Buffer Zones for Non-Target Organisms by Aerial Pesticide Application Around Rice Paddy (벼 재배지의 항공 방제시 비표적 생물에 대한 안전거리)

  • The study was carried out to establish buffer zone for the protection of the non-target organisms by aerial pesticide application. The two pesticide combination of 3-way tank-mixing of three pesticides for aerial application, ferimzone tricyclazole SC + BPMC EC + validamycin-A SL and hexaconzole EC + isoprothiolane EC+phenthoate EC were selected for the simultaneous control of key pests on paddy rice as blast, sheath blight, brown planthopper and moth. Aquatic organisms including killifish and loach in the paddy field and nearby water reservoirs were not affected by aerial application of the pesticides. However, all the water flea were killed, when they were exposed 10 m from the aerially sprayed site, while the water flea exposed in 30 m away from the site were not affected. Honeybees within 50 m in the wind direction and 20 m in the opposite wind direction showed a mortality of $7{\sim}100%$. Residues concentration of the pesticides in paddy water were not detectable level after six days from aerial application. Drifting distance of aerially sprayed droplet from the target area was within 30 m in the wind direction and 20 m in the opposite direction. Consequently, it was the buffer zones in the aerial pesticides application for the protection of the non-target organisms should be at least 50 m for aquatic organisms and 100 m for honeybees.

  • The Reform Aviation Act of 2004 that which devided the basic aviation act and the act related aviation accident investigation announced in July 2004. The purpose of this study is to review standards and recommendations of Annexes for International Civil Aviation Convention and CFR of FAA in USA, Aviation Act of Japan, Civil Aviation Act of Australia, Aeronautics Act of Canada, Air Navigation Act of Singapore. and then after these review, we tried to compare them with Korean Aviation Law, Enforcement Decree, Regulations related their system. At the result of this study, we find out many advanced countries divided into basic Aviation act and accident investigation act. finally we have suggested mid and longtern plan and implementation which applicable to set up domestic aviation law system.

  • The International Civil Aviation Organization (ICAO) has set up the Global Aviation Security Plan (GASeP), which urges member states to transition to more advanced security systems. This paper examines advanced aviation security policies and technologies at both domestic and international levels, and also investigates the underlying reasons for the challenges faced in establishing an advanced security system in the Republic of Korea. Based on this analysis, we propose effective strategies for deploying advanced security equipment at domestic airports, taking into consideration their respective classifications. Additionally, we identify the need for establishing new technological standards to introduce an advanced aviation security system, and provide evaluation criteria for the maintenance and management of technology to ensure the smooth operation of advanced security equipment.

  • According to the State Safety Program (SSP) of the International Civil Aviation Organization (ICAO), it is essential to establish and manage Safety Performance Indicators (SPIs) which are used for monitoring the safety performance to achieve the national aviation safety goal. There have been enormous efforts to develop the framework of SPIs by considering the current status for each country. In case of Republic of Korea, however, there has been limited research and policy projects related to the framework for SPIs. Furthermore, Korea has used identical SPIs since the SSP was legislated in 2008. With this background, this research is, as part of strategy for the state level of SPI development, the study cases of advanced aviation countries for SPI development plans, such as the European Aviation Safety Agency (EASA) of the EU, the Civil Aviation Authority (CAA) of the UK, the Finish Transport Safety Agency (FTSA) of the Finland and the Federal Aviation Administration (FAA) of the U.S. The comparison between the foreign and domestic policies for SPI development strategies are provided in the conclusion of this study. The results and analyses of the case studies performed in this research will be helpful to provide some valuable development strategies for further SPI research in Korea.

  • The first successful sustained powered flight by Wright Brothers was further extended to the rapid development of aviation technology, that led to transpacific flights, the invention of supersonic planes, and enabled hundreds of people to travel in the space, in addition to the fact that around 10 people had stepped on the moon, all of which were made possible within the very same century. However, on the back side of this most wondrous human technology, the vulnerableness to the aviation accident has been constantly accompanied with, right from the very beginning stage of the aircraft development. Moreover, the development of future aircraft is being focused on the aircraft performance, the increment of the number of passengers aboard and also its speed. In proportion to these phenomena of mega sizing the aircraft, the development of new technology and the increment of air traffic volume, the number of aviation accident is expected to augment, resulting in the enormous loss of human lives and properties. In order to prevent the disastrous aviation accident as such, it is essential to conduct the accident investigation in a specialized, systematic and scientific manner. In search for the method to attain the effective function of the aviation accident investigation organization, in this study, issues were examined as follows: The full-time Board Members and the establishment of an integrated investigation agency, The systematized security of status as an accident investigator, Inclusion of a human factors specialist in the investigator group organization, liability limit of an accident investigator Stipulation of the definition and the investigation scope of an accident and serious incident, along with the main body of conducting the investigation into the accident involving both civil and public aircraft, in the regulations related to the accident investigation.

