Evaluation and Promotion Policy for Promising Business Models Based on TV White Space (TV 유휴 대역을 활용한 유망 비즈니스 모델의 평가 및 활성화 정책 연구)

  • To fully utilize scarce spectrum resource, it's necessary to develop and evaluate promising business models prior to making technology R&D plan and industrial promotion policy. The purpose of this paper is to design potential business models, evaluate the propriety of commercializing the models, and discuss promotion policies after exploring promising sectors consuming spectrum resources. The research is based on TV white space, which is vacant TV channels in region or time domain and considered as core spectrum resource along with digital terrestrial television switchover. As the result, four kinds of business models were derived, including broadcasting and telecommunication types. Each model was discussed from four standpoints: customer value proposition, profit formula, key resources, and key processes, and the propriety for commercialization was evaluated by three dimensions: technological evaluations, business-oriented evaluations, and user-oriented evaluations. The promotion policies of government and market participants for the activation of TV White space-based business models were discussed as well.

  • For fostering the biomedical industry, the formation of a high-tech-based innovation cluster is continuously being promoted. Accordingly, studies dealing with domestic clusters are being conducted based on case studies on major overseas clusters, but they are limited to a single case. In this paper, content analysis was used based on the literature about innovation clusters and bio-medical industry to comprehensively summarize the factors to be considered for the creation and activation of bio-medical clusters. Subsequently, the factors derived through content analysis were applied to the case of the Hongreung Innotown. The requirements for the successful creation of the Hongreung Innotown, it is required to improve settlement conditions, prepare systems to create start-up culture, and revitalize translational research, attract investment, and cooperate and connect with local clusters.

A Methodology for Evaluating the Effects of Transportation Policies Related to Greenhouse Gas Reduction (교통온실가스 감축정책의 효과분석 방법론 연구)

  • The purpose of this study is to establish a methodology for evaluating quantitative effects of transportation GHG (greenhouse gas) reduction-related policies that were implemented based on the reduction goals of transportation GHG and effective implementation plans. This study uses a modal utility function and demand estimation models as well as a GHG emission basic unit estimation model by each transportation mode based on actual traffic and emission data. The results showed that the effects of GHG reduction policies such as electric vary from region to region, and from vehicle to vehicle. It is also confirmed that an eco-drive promotion policy, one of the lowest budget policies, is expected to contribute to high reduction in GHG. In addition, not only automobile emission improvement policies but also the promotion policies of public transportation are expected to highly reduce GHG as confirmed quantitatively in this study. The results of this study are expected to be useful for national and local governments' evaluation of GHG reduction policies to cope with the post 2020.

  • Although crafts industry in Chungcheongbuk-do where Cheongju International Craft Biennale is held has an excellent infrastructure, it is backward comparing with other regions. So we face up to the reality and desire to contribute to the creation of added value and the development of local crafts culture through study on the here and the hereafter of Chungbuk crafts industry. We figure out the customer satisfaction and the potential customer preference for cultural products on sale currently. Then, we establish a detailed marketing strategy and study the way how we can solve the current difficulties including design, technique and marketing.

  • Developed social infrastructures such as transportations, communication systems have given a lot more opportunities to people to participate in convention recently. this tendency is not only for the Government offices or major companies but also for civic activities of many different fields in order to find the solutions and convoke the cooperations of their facing problems. Both central Government and provincial offices trying to channel the convention industry and local development as well. In this study, we have reviewed that the city of Daejeon had tried to it's best to vitalize the regional economy. especially, Daejeon has Daedeok research complex which gives tremendous motive to establish convention industry which is also one of the main projects of Daejeon future developing plans. moreover I have suggested few matters needed to be solved

Regional Balanced Development Policy Leverage in the Capital and Non-Capital Areas : Focusing on Local Function Concentration and Dispersion Structure (수도권과 비수도권의 지역균형발전 정책 레버리지 탐색 : 지역의 기능 집중·분산 구조를 중심으로)

  • To examine the problem structure of balanced regional development policy and identify the causes of the gap between the capital and non-capital areas, this study examined the causal structure in terms of the concentration and distribution of functions in the metropolitan area and non-capital area and explored the policy leverage. As a research method, the causal map was drawn using System Dynamics techniques and policy leverage was derived through an exploration of the feedback structure. In particular, the causes of the problems in balanced regional development policies were approached by system accidents rather than by single-circuit accidents, and causality analysis was performed among the variables constituting balanced regional development policies based on system accidents. In particular, it singled out 31 variables, developed 13 feedback loops, and confirmed four major policy leverages, including relocation of the capital function, local decentralization policies, consistent development, and investment practices centered on the Non­Capital Area. Subsequently, a follow-up study by computer simulation is needed by modeling the structure of the system to identify the ripple effect of the policies of the Capital Area on the Non­Capital Area.

