Comparisons of the Nursing Workforce with Japan, and the U.S. (한국, 미국, 일본의 간호인력 양성 및 활동 현황 비교)

  • This study aims to derive implications on current problems in the nursing manpower management in Korea through the comparison with the nursing workforce and employmentrent in the United States and Japan. There are various issues in nursing policy, such as nursing shortage, quality of the nursing service, and the increased cost of management due to the high turnover rate of nursing staffs and it is urgent to seek various policy measures to resolve this. Although nursing shortage is a commom problem in the world, the U.S. and Japan were higher rate of employment than Korea in nursing staffs, which implicates the importance of the legislation of mandatory minimum staffing ratios, the establishment of policies such as the fees and charge policy and the nursing work environments. For quality nursing care and patient safety through the stable workforce of qualified nursing staffs, administrative mechanisms that support adequate nurse staffing and promote positive work conditions are needed, for which the improvement of legal system is required.

Raising Percentage of Employment and Analysis of Employment Statistics of Construction Engineers (건설기술자의 취업통계분석 및 취업률 제고방안)

  • Since the global financial crisis, the average youth employment rate in OECD countries dropped from 54% in 2007 to 50.8% in 2013 while the average youth unemployment rate jumped from 9.7% in 2007 to 13.4% in 2013. A similar trend was seen in Korea, with a decrease of the youth employment rate from 42.6% in 2007 to 41.5% in 2015. The country's youth unemployment rate increased from 7.2% in 2007 to 9.2% in 2015. The low youth employment rate has quickly become a social problem not only in Korea but also worldwide. The Korean construction industry will gradually move its focus of investment from quantitative growth to investing in qualitative growth of the sector. In this sense, it is imperative to create jobs for construction engineers and train global talents. This study analyzed the presence of construction engineers and the employment status of university graduates in Korea to suggest ways to create jobs for young construction engineers. To train global talents in the construction engineering sector, it will be necessary to not only establish middle-long term plans but also change the perception of the construction industry from 3D (dirty, difficult, dangerous) to 3C (clean, clear, creative) along with appropriate infrastructure supporting the industry.

A Study on Korean Seafarers Public Image based on the Q-methodology (Q 방법론을 활용한 우리나라 선원 직업 이미지에 관한 연구)

  • Korean seafarers have played a key role throughout the country's history and economic development. They have been a major source of foreign remittance into the nation as well as a pivotal sector in emergency logistics during war times. However, the current number of Korean seafarers in decreasing due to low job attractiveness and retention rate onboard. This is a major problem for the national and international shipping industry as youth seem not to be interested in working onboard for long periods of time. The purpose of this study is to 1) determine what the public opinion about seafarers in Korea is and 2) find out what factors mostly stand out in the public opinion about seafarers profession. The paper suggests that three main types of opinion groups emerged. The first type is labeled as 'high risk, high workload and high stress' as respondents recognized a high possibility of accident onboard and, at the same time, acknowledged that seafarers can be fatigued and stressed. The second type was named as 'Dangerous, Dirty, Difficult', as seafarers' image was mainly associated to fishing vessels and not to merchant and passenger ships. The third type recognized that the social position of the seafarers was low due to 'low social recognition'. The study suggests that all three types have a negative image of seafarers' job. Based on the results of this study, it is necessary to establish various policies and marketing tools to improve the negative job image linked to seafarers by the public opinion. If the public image of seafarers can be improved and attractiveness rose, it is expected a higher number of seafarers will pursue and keep a career at sea.

The Current Status of Co-operative Education Programs in Korean Universities and It's Implications for the Government Policy (대학의 현장실습 운영 실태 및 정책 과제)

  • Co-operative education and internships are generally treated as an alternative way to increase the employment rate by resolving the mismatch between college education and the industrial needs of the job specification. Based on a questionnaire survey on Korean universities, this study examined the current status of programs and the operating mechanism for co-operative education and internship to provide policy suggestions for promoting the depth and width of co-operative education in Korean universities. The results of the survey shows that the majority of students carry out internships on a short-term basis and the universities usually lack the capabilities for effectively running the programs of co-operative education and internships. In particular, as a part of the academic curriculum, co-operative education should be focused on the balance and effective linkage between the occupations given to students and the majors in university.

