In this study, a survey was conducted to determine the understanding by teachers at KIPO-funded high schools of the specialized training of invention patent personnel. The subjects were 4 high schools and 126 copies of questionnaires were collected for analysis. The results of this study are as follows. First, teachers understand that it is particularly important to provide a specialized training for students so that they can more effectively adapt to the changes in their lives. They also consider basic job skills training, moral education and job readiness training as equally important. Second, they recognize the necessity for a specialized training of invention patent personnel. Third, they think that redundant teachers arising from the reform of the curriculum for specialized training should be provided with minor training. Fourth, they think that the reform of the curriculum for specialized training should consider the following aspects: the development of a curriculum for invention patent-specialized high schools, the strengthening of administrative financial supports, the creation of a consensus among those involved for the success of the specialized training, the development of textbooks and materials, and the consideration of the future prospects and current conditions of the invention patent industry. Fifth, they think that the successful operation of specialized high schools requires the consideration of the following factors: users' understanding, conformance, selection & concentration and uniqueness.

This study aims to provide basic information about the policy and system improvements relevant to single elderly men, through an investigation concerning the use and needs of activity spaces near their housing environments. Eighteen single elderly men over 60-years-old living in Gunsan city of Jeonbuk province in Korea participated in in-depth interview, and the data were qualitatively analyzed. The results of the study are as follows: The social networks of the participants were focused on friends or colleagues, while mutual exchanges with their children were intermittently undertaken. Natural networks of the elderly were formed mainly in third places, such as parks, restaurants, or community facilities, and about a half of the elderly participants had no spatial needs, and the rest required spaces for meal services, the elderly living community, jobs, leisure/hobby activities, or facility improvements. The elements influencing use of activity spaces were access from the residence, health, social networks, and economic conditions. The results suggest the following: Exercise or leisure facilities supporting elderly mobility should be set up close to their residential environments. Senior facilities centered on systematic supports and shuttle buses circulating around the places that the elderly visit frequently should be considered. On the other hand, regular maintenance and education on residents' proper use of the facilities, and sufficient information and fee discounts for the general programs are needed so that the elderly could interact with the younger generation. From a public perspective, a rational system and policy based on understanding single elderly men's needs should be prepared for provision and management of the activity space.

This study aims to develop a family strength scale for dual-earner families with young children. Based on existing theories of family strength and a review of related literature, we draw on 80 items to measure the strength of dual-earner families. Using a sample of 747 people, all members of dual-earner families with young children, we examined the items' factor structures. Using the statistical method, we checked the validity and reliability of these items. The final scale consisted of four domains with a total of 49 items : basic foundation (basic structure, economic life, and resource management), parenting, social interest and participation (citizenship, volunteer, leisure, network), work-life balance (balance between work and family, sharing the family role, equal division of role). The developed scale can be used in the field, such as in the Healthy Family Support Center or Family Center, in the context of education, counseling, or consulting for dual-earner families. In order to enhance the usefulness and efficiency of the scale, the adequate education system for the professionals who handle this scale in the field and updated data are required.

Although recent policies and regulations in Korea strongly advocate and encourage cultivation of venture foundations, studies on venture foundation and success are very limited and often primarily focus on entrepreneurship or individual quality as a venture founder in addition to such studies' validity in question. Therefore, this study primarily focuses on venture preparation process which is subject to venture founder's effort to verify the policy effectiveness in the relationship between venture preparation and business performance. Major goal of this study is to reduce social cost of venture failure by suggesting systematic policy support for venture foundations and analyzing the relationship between following variables: first, venture preparation and financial performance, second, venture preparation and non-financial performance, and third, venture preparation and business performance. 400 initial venture foundations less than 5 years are selected from KISED(Korea Institute Startup & Entrepreneurship Development) trend analysis to carry out statistical analysis using SPSS 18.0. To organize the data features, frequency analysis as well as descriptive statistics are performed to verify the hypothesis. As a result, sub-factors in measurement of venture preparation which are venture education period, venture benefit, and experience of incubating organization are selected as independent variables. Likewise, sub-factors in measurement of business performance which are financial performance and non-financial performance are used as dependent variables. To validate interactive effect, venture preparation period is selected as control variable to perform hierarchical regression analysis. The analysis result verifies that venture benefit has positive influence on financial and non-financial performance while venture education period has positive influence on non-financial influence and experience of incubating organization has negative influence on non-financial performance without influence on financial performance. In addition, interaction of venture preparation period has positive influence solely between venture benefit and non-financial performance. Through this study, appropriate supporting plans depending on the level of venture preparation can be derived to improve business performance of initial venture foundations for policy designer of venture support, and quality rather than quality improvement of venture businesses is possible through investigation of structural issues of individual venture businesses. Ultimately, this study suggests venture founders to determine whether to focus on venture preparation process or to start a venture business.
It is expected that interests and supports for 'the creative economy' will increase considerably since the establishment of the Park Geun Hye Administration. According to a report with respect to its cultural policy handed in by the Minister of Culture to the president on March 28, 2013, the administration will set up a basic plan of establishing regional fusion-typed laboratories including such genres as story telling, animations, games, cartoons, performances, etc. in May this year, and opening contents Korea laboratories across the country by the first quarter in 2014 as part of its core task. Furthermore, it will focus on implementing such policies for training professional manpower as creative mentoring programs, expansion of education for field employees and expansion of a creative education for young students, including a plan to train 1,000 creative contents talents by 2017 as described in the report. Since the Comics Promotional Law took effect in August 2012, the Korea Culture and Content Agency and the Comics Industry have been establishing the third plan for medium and long term development of the comics industry together. The government's plan to train professional manpower is interlocked with its foundation and employment policies, and thus, this will be a good opportunity for colleges and universities that have comics related majors, especially for those that need proper measures for bring their graduates a chance to get a job. Accordingly, it seems that if the government develops more aggressive policies, reflects this on the third medium and long term development plan of the comics industry, and then organizes policy and study meetings led by the learned societies to implement this, it will be able to generate a significant synergy effect. This Article will concentrate on first examining the flow and patterns of the policy to train special manpower by the comics industry, the Ministry of Culture and related institutions since the establishment of the Comics Promotional Law, analyzing some problems in the first and second medium and long term development plan of the comics industry to be implemented from 2003 through 2013 and the third medium and long term development plan to be announced in June 2013 to train professional manpower, and then suggesting an effective direction and some alternatives to train professional manpower in universities in a medium and long term way.

The purpose of this study is to explore the feasibility of establishing the elderly protection system for the elderly in the local community, and to explore the linkage model and action strategy. In Korea, there is a need to build a comprehensive elderly care system so that elderly people can have appropriate counseling and support programs in the community, as the elderly increase their diverse needs (leisure, housing, employment). In this study, we set up a linkage model of elderly care system and suggested two ways to practice it. First, it is suggested that it is desirable to focus on the formation of the elderly protection system in the community, and divide the practice process into three stages: organization, practice, and organization. Second, it is necessary to apply the long-term care professional manpower which can play a central role such as care manager and nursing care provider in order to apply the community organizing model of the elderly protection system and stable operation of long-term care insurance for the elderly. In addition, a social welfare council and a private network should be established to form a social welfare council, the establishment of related legal provisions, and the education of care managers. Therefore, it is necessary to establish basic data through this study, to establish diverse strategies and plans for the elderly protection system, and to promote it in a phased manner.