  • 1990년대 초반 이래 독일에서는 통독과 유럽의 안보상황의 대규모 군축이 이루어졌다. 그 결과 군수산업의 해체, 군사부지의 해제뿐만 아니라 일자리를 잃은 군인과 군속, 군수산업 노동자의 사회편입, 그리고 군부대에 종속되었던 지역경제구조의 재편 등이 국가 현안으로 부각되었다. 본고는 독일을 사례로 특히 지역개발 내지 지역구조정책의 과제로 등장한 군사부지의 재활용 문제를 주로 부지의 해제에서 재이용에 이르는 절차와 계획에 관해 살펴보았다. 이와 관련하여 중앙 및 지방정부의 행정 및 재정능력의 미흡, 비효율적인 지원체제, 구역 획정문제, 구소유주 내지 이용권자의 조사 확인 문제로 인한 재개발 및 개발조치의 지체 등 많은 시행착오가 나타나고 있다. 지역적으로는 군부지의 이용 전환이 지역구조 활성화의 기회이기도 하지만 인구밀집지역이 아닌 곳에서는 토지수요가 없어 어려움이 따르고 있다.

  • 공공도서관은 지역주민의 지대한 관심과 적극적 이용을 전제로 변화 발전해 왔다는 사실에 주목해야 한다. 영종 지역은 도서관에 대한 접근성 부족, 책을 매개로 한 특색 있는 문화 프로그램 개발의 필요성, 운영 인력 부족, 장애인 노인 다문화 가정 등 영종 지역 내 정보취약계층에 대한 적극적인 서비스 수요 증가 등 몇 가지 현안에 대한 개선책이 필요하였다. 이에, 지역사회와 지역주민의 변화를 살펴보고 이를 해결하기 위해 Y도서관은 지역 내 다양한 유관 공공기관 및 유관기관들과의 긴밀한 협력체계를 구축하여 상호 교류 및 사업연계를 활성화 필요성을 사례로써 설명하였다.

A Study on the Activation of Citizen Participation through Living Lab (시민참여형 스마트시티 리빙랩 활성화 방안 연구)

  • Smart City is the regional innovation platform that actively utilizes information and communication technologies to diversify city services and improve the performance and quality, hence improving the quality of life and creating new trends of urban activities. Recently, the importance of citizen participation is increasingly emphasized to build smart cities successfully and the Living Lab, an open innovation platform led by users, is taking center stage as a means of realizing it. Accordingly, this study aims to establish the plans for popularizing living labs that provide innovative environments for domestic smart cities. To this end, first of all, political trends related to domestic smart cities' living labs were analyzed, and then, individual characteristics and development processes of the relevant cases were investigated. In addition, in-depth interviews were conducted with the experts of specialized agencies from Netherlands, Finland, and Denmark, etc. which are considered as leading countries in smart cities' living labs. As a result, in order to popularize living labs in domestic smart cities, the following policies were proposed; establishing support systems for commercialization and dissemination, building intermediary support organizations, improvement of laws and institutions, establishing the joint response systems with neighboring areas, etc.

  • This study is a study on how to revitalize social and economic organizations in the Chungnam region. For this, the following major results were presented in literature studies based on prior studies. First, it is necessary to upgrade the social economic organization promotion system and system in Chungnam. Second, there is a need to advance the measures to revitalize various social and economic organizations in cities and counties by building an integrated support system for social and economic organizations. Third, it is necessary to expand the public purchase of products of social economic organizations. Fourth, it is necessary to strengthen the business competency of the social economy organization and promote education. Fifth, it is necessary to upgrade the network for social economic organizations and create differentiated businesses. On the other hand, the social economic organization in Chungnam region shown through this study is as follows. First, social and economic organizations should share their willingness to implement policies in the provincial and provincial areas of Chungnam Province and cities and counties in terms of solving and improving various problems in the region. Based on this, it is required to upgrade the social and economic organization area. Second, the Chungnam region needs a shift in awareness that it is a social and economic organization that is a key factor in overcoming changes in the demographic structure due to industrial weakness and aging. Third, a positive shift in awareness is required by shifting awareness and strengthening education on social and economic organizations. To this end, it is necessary to raise the awareness level of local residents through public education and joint public-private education.
