Developing Strategies for Youth Overseas Employment Through a Survey of the Overseas Employed: Focusing on the K-Move Program (해외취업자 실태조사를 통한 청년 해외취업전략 연구)

  • Recently youth unemployment has long remained a nagging problem in Korea, contributing to aggravating the economy as well as the society. As an alternative solution to this problem overseas employment has been encouraged by the government who started the "K-Move" program in 2013 by integrating existing overseas employment, internship, service, and entrepreneurship support programs administered by several governmental ministries. However, employment rate of overseas job seekers was only 24.5% in 2018. This study aimed to recommend strategic directions for increasing the overseas employment rate through a questionnaire survey of the overseas employed. The factual survey results showed the following four strategic directions. First, job seekers should set clear career goals for overseas employment. Second, overseas job seekers should thoroughly prepare in advance in terms of language and related certificates. Third, IT infrastructure for offering information on overseas employment should be improved and upgraded. And, fourth, overseas employment strategies should be tailored to the specific regional or national environment. These strategic directions are expected to be of great help to overseas job seekers as well as government policymakers for formulating and implementing overseas employment support programs.

  • This study tried to diagnose the status of overseas field training and overseas employment through questionnaire surveys, FGI, and success case analysis, and to find implications for the educational direction that universities should take for the efficient operation of overseas employment programs. Specifically, surveys and interviews were conducted for participating students to diagnose the problems of current field training and overseas employment programs, and systematize the derived requirements to extract desirable field training and overseas employment program operation guidelines, and students The purpose of this study was to derive improvement plans and policy proposals by analyzing the causes that affect the satisfaction of employees' on-the-job training and overseas employment.

해외취업 해기사의 평생 임금 외화가득액, 1978-92

  • 한국의 현대 해운업이 불과 반세기 만에 세계적인 수준으로 성장하는 데 해기사가 주도적인 역할을 했음은 주지의 사실이다. 이는 1960년대 중반에 시작된 해외취업과 외화획득, 선원송출업, 해운대리점업, 선박소유 등의 연관 산업의 발전을 통해 해운산업의 성장에 '내부 '파급효과'와 '외부경제 효과'를 미쳤기 때문이다. 그 중에서도 해외취업선원의 외화획득은 경제발전 초창기에 절대적으로 필요했던 외화를 제공했다는 점에서 그 경제적 의의가 컸다고 할 수 있다. 1965년부터 1999년까지 해외취업 선원들은 82억 6178달러를 벌어들인 데 반해, 파독 근로자들은 1963년부터 1977년까지 1억 15만달러를 국내로 송금한 데 그쳤다. 이 연구에서는 1978년에서 1992년까지 미국선사인 Lasco에 취업했던 해기사의 월급여명세서를 분석해 해기사의 평생 임금수입액을 계산해 볼 것이다. 분석 결과, 11년 5개월간 승선기간 동안 24만 3230달러(1억 6606만 7839원)을 벌어들인 것으로 나타났다. 이는 승선기간 월평균 120만 5282원의 수입을 올린 것으로 우리나라 제조업 월평균임금의 약 3.8배에 상당하는 것이고, 1963-1977년까지 파독근로자 1인의 평균외화송금액 5273달러에 비해 46배에 상응하는 것이다.

  • In this study, a related literature study was conducted to diagnose the status of overseas field practice and overseas employment programs, and a questionnaire was constructed and analyzed according to the CIPP model, and policy suggestions to promote effective overseas advancement programs in the future are presented. As a major result, it was investigated that in order to increase the satisfaction level of participants, it is necessary to have strong willingness to participate and to clearly set the goal of the overseas field practice and overseas employment program. In addition, it was analyzed that a system that can guarantee continuous support, such as local business trips and maintenance of relationships with companies, should be established even after successful overseas field practice and overseas employment. This study presents implications that may be helpful in establishing overseas field practice and overseas employment program policies of the national government, university, and local governments by confirming the positive effects and problems of current overseas field practice and overseas employment programs.

  • 본 연구는 현재까지 주먹구구식, 각 부처별로 평가가 이루어져 왔던 해외취업사업을 통계적, 경영학적 기법을 적용하여 객관적으로 평가할 수 있는 방법에 대해 제안하고자 한다. 본 연구결과를 통해 국가적 차원에서 새로운 정책 발굴의 여지가 많은 청년층 국가 간 교류사업 즉 해외취업사업에 보다 조직적이고 체계적인 틀을 제시할 수 있는 전략을 제공한다. 해외취업사업은 국가 중요 정책사업이면서 형태가 구축되지 않은 비표준 정책으로 정책의 완성을 위해 현재 이루어졌던 사업에 관련된 과거 데이터를 기반으로 사업의 미래방향에 대해 제시할 수 있을 것으로 판단한다.

