The research question of this work comes from that there have been disputes for the governance and roles of the Rural Development Agency (RDA), despite of rather excellence performances of Agricultural R&D program supported by RDA. For this reason, I meta-evaluated the internal evaluation system of Agricultural R&D program in RDA, in terms of the four meta-evaluation components such as evaluation paradigm, evaluation resources, evaluation execution and evaluation utilization. The result shows that the most serious problem is rather lower level of evaluation. Object, one of the evaluation paradigms in the R&D evaluation system of the RDA. So, this work suggested the policy alternatives which may lead the R&D evaluation system of the RDA to be developed for the performance-oriented R&D management system.

This study measures and compares the performance of research and development (R&D) programs in government-funded research institutes (GRIs) in terms of qualitative and quantitative approaches to find out strategic insights for improving performance evaluation policy. In particular, we adopt the evaluation results from the real data of K institute in 2015 for a qualitative evaluation and the results of data envelopment analysis (DEA) for a quantitative evaluation. Comparative analysis of the R&D performance of 14 programs finds that the difference between the evaluation results of qualitative and quantitative approaches is significant. From this finding, we suggest several strategic directions to complement two approaches each other.

국내 정부부처 및 지역자치단체에서 수행하고 있는 연구개발 프로젝트의 선정과 평가에 관한 연구는 광범위하게 이루어지고 있다. 그러나 각 정부 부처별로 실시하는 평가프로세스와 지표의 경우 부처별 특성과, 과제의 특성을 반영하기 위한 프로세스와 지표를 개별적으로 보유하고 있으나, 과제의 평가를 수행하는 조직의 규모나 지역적 특색을 반영하기 어렵다.본 연구는 C 지역의 테크노파크(TechnoPark) 사업자가 수행하는 지역 자치단체 중심 R&D 프로젝트의 특성과 지역적인 특색을 반영한 평가관리 시스템을 개발하고자 한다. 본 연구에서는 먼저 국내 출연연구기관 및 정부부처에서 수행하는 평가시스템의 특성을 파악하고, 각 기관에서의 평가프로세스와 평가지표들을 조사하여 공통적/개별적 특성을 분류하였다. 분류된 프로세스와 지표들과 C 지역의 지역/산업적 특색을 분석하고 C 지역에서 수행한 3년간의 모든 과제에 대한 분석을 수행하여 지역적인 특색을 반영한 평가프로세스와 지표를 도출하였다. 또한 연구개발 프로젝트의 선정평가를 위한 사전 기술성 평가를 위한 기술가치평가와, 프로젝트의 수행결과 이후 나타나는 부가적인 효과를 분석하기 위하여, 프로젝트단위의 균형성과지표를 적용하여 프로젝트의 사후/추적관리 방안을 제시하고자 한다.

To explore the answer on how the evaluators' network affects efficiency of National R&D Program, this paper analyzes the network of evaluators who attended the peer-review committee for National Nuclear R&D Program from 2007 to 2008. The result derived from network analysis was applied to measure the efficiency of programs by Data Envelopment Analysis. The result shows that the weaker network produces higher efficiency as much as the research result itself. Along with the expertise of evaluators themselves, this paper implies that network should be considered as a main item for evaluation.

자동차 시트 시스템의 개발은 주요한 연구 과제가 되어 왔으며, 이러한 분야의 연구들은 일반적으 로 두 개의 형태로 나누어지는데, 그 첫 번째는 자동차 시트의 위치나 인체 측정학적인 요구 조건에 대한 연구이고, 두 번째는 시트의 안락감 성능에 대한 연구이다. 본 연구는 후자인 시트의 안락감 성능을 평가하기 위한 방법론적인 접근을 하고자 한다. 안락감을 평가하는 방법으로는 크게 정성적인 평가방법과 정량적인 평가 방법이 있다. 과거에는 주로 정성적인 평가방법이 사용되었지만, 최근에는 정량적인 평가 방법들이 많이 개발되어 활용되고 있다. 따라서 이러한 평가 방법들을 체계적으로 분석해 봄으로써 각 방법들에 대한 장ㆍ단점을 이해하고 적절하게 활용하는 가이드라인을 제공하고자 하였다.

