A Comparative Analysis on the Efficiency of Cargo Capacities by TEU Group According to Container Vessel Enlargement - Focusing on The Vessels Entering Terminal A and B (컨테이너 선박 대형화에 따른 TEU 그룹별 하역량 효율성 비교분석 - A, B 터미널 입항 선박을 중심으로)

  • Following the introduction of containerized sea transportation, the size of container ships has progressively increased. While the primary objective of this enlargement is to achieve economies of scale, it significantly affects the operational environment of ports where these ships dock, raising concerns about the validity of efficiency gains from ultra large container vessels from a port operational perspective. This study evaluates the efficiency of various ship sizes from January to December 2022, utilizing internal data from the container terminals A and B located in the Busan New Port. The analysis encompasses ships affiliated with The Alliance at Container Terminal A and those associated with 2M at Container Terminal B. Key input variables considered for the study include ship size (TEU), total berth time, and loading/unloading time, with cargo handling performance serving as the only output variable. The findings indicate that larger ship sizes exhibit higher efficiency compared to smaller container ships.

An Exploratory Study For the Social Feasibility Of the Dredging the Water-Depth of Busan Port (부산항 컨테이너터미널의 증심준설에 관한 사회적 타당성 분석을 위한 탐색적 연구)

  • As the containership has been large-sized, it is important to analyze the social feasibility for the dredging the water-depth of Busan port. We tries to do an exploratory study to analyze the needs of the core port user group by using the survey methodology. We did the survey for the ocean carriers, terminal operating companies, ship pilots respectively. Collected data was analyzed by frequency and cross tabulation method. Result suggests that the Busan North Port should be dredged to the 16 meter depth and Busan New Port should be dredged to the 17 meter depth. And the priority of the depth dredging is ranked as Gamman pier, Sinsundae pier, New Port and Jasungdae pier.

A Study on the Moderated Effect of the stabilization Factor and Cargo-Rate Approval in Busan Port Container Terminal Cargo Market (부산항 컨테이너터미널 하역시장의 안정화요인과 요율인가제의 조절효과에 관한 연구)

  • It is a critical problem of the Busan container cargo market that serious competition between the north port terminal and the new port terminal is weakening port of Busan's competitiveness. To avoid this serious competition, Busan Port Authority(BPA) has executed a cargo-rate approval system from last year. However if Busan's container terminal operators do not accept this system, the execution performance will be insufficient. Therefore, the purpose of this study is to test the effect of cargo-rate approval in the Busan container cargo market. To attain this research purpose, the current situation was analyzed and the existing papers were investigated. Therefore, cargo-stabilizing factors were extracted and the moderated effect between these factors and cargo-rate approval was tested. The results are as follows. First, three cargo stabilizing factors-(market structure, market behavior, and BPA)-appear to have a strong positive impact on the stabilizing effect; however, the factors that are handled by the operators can not influence the stabilizing effect. In particular, market behavior factors, such as cargo-rate dumping restriction, contributed to stabilizing cargo market. Second, The results appear to have a strong positive impact on the moderated effect as well as the cargo-rate approval. These research results show that the execution of cargo-rate approval is important in stabilizing the cargo market. Therefore, stabilizing the cargo market will contrubute to improving the image and bargaining power of the Port of Busan.

  • 부산항은 컨테이너터미널 운영사별로 마케팅 전략 수립 및 마케팅 활동이 개별적으로 이루어질 뿐 항만 관련 유관기관(부산시, 부산지방해양수산청, 한국컨테이너부두공단, 부산본부세관)의 조화된 항만 마케팅 전략 및 역할이 수립되지 않은 상태이다. 따라서 본 연구에서는 부산항 활성화를 위한 각 주체별 활동 현황을 조사하고, 항만 이용자인 선사 및 포워더를 대상으로 마케팅 믹스(Mix, 4P: Product, Place, Price, Promotion)에 대한 설문조사를 토대로 부산항 마케팅 분석을 실시한다 이를 바탕으로 부산항이 동북아 중심항만으로 성장하는데 필요로 하는 부산항 관련 각 주체별 마케팅 관계 그리고 역할을 제시한다. IPA(Importance-Performance Analysis) 분석 결과를 살펴보면 전체 고객을 대상으로 평가했을 때 가격 믹스와 촉진믹스는 가장 중요도가 높은 것으로 분석되었으며 특히, 촉진믹스는 중요도는 매우 높으나 만족도가 낮은 것으로 분석되었다. 그러므로 마케팅 전략 수립 시 촉진 부문에도 높은 비중을 두어 선사들에게 공격적인 마케팅 활동이 요구된다고 할 수 있다. 부산항 관련 각 주체별 마케팅 역할에서 부산광역시는 부산지방해양수산청과 함께 촉진믹스에 중점을 두어야하고, 부산지방해양수산청은 촉진믹스 외에 가격믹스에서 항만 요율의 적절성과 경로믹스인 철도 수송 망의 확보가 시급한 것으로 나타났다. 한국컨테이너부두공단은 촉진믹스 외에 가격믹스에서 항만시설 사용료의 체계적인 개편이 요구되고, 터미널 운영사는 제품믹스 서비스인 공컨테이너의 효율적인 재고관리 업무서비스와 가격믹스에서 하역요율의 탄력적인 제공이 필요하다.

