A Study on Safe distance of VTS officer and Ship's operator by VTS Communication analysis-2 (VTS 교신 분석을 통한 관제사와 선박운항자의 안전거리에 관한 연구-2)

  • The congestion situation of Korea's port is further inclining due to the number of arriving and departing vessels and increase in the size of the size. Indicators for assessing whether the Vessel Traffic Congestion is called the Marine Traffic Congestion and it is used as a diagnostic entries in the Maritime Traffic Safety Audit System. In the diagnostic system, 6L (longitudinal) X 3.2L (transverse) is used as ship's domain in cases of harbor. This study is to determine the safety distance of the VTS officer and the ship operators by targeting the Busan harbor, which has the most number of ships that arrive/depart in Korea and listen to the communication of the VTS and calculate the communication time of the VTS officer and the ship operators for 7 days. By utilizing the distance communication port, the safety distance between the controllers and the ship operators is derived. It can be used for basic information of VTS Officer and Ship's operator's Safety distance in Busan port's in&out harbor.

  • The efforts for improving 'Maritime Traffic Safety Assessment Scheme(MTSA scheme)' have continued to the present since May 27th, 2009. But recently, there's a controversy about whether it has been performed properly or the results is significant. These new discussions were arose from lack of validity and appropriateness we had yet to find. At this point, it needs to establish sound MTSA scheme through the comprehensive review. This research developed a suitable meta-evaluation model for MSTA with applying theory of the teta-evaluation, that is the evaluation of evaluations and verified by using meta-evaluation methods like as literature studies, expert reviews, surveys and etc. The results of this study can be used to evaluate MTSA activities and it will contribute to improving MTSA scheme.

  • A floating body with a device that converts solar energy into electrical energy is moved by waves. To evaluate the safety of a floating body, measurement and interpretation of the float motion is required, which is generally based on 6 degrees of freedom motion. The 6 degree of freedom motion can be measured using MEMS (Micro-Electro Mechanical System), which features low power, small size and low cost. The key issue is, meanwhile, the low precision of the MEMS. In this study, the safety evaluation technique by analyzing the behavior of floating body using MEMS was examined. As a result of the study, it was found that the marine floating body can be modeled through the inertial measurement platform using the 3-axis accelerometer and the 3-axis gyroscope, and the safety of the float can be evaluated through this model.

  • Realization of e-Navigation for maritime safety has become a hot research topic of these years. There has been lots of requirements of the convergence of VTS and new IT technology for prevent maritime accident caused huge mount of damage such as environmental damage of oil spill, human life and property. This paper aims to design of an intelligent VTS system based on context awareness and aids to navigation structure. The proposed system provides timely decision supporting mechanism using by situation awareness, reasoning, risk management technology and also provides information of aids to navigation for secure navigation.

  • According to the increasement of demand for energy around globe, the concern degree of advanced countries for ocean energy including offshore wind power becomes excited. In domestic case, the government set up a goal that jumps up to the third ranked powerful nation of offshore wind in the world until 2020 and announced "The plan for 2.5-gigawatt wind farm off the south-west coast by 2019". Also the legal basis was created in order to support development of offshore wind power as 'A law on development, use, supply and promotion for New energy and renewable energy' was established by law. However to promote offshore wind power projects, there are much difficulties that developers should be applied by permitting use of public water surface and regulations of several domestic public institution. Therefore in this paper, we suggested an alternative to promote efficient offshore wind power projects by comparative analysis between domestic and foreign on regulatory pathways for siting and permitting offshore wind facilities.

A Study on Improvement of Maritime Traffic Analysis Using Shape Format Data for Maritime Autonomous Surface Ships (자율운항선박 도입을 위한 수치해도 데이터 활용 해상교통분석 개선방안)

  • The maritime traffic analysis has been conducted in various ways to solve problems arising from the complex marine environment. However, recent trends in the maritime industry, such as the development of the maritime autonomous surface ships (MASS), suggest that maritime traf ic analysis needs change. Accordingly, based on the studies conducted over the past decade for improvements, automatic identification system (AIS) data is mainly used for maritime traffic analysis. Moreover, the use of geographic information that directly af ects ship operation is relatively insufficient. Therefore, this study presented a method of using a combination of shape format data and AIS data to enhance maritime traffic analysis in preparation for the commercialization of autonomous ships. Consequently, extractable marine traffic characteristics were presented when shape format data were used for marine traffic analysis. This is expected to be used for marine traffic analysis for the introduction of autonomous ships in the future.

