The Settlement of Complication in Water Resources Project (수자원 사업분야의 갈등해결 방안)

  • 수자원사업분야 특히, 댐건설사업은 사업시행지역이 유역의 상류인 반면 댐건설의 편익은 주로 하류지역에서 발생하기 때문에 상류지역을 중심으로 극심한 반대가 상존하고 있는 실정이다. 상 하류 지역 주민과 지자체 간에도 댐건설에 대한 입장이 상충되고, 이런 갈등을 정치적으로만 해결하려고 함으로써 갈등의 해결보다는 오히려 새로운 갈등의 원인이 되기도 한다. 또한, 갈등해결을 위한 사회적 합의와 그 합의 결과에 대한 승복의 문화가 정착되지 않은 우리나라에서 갈등해결은 매우 어려운 실정이다. 지난 7년 동안 사회적인 찬반 논란의 중심에 있었던 한탄강홍수조절댐건설에 따른 갈등의 전개과정과 해결노력을 평가 분석하여 봄으로써 향후 수자원사업 분야의 갈등해결에 많은 도움이 될 것으로 본다. 한탄강홍수조절댐은 지난 1999년 결정 이후 2004년 1월부터 11월까지 대통령자문 지속가능발전위원회와 이해 당사자가 참여하는 중재적 갈등조정과정을 거쳤으나, 조정 결과에 대해 승복하지 않음으로써 당사자 합의에 의한 최초의 갈등조정 시도가 무산되었으나 그 해결 노력은 정당하게 평가 받을 만하다. 이후 한탄강댐건설사업은 정부에서 국무총리를 위원장으로 하는 임진강유역홍수대책특별위원회를 구성하여 이해 당사자를 배제하고 관련학회의 전문가 등으로 1년 동안 검증평가한 결과 2006년 8월 한탄강홍수조절댐과 천변저류지로 최종 대안을 제시하였으나, 댐건설 반대지역에서는 아직도 완전히 승복하고 있지 않는 실정이다. 결국 갈등을 해결하기 위해서는 사업계획 수립단계부터 이해 당사자들이 참여하는 협의회 운영으로 절차적 정당성을 확보하고, 한탄강홍수조절댐 갈등해결에 있어서 부족했던 사회적 합의와 승복문화가 정착되도록 제도적인 장치보완과 함께 성숙된 시민의식의 전환이 있어야만 할 것으로 사료된다. 외적으로 하천 유사량 산정과 관련된 많은 경험식들이 제시되고 있다. 하지만, 외국의 충적하천에 기초하여 개발되어진 유사량 공식들을 우리나라 하천에 무분별하게 적용하는 것은 위험스러우며, 유사량 산정 결과의 신뢰성을 높이기 위해서는 무엇보다 우리나라 하천의 지형, 수리, 수문학적 요소들이 유사 특성에 미치는 영향을 알아야 한다. 그러므로, 본 연구에서는 실측을 통한 유사량 값을 하천의 지형, 수리, 수문학적 요소들과 비교 분석하여우리나라 하천에 맞는 유사특성을 알아보고, 기타 총유사량산정 공식을 이용하여 실측한 유사량과 비교 분석하고자 한다.호강유역의 급격한 수질개선을 알 수 있다.世宗實錄) $\ulcorner$지리지$\lrcorner$(地理志)와 동년대에 동일한 목적으로 찬술되었음을 알 수 있다. $\ulcorner$경상도실록지리지$\lrcorner$(慶尙道實錄地理志)에는 $\ulcorner$세종실록$\lrcorner$(世宗實錄) $\ulcorner$지리지$\lrcorner$(地理志)와의 비교를 해보면 상 중 하품의 통합 9개소가 삭제되어 있고, $\ulcorner$동국여지승람$\lrcorner$(東國與地勝覽) 에서는 자기소와 도기소의 위치가 완전히 삭제되어 있다. 이러한 현상은 첫째, 15세기 중엽 경제적 태평과 함께 백자의 수요 생산이 증가하자 군신의 변별(辨別)과 사치를 이유로 강력하게 규제하여 백자의 확대와 발전에 걸림돌이 되었다. 둘째, 동기(銅器)의 대체품으로 자기를 만들어 충당해야할 강제성 당위성 상실로 인한 자기수요 감소를 초래하였을 것으로 사료된

