A Comparative Analysis of Fishery and Marine Environment-related Policies on Estimated Amount of Fishery Debris Caused by Fishing (조업기인 어업쓰레기 발생추정량에 대한 어업 및 해양환경 관련 정책 비교분석)

  • This study aimed to compare differences according to categories of fishery and marine environmental policies for the (estimated) amount of fishery waste generated by fishing, and to analyze the correlation between associated independent and dependent variables. The independent variables were divided into three dif erent sectors. The first sector included precautionary policies that observed eco-friendly fishing support program, institutional prevention activities, and physical barriers installation. The second sector with the current management policies included the relevant vessel operations, establishment of fishery order, fishery restructuring, and fishery ground clean-up. Thirdly, post-response policies comprised the litter purification from river to shoreline, the collection and removal of marine, sedimentary, and floating debris, purchasing salvaged debris generated while fishing, fishery waste disposal, and repairing damage caused by marine litter. The indicator used was the settlement amount by each program. The dependent variable was the estimated amount of fishery waste and the indicator was the sum of the loss of traps and gill nets and the loss of their appendages. According to the results of Kruskal-Wallis Test, the estimated amount of fishery waste was highest in the East Sea in terms of sea area and the highest in the Si(city) according to basic local municipality. The settlement amount related to the marine environment services was largest in the Gun(county). Further, there were significant differences between Gun(county) and the other regions(Si(city) and Gu(autonomous district)) with respect to most variables. The variables related to the estimated amount of fishery debris were the project purchasing salvaged debris generated while fishing and fishery waste disposal program in the post-response policies.

ESG Evaluation and Response of Construction Companies in Korea (국내 건설기업의 ESG 평가 및 대응방안)

  • The adoption of Environmental, Social, and Governance(ESG) practices in domestic construction firms is predominantly driven by major corporations. These companies not only publish reports on their ESG management but also engage in a meticulous process of identifying key issues and setting priorities. This process entails an in-depth evaluation of the severity of various issues and the gathering of insights from experts in the field. Interestingly, a comparative analysis of ESG assessments for construction companies, both domestically and internationally, reveals significant discrepancies in outcomes. These differences stem from the varied evaluation methodologies and criteria employed by different assessing bodies. Addressing this gap, our study proposes a suite of strategies aimed at bolstering ESG management within the construction sector. We advocate for enhanced policy support and financial backing, especially targeting small and medium-sized enterprises(SMEs) to facilitate their engagement in ESG practices. A critical step forward involves the standardization and transparent disclosure of ESG evaluation criteria, tailored to reflect the unique aspects of the construction industry. Moreover, the standardization and publication of ESG assessments for subcontractors are essential, equipping them with the necessary tools for effective ESG management and evaluation. Given the global nature of construction projects, particularly those commissioned by the European Union in regions like Africa and East Asia, adherence to ESG standards is imperative. Our long-term vision includes the development of a comprehensive database detailing ESG regulations and their impacts, segmented by region and country. This repository will serve as a valuable resource for companies venturing into international construction projects.

A Study on the Non-residential Building Envelope Remodeling for Energy Efficiency (비주거용 건물의 외피 리모델링을 통한 에너지성능향상 방안에 관한 연구)

  • The slowdown of private building industry resulted in growth of remodeling market as a way to improve energy performance. Remodeling is considered more cost-effective and eco-friendly approach for energy efficient building than new construction. Since 2008, Seoul has promoted Building Retrofit Project (BRP) preponderantly to attract energy-saving renovation by supporting building owners to switch building system into energy-saving system when they remodel their old buildings. According to 2012 press release, 254 Private sectors participated in this green building project and annually reduced 41000ton of greenhouse gas emission, 14000TOE, which also result in 7.5 billion won energy cost savings per year. The paper focuses on the building envelope remodeling as a way to improve energy efficiency. Different components of the building envelope such as wall insulation, window, and shading, were applied to the baseline model and the comparison was analyzed to come up with the ideal solution. This study only assesses the building envelope as to suggest the way to redesign the better energy performing building. Offering solution focusing on the architectural feature is essential because it will provide basic information and standard when remodeling a building for energy efficiency, especially, for the nonresidential buildings used as rental offices.

