제도 & 시행 (3) - 친환경 인증 "모든 신축건축물로 확대"

  • 국토해양부(장관 정종환)와 환경부(장관 이만의)는 6개 용도의 신축건축물에만 가능했던 친환경건축물 인증을 모든 용도의 신축건축물에 가능토록 하는 "친환경건축물의 인증에 관한 규칙" 개정안을 지난 5월17일 개정 공포('10.7.1 시행)했다. 이번 개정안은 저탄소 녹색건축물의 공급을 활성화하기 위해 모든 용도의 신축건축물에 대한 친환경인증[공공건축물(1만$m^2$ 이상)은 의무화, 민간건축물은 자발적 참여로 운영] 평가기준 마련과 인증기관의 전문성 강화 등을 주요내용으로 하고 있으며, 취 등록세 감면 등 인센티브 제도가 원활히 시행될 수 있도록 인증시기 및 절차를 개선하고, 인증등급을 세분화(2 $\rightarrow$ 4등급)하는 내용도 포함됐다. 국토해양부와 환경부는 이번 조치로 민간분야의 경우 본인들이 인센티브를 받기를 원하는 경우에는 친환경건축물 인증을 받을 수 있도록 하는 등 민간분야의 친환경설계를 적극 유도할 수 있는 기반을 마련했으며, "친환경건축물의 인증에 관한 규칙"의 차질 없는 시행을 위해 7월 1일까지 "친환경건축물 인증기준" (국토해양부, 환경부 공동 고시)을 개정할 계획이다. 한편, 내년부터는 기존 건축물도 친환경건축물 인증을 받을 수 있도록 그 대상범위를 확대해 나갈 예정이다.

  • 친환경 건축물의 건설을 유도$.$촉진하여 건축 분야에서 발생되는 환경부하를 저감시키고 건축물의 환경 친화적인 시공과 사용을 권장하기 위한 친환경 건축물 인증제도가 2002년 12월부터 시행중이다. 본 제도는 우선 공동주택을 대상으로 시행한 후 주상복합, 업무용, 상업용, 리모델링 건축물가지 단계적으로 확대하는 계획을 가지고 있다. 현재 시행중인 인증제도에서 친환경 건축물 평가지침은 1년 동안의 시범적용기간을 거쳤으며, 적용상 문제점이 노출되어 개정 작업을 준비중에 있다.

Comparison of Environmental Impacts of Green and Traditional Buildings using Life Cycle Assessment (전과정평가(LCA)를 이용한 친환경 인증 건축물과 일반 건축물의 환경영향 비교 사례 연구)

  • This study aims to understand the environmental impact reduction of green buildings that are certified by Green standard for energy and environmental design(G-SEED). To ensure this end, this study assessed and compared the environmental impacts(global warning, ozone layer depletion, acidification, and eutrophication) of a G-SEED-certified elementary school building(green building) and an uncertified elementary school building(traditional building) using the life cycle assessment methodology. This study considered the environmental impacts from the material manufacturing, material transportation, on-site construction, and operation during 40 years. The comparison of the environmental impact intensity of two buildings showed that the green building generated much more environmental impacts than the traditional building. For example, the global warming potential of the green building was approximately 12.5% higher than of the traditional building since the global warming potential of the green building was 3.751 $t-CO_2eq./m^2$ while that of the traditional building was 3.282 $t-CO_2eq./m^2$. It signifies that the G-SEED doesn't guarantee the reduction of the environmental impacts in terms of four impact categories. Therefore, the G-SEED should be complemented and improved to achieve the environmental impact reduction.

