Factor Analysis of Rambling Impediment of New Graduates and Entrants Between Occupations and Educations in Korea IT Labor Market -A central focus on recent unemployment of one factor findings in korea IT labor market (한국의 IT분야 신규 전문인력의 노동이동 저해 분석 - IT 신규 졸업자의 실업원인 규명을 위하여 -)

  • The central focus of this research paper is to explore the recent structural core empirical unemployment reason of IT new professional manpower who graduated in higher education level in Korea. The final goal of this issue is to estimate and analyze rambling impediment in IT manpower labor market between 26 detail occupations and between detail occupations and 3 educational levels of new graduates and entrants who entered in IT 6 occupational groups composing 26 particular occupations. This study uses the 2004 data published by the Ministry of ICT and relies upon both one-way analysis of variance and two-way analysis variance to tackle the issue. According to the ANOVA results, 2 main points were delineated In the one-way analysis of variance method. the total sum of squares (SST) is decomposed into two major components: within sum of squares (SSW) (6 detail occupations, 85%) and between sum of squares (SSG) (26 detail occupation, 15%) The other major finding is that total sum of squares (SST) is decomposed into three major components: between detail occupations (SSG) (19.3%), between educations (SSB) and errors (SSE) (56%) in IT SIW development design group.

  • This paper investigates the characteristics of Japanese vocational education and training(VET) system and its recent changes with regard to the labour market changes under the long-term economic depression. The employment system model of Marsden(1999) is used as an analytical framework. By the review of 'the debate of intellectual skill', it is pointed out that the fundamental characteristic of Japanese VET system lies in forming multi-functional workers by the internal promotion in connection with the OJT-focused enterprise training along the job-competency rank system. In this system 'the skill as work-competency' is not institutionalised. By the long-term depression this type of internal labour market (ILM) has been under serious changes. By the policy analyses it is made clear that the direction of its change is not toward the collapse of the ILM. A series of labor market and VET policies does aim at sustaining the ILM by the introduction of the unified job qualification system, which is expected to institutionalise the widening external labour market into the craft-based labour market.

  • 세계화 추세의 가속, 급속한 기술진보 및 정보화의 확산 등은 국제간의 분업구조 뿐만 아니라 국내의 산업구조 및 취업구조를 급격히 변화시키고 있다. 국내 취업구조의 변화는 산업간 직업간 취업비중을 모두 변화시키고 있어 고용의 양적 측면은 물론이고 질적 측면에서도 큰 변화가 예상된다. 그러므로 중장기적인 노동력수요 예측은 향후 인력양성의 방향과 체계를 결정하는 데 중요한 지표가 될 뿐만 아니라 노동시장 정책에 있어서도 반드시 필요한 자료가 되고 있다. 따라서 본 연구에서는 향후 노동력에 대한 중장기 수요를 일반균형적인 접근을 통하여 산업별 직업별로 예측하고 이 예측결과에 따른 향후 노동시장 및 인력정책의 방향을 제시하는 데 있다. 본 연구에서는 기존의 연구들이 사용한 방법의 이론적 약점을 보완하면서 실증 결과의 예측성을 높일 수 있는 개선된 방법을 사용하였다. 산업별 취업자를 전망하는데 있어 기존 연구결과들은 주로 노동시장의 단일방정식만을 추정함으로써 생산요소의 수요가 비탄력적이지 않음에도 불구하고 생산요소간의 대체가능성을 무시하고 있으며, 인력수요에 중요한 결정 요인인 기술변화를 고려하지 못하고 있거나, 취업계수의 변화를 통해 기술진보의 효과를 고려한다고 하여도 기술진보가 생산요소간에 비중립적(factor non-neutral technology changes)으로 일어날 경우 요소간 대체가능성을 간과하고있다. 이러한 단점을 보완하기 위해 본 연구에서는 산업별 취업자 전망에서 노동시장의 단일방정식 추정이 아닌 일반균형에 입각한 경제 모형을 사용하였다. 또한 직종별 취업자 전망을 위해서는 일반적으로 이용되는 필요 인력량에 대한 고정계수(fixed coefficient manpower requirement)를 추정할 때 이중비례행렬모형(二重比例行列模型)을 이용하여, 산업구조의 변화로 인한 직업별 인력수요 변화가 충분히 고려되도록 하였다. 전망의 결과에 따르면 향후 우리 경제는 지식기반경제(knowledge-based economy)로 이행하고 있다고 볼 수 있다. 우선 산업구조면에서 지식집약적산업으로의 구조조정이 일어나게 되고 이에 따라 산업별 취업구조에서도 고기술산업의 취업준비중이 급속히 증가하게 된다. 직업별 취업분포에 있어서도 전문기술직 행정관리직 등의 고숙련 사무직의 비중은 크게 증가하는 반면 생산관련직과 농림어업직의 비중은 감소하게 된다. 이처럼 경제가 지식집약화되어 감에 따라 고학력자에 대한 수요는 지속적으로 증가하지만 현재 적절한 인력양성과 공급이 이루어지지 않고 있어 향후 기술이나 기능에 따른 수급부일정(需給不一政)(skill mismatch)현상이 매우 심해질 것으로 보인다. 따라서 앞으로의 인력정책에서 가장 주안점을 두어야 할 부분은 첨단기술산업과 관련된 인력의 양성에 있다고 하겠다.

