions were considered either up to date or were identified for promotion, most of which were approved by the Governing Body. Therefore, ILO started to create a single, coherent instrument embodying as far as possible all up-to-date standards of existing maritime labour convention. The Maritime Labour Convention 2006 has been adopted in February 2006. This paper aims to analyze the significance of this convention and the influence regarding to maritime labour affairs in the field of shipping industry.

Estimation of Greenhouse Gas Emission from Off-road Transportation (비도로 수송에 의한 온실 가스 배출량 추정)

  • Off-road transportation sector including construction equipment, ground support equipment in airport, cargo handling equipment and agroforestry machinery have not calculated as emission source classification in 1A3e2. In this study, the statistics of oil consumption for construction, aviation, shipping and agroforestry are separated for this sector by oil type. And the greenhouse gas emission by off-road transportation emission factor in 1996 & 2006 IPCC Guidelines are calculated and compared with each other. As a result, the nationwide $CO_2$ equivalent emission from off-road transportations by the emission factor of 1996 & 2006 IPCC Guidelines are calculated as 4,919 kton/yr and 5,530 kton/yr in 2007. The contribution ratio of off-road transportation emission by this study is estimated as 5.5% to the subtotal emission from on-road transport sector.

  • The global container terminal market is predicted to see continued future volume growth. According to Drewry, global container shipments rose by 6.3% year-on-year to 750 billion twenty-foot equivalent units (TEUs) in 2017 and are forecast to experience continued growth to 9.3 billion TEUs in 2022. According to IHS Markit, the global terminal operator (GTO) market is forecast to grow more than 10% annually, up from $2.4 billion in 2017, to exceed $3 billion by 2022. However, Hyundai Merchant Marine is the only real GTO in Korea. In particular, the shipping and port markets are facing drastic changes, both at home and abroad, including a slowdown in the growth of domestic export and import shipments, environmental changes in the container market caused by the trade frictions between the US and China, and increased changes in container shipments caused by the trade frictions between Korea and Japan. In this study, we propose ways for domestic companies to participate in the continuously growing GTO market. After analyzing the current status of the global GTO market, the government expressed a desire to explore ways to establish GTOs through the Port Authority and the Korea Ocean Business Corporation. Therefore, four types of establishment plans were proposed, along with a legal framework for the establishment of GTOs.

  • As the education of maritime college has a characteristics of seafaring professional institutions, the potential benefit following from the employment of seafarers would put substantial impact on it. The socio-economic position of seafaring occupations has been deteriorated considerably with changes of ship's auto-mation, specialisation and low cost operation management of shipping companies through severe internatio-nal competitions. The quality and number of applicants for the maritime college has declined and most students have no hopes for the study of seafaring subjects which followed bewildering in their college days. However, the demands for seafarers are fairly large from the viewpoint of national maritime industry. The maritime institutions should not only meet these demands but also revitalise students by reforming the educational contents. The contents should be influenced by the social approach to educational needs in particular maritime shore-oriented subjects. The maritime education is no more restricted to the sea, it covers the land based world of the maritime industry as well. The new contents will lead the maritime educated students to the shore-based occupa-tions after finishing their seafaring if they want to. This may not only make ways to the maritime educa-tion fruitable, but also the students have a zeal and hope for the subjects taught.
