화물연대를 통해 본 특수고용노조운동의 동학

  • 조직적 침체를 겪고 있는 특수고용노조들과 관련하여 초기조직화 후 노조활동경험에 대해서는 연구가 이루어지지 않은 상황에서 이 글은 특수고용노조운동으로서 가장 두드러진 활동을 전개해온 화물연대의 노조활동경험을 사례분석하여 특수고용노조 나아가 비정규노조의 활동에 있어서 고려해야 할 '노조운동의 동학'은 무엇인가를 탐색하였다. 연구자료로서 노조의 문서자료와 관련 연구결과자료 등을 이용하였다. 먼저 화물연대의 동학의 배경을 이루는 화물연대 5년의 전개과정을 환경, 전략, 요구, 조직, 투쟁, 교섭의 측면에서 그리고 성과와 한계를 개괄적으로 살펴보았다. 이를 바탕으로 화물연대의 전개과정에서 볼 수 있는 특수고용노조운동의 특수한 동학을 특수고용노조운동에 함의를 갖고 있다고 보이는 것에 초점을 맞추어 재정리하는 방식으로 추출하였다. 특수고용노조운동의 동학으로서 노동자성 불인정의 악영향, 노동자집단의식 형성의 어려움, 조직확대의 어려움, 조직의 동맥경화 가능성, 간부의 취약성, 대상, 공간 및 수준의 복잡성으로 인한 어려움, 높은 내외이질성으로 인한 어려움을 볼 수 있었다. 이러한 동학을 고려하여 초기조직화 이후 특수고용노조들이 집중해야 할 활동방향을 제시하였다. 마지막으로 연구의 한계와 향후 연구방향을 제시하였다.

Non-standard Workers' Solidarity with Standard Workers on Strike: The Case of Broadcast Professionals in KBS and MBC (정규직의 파업과 비정규직의 연대 또는 이탈: KBS와 MBC 파업사례를 중심으로)

  • This study analyzes non-standard workers' attitudes and behaviors towards standard workers' strikes using the case of a joint strike held by journalists at KBS and MBC in 2012. Tracing the process since 2008 by which a conservative government has tried to control the press and regular journalists have collectively resisted against it, we put our analytical focus on two major groups of freelance broadcast professionals: independent producers and writers in current affairs. Specifically, we examine 1) how they perceived and responded to a series of regular journalists' struggle to protect journalistic value, 2) how such perception of and response to regular journalists could be developed, and 3) how (de)solidarity could form and then deepened between freelance and regular journalists in the 2012 Media Strike. Our findings show that the ways in which regular journalists had controlled freelance journalists at work affected the relationship between class-based and occupation-based rationality freelance journalists held in their minds. Independent producers, who had developed a strong class-based rationality in response to the coercive input-output control, showed cynicism about regular journalists' strike pointing out their hypocrisy and contradiction. In contrast, freelance writers accommodated and joined the strike by regular workers in the spirit of solidarity based on occupational rationality which had developed from normative, process control. Our paper ends with theoretical and practical implications.

The Special School Teachers' Perception of the Significant Skills Required by Students with Intellectual Disabilities for Gaining and Maintaining Employment (지적장애학생의 취업 및 고용 유지를 위한 주요기술 관련 특수교사 인식)

  • The purpose of this study is to investigate 1) the perception of special school teachers on the significant skills required by students with intellectual disabilities(ID) for gaining and maintaining employment. For this study, a mixed method design including quantitative survey method and qualitative in-depth interview were utilized. First, through quantitative survey method, the perception on significant skills of students with ID for gaining and maintaining employment was investigated. At the same time, to overcome the limitation of a quantitative survey study, in-depth interviews with special school teachers were implemented. Through in-depth interviews, difficulties keeping students with ID from maintaining employment and significant skills for gaining & maintaining employment were investigated. Many students with ID have had difficulties in maintaining their employment for reasons such as behavioral problems, lack of social skills, or lack of diligence. Thus, many special teachers perceived the importance of educating the significant skills for maintaining their employment as well as gaining employment. For successful vocational transition, daily living skills, occupational skills, and personnel-social skills are significant. However, students' personal-social skills are more important than daily living skills and occupational skills. Among personal-social skills, students' sincerity, diligence, good-hearted personality, social skills, and ability for following directions of a supervisor are significant characteristics for gaining and maintaining employment.

  • In order to reflect the Changes in this government's policy of making Temporary Position employees into the Public sector permanent, special security guards from Private Security firms in the National Critical Facilities protection Position are moving forward transformation to Permanent Position. Especially, the organization of the protection personnel of the National Government Buildings designated as the National Critical Facilities is comprised of various types of security personnels, protective officer, special security guards from Private Security firms, Private police guards, police officers and these types of security personnels protect for the Government Buildings. Recently, The Government Security planning division is discussing various types of transformation, Special Security guards are employed directly by the Government in order to convert them into Permanent position, Special Security guards are employed directly through a establishment of Public Security corporation, protective officers are hired by the Government, Self-guards are hired directly by the Government, Private police guards are employed directly by the Government. In order to reflect the Changes the Government policy of making Temporary position employees into the Permanent, the Special Security Guards from Private Security Firms in the National Critical Facility's protection environment, protective personnels operation characteristic under various circumstances. Especially, in the process of making Special Security Guards to Permanent position, it is necessary to take precedence over the various opinions of Special Security Guards and stakeholder.