The Effect of On-the-Job Training on Employment Status and Employee Retention (재직자 직업훈련이 취업 및 이직에 미치는 영향)

  • This paper examines the impact of on-the-job training (OJT) programs on turnover rates and employment status in the labor market. Exploiting the administrative data (the Employment Insurance Database), we apply the propensity score matching method to investigate 1) whether OJT participation increases the probability of remaining in the labor market after the job training, and 2) whether trainees are more likely to transition to a new employer. Our findings reveal positive effects of OJT on the continuous employment (2.4~5.3%p). We also observe that trainees show lower rates of turnover for some part of the study period, from 2008 to 2015.

  • This study attempts to investigate the spatial characteristics of private tutoring markets for adults which have been expanded rapidly with labor market changes in Korea. In particular, For the purpose, we examine thoroughly various indies of labor markets and private tutoring markets for adults in Korea in first and then analyze the spatial characteristics. We classify private tutoring institutes for adults into two categories by job-statuses and education levels, and analyze the spatial distribution patterns of the attendants of the classes. In order to understand the spatial characteristic of their distributions, we distinguish whether there exist the spatial autocorrelation or not by applying Moran's I values for each categories in first. We also examine the spatial cluster patterns by Hot spots analysis utilizing $G^*$ statistics. Multiple linear regression models are developed for each category to explain the relationships between the spatial distributions of private tutoring institutes and geographical variables.

  • OES survey as the national official statistics aims to provide the basic data for the national labor market policy and research such as the basic statistics for human resource supply policy, the prediction of employment by occupations, the decision of occupation, the occupational training and the finding jobs et al., at the levels of industrial and occupational classifications(3-digit). In order to achieve this objective, we analyze the OES data in 2005 and 2006 and propose the new sampling design using the long form data in Korea (10% sample data of census 2005). In this paper, we provide the criterion of sample allocation and derive the formular for estimator and error of it including the weighting procedure. From the proposed sampling design, we would expect that it contributes to the supply policy of human resource and the research for labor market.

  • The unemployment rate in Korea increased sharply since the deep economic depression. The rapid increase of unemployment rate is attributed, in part, to economic shock, but more basically to the structural problem of labor market. Moreover over 2-3 years later, the labor market perspective looks dismal. To overcome the labor market crisis, the fundamental reforms aimed at improving the labor market function is required. Thus the focus of policy should shift from reducing unemployment to increasing employment.

  • This study aims to investigate the changes in the employment structure of occupational groups by job characteristics and analyze the factors influencing wage premiums in local labor markets from 2010 to 2020. This study's analysis involves three primary steps. First, the occupational characteristics data from the Korea Network for Occupations and Workers are subjected to an exploratory factor analysis, and then a non-routine task intensity index is calculated by each occupations. Then, we conduct an exploratory analysis of changes in the distribution of employment by occupation from 2010 to 2020 by combining data from the Population Census with data from the Korean Labor and Income Panel Study to construct individual-level and regional-level data. Thirdly, we employ a hierarchical linear model to examine the individual-level and regional-level factors influencing wage premiums. Since 2010, the proportion of employment in occupations requiring non-routine task has continued to rise and now dominates the metropolitan labor market. Moreover, agglomeration effects resulting from urbanization produce a substantial wage premium for wage workers in occupations requiring non-routine tasks. This study seeks to provide policy implications to mitigate inequality and polarization in local labor markets by empirically analyzing the transition of occupational structure and wage inequality in relation to the local labor market context.

Prediction for the Spatial Distribution of Occupational Employment by Applying Markov Chain Model (마르코프 체인 모형을 이용한 직종별 취업자의 공간적 분포 변화 예측)

  • This study attempts to predict the changes in the spatial distribution of occupational employment in Korea by applying Markov Chain Model. For the purpose we analyze the job-related migration pattern and estimate the transition probability with the last six years job-related migration data. By applying the Chapman-Kolmogorov equation based on the transition probability, we predict the changes in the spatial distribution of occupational employment for the next ten years. The result reveals that the employment of professional jobs is predicted to increase at every city and region except Seoul, while the employment of elementary labor jobs is predicted to increase slightly in Seoul. In particular, Gangwon-do and Chuncheongdo are predicted to increase in the employment of all occupational jobs.

  • 한국노동패널조사(Korea Labor and Income Panel Study)는 비농촌지역에 거주하는 한국의 가구와 가구원을 대표하는 패널표본구성원(5,000가구에 거주하는 가구원)을 대상으로 1년에 1회 경제활동 및 노동시장 이동, 소득 활동 및 소비, 교육 및 직업훈련, 사회생활 등에 관하여 추적 조사하는 종단면 조사(longitudinal survey)이다. 매년 반복적인 조사를 통해 표본가구구성원들에 대한 다양한 내용의 정보를 수집하는 가운데 조사년수가 늘어가면서 표본가구원 개인들의 생애과정(Life Course)에 걸친 단계별 변화와 이동의 이력, 특히 학교교육력(Schooling History), 취업력(Work History) 혹은 노동시장이동(Labor Market Transitions) 과정이 구축될 수 있을 것이다. 조사구의 추출방법은 계통추출방법을 사용하였으며, 제주도를 제외한 전국의 시부만을 대상으로 1,000개의 조사구를 선정하고, 각 조사구내에서는 97년 고 3965;의 조사대상가구 중에서 5가구를 임의 선정(random sampling)하였다.다.
