  • The port developments in Korea have been achieved by government because port needs large scale of funds for development and is recognized as SOC to be supplied by government. But this kind of policy has met budgetary problem to cope with rapidly increasing demands of port facilities. Thus in recent years, Korean government has tried to induce commercial capital to the construction of port facilities and allow port company to operate the facilities commercially for given period enough to compensate the investment. At present, several private ports are under construction and some will be opened in the near future. But on this stage, it is expected some problems for the reasonable port operation. This paper tried to scan and to analyze the current situation and also to find proper solutions.

  • 부산항은 컨테이너터미널 운영사별로 마케팅 전략 수립 및 마케팅 활동이 개별적으로 이루어질 뿐 항만 관련 유관기관(부산시, 부산지방해양수산청, 한국컨테이너부두공단, 부산본부세관)의 조화된 항만 마케팅 전략 및 역할이 수립되지 않은 상태이다. 따라서 본 연구에서는 부산항 활성화를 위한 각 주체별 활동 현황을 조사하고, 항만 이용자인 선사 및 포워더를 대상으로 마케팅 믹스(Mix, 4P: Product, Place, Price, Promotion)에 대한 설문조사를 토대로 부산항 마케팅 분석을 실시한다 이를 바탕으로 부산항이 동북아 중심항만으로 성장하는데 필요로 하는 부산항 관련 각 주체별 마케팅 관계 그리고 역할을 제시한다. IPA(Importance-Performance Analysis) 분석 결과를 살펴보면 전체 고객을 대상으로 평가했을 때 가격 믹스와 촉진믹스는 가장 중요도가 높은 것으로 분석되었으며 특히, 촉진믹스는 중요도는 매우 높으나 만족도가 낮은 것으로 분석되었다. 그러므로 마케팅 전략 수립 시 촉진 부문에도 높은 비중을 두어 선사들에게 공격적인 마케팅 활동이 요구된다고 할 수 있다. 부산항 관련 각 주체별 마케팅 역할에서 부산광역시는 부산지방해양수산청과 함께 촉진믹스에 중점을 두어야하고, 부산지방해양수산청은 촉진믹스 외에 가격믹스에서 항만 요율의 적절성과 경로믹스인 철도 수송 망의 확보가 시급한 것으로 나타났다. 한국컨테이너부두공단은 촉진믹스 외에 가격믹스에서 항만시설 사용료의 체계적인 개편이 요구되고, 터미널 운영사는 제품믹스 서비스인 공컨테이너의 효율적인 재고관리 업무서비스와 가격믹스에서 하역요율의 탄력적인 제공이 필요하다.

  • .Ports are usually designed as a dead en port. With an increasing tendency of ship size, the problems such as maneuvering difficulty, turning basin, tugboat fee, etc. are getting to be pointed out. For solving such problem, the conversion of the idea fro dead end port to one-way through port is encourage. To examine the advantage of one-way through port, a quantitative and systematic analyzing procedure is needed. For this, this paper evaluated the preference on the three way of departture using the fuzzy measure and integral model.

  • In these days, 8,000TEU container ship service launches in shipping service at latest based on the economy of scale, unit cost related with ship operation on ocean decreases in proportion to increase of ship scale and mega ship over 10,000TEU is on planning. Most of the exiting researches have performed from the perspective of total operation cost from mega port to mega port. However, the purpose of this paper is to estimate economic efficiency by ports selected Hub port from total cost point of view, operation cost, port charge, feeder cost, etc.

  • Recently Incheon Port and Pyeongtak·Dangjin Port called as Capital Region Ports have enjoyed ever-increasing cargo volumes. However, there is a lack of research on this region while plenty of outputs were suggested on mega hub and regional hub ports in terms of shipping companies and stakeholders' port choice criteria. To identify and evaluate the Capital Region Ports, this paper identifies the factors and sub-components influencing their port choice and presents a structure for evaluating them. Based on the literature related to port selection and competition, a regional survey employed Factor Analysis to reveal that 'port facility and link', 'cost and service', 'port hinterland' and 'information service and port operation policy' are the determining factors in these regions. From the overall evaluation using Fuzzy Theory, Port of Incheon Port obtained high score compare to that of Port of Pyeongtak Dangjin.

  • Since service competition among global supply chains became intensified, market-oriented system, instead of the existing cost-based system, for port service pricing has been strongly recommended in order to enhance their long-term viability and competitiveness. The Owen value of cooperative game frameworks allows us to apply a market-oriented pricing theory for the port pricing in the case of Gwangyang port to verify its usefulness. The analytical results of this paper suggested some solutions in the problem of berth-based cost allocation by a characteristic function and also showed the proper relative weights of factors to derive the quay use index by Budescu(1993). We also suggested a favorable port pricing system to major shipping firms as well as a discount port pricing system for their strategic alliance. To put it differently, the results of this study enable the port managers to make out some strategic port pricing system like the reasonable discount in port charge for the larger ship owners using the ports frequently.

Improvement Scheme of Lease Rate Assessment System for Terminal Operating Company's Wharf (부두운영회사(TOC)제 부두 임대료 체계 개선방안)

  • This study proposes the improvement scheme of the current lease rate assessment system (2003~2014), as a major problem solving area, for the Terminal Operating Company (TOC)'s wharf since the introduction of the TOC system in 1997. The study considers the reform system using three criteria: standardization, simplification, and fairness. The final alternative presented by the study adopts the lease rate assessment system, which newly reflects changes of facilities' property values for aprons, combining it with the related fees of the Korean seaport dues for open storage yards, warehouses (shed), passages, buildings and lands within leased facilities. The proposal anticipates that the new system will not only minimize stakeholders' confusion, but also resolve the main problems within the current system. The study, further, introduces the adjustment ratio, which will make the new lease rate of the apron equal to the current lease rate of a berth, for the individual TOC's wharf, in order to prevent a sharp increment in the lease rate of the apron. This is because the government or port authorities as lessors, need to give priority to lightening the burden of TOC's costs under the deteriorating business environment such as the slowdown in port throughputs' growth. This study makes a contribution by suggesting a new lease rate assessment system for the TOC's wharf, reflecting the value of property as well as leading to its simplification and standardization. Additionally, it may lead to the improvement of fairness by applying the same rate to all leased wharfs for the lease rates of open storage yards, warehouses (shed) and passages. However, it has a limitation that hinders the fairness: the lease rate for the apron cannot be imposed in proportion to the leased area, by applying the individual adjustment ratios. In the future, those adjustment ratios should be, gradually, rationalized to be the same target ratio (0.5) for each wharf, following an improvement in the terminal operating business environment.

  • It can be replaced with a smart work service centering on tasks that do not require on-site work among container terminal tasks. Here, the cloud service is helpful for small and medium-sized stevedoring companies as it reduces the cost and time required for initial system construction, and allows you to pay usage fees as needed. This study introduces a case study on the development of web services that comply with industry standards so that advanced ICT can be used in connection with the terminal operation system.
