Damage Analysis of Meteorological Disasters for Each District Considering the Characteristics of a District (지자체별 특성을 고려한 자연재해에 따른 피해유형 분석)

  • Heavy rains and typhoons are the most critical meteorological disaster occurred in the Korean peninsular. Due to the global warming, the magnitude of heavy rains and typhoons is becoming heavier resulting in more damage annually. Therefore, it is required to establish a mitigation plan to reduce the damage from meteorological disasters. To do so, in general, it is better to establish a mitigation plan for each district considering the characteristics of a district than a single mitigation plan for the entire districts without considering the characteristics of an individual district. In this study, we provide fundamental data for establishing a mitigation plan from analysis considering the frequency and damage in monetary value by heavy rain and typhoon with the geological and social characteristics of districts. The annual damage reports published by the National Emergency Management Agency, dated from 1994 to 2003, are used for the analysis. The districts are classified into six categories by the geological and social characteristics. Also, the frequency and damage in monetary value are assessed for each district. Based on them, the damage degree by heavy rain and typhoon from 1st to 4th is assigned to each district. The assigned damage degree is, then, analyzed with geological and social characteristics of each district to show the status of damage by meteorological disasters on the district.

Proposal for Wind Wave Damage Cost Estimation at the Southern Coastal Zone based on Disaster Statistics (재해통계기반 남해연안지역 풍랑피해액예측함수 제안)

  • The natural disasters such as typhoon, earthquake, flood, heavy rain, drought, sweltering heat, wind wave, tsunami and so on, are difficult to estimate the scale of damage and spot. Also, these disasters were being damaged to human life. However, if based on the disaster statistics the past damage cases are analyzed and the estimated damages can be calculated, the initial damage action can be taken immediately and based on the estimated damage scale the damage can be mitigated. In the present study, therefore, we proposed the functions of wind wave damage estimation for the southern coast. The functions are developed based on Disaster Report('91~'14) for wind wave and typhoon disaster statistics, regional characteristics and observed sea weather.

  • Recently, damages from disasters such as downpours, earthquakes and typhoons are increasing throughout the world. The downpour days of Korean Peninsula are also increasing every year due to rapid climate change. According to statistics over the last 30 years of the earthquakes in Korean Peninsula, the probability of a future earthquake is very high. In addition, super typhoons will hit Korean Peninsula due to the temperature rise in the nearby sea caused by the deepening of global warming. Thus, damage costs of the waterfront structures by natural disasters are also growing. But damage information system for integrated management of waterfront structures are insufficient. In this paper, we designed and implemented a damage information system for integrated management of waterfront structures. First, we classified damage information caused by natural disaster. Then we designed the databases of damage information and implemented damage information system. Lastly, we checked operations and the feasibility by testing queries on the proposed system.

Extraction of Disaster link Matrix Considering Flood Damage of Low-rise Structures due to Typhoon Effects (태풍 영향으로 인한 저층 시설물의 침수피해를 고려한 재난 연계 매트릭스 도출)

  • In this paper, we recognize the damage caused by a disaster to a facility in the event of a large-scale disaster and present the possible disasters in the form of a matrix. The typhoon was selected as a major disaster and covered mainly the flood damage, a possible damage caused by the typhoon. Flood damage is mainly caused by flooding, and damage is determined by flooding and flow rate, and the results of applying this to low-rise facilities are derived. In addition, the results were derived by applying a method of classification of disaster types in a matrix format to make it easy to see at a glance the connection between disasters caused by damage to a facility. Continuing research in the form presented in this paper will help us identify additional disasters as an occurrence of a disaster.

Analysis of Crop Damage Caused by Natural Disasters in UAS Monitoring for Smart Farm (스마트 팜을 위한 UAS 모니터링의 자연재해 작물 피해 분석)

  • Recently, the utility of UAS (Unmanned Aerial System) for a smart farm using various sensors and ICT (Information & Communications Technology) is expected. In particular, it has proven its effectiveness as an outdoor crop monitoring method through various indices and is being studied in various fields. This study analyzes damage to crops caused by natural disasters and measures the damage area of rice plants. To this end, data is acquired using BG-NIR (Blue Green_Near Infrared Red) and RGB sensors, and image analysis and NDWI (Normalized Difference Water Index) index performed to review crop damage caused by in the rainy season. Also, point cloud data based on image analysis is generated, and damage is measured by comparing data before and after the typhoon through an inspection map. As a result of the study, the growth and rainy season damage of rice was examined through NDWI index analysis, and the damage area caused by typhoon was measured by analysis of the inspection map.

  • 최근 도시지역에 태풍과 집중호우로 인한 홍수발생 빈도와 그 규모가 커지고 있다. 이에 따른 재산 및 인명피해 양상도 매우 심각한 상황이다. 태풍 차바 처럼 강력한 10월 태풍의 출현은 지구 온난화의 전조로 받아들여지고 있다. 또한 10월 태풍임에도 초속 56.5m의 순간 최대풍속과 시간당 최대 116.7mm(제주 서귀포), 139mm(매곡) 등의 강수량은 지역 최대 강수량을 기록함으로써 이제 언제나 태풍 및 홍수에 대한 대비가 필요하게 되었다. 현재 재해에 대비하기 위해 다양한 대책들은 꾸준히 마련되어지고 있으며, 설계 기준 또한 강화되었다. 그러나 저류조 및 배수펌프장 등의 시설물 설치에는 막대한 예산이 필요한데다 장기간의 시간이 필요하며, 비구조적 대책도 마련되어 있으나 태풍 차바의 사례에서 경험한 것처럼 재해 발생 시 대책과 구체적인 방안의 마련이 더욱 시급해 보인다. 이에 본 연구에서는 태풍 차바 시의 호우에 대하여 UNET모형에 의한 부정류모의를 수행하였다. 부정류모의의 경계조건으로써 상류단 경계조건과 측방유입량 조건은 HEC-HMS를 이용하여 유출해석을 실시한 다음 입력 자료로 이용하였으며, 하류단 경계조건으로는 국토부 관할 수위지점의 수위를 이용하여 UNET 모형에 의한 수리학적 하도추적을 수행하였으며, 저지대 침수분석은 지형정보시스템 응용프로그램 중 하나인 ArcGIS를 활용하여 대상유역의 벡터자료를 구축하고 인접도엽의 접합 및 보정을 실시하여 수치고도자료를 생성하여 2차원 홍수범람해석을 위한 HEC-RAS 5.0을 적용하여 침수분석을 수행하였다. 본 연구의 결과를 수재해 피해저감 대책을 수립하는데 기초자료로 활용될 수 있을거라 판단된다.