A Study on Sustainable Outdoor Design Strategies and Assessment System through Analysis of SITES Certified Projects (미국 외부공간 친환경 인증(SITES) 사례분석을 통한 친환경 조성기법 및 평가체계 연구)

  • While many assessment systems for buildings and indoor environment have been created with increasing interest in sustainable development, assessments for sustainable landscaping and outdoor environments have received less attention. Recently, the Sustainable Site Initiatives(SITES) was developed in the USA in order to evaluate and certify sustainable landscape design projects. The purposes of this study are to analyze sustainable landscape strategies and to review the certification system through case studies of SITES certified projects. Three certified projects in Texas were selected and literature review, site visits and interview were conducted. The results indicated that various sustainable and practical strategies were applied including soil preservation, use of native plants and recycled materials, and water harvesting. Also, SITES has benefits to encourage an integrated design process, community participation, and environmental education for the public. This suggests that a certification system for landscaping and outdoor environments needs to be developed to ensure sustainable site development, which helps extend the roles of the landscape architecture profession in sustainable design.

The Effect of Eco-friendly Characteristics on the Price of Office Buildings (친환경 특성이 오피스 빌딩 가격에 미치는 영향)

  • The purpose of this study is to analyze the effect of eco-friendly building certification grade on the price and cost of office in Seoul office building. For this purpose, multiple regression analysis is used to examine the prices of buildings. In order to identify the effect of environmental cost reduction of buildings with high eco-friendly certification, we also performed LCC (Life Cycle Cost) + LCA (Life Cycle Assessment) analysis. Results of our analysis show that office buildings with a higher level of eco-friendly certification are priced significantly higher. Through LCC analysis, it was also found that buildings with high levels of eco-friendly certification cost less than those with lower-level certification. Furthermore, it was confirmed that office buildings with higher-level environmental certification have total lower environmental load costs (TCA = LCC+LCA) than buildings without certification. According to the TCA analysis, buildings with a high level eco-certification generated lower social costs than buildings with lower-level or no certification.

  • As environmental issues are rising recently efforts to reduce environmental stress are emerging in all industry segments. Especially environmental impact of buildings occupy a critical portion, so each country is operating green building rating system for life cycle of buildings. Accordingly green building rating system for every facility is operating in Korea. And acquisition of grade I for building energy efficiency is mandatory for every new public buildings since 2010. To design green building efficiently and systematically eco-friendly elements should be considered and checked from the schematic design phase. But in many cases eco-friendly elements are checked at the end of constructed design phase. So applying eco-friendly elements at the value engineering process, which is performing through schematic and constructed design phase, could make a efficient and systematic green building design. Value engineering process is divided into pre workshop, workshop and post workshop stages. And subject selection in pre workshop stage is the step that finds out the subjects which has the great possibility to be improved to perform efficient value engineering workshop. So this study present the Green VE subject selection model to select the most considerable eco-friendly subjects in projects.

  • This study has certified green school facility into a target of 10 cases, and obtain a certificate of our own sector application, and scoring rate of Green Building Certification Analyze problems is derived. The study in Green Building Certification by School Facilities through the plan is aimed at providing basic data for designers and associated personnel.   • As development of IT technology, Interest of Green building has been increasing rapidly. Because the construction industry is on the center of Green development, Green construction management is demanded for efficient analysis solution of building performance. BIM has a object-oriented parametric modeling technology. IT, which green building's performance management and analysis, is very useful. A green building certification is essential course in the green building construction. So this Paper suggest him based green building simulation system. The him based green building simulation system will support resonable decision making on the early construction phase.

  • Many countries have carried out various policies about sustainable building to protect the earth against the global warming and environmental pollution. Korea government has also executed the Green Building Certification System. In order to keep the performances of certificated buildings sustainable, the effective building maintenance is quite necessary. Meanwhile, the foreign green building certification systems have considered the building maintenance as one of the most important items to keep the building performance effective. However, Green Building Certification Criteria(GBCC) of Korea has not had the sufficient criteria for the maintenance of green building. Therefore, The purpose of this study is to find direction for the improvement of management categories of Korea Green Building Certification Criteria. For this aim, GBCC was compared with the foreign certification systems such as LEED, BREEAM and CASBEE.
