This study aims to inform seafarers to prepare their retired life by researching the life style of ex-seafarers. These information will also help seafarers to increase job satisfaction and government to establish national policy. 217 retirees who have several educational background responded the research questionnaire. Research results are as follows; First, Korean seafarers' retired ages are faster than shore employee due to the isolation from their families and society. Second, life satisfaction of retired seafarers depends on the level of life expenses regardless the educational background or length of sea life. Third, the level of retired life expenses of shore based, higher education background or short sea-life seafarers is higher than the sea based, lower education background or long sea-life seafarers. Forth, life style of retired seafarers is staying at home regardless their expectation during career period. Finally special seafarers' social security is needed and education to the ex-seafarers will help re-enter for sea-life.

The shipping industry has experienced significantly fluctuated while decline in long-term and boom in short-term period due to the continuous recession of the shipping industry since the 2010s and during the recent COVID-19 pandemic. This study aims to suggest implications for securing manpower and personnel policy by analyzing the effects of job environmental factors of a liner shipping company on job satisfaction and turnover intention and differences between land and marine workers. For the analysis, the job environmental factors of a liner shipping company were divided into work character, relational factors, personnel characters, and remuneration factors, and then structural equation model and t-test were conducted to test the relationship between job satisfaction and turnover intention. As a result of the study, it was found that job environmental factors, such as work, relationship, personnel, and remuneration, had a positive (+) effect on job satisfaction, and job satisfaction had a negative (-) effect on turnover intention. In a comparative analysis between groups such as land and sea workers, it was found that the maritime workers group had higher job satisfaction and lower turnover intention than the land workers.

2001년 9월 11일 미국에 대한 항공기 데러 이후 해상화물운송선박 및 항만시설에 대한 해상 테레에 대비하고자 IMO에서 "국제선박 및 항만시설보안 코드(ISPS Code)"를 제정 및 채택하여 2004년1월 1일부터 발효 중이다. 이와 관련하여 선박에서 이를 적용하기 위하여 해운선사에서는 많은 노력을 경주하였으며 보안시스템을 효과적으로 운영하는가에 대한 검증은 선박보안심사를 통하여 이루어지고 있다. 또한 보안시스템을 운영하고자 할 경우에는 회사보안책임자, 선박보안책임자 및 해상종사자에 대한 효과적인 사전교육이 반드시 필요한 실정이다. 따라서 향후 선박보안심사는 ISM 심사와의 차이를 고려하여 시스템의 이해 및 운영, 보안설비 정비, 보안사건 발생시 비상대응 및 시스템활동기록의 검증에 집중하여야 하며 ISM 심사와의 통합형태가 되어야 할 것이다. 또한 선박보안교육의 경우에는 교육기관을 통한 보안교육에만 의존할 것이 아니라 승선 전 및 승선 후 교육을 통하여 보안의식을 고양시키어야 한다.

해상에서의 급변하는 위험기상과 기상이변은 관련 종사자들의 생명과 재산 피해에 직접적으로 영향을 주고 있지만, 선박 안전항해의 필수적 요소인 해양기상정보의 실제적인 활용은 매우 미비한 수준이다. 본 연구에서는 신속하고 정밀한 정보 전달을 위해 해양기상 수치모델 정보를 이용하여 전문 예보관의 예보지식에 기반한 상세 해상실황과 예보정보를 항해 및 조업선박들에게 자기위치기반으로 실시간 서비스할 수 있는 시스템을 구축하였다. 해당 시스템을 통해 해양기상예보 정보를 선박의 위치별로 실시간 제공함으로써 해상교통안전에 기여할 수 있을 것으로 사료된다.

풍랑특보는 우리나라 부근을 항행하는 선박 및 해상 업무 종사자에게 큰 영향을 미친다. 이 연구에서는 최근 11년(2010-2020년) 동안 기상청에서 발표한 서해·남해·동해의 앞바다 및 먼바다, 제주도 앞바다의 풍랑특보와 주요 해양기상부이의 관측자료를 비교·분석하여 풍랑특보의 적절성을 평가하였다. 각 해역에 대한 풍랑특보와 해양기상부이 관측자료를 일별, 월별, 연별로 통계를 내어 연평균, 월평균, 계절별로 비교한 결과, 풍랑특보의 적중률이 전 해역에 걸쳐 매우 낮은 것으로 분석되었다. 해상에서의 풍랑특보가 어선의 어업활동, 여객선 운항 및 관광, 해상 레저활동 등에 미치는 영향을 고려할 때 해양기상 예·특보의 정확성을 개선할 필요가 있음을 확인하였다.

인천시는 2017년 12월에 발생한 진두항 낚시어선 충돌사고 등 선박에서 발생하는 해양사고를 예방하기 위해 선박충돌경고, 해상안전정보 제공, 실시간 자동 입출항 관리, 해상 e-Call 서비스 등을 제공하는 선박안전 실증사업을 추진하고 있다. 정확화고 표준화된 서비스를 제공하기 위해 서비스에 대한 명확한 정의가 필요하며, 이러한 서비스 정의서 개발을 통해 향후 다양한 서비스 설계를 위한 기틀을 마련할 수 있다. 본 연구에서는 선박안전 실증사업 서비스 정의서를 개발하기 위해 대상이 되는 중소형선박 운항자 및 유관기관 종사자에 대한 요구사항 분석을 실시하였다. 요구사항 분석을 통해 도출된 사항을 바탕으로 서비스 정의서 개발 및 적용할 경우, 보다 정확하고 효율적인 선박안전운행 시스템이 구축 될 것으로 기대된다.

In this study, in order to select the element items for risk assessment for autonomous ships, a survey was conducted on the maritime traffic control workers and the risk assessment element items were analyzed. The top five element items for risk assessment were identified, and the detailed value of risk elements according to the size of the vessel could be confirmed.

한국해사위험물검사원은 위험물 선박운송 및 저장에 따른 재해예방과 기술진흥을 위하여 국내/외 기준제도의 연구개발 및 성과보급에 힘쓰고 있으며, 위험물 종사자에 대한 교육에서부터 적재, 수납, 용기, 포장 등의 위험물 검사를 제공하여 위험물의 안전한 선박운송과 해운, 항만의 건전한 발전에 기여하고자 설립됐다. 본 고에서는 검사원의 정보제공 아래, 위험물의 안전한 해상운송을 도모하고, 위험물의 제조자, 수출입자, 포장업자, 포워드, 운송사 및 선원들에게 도움을 주기 위하여 IMDG Code 36차 개정판의 내용을 요약 정리하여 연재한다.