Relation of Organizational Culture and Job Stress and Organizational Commitment in Special Guard (특수경비원의 조직문화와 직무스트레스 및 조직몰입의 관계)

  • Purpose of this study is examining closely special guard's Organizational Culture and job stress and relation of Organizational Commitment. This study established to special guards who is working at the capital region (Incheon) airport in 2011, and sample used finally on interpretation analyzed being 203 people, and uses Purposive Sampling Method. Analytical method executed Frequency Analysis, Factor Analysis, Reliability analysis, correlation analysis Multiple Regression Analysis using SPSSWIN ver.18.0. Reliability of questionnaire appeared Cronbach's ${\alpha}$ value more than .671. Conclusion proved in this study is as following. First, special guard's formation culture affects to Job Stress. In other words, stress about compensation career development increases if the development, hierarchically organized is not formed. On the other hand, job special quality, human relations stress decreases if developmental culture is form ed, and if culture is formed developmental, the mutual agreement, role stress decreases. Second, special guard's Organizational Culture affects in Organizational Commitment. That is, if is formed developmental and hierarchically organized, rises the Affective Commitment, Continuance Commitment, Normative Commitment. Third, special guard's job stress affects in Organizational Commitment. That is, if compensation career development is achieved unfairly Affective Commitment, Continuance Commitment is low. On the other hand, if own business is achieved spontaneously pre sent, Affective Commitment, Normative Commitment appears high.

Developing the Indicator System for Diagnosing the National Status Quo of Science Culture (국가 수준의 과학문화 실태 진단을 위한 지표 체제 개발)

  • During the past two decades or so, science (or scientific or scientific & technological) culture has become one of the main themes not only of policy makers but also of science educators. Although, the idea of science culture has been taken as a desirable goal, there is little agreement about what it means and how to measure it. Particularly in Korea, there has been a rapid growth of science culture projects and programs, either by governmental or non-governmental, but with little systemic monitoring and evaluation for its practice. The purpose of this study is, thus, to explore a model of measuring science culture and develop a comprehensive indicator system for it. We reviewed many literatures on definitions of science culture and the surveys for related terms, particularly, of recent national and international surveys (e.g. US Science and Engineering Indicators, Eurobarometer, Japanese Science and Technology Indicators). Based on this review, a model for science culture is proposed and then used to define the Science Culture Indicators (SCI). This model encompasses two dimensions(i.e. individual and social), which are further divided into two aspects (i.e. potential and practice). Each dimension is expected to represent citizen literacy of and national infrastructure of science culture respectively. Each category in this $2{\times}2$ matrix is further divided into several sub-categories. The discussion concerning how the model and the indicators can be used to check the states of science culture at social as well as individual levels will be given with some concrete examples, such as indicators particularly related to science education.

Korean Company's Organizational Culture and its Effectiveness on Employees' Behaviors

  • This paper explores the relationship between Korean companies' organizational culture and organizational effectiveness. The description of organizational culture is based on Denison's four traits of organizational cultures: involvement, consistency, adaptability, and mission. Organizational effectiveness was measured by job performance, job satisfaction, and retention. A survey was conducted in South Korea during the summer of 2016 and received 179 responses. A multiple regression analysis was used to establish the direct and indirect effects of the exogenous variables on the three endogenous variables through path analysis. The results provided evidence that employees strongly perceived a company's four cultural traits and indicated that these characteristics were positively related to employees' behaviors toward organizations as well as employees' satisfaction and retention intention. This research contributed to the organizational literature by adding that a definition of organizational culture based on Denison's four traits was found to be measurable and to be related to important organizational outcomes.