Study on the Sector for Enterprise Support of the Industry of Transportation, Machinery, Materials and Parts in Chungbuk through Statistical Analysis (충북 수송기계소재부품산업 통계분석을 통한 기업지원영역 연구)

  • The main industries in Chungcheongbuk-do are the smart IT parts; bio-health; and transportation machinery, materials and parts. The transportation, machinery, materials and parts (TMMP) industry is a key source technology for environmentally friendly and intelligent vehicles related to future vehicles in the machinery sector. Business support projects to improve this industry are currently underway. In this study, the number of enterprises, number of employees, amount of shipment, and added value of the enterprises in Chungbuk area were analyzed for the downstream and rear industries of the transportation, machinery, materials, and parts industry to set targets and directions for the technical support projects during the enterprise support. In particular, for the SMEs with less than 50 employees, the changes in the value added per enterprise were analyzed according to the period from the year of foundation. In the case of the rear industry, the value added by companies within three years after foundation has decreased gradually each year, so technical support is needed at the beginning of the startup. Companies between the ages of five and nine years are showing a fluctuating trend each year. Therefore, it is necessary to support business diversification or find new items.

Risk Identification and Priority method for Overseas LNG Plant Projects - Focusing on Design Phase - (해외 LNG 플랜트 리스크요인 도출 및 우선순위 평가 - 설계단계를 중심으로 -)

  • Korean contractors have been maintained sustainable growth since entering into overseas construction market for the first time in 1960' s. In 2010, Korean contractors ordered 761 billion (USD) from overseas markets. Especially, billion (USD) were earned by Korean contractors in overseas plant construction market which account for more than 80% of the total amount by Korean contractors. Nevertheless, many Korean contractors are suffering from lack of technological competitiveness and construction management skills in the design phase compared with global leading contractors. These conditions have directly effect on the success of projects in terms of cost, duration, and quality. So, this study focused on identifying the risk factors and developing risk priority method for the design phase of LNG plant projects whose market is expanding. Research procedures were conducted by the following three steps. First, total 57 risk factors were identified in design phase through extensive literature reviews and experts survey. Second, the authors developed risk priority method which are more suitable for design phase of LNG plant projects by using three criteria, Probability(P), Impact(I), and Coordination Index(CI). Finally, the suitability of risk priority method and practical applicability were verified through expert survey and interview. Consequently, if korean contractors use the suggested risk factors and priority method based on their own know-how and experiences, then more reasonable and rational risk management will be conducted in the design phase of LNG plant projects.

  • 수문학적 의미의 일반적인 물순환은 증발, 응결, 강수 등 태양에너지와 중력에 의해 전지구적으로 반복되는 물의 재생산과정을 의미한다. 최근 들어 토목분야에서 언급되기 시작한 물순환시스템은 수문학적인 물수지(water balance)에 저류, 공급, 처리, 재이용 등 인공적인 요소를 감안하여 대상지역의 적절한 수요, 공급을 유지하는 시스템을 의미한다. 생활에서 물이 차지하는 중요성을 감안할 때, 지역의 수문학적 특성과 문화, 경제적 여건을 고려한 효율적인 물순환시스템의 구축은 지역발전의 정도를 가늠할 수 있는 지표라 할 수 있다. 본 연구는 물산업 선진국인 영국과 미국의 지역 물순환시스템 설계사례를 조사하고 초기단계인 국내사례와 비교하여 향후 설계지침 개발의 기초자료로 활용하기 위하여 수행되었다. 선진사례 조사는 2009년 이후 미국과 영국에서 수행된 세 건의 물순환 현황조사(water cycle study)와 미국에서 개발된 설계최적화 프로그램을 분석하였고, 국내사례로는 파주운정지구와 광교신도시 개발 시 수행된 물순환시스템 구축사례를 조사하였다. 해외 선진국 사례조사 결과, 물순환시스템 구축은 공통적으로 물순환망 현황조사, 물순환 계획수립, 지역현황 조사, 적용가능 기술조사, 설계 등 5단계를 거쳐 수행되었다. 이 중 가장 중요한 단계는 지역의 물수지와 가용 물 수요 및 공급 시스템을 조사하는 물순환망 현황조사로, 지역의 needs를 정확히 파악하고 양적, 질적 공급목표를 적절하게 선정하여 가장 효율적인 물순환망 계획을 수립하는 바탕이 되었다. 지역현황은 지역 법규 및 투자계획, 사회변화 예측 등 사회적 요소를 고려하는 단계로, 물순환 설계 선진사의 설계 최적화 프로그램의 경우 이러한 지역현황과 사회적 변화 예측의 반영에서 차별성을 갖고 있었다. 적용가능 기술조사의 경우 친환경, 저에너지 기술이 부각되던 추세에서 최근에는 지속가능성이 주요 고려사항 이었다. 국내사업 사례의 경우 규모가 작아 직접적인 비교가 불가하였으나, 5단계의 복잡한 최적화단계가 아닌 물순환망 분석결과와 이해당사자(stakeholders)의 needs를 바탕으로 치수안정성, 친수환경 보장 등의 목표를 수립하였다. 국내에서도 향 후 유역규모(watershed scale)의 대형 물순환기반 복합개발사업이나 대규모 해외사업 참여 시 필요한 기술력 축적의 차원에서 단계별 check list를 포함한 한차원 높은 물순환 설계지침 마련이 필요한 시점이라 하겠다.

