The findings were as follows. First, in their recognition of risks of safety against disasters, recognition on the possibility of the occurrence of natural disasters was higher than that of social disasters or safety accidents. Secondly, also in the aspect of the importance of category of safety management against disasters, they recognized that of natural disasters far higher than others. Third, they showed satisfaction higher than average with basic job performance of local governments related with safety management, whereas they showed relatively less satisfaction with the aspects of check and publicity of risk factors, and short-term restoration system out of phased job performance. Fourth, in the aspect of capability of local governments for safety management against disasters, they rated positively capability of the responsible departments and the professionality, whereas they relatively underestimated the scale or budget of safety-related organizations. Fifth, the policy directions to be taken for safety against disasters by local governments included strengthening of regular education like experience-based training, expansion of education among local residents, more support for relevant facilities and resources, activation of residents-participating campaigns, improvement of apparatus and personnel treatment related with firefighting and security, frequent patrol and oversight, more exercises against disasters. So, to strengthen safety management system against disasters in local governments and build a effective responding system may need to extend programs assisting vulnerable class to safety against disasters, build a community-friendly safety management system, extend the cooperation system by participation of residents, enhance collaboration and support system with safety-related bodies like police, firefighters.

  • Objectives: This study was performed to compare rural residents' perceived health status and life satisfaction according to their general and health related characteristics and to identify factors related to perceived health status and life satisfaction in this population. Methods: Subjects were 1,091 adults aged 20 years or older living in Geochang Gun, South Korea. A survey was conducted from June 28 to August 25, 2009. We used the health self rating scale by Lawton et al. (1982) and the overall life satisfaction scale by Wrosch et al. (2000). The collected data were analyzed using SPSS WIN 18.0. Result: Sex, age, education, spouse, medical diagnosis, currently taking medication, main health maintenance behavior, alcohol consumption, frequency of alcohol consumption, exercise, family harmony, and friend relationships were significantly related to perceived health status. Age, education, spouse, main health maintenance behavior, smoking, exercise, family harmony, and friend relationships were significantly related to life satisfaction. Further, 29.3% of the variance in perceived health status could be explained by medical diagnosis, exercise, family harmony, education, currently taking medication, and friend relationships, while 11.1% of the variance in life satisfaction could be explained by family harmony, perceived health status, main health maintenance behavior, and friend relationships. Conclusion: Health management programs must be designed so as to incorporate the general and health related characteristics of rural residents if they aim to improve the perceived health status and life satisfaction in that population.

  • The purpose of this study is to identify the conflict frames in the process of designating the national geopark, among local residents, geology experts, and local public officials. For this purpose, the progress of the public hearing on the implementation of the national geopark in Buan and Gochang were recorded with prior consent from the participants and transferred in text form. Subsequently, we developed a reference frames for analyzing conflict frames through literature review, and analyzed the conflict frames by three researchers based on this. These analyzed conflict frames were again analyzed by using semantic network analysis. The results are as follows. In the Buan area, 'Sagree' frame, 'Snot' frame, and 'Sdisagree' frame showed high eigenvector centrality, and 'Gharm' frame and 'Cmeconomy' frame were closely connected to the 'Snot' frame located at the center of the semantic network. In the Gochang area, 'Aresource' frame, 'Cmexample' frame, and 'Gharm' frame showed high eigenvector centrality, and 'Gharm' frame and 'Cmproblemsolution' frame were closely connected to the 'Snot' frame located at the center of the semantic network. Through these results, we could see that there is still the conflict about the certification of national geopark between stakeholders in Buan, and that Gochang's stakeholders are proudly aware of their own resources. The Buan's stakeholders focused on economic gains in resolving conflicts, while Gochang's stakeholders focused on problem solving. This result of this study provides information in conflict from the national geopark in other regions.

  • This study selected seven carbon-neutral villages, considering the characteristics of each region, including all five administrative districts of Changwon City, and proposed activation plans based on business evaluations through surveys of local residents and FGIs with leaders. The analysis showed that carbon-neutral education was the most important factor for activating carbon-neutral villages, with a response rate of 91.9% for 17 multiple-choice questions, followed by legal (ordinance) arrangements at 79.3% and village organization building at 74.1%. Based on this, the following activation plans through the participation of residents who are involved in the project of creating a carbon-neutral village in Changwon City were proposed. First, the characteristics of each carbon-neutral village model were classified into a resource circulation-based model, an environmental creation-based model, an environmental education and experience event-based model, and an energy efficiency-based model. Second, it is necessary to create and present carbon-neutral village growth stage guidelines for the growth of carbon-neutral villages. Third, manuals and teaching materials related to carbon neutrality, such as theories, issues, and practices, need to be produced and distributed for leaders and activists to easily apply and access for self-government operation of the village. Finally, if a carbon-neutral support center that is legally installable in Changwon City is established, it is expected that the lives of local residents will become more sustainable for carbon-neutral living in preparation for climate crises.

  • This paper identify factors of migration of employees' household who work for relocated public institutions. As a factors of migration, we consider individual and household characteristics, the gravity model of distance and population and so on. Considering discrete dependant variable and structure of data, we employ the logistic multilevel model and random intercept model. The result indicates employees' who are female, 30s and 40s, higher education level(PhD) and whose spouse are unemployed tend to transfer their residential registration to new city near relocated public institution. Regarding regional variable, the distance from employee's previous residential location and number of migration of prior year are statistically significant. Also the model indicate regional economy, educational and residential environment of new city influence employee's decision for transferring residential registration.

  • This study intended to look at the Library Living Lab to solve community problems. To this end, this study investigated cases outside of the country and investigated various aspects of Living Lab's application to solving community problems. In addition, a survey was conducted on residents of Chungju to find areas where libraries can contribute to solving problems in the community and investigate the need. As a result, residents generally responded that "Library Living Lab," in which libraries participate in living lab activities in various fields, is needed to solve problems in the community. It shows that the range of services and activities that the library can provide can be expanded to the community and can be an innovative measure for library services that can solve almost all problems in the community through the Library Living Lab.

  • This study was intended to present the need for building the library as a hub of the community memory preservation which provides the collection, sharing, and curation services of the locality specific historical and local data based on the policy task, namely supporting the collection, preservation, and management system of the community's life memory. To this end, the current status of data collection, management, and operation of institutions serving regional-based materials such as cultural centers and regional archives was grasped, and the cases and status of curation services in libraries were investigated and analyzed. The discussion proposed via the results of the study are as follows. First, to the culture center, external demand has been increased from the aspect of social education including festivals, cultural and art event, cultural and art educational business, art activities business of local residents and managerial business is to be carried out, which makes it difficult for the culture center to manage its businesses. Accordingly, it is necessary to collect and preserve regional various data at the pubic libraries playing various roles including provision of informative services, cultural programs and information sharing places to local residents and provision of services to vulnerable social group. As the existing libraries have a plan to collect data systematically, it is considered that those libraries will smoothly operate the data management through cooperation with existing culture centers and various cultural organizations. Second, it appears that a plan will be needed to set up all the data including the ones owned by libraries, local administrative agencies, individuals and other competent agencies in online database so that they are easily available to the public and always available in the libraries because there are a lot of data which cannot be moved to other place and it is actually difficult to concentrate and set up all the data to those libraries.