Relation of Empowerment and Organization Attachment with the Organization Culture of Security Organization (시큐리티조직의 조직문화와 임파워먼트 및 조직애착도의 관계)

  • The purpose of this study is to establish the relationship of empowerment and organization attachment with the organization culture of security organization. This study is based by setting the security organization employed in security firms in the capital area(Seoul) in 2012 as the parent population and using the purposive sampling method to analyze a total amount of 280 examples. The frequency analysis, analysis on primary factors, reliability analysis, multiple regression analysis, path analysis methods using SPSSWIN 18.0 were used in analysis. The reliability of the survey showed a Cronbach's ${\alpha}$ value of over 0.690. The results are like the following. First, the organization culture of security organization affect empowerment. Thus, the more a practical development culture is settled, the more the capability of self-determinism, meaningfulness, and effect is amplified. Moreover, the more a consensual culture is established, the more the capability of self-determinism is enhanced, and the more a hierarchical culture is established, the more the meaningfulness is enhanced. Second, the organization culture of security organization affect organization attachment. Thus, the continuous normative attachment is enhanced when a more hierarchical culture is established. Moreover, emotional attachment is enhanced when a more practical development culture is established. Third, the empowerment of security organization affects organization attachment. Thus, the continuous normative attachment is decreased when one's capability of self-determinism is more lacking. However, the continuous normative attachment is higher when the meaningfulness and effect is enhanced. Moreover, emotional attachment is enhanced when meaningfulness is increased. Fourth, the organization culture of security organization directly/indirectly affects empowerment and organization attachment. Thus, empowerment is an important mediating factor between organization culture and organization attachment.

A Study on the Landscape Attractions Evaluative Systems of Gyeongju Historic Heritage Sites (경주 역사유적지구 매력성 평가지표 개발 연구)

  • This study is an evaluation index development research based on the Gyeongju Historic Heritage Sites to identify the attractive properties of Gyeongju that have helped determine the competitiveness of this historical city. Through literature reviews on these attractive factors of historic urban landscape, the Vienna memos(UNESCO, 2005) and the International Cultural Tourism Charter(ICOMOS, 1999), two professional investigations were conducted following a backup group of attraction indexes that had been received prior. In the end, 22 attraction indexes were chosen in the Urban Historical and Cultural area, the Heritage Resources area, and the Urban Environment area with three aspects based on the analysis of Importance(M), Standard deviation(SD), Content Validity Ratio(CVR), Agreement, and convergence. These indicators will be useful basic information for improving the city's historic charms. In the future, these indicators can be used as a basis for evaluating the characteristic charms of Gyeongju, through which the charm of Gyeongju can be re-recognized.

Relationship between Organizational Culture and Job Characteristic and Job Continuance among Private Security Guards (민간경비원의 조직문화와 직무특성 및 직무지속의지의 관계)

  • The purpose of this study is compares organizational culture and job characteristic and job continuance will of private security searches its investigate relation. This study had selected private security company members from Seoul of 2011 for population. Using purposive sampling method, 280 samples were drawn and were used for the final analysis. Using SPSS WIN 18.0, frequency analysis, factor analysis, reliability analysis, multiple regression analysis were performed. Cronbach's ${\alpha}$ value which shows the reliability of the survey came out to be over .665. The conclusion is following : First, organizational culture of private security service affects in job characteristic. As a work period is long, the job importance and feedback appear high. As development mutual agreement culture is formed, the job importance, autonomy is high. As reasonable culture is formed, the job importance, autonomy, feedback are high. As a hierarchical culture is formed, the job importance, feedback rises, and on the other hand, autonomy decreases. Second, organization culture affects in job continuance will to private security guard. Job expectation is high in man group. As age is high, crisis sense decreases. As attainments in scholarship is high, job satisfaction, shrinkage, alternative expectation increase. As there are much monthly income, job satisfaction, shrinkage, job expectation, alternative expectation, crisis sense become increase. As development mutual agreement culture is formed, job satisfaction, malicious insincerity, job expectation, alternative expectation, crisis sense are high. As reasonable culture is formed, job expectation increases, and on the other hand, malicious insincerity decreases. As a hierarchical culture is formed, job satisfaction, malicious insincerity, job expectation, crisis sense appear high. Third, private security guard job characteristic affects in job continuance will. As attainments in scholarship is high, job satisfaction, job expectation, alternative expectation increase. As a work period is long, job satisfaction, job expectation, alternative expectation, crisis sense appear decreases. As there are much monthly income, job satisfaction, job expectation, alternative expectation, crisis sense increase. Job satisfaction, job expectation increases as recognize the job importance high. Job satisfaction, shrinkage, malicious insincerity, job expectation, alternative expectation increase as recognize autonomy high. If feedback is proceeded well, malicious insincerity decreases.