해양안전심판제도의 개선방안에 관한 연구

  • 해양안전심판제도는 해양사고의 원인을 밝혀 해양안전에 이바지함을 목적으로 하고 있음에도, 실질적으로 원인조사보다는 징계를 주목적으로 하는 것처럼 보일 수 있다. 해양사고가 발생하였을 경우, 지방해양안전심판원은 원인재결 및 징계재결을 하는데, 해기사나 도선사에게 징계재결을 하면 이는 침익적인 행정처분에 해당된다. 이러한 행정처분에 다툼이 있을 경우 중앙해양안전심판원에 구제를 요청하면 행정심판이 된다. 행정심판의 재결에 대하여 다시 대법원에서 다투는 것이 행정소송이 된다. 일반적으로, 행정심판의 재결은 3심제의 재판을 받을 수 있으나, 해양안전심판제도에서 중앙해양안전심판원의 재결에 대한 행정소송은 대법원 전속관할 단심제로 운영되고 있어 헌법의 기본권 중의 하나인 재판청구권에 대한 위헌 논란이 계속되고 있으므로, 이 논문에서는 해양안전심판제도의 본래의 목적인 해양사고 원인규명을 통한 해상안전의 확보 및 징계재결로 인한 침해된 국민의 권리를 구제하기 위한 개선방안을 제안하고자 한다.

중소형선박 안전 서비스 정의서 개발을 위한 사용자 요구분석에 관한 연구

  • 인천시는 2017년 12월에 발생한 진두항 낚시어선 충돌사고 등 선박에서 발생하는 해양사고를 예방하기 위해 선박충돌경고, 해상안전정보 제공, 실시간 자동 입출항 관리, 해상 e-Call 서비스 등을 제공하는 선박안전 실증사업을 추진하고 있다. 정확화고 표준화된 서비스를 제공하기 위해 서비스에 대한 명확한 정의가 필요하며, 이러한 서비스 정의서 개발을 통해 향후 다양한 서비스 설계를 위한 기틀을 마련할 수 있다. 본 연구에서는 선박안전 실증사업 서비스 정의서를 개발하기 위해 대상이 되는 중소형선박 운항자 및 유관기관 종사자에 대한 요구사항 분석을 실시하였다. 요구사항 분석을 통해 도출된 사항을 바탕으로 서비스 정의서 개발 및 적용할 경우, 보다 정확하고 효율적인 선박안전운행 시스템이 구축 될 것으로 기대된다.

Design of the maritime safety network for small boat (소형선박을 위한 해상안전통신망 설계)

  • The accidents on the sea which have happened in korea was caused by small boats as much as more than 80percent. These small boats are not equipped with maritime safety telecommunication network. And the accidents related to small boats have been notable as the current system of maritime safety telecommunication network was changed into GMDSS system in 1999. There can be many presumed reasons that these accidents have happened. The main reason, however, the owners of small boats do business on so small a scale that they can't introduce the expensive telecommunication equipments. And almost these small boats use land mobile telecommunication system more often than ever, so it is necessary to prepare for a way to use it reasonably. This paper is to design maritime safety telecommunication network for small boats under korean situation, using land mobile telecommunication system.

  • The main object of Maritime Safety Network is to prevent Marine Accidents in advance and avoid the loss of live and property efficiently. Our country's Marine Safety Network was widely changed with its concerned rules and the operation methods through the complete operation of GMDSS system. Thus, compared with the past, maritime safety equipment and its systems were enforced, but the loss of lives from marine accidents tends to increase against the general expectation. 80 percent of the total marine accidents in Korea is caused by small fishing boats that are capsized immediately from accidents. To minimize the loss of lives they are to require the help of rescue. Lately imported GMDSS communication equipment is operated very fast automatically to issue the rescue and inform the distress, but most general small fishing boats are under 5 ton vessel and excluded from the administration of GMDSS system. In this paper is to propose the proper solution for the efficient improvement of maritime safety network suitable for the our practical circumstance.