A Study on the Activation of Green Remodeling to Achieve Carbon Neutrality - Focusing on a case of Gwangmyeong City - (탄소중립 목표 달성을 위한 그린리모델링 활성화 방안에 관한 연구 - 광명시 사례를 중심으로 -)

  • Green remodeling proposed in the Korean New Deal is a project to build or remodel eco-friendly and energy-efficient buildings using renewable energy facilities and high-performance insulation for public buildings. The government intends to achieve the carbon emission reduction target by conducting green remodeling. Major overseas cities that conduct green remodeling are actively promoting technology support and promotion along with energy performance evaluation according to building characteristics, subsidies for private revitalization, and tax benefits. With this background, the analysis of the current status and problems of the green remodeling project was performed and the Activation factors of Green Remodeling were derived from survey results. This study suggested strategic measures such as a participation of civil society, promotion, and priority selection of administration and policy measures such as a leading role of the public sector, expanding support for the socially underprivileged, and financial support and tax benefits. And this study results are expected to be utilized as basic data to promote the green remodeling project.

A study on the coal gasification modeling in an Entrained Flow Gasifier (분류층 반응기에서의 석탄가스화 모델링 연구)

  • 석탄가스화기술은 매장량이 풍부하여 안정적인 공급이 보장되는 석탄을 이용함과 동시에 환경오염물질 감소라는 사회적 요구조건을 충족시키면서 화학제품, 석탄-가스화, 석탄-디젤화, 연료전지, 복합발전 등 다양한 분야에 응용이 가능한 장점이 있다. 특히 석탄가스화복합기술(Intergrated Coal Gasification Combined Cycle, IGCC)은 석탄을 고온, 고압하에서 가스화시켜 일산화탄소(CO), 수소($H_2$)가 주성분인 합성가스를 제조, 정제 후 가스터빈 및 증기터빈을 복합으로 구동하여 전기를 생산하는 친환경 차세대 발전기술로 주목을 받고 있다. 현재 IGCC 기술은 세계적으로 볼 때 상용화단계에 있고, 우리나라의 경우 한국형 IGCC 기술의 확보를 위한 연구사업이 진행중에 있다. 본 연구는 IGCC 발전플랜트의 발전효율을 결정하는 가장 중요한 부분이라 할 수 있는 가스화반응기의 모델링 기술을 개발하는 목적으로 진행되었다. 본 연구에서는 석탄가스화 반응기에서 발생하는 석탄의 휘발화와 Char의 표면반응 그리고 기상에서의 가스화반응등의 현상을 전산유체역학(Computational Fluid Dynamics)을 이용하여 모델링하는 방법론이 연구되었다. 해석을 위한 형상은 해석에 소요되는 시간을 줄이고, 형상이 해석결과에 미치는 영향을 줄이고자 2차원으로 구성하였다. 해석을 위한 수학적모델으로는 난류모델, 가스화반응모델, Lagrangian particle tracking, Char reaction 등을 포함하였고, 해석을 위한 Solver는 Fluent를 이용하였다. 모델링결과에 의해 예측되는 합성가스의 조성을 상용급 IGCC 가스화기의 운전결과와 비교해 본 결과 본 연구에서 설정한 모델로 예측되는 온도 및 가스농도가 실험치와 유사하게 나타남을 알 수 있었고 이를 통하여 본 연구에서 설정한 모델링방법이 적절함을 알 수 있었다.