A Discussion on the Legal Definition and Legislation Methods of Drone Taxis (드론 택시의 법적 정의 및 법제화 방안 논의)

  • There are policies that foster the drone industry, which either put a legal precedent on drones through the "Drone Act" or grant a delay or exemption in applying the safety measures of "the Aviation Safety Act". Yet, the definition of a drone is unclear, requiring further discussion on commercial usage. Therefore, we have studied cases domestically and abroad, and also analyzed issues with the current aviation legislation. It was found that a drone is defined as "an unmanned aircraft where a pilot is not on board, and its net weight is 150 kg or less". However, there are several issues, such as that a drone taxi requires a pilot on board, and its weight is 150 kg or more. Thus, we propose to define a drone as "an unmanned aerial vehicle (provided, that its own net weight should be 300 kg or under, or not be limited to weight) under Article 2 (3) of the "Aviation Security Act" as prescribed by Ordinance of the Ministry of Land, Infrastructure, and Transport, which operates either by remote, automatically, or autonomously; or an unmanned aircraft under Article 2 (6) of the "Aviation Security Act".

  • 비행안전과 효율적인 정비를 수행하기 위해서는 우수한 항공정비사의 양성이 절대적으로 필요하다. 이에 따라 본 연구에서는 개인의 행동유형이 항공정비사로서의 업무 숙련도에 미치는 영향이 있는지를 검증하기 위하여 항공정비학과에 재학 중인 학생들을 대상으로 DISC 진단지를 통해 행동유형을 조사하였다. 개인 별 행동유형과 항공기체, 항공기관 및 항공전기 전자 실습성적을 분석하여, 행동유형과 실기 실습 숙련도의 상관관계를 분석하여 항공정비사의 행동 유형이 직무 숙련도에 미치는 영향과 행동 유형별 적합한 항공정비직무를 예측하기 위한 실증연구를 수행하였다.

  • This study was conducted in search of the acceptance level of air traffic services from domestic airlines pilot's perspective in comparison with male controllers and female controllers. Pilots responded to the questionnaire that female ATC controllers are of significance to male controllers in terms of pronunciation, accuracy of English grammar, attitude and kindness. Besides, The ICAO aviation English proficiency level four test revealed that female controllers were found superior to male controllers in terms of rating scales of holistic descriptors.

  • Normal Operation Safety Survey (NOSS) is a safety management tool used by air traffic control organizations to measure data related to threats and errors to proactively prevent accidents before they occur. NOSS was developed to be applied to the air traffic control field according to the concept of Line Operation Safety Audit (LOSA) conducted by airlines to reduce human errors in the cockpits. Safety management based on data is crucial for the prevention of control-related accidents, and the competency of observers for this is important for the successful implementation of NOSS. Based on LOSA implementation experiences and expert interviews, this paper introduces the international NOSS methods and discusses the key factors required for effective observation and the implementation methods and implications of NOSS observer training.

Human-based aviation accidents with air traffic controller torts (항공기 사고와 인적요인 -관제사의 불법행위를 중심으로-)

  • Throughout the history of the aviation industry, from its origins in the $20^{th}$century to the present, accidents have always occurred. This paper deals with the legal liability of air traffic controllers, who represent one of the human factors causing these accidents. Though controller negligence turns out to be a main cause of the accident, Korea does not have additional judical case, since it was firstly declared that controller negligence was accountable for the air traffic accident in 1971. As such, we examine the liability of air traffic controllers as public officers. This paper looks not only at the role of air traffic controllers and pilots in accidents, but also at the applicability of controller liability in the context of Korean law. We determine that despite the high-stress environment, air traffic controllers must share in the responsibility to provide safe air navigation. Therefore, they cannot avoid legal liability.