Exploring the Transnational Mobility and Work Experience of Young Koreans in Singapore (초국적 이동성과 일 경험: 한국 청년들의 싱가포르 해외취업 사례 연구)

  • This paper pays attention to the recent increase of young Koreans working in the low-skilled service sector in Singapore. Such rapid increase largely results from the Korean government's initiatives to promote labour migration of young people and the concurrent proliferation of migration agencies, against the background of growing youth unemployment in South Korea. By exploring the motivations and trajectories of young people's labour migration to Singapore, this study examines to what extent they think their expectations have been met and how they interpret their migration and work experiences. There has been little research that examines the actual voices of young migrants as part of migration studies, whilst the majority of previous research focuses on the evaluation of government support programmes based on job matching rates, surveys of participant satisfaction and etc. Young people who went to Singapore to improve their English language skills and qualifications for future employment in Korea have become frustrated due to low-skilled service jobs that consist of low pay and high labour intensity. Their credentials are devalued and they experience deskilling through this migration process. Most of them were discontent with the Korean migration agencies they used and critical about programmes offered by government institutions and universities/colleges. Despite being subject to deskilling, they did try to actively cope or resist this situation. This study focuses on the various ways these migrants attempted to manage the gap between their initial expectations and reality. It also demonstrates how these migrants interpreted their work experiences after returning to Korea: whilst most of them did not cash off their Singapore work experience for a decent job after returning to Korea, they did not define their experience as a complete failure. Adding to cultural, social capital they gained through this experience, they acquired 'mobility capital' which includes confidence, the desire to move, and capacity to control one's own movement.

  • As the society progresses to a knowledge economy, global demand is rapidly increasing in many fields of society. In line with this, interest in globalization is also increasing in universities. Accordingly, students who have graduated from universities are making efforts to find employment in Korea, but the barriers to entry for employment are high due to the high specifications and qualifications of domestic companies, so the government, local governments, and universities are putting a lot of effort into global overseas employment. This study is a training course design for the K-MOVE project aimed at employment in Japanese IT companies. To design this curriculum, we conduct a demand survey of recruiting companies and students, and draw a curriculum based on the results. Then, the effective link between regular subjects and K-MOVE education will be described. This study can be a useful resource for education experts planning overseas employment in the Japanese IT field.

Requirements in the Overseas Employment and Domestic Connected Education for Radiological Technologists : Refers to Students Enrolled in the Department of Radiation (방사선사 해외취업 및 국내 연계교육에 대한 요구도 : 방사선과 재학생을 중심으로)

  • This study investigated the realities of information acquirements and its requirements in the overseas employment and domestic connected education for students at the department of radiation in order to provide basic information for developing the standard educational curriculum for future internationalization in the education of radiation and presenting its direction. The investigation implemented in this study was performed through a questionnaire with 688 students enrolled in the department of radiation. The conclusion of the investigation is summarized as follows : The answers for the question of 'No acquirements in the information of the overseas employment and connected education for radiological technologists' were 487 students (70.8%), and the reason that 'There are no chances in related education' was the highest rate, 424 students (61.6%), of the answers. In the education for the overseas employment, the answers for the question of 'Select a connected education program in school instead of study abroad' were the highest rate, 436 students (63.4%). The most concerned country for the overseas employment was 'Australia', 247 students (35.9%). As a result, answers for the interest, participation, need, and hope for the overseas employment showed high rates even though they demonstrated a low recognition level in the overseas employment. In addition, it is necessary to strategically plan an education program for this issue because all participants agree with the current stream.

  • This study's target is adolescents from overseas-employed families. Adolescents from overseas-employed families experience psychological and emotional problems because of long term separation from their parents. This study examined the moderating effect of self-identity between depression, anxiety, and school adaptation of adolescents from overseas-employed families in Yanbian, China. The data was collected through a survey of 285 middle school students and 167 valid questionnaires which marked as overseas-employed family, SPSS 24.0, regression analysis was performed. The results were as follows: depression and anxiety had a significant effect on the school adaptation of adolescence from overseas-employed families in Yanbian, China. Furthermore, depression, anxiety, and self-identity had significant interactions with school adaptation. In the conclusion, the researchers suggest various practical strategies based on results of the study to improve the self-identity and school adaptation of Chinese-Korean adolescents in China.