  • Chung-ju enterprise city was selected as a model enterprise city in 2005, and the city is planned to finish the construction in 2020. The main purpose of this study is to suggest the developing strategy and activation plan for Chung-ju enterprise city based on the enterprise city of developed countries. Chung-ju enterprise city will grow into well-being self-sufficient city due to the cutting edge knowledge, industry-centered cluster which is the new growth industry of Chungchungbuk-do and the surrounding excellent nature. For the success of Chung-ju enterprise city, the cooperation between developing agents such as companies, universities, local government, and central government is important. The leading companies and researching facilities should be attracted as well. Also, non-profit exclusive organization must be installed. The successful development of Chung-ju enterprise city means the success of balanced region development policy which will solve overpopulation of capital region and unbalance of Korea.

Demonstration project on utilization of solar thermal energy on Hybrid Cooling and Heating system (태양열 이용 Hybrid냉난방시스템 실증연구)

  • 최근 고유가상황 및 에너지소비가 증대되는 사회적 분위기와 환경적 변화에 힘입어 대체에너지기술개발에 대한 절실한 대책마련이 중요시 되고있다. 기후변화협약의 발효로 환경에너지에 대한 새로운 인식의 필요로 에너지체제의 변환이 촉구되어지고 있으며 이에 따른 환경친화적 에너지자원을 이용한 신 재생에너지개발에 대한 연구개발기술이 관심을 받고 있다. 현재 사용중인 화석연료는 환경오염 및 지구의 온난화 현상 등 심각한 공해문제를 야기시키고 있는 반면에 태양에너지와 같은 청정에너지의 개발은 환경오염방지와 친환경에너지자원의 활용이라는 점에서 관심이 대상이 되고 있고 특히, 우리나라의 경우 에너지수입 의존율이 97%로 높은 상황에서 국가에너지대책을 수립하고 해외수입에너지 의존율을 최소화시키기 위하여 가히 필수적인 상황이다. 따라서, 본 실증연구사업(태양열 이용 Hybrid냉난방시스템 실증연구)은 태양열 집열기에서 생산된 저온의 $20\sim30^{\circ}C$의 승온된 양질의 열원을 히트펌프 증발기 열원으로 이용 히트펌프의 압축동력이 상대적으로 작아져 기존 히트펌프 시스템에서의 성적계수(COP)를 높여 주는 효과를 기대할 수 있고, 특히 하절기 복사량이 많은 시기에는 $50\sim60^{\circ}C$ 정도로 승온되어진 중 고온수를 직접 온수탱크로 이동시켜 필요수요처에 공급함으로써 이에 따른 에너지절감효과를 기대할 수 있다. 구축된 태양열 이용 하이브리드(Hybrid)냉난방시스템은 계절별, 설비별 특성을 적절히 활용하여 연평균 집열기 효율은 70%수준으로 유지하면서, 계절별 성적계수는 '4'수준을 목표로 하여 추진되었으며, 그간, 태양열 이용 보급분야의 실용화는 주로 건물의 급탕용 온수생산의 수준에 머물렀으나 이 단계를 극복한 건물의 냉 난방 및 급탕을 위한 태양열 및 공기열원을 활용한 하이브리드(Hybrid)냉난방 시스템 구축하였다. 아울러, 태양열 이용 하이브리드 냉난방 히트펌프 시스템 실증 실험은 유가상승과 신재생에너지에 대한 국가적 분위기 고취로 어느때 보다도 개발기술의 상용화 및 실용화적 측면의 염두와 태양열 이용 Hybrid냉난방 시스템의 효율향상과 저가화를 통해 기술의 경제성과 신뢰성을 확보하여 태양열 이용 시스템의 보급활성화를 목표로 하고 있다.