A Study on the Faculty Evaluation Model with Considering the Characteristics of Education-Based Colleges (전문대학의 특성을 고려한 교수업적평가 모델 연구)

  • Faculty performance evaluation system has been settled down as an uncomfortable but unavoidable system, and it is one of the most important factors to grow the college competitiveness up. In this study, we selected and surveyed faculty evaluation models of several universities and colleges in Korea, and analyzed by comparing each evaluation areas of educational achievement, college-industry collaboration, research, and service. We also identified the properties of the current faculty evaluation models of the junior colleges, and derived several problems from these models such as an imitation of four-year university model, a disorders of job evaluation with respect to the attributes of classified jobs, a large variation of individual item weights, and an insufficient reflection of major characteristics. Based on these surveys and analysis, an improved faculty evaluation model for the junior college is proposed in this study. This model proposed four basic areas-educational achievement, college-industry collaboration, research, and service by considering the importance of the college-industry collaboration in the junior college-as well as the team evaluation area. Weights of the SCI-class paper was selected as a criterion for the arrangement of objective comparison of each evaluation items. We showed the integration method of several different evaluation model with respect to the attributes of classified jobs of each faculties, and evaluation plan of variational characteristics according to the majors of individuals in this model. Finally, we introduced an area fail and rating system to operate efficiently the proposed faculty evaluation model.

Analysis on the core factors in the successful importing of ERP system in Small & Medium Enterprises - Focusing on the Cooperation Model between Industry and Education in Chung-Buk province (중소기업 ERP 시스템 도입 핵심성공요인 분석 -충북지역 산학연계 모델을 중심으로-)

  • In the radical char]go of the business environments that the existing facilities can not guarantee the business-frosts anymore, enterprises have been importing ERP system. In Korea, Sam-sung Electronics did it for the first tin in the latter half of 1994 and other enterprises succeeded. Currently, government and public enterprises as well as most of the large enterprises are employing ERP system to sharpen the competitiveness and to win the business transparency. On the other hand, it is harder for small and medium enterprises shaded by the large enterprises to be well-equipped with information system such as ERP, because they have already suffered from chronic financial difficulties and shortage of many resources. Most of all, they prefer the short-term project that does not need much tine for them to make decisions and to carry out fully. Grounded on the above factors, in this work, I suggest the suitable ERP model for the small and medium enterprises and the successful importing process of ERP, which is derived from the previous researches made by other masters' thesis. If necessary information and human resources are interchanged pertinently between local education institute and small and medium enterprise, the latter could not only deal with the confronted difficulties successfully inside and outside but attain the goal of being proficient in up-to-minute high technology. Besides, giving the students the opportunity of researching into the practice of the business they have not ever known, local universities could help their students accumulate knowledges and acquire ideas which could not be achieved in pure academic studies. When the above-mentioned procedure is over, the students might get the intellectual faculty to ponder on the future more concretely and enter a profession more carefully. In the result, we would raise up the percentage of the employment among the graduates. And active participation of university professors is the last important factor that assists the small and medium enterprises for introducing ERP system successfully. Their scholarly attainments play an important role in strengthening local economy and make the business competitiveness balanced between the capital and the local economy.

A Study on the Influence of Youth Startup Support Project in Gangwon-do Province on Startup Performance (강원도 청년창업 지원사업이 창업성과에 미치는 영향에 관한 연구)

  • As youth employment has become a social issue every year, the government is pushing for policies to support youth start-ups to create jobs voluntarily as a way to enhance the youth employment rate. In the case of young people in Gangwon Province, the number of people moving to other regions is increasing. This research is intended to empirically analyze the actual achievements of youth start-ups through the 'Youth Start-up Project' in Gangwon-do. It was divided into four categories: participation in government support, education completion, intellectual property right retention, and certification retention, which are characteristics of start-up companies, and hypotheses that they will have a positive impact on start-up performance (sales amount, duration of existence, or whether they are retained or not). Age and geographical factors (Yeongdong and Yeongseo) were injected as control variables to see how they affect them. Furthermore, empirical analysis was conducted by setting up a hypothesis that the characteristics of start-up companies and subsequent support between start-up performance would have a positive intermediary effect. The research results showed that the remaining characteristics, except for education completion, had a positive impact on sales, and that the more participation in government projects, the longer the duration of the company's existence. In addition, the level of participation in government support projects was significant in the direction of the government. The analysis results of the parameter, follow-up support, had a positive impact on the start-up performance, and the subsequent support mediating effect showed the mediating effect of the start-up performance, except for geographical factors. The results of this study suggest the need for customized support suitable for the characteristics of youth start-ups in order to enhance the performance of young start-ups. Support agencies need to refer to corporate characteristics for smooth management and selection. In the Gangwon-do area, the government should seek to provide timely and organic support for start-up companies in order to produce successful start-up cases.