본 연구에서는 소비자들이 선호하는 휴대폰 제조사 브랜드를 평가하기 위하여 무형 자산 평가기법을 적용하여 비교 분석 하였다. 기존의 연구는 기초적인 통계적 사실에 근거하여 단편적으로 평가를 하였다. 하지만 휴대폰 제조사 선호도 평가는 무형자산 평가와 깊은 관련이 있다. 따라서 본 연구에서는 기존 연구와는 다르게 무형자산 평가기법을 적용하여 휴대폰 제조사 브랜드 선호도를 평가하고자 한다.

With the introduction of new teacher evaluation system, teacher librarians' evaluation indicators and questions were presented for the first time. The purpose of this study is to review the validity of current indicators and questions and to develop new one, based on it. The result is as follows : Current indicators mainly focus on the management of school library facility and collection, not on teacher librarians' educational activities and have the low validity to evaluate the expertise of teacher librarians. As a result, this study will suggest new evaluation indicators and questions to evaluate their expertise appropriately.

This study aims to propose the ways to improve the research performance evaluation to support the establishment of a sound research culture. For the study, we analyzed the cases of domestic and foreign research performance evaluation, and a survey and an interview were conducted for faculty and research performance evaluation officials, respectively. In the study, the direction of establishing the principle of research performance evaluation, the method of categorizing the type of research performance, the method and procedure of research performance evaluation, and necessary documents were proposed. First, eight principles were suggested to be considered in evaluating research achievements to ensure the validity, reliability, and transparency of the evaluation while supplementing the limitations of quantitative evaluation. Second, the main types of research achievements were categorized into journal articles, books, and presentations at academic conferences. Third, as a research achievement evaluation method, a hybrid evaluation using quantitative and qualitative and multiple measurement indicators was proposed. Fourth, a total of 11 steps (required 7 steps) were presented as a procedure for research achievement evaluation. Fifth, publications, evaluation documents, and committee chair's reports were proposed as major documents for research achievement evaluation. The research achievement evaluation improvement plan presented in this study should be flexibly applied in consideration of the characteristics of the academic and research fields and universities.

최근들어 환경변화가 가속화되고 기업의 환경적응성이 중요해짐에 따라 R&D 활동의 평가과정이 학습의 핵심적인 단계로서 새롭게 부각되고 있다. 또한 R&D 활동에서 결과 중심적 접근, 사업부와의 연계 등이 강조되면서 구체적 R&D 성과평가가 연구관리(R&D management)의 중요한 이슈가 되고있다. 그러나 그동안 R&D 성과평가는 R&D 활동 자체가 불확실성을 가지는 특성으로 인하여 체계적 접근이 이루어지지 못하여 왔으며 최근에 들어 R&D 성과평가 부문이 연구관리 및 기술경영분야의 도전적 연구과제가 되고 있다. 본 연구는 이러한 R&D 성과평가를 어떻게 접근할 것인지에 대한 접근방법과 성과 지표의 내용, 성과지표의 선택 및 개발절차, 향후 연구과제를 중심으로 제시한다. 본 연구의 세부내용은 다음과 같다. 첫째, 민간기업 연구개발활동의 성과평가에 적용가능한 평가의 분석틀(framework) 및 관점(perspective)을 제시하였다. 기존 평가모형에 대한 문헌고찰을 바탕으로 종합적, 체계적인 평가분석틀을 도출하고, 측정가능한 성과지표군을 제시하였다. 또한 성과지표들을 다양한 기준에 따라 분류하고 각 분류에 따라 적용가능한 성과지표군을 제시하였다. 둘째, 각 기업별 특성을 고려하고 경영전략과의 연계를 명확히 할 수 있는 구체적인 성과지표를 개발하기 위하여 4단계의 R&D 성과 평가지표 개발절차를 도출하였다. 셋째, 향후연구를 위한 성과평가 연구분야의 주요 연구과제들을 5가지로 정리하여 제시하였다.

A survey was conducted to analyze the perceptions related to research performance evaluation from 2,618 professors. The survey is to find out the perception about two parts. One is a survey of professors' perceptions about the faculty performance evaluation, which is currently being conducted at each university. The other is that we analyzed the perception of the introduction of qualitative performance evaluation indicators, an alternative to the quantitative performance evaluation. As a result, we confirmed followings. Quantitative research performance evaluation is carried out in most universities. Research performance evaluation is not appropriate for a department or research field. And an extension of the evaluation period is required. Quantitative evaluation have a negative impact on the academic community. Quantitative evaluation needs to be improved. As regard to the introduction of the qualitative evaluation, we confirmed that professors perceived that qualitative evaluation is necessary to evaluate research performance, and they also have negative opinions about introduction of qualitative evaluation.
