As the information-intensive society in 21c based on the environment of global internet is promoted, the software is getting more large and complex, and the demand for the software is increasing briskly. So, it becomes an important issue in academic and industrial field to activate reuse by developing and exchanging the standardized component. Currently, the information services as a product type of each company are provided in foreign market place for reusing a commercial component, but the components which are serviced in each market place are different, insufficient and unstandardized. That is, construction for Component Data Registry based on ISO 11179, is not accomplished. Hence, the national government has stepped up the plan for sending out public component at 2001. Therefore, the systems as a tool for sharing and exchange of data, have to support the meta-information of standardized component. In this paper, we will propose the C_MDR system: a tool to register and manage the standardized meta-information, based upon ISO 11179, for the commercialized common component. The purpose of this system is to systemically share and exchange the data in chain of acceleration of reusing the component. So, we will show the platform of specification for the component meta-information, then define the meta-information according to this platform, also represent the meta-information using XML for enhancing the interoperability of information with other system. Moreover, we will show that three-layered expression make modeling to be simple and understandable. The implementation of this system is to construct a prototype system of the component meta-information through the internet on www, this system uses ASP as a development language and RDBMS Oracle for PC. Thus, we may expect the standardization of the exchanged component metadata, and be able to apply to the exchanged reuse tool.

Korea is one of the top countries that has funded great amount to promote basic research and others in recent decade. While the quantity of R&D fund in Korea has rapidly increased, the effectiveness and quality of R&D outcomes became a controversial issue. National Research Foundation of Korea (NRF) and Korea Environmental Industry & Technology Institute (KEITI) agreed to collaborate for diffusing and utilizing R&D outcomes of each institute. NSF and KEITI signed the bilateral MOU in 2012, and Interministerial Collaborative R&D Support Framework (ICR&DSF) was developed. The ICR&DSF consist of launching an Eco-Bridge Program as an interministerial R&D program and composition of Environmental Convergence R&D Bridge Committee. The Eco-Bridge Program was applied to 'Environmental Convergence Technology Project' of KEITI as a pilot program in 2012. The unique feature of this interministerial R&D program is that the Eco-Bridge Program directly supports the basic research outcomes which are previously funded by NRF. As the collaboration between NRF and KEITI becomes stronger, it is expected to explore the more creative and the more transformative research.
Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Is it necessary to trust each other in negotiations? 13. Is a mediator needed in negotiations?
This survey was conducted to investigate the status and strategy of swine manure utilization of 109 swine farms in the Gyeongnam, Korea. The personal properties of owner, types of swine buildings, facilities and equipment for manure management, conditions for manure recycling and farming for recycling resources were surveyed. Age of farm owners were occupied as 44.1% for 50s followed by the 60s with one-forth and 40s with 22.9%. Educational background of farm owners, a high school graduate makes up the largest proportion of farm owners followed by a college graduation with 35.8%. The swine manure collection methods were occupied as 34.9% with totally slurry system and more than 50% slurry system with 34.9% of farms. The manure management cost per ton were occupied as more than two-third with 10,000 won~15,000 won. The cost will pay for manure management, 10,000 won~15,000 won per ton makes up the largest proportion of farm owners. Separator, loader and vehicle to collection, transportation of liquid manure were occupied as 72.5%, 44% and 10.1%, respectively. Recognition of the farming for recycling resources were occupied as 37.6%, however, 25.8% of swine farm owners don't know that. More than sixty percent of swine farms will take a recycling system according to the farming for recycling resources. Conclusively, we have a suggestion in order to promotion of the farming for recycling resources in the Gyeongnam with increasing the portion of recycling of swine manure in each county and revitalizing the marketing of the liquid and solid swine manure fertilizers.
Local governments in Korea, sixteen in total, shall establish local government archives to and manage preserve their permanent archives to comply with the Public Records Management Act amended in October 2006. National Archives of Korea(NAK) directed the local governments to recruit legally qualified archivists by the end 0f 2006 and to plan on the establishment and operation of the local government archives by the end 2007. However, none of the government archives was established by far. Government officials in NAK and the local governments raised the limits of the budget and human resources. What is more serious is that they don't concern why the archives are necessary and what missions and functions the archives should have. In this paper, I summarized the present situation and problems in establishing the local archives, and what we will do to establish normal government archives. First, local governments should establish "local government records commissions" and employ qualified archivists. The local government records commission should comprise concerned and qualified members. The records commission, as a policy and decision-making body, should make plans and implement the plans to establish the local archives, establish professional training programs to produce qualified archivists, promote local archives community activities, determine operational issues, and make a long-term development plan satisfying local demands. Second, the local government archives share existing repositories of NAK. Third, after the establishment of the archives, the local archives should perform normal records and archives management of the local governments as records acts mandate, do general records surveys and appraise the records created in the local governments. The local government archives should collect valuable local archives including private archives, and arrange and make usable them to provide access. They also promote and coordinate various cultural heritage community activities related to the local archives.