A Comparative Study on Job Satisfaction of Road Freight Transportation Industry Workers by Type of Employment (화물자동차운송업 종사자들의 고용형태에 따른 직업만족도 비교 연구)

  • This study aims to analyse the differences of job satisfaction in road freight transportation industry workers by different types of employment. The researchers utilized reliability test and factor analysis to estimate the validity and feasibility of the questionnaire. Multivariate analysis of variance (MANOVA) was also applied to assess the differences of job satisfaction level by different employment types. The results of reliability test and factor analysis clearly show that questionnaire samples are reliable and feasible. The multivariate analysis of variance result shows statistical insignificance in the level of job satisfaction between part-time workers and special type ones. On the other hand, there was a significant difference between full-time workers and those in other types of employment. The significant variables such as income, welfare, and working hour, etc were discovered.

  • 순수 Mo와 Mo-Nb, Mo-Ta($\leq$10 at% Nb. Ta)합금을 1,500-2,06$0^{\circ}C$ 범위에서 탄소의 고용도를 연구하였다. 특수한 침탄방법으로 C2H2를 시편에 침탄한후 열처리하여 부분적으로 석출하거나 완전석출에 관계없는 화학적 분석방법으로 행하였다. 순수 Mo에서 최대탄소 고용도는 logCCmax = 7.02-9,490/T이다. Nb, Ta를 미량첨가하여 탄소의 최대 고용도는 Arrhenius 식을 적용할 수 없다. Nb-, Ta- 농도와 온도에 따라 Mo2C와 Nb-,Ta-를 함유한 여러 가지 탄화물상을 만들거나 $\alpha$고용체와 Mo가 포함된 NbC, TaC와 평형상태를 나타나기 때문이다. 실험온도 범위에서 Nb, Ta를 첨가량을 증가하면 탄화물 내부에 NbC, TaC로 석출된다. 고온에 용해된 a-고용체는 150-200 oK/Min으로 냉각하면 석출물은 결정입계나 결정내부에 나타난다. 순수 Mo에 Nb, Ta를 첨가하여도 경도, 파괴실험에서와 같이 인장강도는 크게 증가하지 않는다.

Determinants of Seafarers' Employment Stability (외항선원 고용형태 결정요인에 관한 연구)

  • Like most developed countries, South Korea is experiencing a severe lack of seafarers. Because young people's demands for a high quality of life has led them to seek shore-based careers. The wage difference between seafaring and shore-based careers has been decreasing gradually, however South Korea's unique Boarding Service Reserve System Policy has helped recruit and retain young sailors and, since 2017, the government has focused on creating new jobs and stabilizing the status of irregular workers in both private and public sectors. It specifically established the Economic, Social & Labor Council to carefully analyze seafarers' employment stability, which previously had been overlooked in the country. This research used the Binary Logit Model (BLM) to analyze the determinants of seafarers' employment stability in both permanent and non-permanent positions. We found that seafarers' employment stability correlated highly with their education level. This means that seafarers who graduated from the above mentioned two maritime universities would have more job stablity than those who graduated from maritime high schools or general universities. Other independent variables, such as the shipping company, vessel, hip management companies, work assignment, rank, and license had no significant impact on employment stability.

Analyzing Spatial Patterns of Manufacturing Employment of the Disaster Safety Sector in South Korea (우리나라 재난안전분야의 제조업 고용 공간패턴 분석)

  • Purpose: The objective of this research is to find manufacturing employment clusters of the disaster safety sector in South Korea. Method: The LISA(Local Indicator of Spatial Association) analysis method is applied to the employment data of 229 local governments categorized by the 2019 Korean Standard Industry Classification and Disaster Safety Industry Special Classification. The LISA method identifies the spatial dependency of employment and the spatial cluster of industries. Result: Three research findings are summarized. First, employment of the disaster safety industry in South Korea occupies about six percent of the total manufacturing industry. The annual proportion is in increasing trend. Second, the employment cluster of the disaster safety industry is located in the western side of the Seoul metropolitan region. Third, manufacturing businesses of industrial safety goods preventing industrial accidents are concentrated in regions of Busan, Ulsan, Changwon, Gyeongnam, and Gimhae, where heavy and chemical industries and industrial complexes are formed. Conclusion: Investment and promotion policies are suggested to the manufacturing employment clusters of the disaster safety industry for fostering these regions. Research results can be used to the better policies for industrial development and employment improvement of manufacturing clusters of the disaster safety industry in South Korea.

The Revolution of Keynes's General Theory: Refutation and Revisitation (케인스 『일반이론』의 혁명성 : 반박과 재검토)

  • Keynes proposed revolutionary claims in his General Theory that the capitalist economy have the following characteristics: unemployment is general, unemployment could not be automatically restored, business cycle and crisis are inherent in the capitalist economy. Hicks refuted Keynes that unemployment is a special case of depression, and Modigliani argued that it is only valid under a particular assumption of wage rigidity. Also, Pigou and Patinkin contended that unemployment can be automatically recovered in the flexible wages and prices system. These refutations have made the revolutionary reforms appeared in Keynes's General Theory to decline. However, their claims did not correctly interpret Keynes's theories, nor effectively refute them. They interpreted Keynes narrowly within the framework of the classical tradition and refuted Keynes using the claims of the classics. The revolutionary nature of Keynes's General Theory could be not undermined by their refutation, but rather may be more useful in analyzing today's economic reality.
