연안 카페리선박의 고박안전성 평가 방법에 관한 연구

  • 국내 연안의 카페리선박의 고박안전성은 화물의 중량과 적재된 위치에서 발생할 수 있는 선체가속도를 기반으로 한 작용 외력과 고박장치의 고박력 비교를 통해 평가하고 있다. 국내 기준상의 선체가속도는 선박의 특성 및 항해조건의 반영이 없이 적용됨에 따라, 본 연구에서는 국내 연안 카페리선박의 선체가속도를 분석하고자 부산-제주를 통항하는 DWT 6,800톤급 선속 15.5 knots의 선박을 기준으로 선체의 4개 지점에서 총 12회의 가속도 계측을 수행하였고, 수치 시뮬레이션을 통하여 가속도 해석을 수행하였다. 가속도 비교 결과를 통하여 고박안전성 평가에 적용되어야 하는 가속도 적용 및 고박안전성 평가 방법에 대한 검토를 제시하고자 한다.

  • 중국 동북3성은 지리적, 경제적, 문화적으로 상당히 중요한 지역이지만 대부분의 교류가 해상으로 이뤄지고 있어서 지속가능성을 고려할 때 노후 카페리의 현대화 추진이 필요한 실정이다. 따라서 본 연구는 현재 운항중인 카페리선박과 운영항로를 분석하고 신조 대체에 필요한 재원규모을 파악하였다. 실질적인 선박금융펀드 조정에는 한국과 중국간의 선박금융과 조선산업의 경쟁력을 기반으로 공동운영을 제언하고자 한다.

  • This paper suggests study of basic structure design and structural analysis for the twin car-ferries. The rules and methodology for the analysis of strength of medium and small high speed vessels with a length of more than 50m and a width / ratio of more than 12, such as car-ferries, have not been clarified yet. Therefore, in this paper, the scantling of the members is based on the Korea Classification standards, and the car-ferries standards were additionally applied to verify the structural strength of the design. The results of this study are expected to be useful as basic data related to structural design and structural analysis of high speed twin car-ferries.

A Study on the Evaluation of Cargo Securing Safety for Car ferry Ships Using Wave Height Information (해상 파고 정보를 활용한 카페리 선박의 고박안전성 평가에 관한 연구)

  • Cargo securing safety, which is one factor for the safe operation of car ferry ships, has been applied since 2015 and evaluated by comparing the hull motion and securing load capacity generated by waves. To ensure the safe operation of the 3700 ton class car ferry, it is important to analyze the hull acceleration motion based on the sea wave information of the navigation area to determine the cargo securing load that can prevent the movement of cargo. In this study, the meteorological information of three wave buoys installed in Busan and Jeju area was analyzed for the past 5 years. In addition, the hull acceleration was measured in actual sea conditions and compared to that of numerical simulations. Under the condition of a significant wave height of 2.5 m from Feb to Mar, except typhoon seasons, the lateral acceleration was observed to be 1.5 m/s2 in real ship measuring and 1.8 m/s2 in numerical calculation. It was analyzed to be less than 40% under general weather conditions compared to the high wave warning using an approximate formula for estimating the hull motion by wave height. The cargo securing safety proposed in this study will be widely used based on the actual measuring acceleration with the sea wave height.

  • 이 연구는 대규모 지진 등 재해재난 발생시 선박을 활용하는 방안에 대한 연구이다. 최근 신안 등에서 진도 4.9의 지진이 발생하는 등 한반도도 더 이상 지진의 안전지대가 될 수는 없다. 대규모의 지진이 발생하면 도로교통 등이 마비되었을시 긴급을 요하는 환자의 후송 및 대피시설에 대한 방안마련이 필요하다. 실제 지난 한신아와지 대지진시 선박을 이용하여 이러한 조치들이 이루어졌다. 따라서 도로교통 마비시 선박을 현장지휘를 위한 지휘선(실습선), 병원선 및 카페리선(피난선)을 활용한다면 보다 적극적인 위기대응이 될 것으로 판단된다.

Therefore, in this paper, the members scantling were carried out using the KR Rule, and the car-ferry exclusive vessel standard were further applied to verify the structural strength the design. The scantling of the members is based on the Korea Classification standards, and the car-ferries standards were additionally applied to verify the structural strength of the design. Especially, the ultimate strength of hull girder was additionally carried out by using car-ferry exclusive vessel standard, and proposed to overcome ambiguity of design by existing standard. The results of this study are expected to be useful as basic data related to structural design and structural analysis of high speed twin-hull car-ferries. The present car-ferry design has a sufficient safety margin in strength point of view according to the KR rule.

Strategies of Car-Ferry Shipping Companies According to the Korea-China Free Trade Agreement (한·중 FTA 체결에 따른 수도권항만 카페리선사의 발전방안)

  • As China continues to evolve as a major economic power and the Free Trade Agreement (FTA) between the Republic of Korea and China was ratified on June 1, 2015, market volume between the two countries is expected to grow more rapidly. This study aims on improving the efficiency of car-ferry lines. We conducted two surveys- for shippers and forwarders of car-ferry companies, and container liners. The study analyzes the decision factors for delivery companies and their importance for shippers and forwarders of car-ferry companies and container liners. Based on analysis of prior studies on the competition for car-ferry companies and liners, three primary variables are selected-promptness, economics, and safety. The promptness variable consists of shipping time, loading/unloading time, and customs clearing time. The economic variable consists of marine transportation cost from a domestic harbor to China, loading/unloading cost in the harbor, and overland transport cost from the harbor to shippers inland. Finally, the safety variable consists of cargo damage rates, safety facilities, such as lashing and shoring, and punctuality of transportation time. The survey and AHP results show that the promptness, safety, and economics factors are 0.549, 0.309, and 0.142 in the shipper groups of car-ferry companies' category, respectively. It indicates that there is considerable difference in the importance of each factor. In contrast, the factors are 0.350, 0.348, and 0.302 in the forwarders category, which suggests that there is little difference in each factor's importance. As for shippers and forwarders of liners, the importance of each factor is found to be in the following order: economics, safety, and promptness.

  • Domestic car ferries do not operate a dedicated information system for cargo loading and management, It is impossible to arrange according to the cargo type and quantity at the time of cargo reservation due to restrictions such as the need to comply with the cargo layout drawings in advance approved by the Korean Register. For this reason, this is a study to utilize similar information systems in operation in container ships and terminals for the purpose of improving cargo shipment management tasks for car ferries.

  • Four accidents occurred between 2020 and 2022 after car ferries built according to a coastal passenger ship modernization plan collided with other ships or came into contact with the dock when entering Jeju Port. Accidents primarily occurred owing to careless ship handling and drift by wind during ship handled by herself using bow and stern thrusters without tugboats. Accordingly, in this study, we analyzed the collision accident focusing on car ferry H and the critical wind speed at which the ship cannot be controlled using its own power, tugboat operation plan in increasing wind speed were proposed based on the power required for the ship to berth parallel to the pier without a tugboat considering the external force and moment generated while the ship is berthing. A analysis of the critical wind speed of car ferry H by relative wind direction when using tugboats or not according to the loading status and the berthing speed, showed that one tugboat should be used at the stern when the lateral wind speed is over 10 m/s and two tugboats should be used when the lateral wind speed is over 14m/s berthing at Jeju port.
