지역의 DATA를 수집하여 이를 DB로 구축하고, 이를 유통시스템화하여 WEB 환경에서 활용하고자 하는 지역정보화 사업에 대하여 객관적인 입장에서 새롭게 분석하고 연구하여야 할 필요서이 제기되고 있다. 이 연구에서는 그 동안 진행되어온 전라남도의 지역정보화 사업과 인천 광역시에서 추진하였던 WEB 시스템하에서 HTML을 활용한 지역정보화사업을 비교하고 검토하는 과정에서 지역 정보화 사업의 방향을 재설정하고, 이에 따른 활성화 방안을 도출해 보고자한다.

관광의 활성화에서 지방정부 및 지역사회의 관심은 절대적인 요소에 해당한다. 수도권 동부지역은 관광서비스와 관련하여 지방정부 및 지역사회의 관심이 부족하다고 판단된다. 지속적인 관광의 활성화보다는 일시적이고 가시적인 관광효과에 치중한다고 판단된다. 지속 가능한 관광개발은 가시적 효과보다는 지역의 잠재력을 최대화할 수 있는 측면에 초점을 두는 것이 바람직한데, 연구지역은 이러한 지속적인 관광개발이 체계적으로 전개되지 못하고 있어, 향후 관광효과를 최대화하기 위한 새로운 방안의 모색이 요구된다.

최근 재정건전성에 관한 논의가 확산되면서 비과세·감면제도는 유용성 관점에서 근본적인 변화를 요구받고 있다. 그럼에도 불구하고 정부는 경기부양 등 지역경제 활성화 도모차원에서 비과세·감면제도를 지속적으로 활용하고 있다. 이에 본 연구는 비과세·감면의 경제적 효과에 관한 분석의 필요성을 제기하며, 이를 위해 강원도 18개 시·군을 대상으로 지방세 비과세·감면이 지역경제에 어떠한 영향을 미치고 있는지에 관해 패널분석(PCSE)을 수행하였다. 패널분석 결과, 비과세·감면, 비과세, 감면 등이 지역경제에 미치는 영향은 다양하게 나타난다. 시 단위 지방자치단체의 경우 비과세·감면 규모가 증가될수록 지역경제에 정(+) 영향을 미치고 있다. 반면 군 단위 지방자치단체의 경우 변수 간 통계적으로 유의미하지 않아 비과세·감면정책이 지역경제를 활성화할 것이라는 정부의 주장은 다소 설득력이 낮다. 시 단위 지방자치단체의 경우 감면총액과 감면(조세특례제한법, 감면조례)규모가 증가될수록 지역경제에 정(+)의 영향을 미치지만, 지방세법 상 감면규모가 증가될수록 지역경제에 부(-)의 영향을 미치고 있다. 한편 군의 경우 지방세법 상감면규모가 증가될수록 지역경제에 정(+)의 영향을 미치지만, 감면조례에 근거한 감면규모가 증가될수록 지역경제에 부(-)의 영향을 미치고 있다. 분석결과에 근거한 정책적 함의는 다음과 같다. 정부는 지역경제 활성화를 위해 비과세·감면을 시행하면서 지방세수확충을 위해 또 다른 재정보전을 하고 있으나 지역경제에 미치는 영향이 그리 크지 않고 명확하지 않다. 따라서 비과세·감면의 규모를 줄이고 세수 확충을 통한 재정지출을 고려해야 한다. 특히 시 단위 지방자치단체의 경우 지방세법상 감면제도를 정비할 필요가 있고, 군 단위 지방자치단체의 경우 감면조례에 근거한 감면제도를 정비할 필요가 있다.

Recently one of interest concern in domestic housing market is to reduce the difference of supply and demand. Exact demand estimation by accurate demand region is a essential cue to reduce the gap. This empirical study compared the data of housing subscriber's real address with estimated demand area on household movement, which are applied by advanced studies. This empirical case data is related to 3 housing development districts in metropolitan area. As a result, This study found that the real demand area has a more widened coverage compared with those of household movement one. For to establish exact demand area, we found, more complementary considerations should be taken. Especially some factors such as distance between a project site and downtown of Seoul Metropolitan City, locational competitiveness on main demand and behind demand, and development scale are more considerable variables. In additionally, we found the demand areas are influenced by housing rental types, sizes and the real estate business trends. And also, this study found those factors should be considered with housing price and locational competitiveness.

산지생태축산은 환경 친화적인 순환형의 생산방식으로 안전하고 맛있는 유기식품 등 많은 장점이 있어, 과소화, 황폐화가 진행되는 중산간지역을 활성화시키기 위한 기폭제로서 많은 기대를 받고 있다. 그러나 앞에서 기술한 바와 같이 기술적 문제에 더해 사회적, 경제적인 많은 저해 요인이 산지생태축산의 보급과 정착을 방해하고 있다. 이와 같은 과제를 극복하기 위해서는 생산자 혹은 관계단체의 노력에는 한계가 있으니 국가와 지역행정의 지원이 강화되어야 하는 것은 물론 지역주민과 소비자를 끌어들인 종합적인 지원책에 대해 검토할 필요가 있다. 산지생태축산은 21세기의 한국축산에 확고한 지위를 차지한 농법으로 중산간지역 농업의 견인차가 될 농법이다. 산지생태축산을 활성화 하기 위해서는 실효성 있는 지원책을 과감히 강구하며 다양한 제약을 극복할 방안 역시 선구적으로 마련해야 한다. 기존의 제도가 시대적으로 뒤쳐진다는 결함이 있었다면 이것을 감수해가면서 극복하는 것이 아니라 제도 개선을 하는 일이 더 중요하다. 국가나 도단위의 지역은 종래의 발상을 넘은 지역의 대처에 제동을 거는 일 없이 오히려 선구적인 시읍면의 활동을 전력으로 지원하는 자세를 가져야 한다. 그래야만 새로운 식품 농업 농촌을 고려한 창조적 농정의 실현으로 진정한 6차산업을 구현할 수 있다.

As part of the government's efforts to stabilize the people's livelihood in response to the economic downturn arising from the global financial crisis, this research focuses on a more efficient and appropriate political operation of gift certificate issuance (Onnuri, Hope Labor, regional gift certificates) to support the socially disadvantaged class and increase the income of less affluent regions to stimulate local economy through employment opportunities. This study extends beyond a short-term solution for distributors in traditional markets to provide a framework to improve regional competitiveness.

In this study, the structure and management of social group with each town, leadership with self-action and network with external organizations will be the main topic. Especially, the condition which make a communication with external organizations for localization is examined as an example of Mori village. As rice productivity has more serious problems than 1990s, many farming systems changed from rice productions to different kinds, like grapes. Particularly, this market and field started with the exchange system between local farms and cities because of the complex structure of grape circulation and increasing import for extra income. Extra income of farming is started to increase because of exchange program between local towns and cities. But, those works are concentrated on one or two leaders. It could be a burden for them. So. we need to change this into new system which the work is not concentrated to few leaders but distribute to everyone.
