This paper intended to find rational alternatives for contracting-out of duties of the Busan port Pier Management Corporation, which is facing the merger and abolition, and of which main functions include the management of port facilities such as International Passenger Terminal, Cruise Terminal and Coast Passenger Terminal. This paper searched appropriate term, needs (merits), proper scope and cost of the contracting-out of that port facilities. The result of the analysis indicated that the best policy is to privatize the Busan port Pier Management Corporation itself to make it an private incorporated company.

TSP(Traveling Salesman Problem) has been a nagging NP-complete problem to test almost every algorithmic idea in combinatorial optimization in vain. The main bottleneck is how to get the integer results {0,1} and to avoid sub-tours. We suggest simple and practical method in two steps. Firstly for every node, an initial Hamiltonian cycle us produced on the nearest neighbour concept. The node with nearest distance is to be inserted to form a increased feasible cycle. Secondly we improve the initial solution by exchanging 2 cuts of the grand tours. We got practical results within 1 from the optimum in 30 minutes for up to 200 nodes problems. TSP of real world type might be tackled practically in our formulation.

고화질의 디지털 카메라 및 스마트폰, 감시용 카메라의 보급 등으로 인해 최근 패턴 인식 및 이미지 프로세싱 분야에서 고화질의 이미지 및 비디오를 처리해야 하는 경우가 많아지고 있다. 특히 차량 번호판 감지 등과 같은 객체 인식 분야의 경우, 고화질의 이미지로 인해 그만큼 인식에 필요한 계산 비용이 증가하게 되었는데 따라서 이러한 계산 비용을 효율적으로 줄이기 위한 기법이 요구되고 있다. 또한 기존의 차량 번호판 감지의 도메인과는 다르게 도로 상에서의 실시간 차량 번호판 감지의 필요성이 대두되고 있기에 본 논문에서는 도로 상에서의 실시간 번호판 감지 시스템을 위한 차량 번호판 주변정보 기반의 효율적인 윈도우 슬라이딩(window sliding) 방법을 제안한다. 본 논문의 시스템은 총 3단계로, (1) SVM(Supported Vector Machine) 을 통한 차량 번호판 주위 정보에 대한 학습, (2) 도로 상의 번호판 위치 확률 모델링을 통한 탐색 공간의 감소, (3) $context_{plate}$분류기를 통한 OCS(operator context scanning)의 수행이다. 이와 같은 $context_{plate}$분류기와 OCS를 통해 번호판 검출을 위한 윈도우 슬라이딩의 수가 크게 줄었음을 알 수 있었으며, 또한 번호판의 정보를 건너뛰지 않고, 신뢰성 있게 접근함을 알 수 있었다.

최근 기업에서는 가치창출을 위해서 정보기술을 어떻게 활용할 수 있을지에 대한 관심이 높아지면서 IT에 대한 투자가 증가하면서 IT에 대해서 전략적으로 중요하고 IT도 하나의 비즈니스로 관리되어야 한다고 여겨지고 있다. IT에 대한 비용 절감에 대한 요구는 계속되고 있으며, 사용자들의 요구수준이 높아지고 있어서 IT서비스제공자는 합리적인 비용 구조하에 더 나은 품질의 서비스를 제공해야 하는 상황이다. 이처럼 IT서비스 관리의 중요성이 커짐에도 불구하고 아직까지는 국내에서는 IT서비스 관련된 연구나 논문들은 IT서비스 관리의 인증이나 개발에 대한 탐색적인 연구만 있을 뿐 실증적인 연구가 미흡한 실정 이다. 따라서 본 연구는 먼저 문헌 연구를 통해서 IT서비스 관리 구성요소에 대해 알아보고자 하였다. 또한 이를 뒷받침하기 위해 실제 IT서비스를 도입하고 있는 기업들을 대상으로 IT서비스 관리구성요소를 파악하였다. 본 연구의 의의는 문헌연구나 현장연구를 통해서 제시된 IT서비스관리의 구성요소를 이용하여, 차후 IT서비스관리를 통해서 IT서비스관리 성과향상에 기여할 수 있다는 점을 실증적으로 밝혀내기 위한 틀을 제공한다는데 있다.

This study examines the effects of the "youth unemployment bonus" program implemented in 2004. We view this program through the lenz of search-matching models and apply a quasi-experimental approach to an administrative unemployment insurance database of Korea. This episode is particularly useful because the program aims at long-term unemployed youths and the size of public assistance is large enough to subsidize employers for a year with a monthly subsidy of about $600. The main effects are found to be as follows: (i) the search period gets shortened by 18 days, (ii) the subsequent wage has increased by about three percents, and (iii) a conservative benefit-cost analysis reveals the validity of this program. We interpret these results in the context of general equilibrium models.

Adopting ASP applications in the construction industry can minimize the resource and cost of an enterprise. And it also can overcome defective management ability and poor management environment. Thus, This paper develops and evaluates a model of business functions and factors which have influence on the assessment of ASP for the construction industry. The findings of this study can provide the basis of ASP research in the construction industry, and help the construction firms to make decision for adopting ASP

Advantageous features of flash memory are stimulating its exploitation in mobile and ubiquitous related devices. The hardware characteristics of flash memory however place restrictions upon this current trend. In this paper, a cleaning policy for flash memory is proposed in order to decrease the necessary penally for recycling of memory minimizing the degradation of performance at the same time. The proposed cleaning algorithm is based on partitioning of candidate memory regions, to be reclaimed as free, into a number of groups. In addition, in order to improve the balanced utilization of the entire flash memory space in terms of 'wearing-out', a free segment selection algorithm is discussed. The impact of the proposed algorithms is evaluated through a number of experiments. Moreover, the composition of the optimal configuration featuring the proposed methods is tested through experiments.

In a distributed system, the simple file allocation problem determines the placement of copies of a file, so as to minimize the operating costs. The simple file allocation problem assumes the cost parameters to be fixed. In practice, these parameters change over time. In this research, dynamic file allocation problem for both single and multiple files are considered, which account for these changing parameters. A model for dynamic file allocation problem is formulated as a mixed integer program for which Lagrangian relaxation based branch-and-bound algorithm is developed. This algorithms is implemented and its efficiency is tested on medium to large test problems.

대용량 데이터를 분석하기 위한 맵리듀스 기반 k-NN 조인 질의처리 알고리즘은 최근 데이터 마이닝 및 분석을 기반으로 하는 응용 분야에서 매우 중요하게 활용되고 있다. 그러나, 대표적인 연구인 보로노이 기반 k-NN 조인 질의처리 알고리즘은 보로노이 인덱스 구축 비용이 매우 크기 때문에 대용량 데이터에 적합하지 못하다. 아울러 보로노이 셀 정보를 저장하기 위해 사용하는 R-트리는 맵리듀스 환경의 분산 병렬 처리에 적합하지 않다. 따라서 본 논문에서는 새로운 그리드 인덱스 기반의 k-NN 조인 질의 처리 알고리즘을 제안한다. 첫째, 높은 인덱스 구축 비용 문제를 해결하기 위해, 데이터 분포를 고려한 동적 그리드 인덱스 생성 기법을 제안한다. 둘째, 맵리듀스 환경에서 효율적으로 k-NN 조인 질의를 수행하기 위해, 인접셀 정보를 시그니처로 활용하는 후보영역 탐색 및 필터링 알고리즘을 제안한다. 마지막으로 성능 평가를 통해 제안하는 기법이 질의 처리 시간 측면에서 기존 기법에 비해 최대 3배 높은 질의 처리 성능을 나타냄을 보인다.