Gwangyang Port Marine Industry Cluster is the only marine industry cluster in Korea that is currently in operation, but despite the implementation of various revitalization policies since its opening, the occupancy rate has been low so far. Accordingly, this study aims to identify the constraints of the current system that hinder the inducement of tenant companies and to suggest revitalization measures. For this purpose, this study analyzed the current status of research and development(R&D) projects in the port, shipping and logistics sector, which is a core industry of the Gwangyang Port Marine Industry Cluster. And a survey was conducted on companies with potential to move in. As a result, the proportion of R&D in the core industry sectors is lower than in other sectors, and most of R&D projects are being carried out mainly by small and medium-sized enterprises. In addition, the low need for port facilities and low accessibility to Gwangyang Port were derived as constraints. Considering the results, this study suggests four revitalization measures to induce tenant companies as follows. First, it is necessary to expand the scope of core industries from the current shipping, ports, and logistics to the entire maritime and fisheries, so that companies performing R&D in the industry can move in. Second, the industry code currently specified as a qualification need to be revised to include both the industry of the enterprise carrying out R&D projects and the core industry. Therefore, this study suggests an expanded industry code list that can replace current list. Third, a transition of tenant recruitment system from the regular system(once or twice a year) to the occasional system is proposed so that companies can move in flexibly when demand arises. Finally, in order to overcome geographically low accessibility, technology development support projects specialized in R&D that prospective tenant companies actually need are needed rather than financial support.

On account of that, the issue of selecting items has become one of the important topics to be discussed in the registration of world heritages. Accordingly, this researcher investigated the subjects of successive registration based on such conditions as excellent universal value, heritage protection and management, authenticity, and completeness among the real estate cultural properties demanded by the UNESCO World Heritage Committee. First, 22 placenta chambers, the real estate cultural properties designated as cultural properties and protected and managed by the state and local governments, are subject to it. Second, it seems that placenta chambers that can be restored through research and historical investigation and become designated as cultural properties can additionally be added. Third, items such as the Seosamneung Royal Tombs built by Lee Wang-jik in the Japanese colonial era or Seongjong Placenta Chamber relocated as an example to realize the completeness of Joseon's Royal Placenta Chambers can be included as well. Meanwhile, many of the items designated as cultural properties are not in the original location, and they can be divided into those that were relocated for the intentions of the Japanese Empire and those that were not. Therefore, the researcher insists that it is necessary to select and add items with which we can understand the historicity in the relocation of placenta chambers during the Japanese colonial era and also to quickly designate those that have not been designated as cultural properties yet. Therefore, regardless of designation as cultural heritage, local governments must promote both restoration and designation and strive to include them in the list of successive registration of world heritages grounded on thorough historical investigation. Moreover, to add them to the list of successive registration of world heritages, the Cultural Heritage Administration and local governments should promote continuous research and genuine restoration of individual placenta chambers.
This study aims to elucidate the historical origins of the long-term demand for the integration of "science subject classes" and "science-related events" within the context of science education for teachers. During the 1970s, science education in elementary schools faced a dual challenge marked by the tension between implementing the third curriculum, which emphasized fundamental science, and the "Pan-National Scientification Movement," which focused on technology education. The Ministry of Education was compelled to integrate the sudden demands of the Yushin regime into the ongoing third curriculum. As these demands emerged from dual policy directives, activities related to elementary science education were subsequently categorized into formal science subject classes and extracurricular science-related events. Although the movement did not directly alter the curriculum, it instigated modifications in personnel structure, activity spaces, and evaluation systems within schools. The introduction of the Pan-National Scientification Movement in elementary schools resulted in changes including the establishment of a new "science lead teacher system," the creation of a dedicated "science corner," and the implementation of a "science badge system." Although the movement was abruptly introduced, it ostensibly contributed to the advancement of the inquiry-oriented approach promoted by the third curriculum. Paradoxically, this advancement was facilitated by the integration of the consequences of the movement into schools' autonomous, extracurricular activities spearheaded by frontline education offices and schools. Although the movement represented a government-driven policy at a particular juncture in time, the manner in which science education practitioners responded to urgent governmental mandates, while preserving the integrity of the long-established third curriculum framework, involved dividing education activities into subject-specific classes and extracurricular science activities. Examining how science education practitioners in the 1970s proactively addressed these challenges offers valuable insights for the science education community in adapting to the current rapidly evolving educational landscape.
In the energy-climate era, pollution emissions from port activities have a significant issue in international shipping and port community. Thus international organization such as IMO and developed countries are seeking to develop various reduction strategies against air pollution. However Korea has recently conducted several studies concerning air pollution in port industry. The main purpose of the paper is to suggest emission reduction strategies for bulk terminal in Port of Incheon, which handles large amount bulk cargoes as a gateway for the metropolitan area. For this aim, the clean air strategies of the world major ports were considered and air pollution reduction strategies were suggested. The main findings of this paper are as follows. First, the emission reduction strategies for container terminal are should be integrated based on technologies changes, operational changes and market-based measures. Second, the emission reduction strategies for bulk terminal can be effective when use innovative measures during loading, unloading and storage process such as telescopic cascade trimming chute, snake sandwich equipment, dry fog system and dome structure. Finally, investigation on actual conditions of air pollution in Korean ports and development of environmental evaluation scheme for persisting monitoring should be conducted.
Public construction projects need complex and multi-functional management skill, since the most of public construction projects are comprised of multi-project and mega-projects. In order to effectively manage construction projects, PMIS is widely used. However the majority of the current PMIS have been developed as a single project-oriented business management system. Thus compatibility problems are encountered during the process of integrating the entire systems to manage the multi-complex projects. In addition, the form of orders applying BIM are increased recently, but the research and development of BIM based PMIS are still lacking. In this study, therefore, the functions of PMIS main objectives based on the analysis of PMIS As-Is and To-Be of PMIS, the dual management system utilizing Internet and Intranet will be proposed to integrate the individual PMIS with Integrated Program Management System. Rather than combining commercial BIM tool and PMIS directly, which is the common method of failure, the sequential process model to adopt BIM based PMIS is also explained. Step-by-step development method of BIM based PMIS is suggested to prepare for the activation of BIM technology in the nearest future.