A Study on the Digital Decipherment of the Goguryeo Stele in Chungju (충주고구려비(忠州高句麗碑) 디지털 판독의 성과와 고찰)

  • Various decipherment technologies, including manual rubbing, have been continuously applied to the Goguryeo Stele in Chungju. However, an official document for advanced decipherment is required as there remain characters to be deciphered. This study focuses on interdisciplinary digital decipherment using digital visualization results based on reflectance transformation imaging and three-dimensional scanning. On that basis, the joint decipherment document in 2019 is classified into eight types according to character changes from 1979 to 2000, and decipherment achievements are discussed. Important outcomes of the joint decipherment document include a new interpretation of four existing characters and the identification of 28 new characters. Additionally, 68 characters on the front face and 20 on the left face, which are listed differently in previous decipherment documents, are determined to be a single character through a consensus process. Compared to the previous decipherment document, the "decision" character is increased by a total of 89 characters (22.6%), and the "different opinion" character is decreased by 126 characters (32.0%). Thus, this digital decipherment greatly contributes to the reexamination of the Goguryeo Stele in Chungju and complements the previous decipherment document through reflectance transformation imaging and three-dimensional scanning. However, continuous research is necessary to enhance decipherment rates, since 123 characters (31.3%) are yet to receive decipherment. In the future, decipherment advancement regarding the Goguryeo Stele in Chungju should be based on convergence research between the humanities and science. Furthermore, it seems that researchers must make constant efforts to apply new imaging analysis technology and to develop customized technology for decipherment.

  • Design reflects the time and cultural trends and thus can have different symbolic significance and functions depending on the perspective. While this is evident, corporations still insist that designers achieve viewers' complete understanding and satisfaction in their designs. Also, they refuse to accept the designers' interpretation on the grounds that they are subjective and incomplete interpretations even when in fact they are of superior intellectual standard. This problem is also found among the designers dealing with the clients. Thus, as long as all they are willing to accept is the fallibility of each other, the clash between designers and users is inevitable. To solve these problems, we need to have more objective and logical framework for achieving collective understanding on the interpretation of designs and symbols from the very stage of their development. The graphic design is a tangible product that represents the cultural phenomenon and needs to be interpreted as visual symbols. This makes the graphic design a semiological subject. Thus, a semiological approach will enable more analytical interpretations of polysemy of visual symbols. In this light, this study seeks to apply a semiological approach to suggest criteria for interpreting graphic designs as symbols. The criteria will serve as a useful tool for rational evaluation as well as strategic design development.

A Study on the Attractions Evaluative Systems of Gyeongju Historic Heritage Sites (경주역사유적지구의 흡인력 평가지표 선정 연구)

  • This study is an evaluation index development research based on Gyeongju Historic Heritage Sites to identify the attractive Properties of Gyeongju, which decided to competitiveness of the historical city. We got the export Indicator candidate groups by the literature reviews and UNESCO, ICOMOS, and 49 Indicator candidate groups had been selected. In the end, we chose 42 attraction indexes in charm of the cultural heritage side, Cultural heritage tourism resources Side, Restraining force Heritage tourism Side three aspects based on the analysis of Importance(M), Standard deviation(SD), Content Validity Ratio(CVR), Agreement, convergence by using Delphi Technique. We can determine these indicators will be useful basic information, for improving the city's historic attractions. In the future, used these indicators as a basis for Attractions effectiveness evaluation of Gyeongju, Through which the attractions of Gyeongju can be re-recognized.