  • In recent years, the hub and spoke strategy has been strengthened in accordance with the enlargement of ships. As the needs of the port users change, the ports are also becoming larger and modernized. Under these circumstances, changes in existing port operations are expected. One example is the movement to promote economic and operational effectiveness through the joint operation of small and medium-sized operators. This study analyzed the effect of the association of small and medium-sized operators on Busan New Port in terms of economy. Additionally, the issue of cost allocation within the association of operators was presented through the game theory. As a result, in the case of operating jointly rather than divided into five operating companies as of the present, it has been shown to have a cost reduction effect in terms of operating companies. Considering the use of the Proportional method, the Shapley Value, and the Nucleus method in allocating the costs among the operators participating in the coalition, the Shapley Value method was the most suitable method in this study.

  • Container terminal yards operate under a high degree of uncertainty as the contact point between inbound and outbound operations of vessels and external trucks. The layout, equipment operations. and job orders at the yards determine the efficacy and delays of the work, so many studies have investigated improvements in efficiency. H company, a container terminal operator developed an index called WDI to distribute work among RTGCs. The WDI is an indicator to prevent congestion in one place by equally distributing the work to each RTGC. This paper analyzes the effect of the WDI introduction and discusses the causes and results of the WDI introduction effect from quantitative and qualitative perspectives.

  • In recent years, the busan port is now facing a serious crisis. Exterally, though worldwide economics depression is a serious factor, cuttthroat competition between north port and new port since new port open lead to decrease terminal profitability and busan port image. The essential cause is crowed with terminal operators. therefore, This paper empirically analyze the container terminal integration factor solving busan port problem affecting the competitiveness performance. According to research results, integration between operators will be to acomplish global terminal, and so, contribute to increase service power, port productivity, cargoes and to be hub-port at the north-east asia. These results show political suggestions for importance of repid integration to improve busan port's competitiveness.

A Study on the Success Factors of Port Operation for New International Passenger Terminal Using Fuzzy Theory (퍼지이론을 이용한 인천항 신국제여객터미널의 항만운영 성공요인에 관한 연구)

  • The purpose of this study was to draw out success factors of port operation for New International Passenger Terminal(NIPT) in Incheon Port using the fuzzy method. In this study, the success factors of port operation were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of Korea-China Carferry shipping business and stevedoring business. Success factors of port operation of the NIPT have been classified into four principal factors such as 'land's use side', 'productivity side', 'cost side' and 'services side', and the comparative analysis was conducted among success factors of port operation. According to the results of analysis, in terms of "land's use side", securing CY space of full-empty containers(0.857) was the most important factor. Among detailed factors of "productivity side", building terminal automation system(0.806) was significantly needed. In the factors of "cost side" and "service side", land rental costs(0.861) and schedule management of berth operation(0.798) were selected as the most important factors. Consequently, new international passenger terminal has implications that the main port operations should focus on reasonable rents calculation, ensuring proper space of CY, and building automation system of terminal, There is a need to proceed to conduct a comparative study of the same operating mode of an international passenger terminal.

  • The probability of T/S cargo volume to decrease is the most notable problem associated with inappropriate mix of terminal operators in Busan port. Other problems include, the deterioration of the national carriers' competitiveness from non-operation of own terminal, excessively high proportion of financial operators in the engagement of operation which may result in their passiveness in timely investment, additional cost burden to carriers' in the handling inter-terminal T/S cargo transportation and inefficiency in terminal operation by the multiplicity of operators proved to be same recognized as so through the analysis. Therefore, in order to provide solutions for the problems and to strengthen Busan port's competitiveness, this research suggests the restructuring of operators mix as follows. To achieve sustainable growth of T/S cargo, global carriers' participation in terminal operation should be of utmost priority. To enhance the operational efficiency, the operators should be integrated. Similarly, the integration of operators will play a key role in verifying that national carriers' own terminal operation is an important factor in raising its competence. Finally, BPA's active engagement in the entire operation of port is also critical in public-oriented operation of the port. Whereas in the interactive analysis by taking the merits of Busan port into consideraion, global carrier's participation in operation, integration of operators and BPA's engagement in operation proved to contribute to the increase of T/S cargo and strengthening of operational efficiencies of Busan port.

A Study on the Alternative Establishment of Global Terminal Operator(GTO) and Improvement of Legal System (글로벌 터미널 운영사(GTO) 설립의 대안설정 및 관련 법 제도의 개선방안에 관한 연구)

  • The global container terminal market is predicted to see continued future volume growth. According to Drewry, global container shipments rose by 6.3% year-on-year to 750 billion twenty-foot equivalent units (TEUs) in 2017 and are forecast to experience continued growth to 9.3 billion TEUs in 2022. According to IHS Markit, the global terminal operator (GTO) market is forecast to grow more than 10% annually, up from $2.4 billion in 2017, to exceed $3 billion by 2022. However, Hyundai Merchant Marine is the only real GTO in Korea. In particular, the shipping and port markets are facing drastic changes, both at home and abroad, including a slowdown in the growth of domestic export and import shipments, environmental changes in the container market caused by the trade frictions between the US and China, and increased changes in container shipments caused by the trade frictions between Korea and Japan. In this study, we propose ways for domestic companies to participate in the continuously growing GTO market. After analyzing the current status of the global GTO market, the government expressed a desire to explore ways to establish GTOs through the Port Authority and the Korea Ocean Business Corporation. Therefore, four types of establishment plans were proposed, along with a legal framework for the establishment of GTOs.
