  • In the period of rapid economic growth, it is possible to practice the growth policy by factors input and the regional development policy by the dispersion of growth. But, in the period of weakened growth, this model loses its theoretical and practical merit. The endogenous regional development model that can efficiently cope with a international competition and a uncertainty of international economy become an alternative policy of growth and regional development. France, which had a problem of overcrowding in the capital region by the centralized growth policy and regional development policy, phase the regional innovation system policy in order to establish the foundation of an endogenous regional development from the 1970's. The regional innovation system policy in France which pursues simultaneously the systematic regional knowledge creation and the regional development is very suggestive to the regional innovation system policy in Korea that pursues the endogenous regional development and the solution of the regional disparity.

  • This study attempts to analysis the roles of national laboratories in the context of regional innovation systems and the contribution to local economic development in the case of Taedok Science Park in Korea. It also tries comparative studies between Taedok Science Park and some European experiences. Recently the role of national laboratories as key innovation agents for regional development strategies is emphasized in European countries. In the similar context, national laboratories have explicit missions to assist in the formations of new firms and to support existing small and medium-sized enterprises in their localities. It is found that these functions are largely present and become more important in Taedok, but that the linkages between national laboratories and local firms are still weaker than some European countries. This study concludes that national laboratories in Korea should reinforce the industry-research linkages with local economic activities in the region to stimulate cooperation activities.

  • This study identifies interest and reasons for small- and medium-sized technological firms to increase their uses of Technopark for product innovation and development. To determine whether interest exists, a research model was built, based upon the innovative process that small and medium sized enterprises'experience when developing capabilities. The model was characterized by its entrepreneurial orientation, organizational culture and support of the Technopark. Small and medium-sized technological firms operating in Technopark were surveyed in the Fall of 2019. Responses were collected and analyzed using structural equation modeling. Among the findings: supporting greater uses of Technopark can impact a firm's performance positively by mediating new product development capabilities. Firms with relatively limited resources and capabilities are most likely to benefit from using regional innovation hubs such as Technopark to improve their innovative capabilities and performance. Government and Technopark need to develop and implement demand-based support programs, especially ones to focus on improving the innovation capabilities of technology-based small and medium-sized enterprises.

  • New technologies are being created and resulted as new types of fusion complex as the barrier between technology and industries are being broken and convergence is becoming more activated in the global economy of the era of fourth industrial revolution. Korea government is trying to foster innovative technologies for new technologies and new services to prepare for the fourth industrial revolution and gain global competitiveness, but many regulations make it difficult to verify and commercialize them. In response, the Korea government is pushing for the introduction of a regulation-free special zone system in which sandboxes are applied so that new technology and new service-based innovation projects can be freely commercialized through experiment and demonstration. This study aims to examine the limitations of the special zones for regional specialization development applied to the zones that are applied uniformly throughout the country and suggest ways for the deregulation special zone to be fostered as an empirical test bed based on new technologies and as a base for regional innovation.

  • According to the rise of the 4th Industrial Revolution, the need for innovation networks through cooperation between participants is increasing to respond to rapidly changing technologies and corporate environments. Especially, cooperation is essential to solve and innovate problems faced SMEs lacking human and material resources. We conducted a study to revitalize the regional cooperation network by analyzing the current status and problems of the existing SME support network. As a result, We derived a strategy to create a foundation for a regional cooperation network through reorganization of existing cooperation networks, the establishment of customized policies for SMEs, and linkage of support projects. And we derived a strategy for establishing a specialized network for regional innovation as a result of research through Establishing a network for regional bases, strategies for fostering companies by growth stage, and utilizing local data. We expect that it will help establish a policy to support SMEs by preparing an organic cooperation system between local businesses and local networks.

  • The members of Food Valley in Netherlands recognised that the networking function is the most important among demand articulation, network formation and innovation-process support. Furthermore, SMEs expect the support of internationalization from Food Valley organization. It is expected that the function of Food Valley which can establish effective network and environment for open innovation will be more significant in the future. Our government also designated Iksan as a national food cluster for preparing the growth of international food market and promoting the effective growth of domestic food industry. As noted earlier in the case of Food Valley, the government should make Iksan Cluster focus on building network for innovation and development of domestic food industry through making innovative environment between food industry and local university. And then, this food cluster will become the center of export of food products and sophistication of domestic food sector.

According to special act, a plan to transfer public institutions to local areas was publicized on June 24, 2005. Thus 175 public institutions located in the capital area will be transfered to 11 local governments, and innovative cities will be built in local areas until 2012. However, Gwangju and Jeonnam province adopted not two individual innovative cities but one common innovative city in cooperation with two local governments. This study focuses on the characteristics of location selection process of common innovative city in Gwangju and Jeonnam province. Discussion about construction of common innovative city was started in need of new model for common development of two provinces, and most of peoples agreed a plan to establish on common innovative city within Jeonnam area near Gwangju area. Gwangju Jeonnam Regional Innovation Council, in particular, played an important role in the process of location selection and initial discussion about common innovative city. In addition, Common innovative city to be built in Naju city will be provided positive regional development effects in several dimensions. In result, it has been evaluated as a successful model of innovative city to be constructed with transfer of public institutions to local areas.

  • The competition among nations has been extended to competition between localities, and the importance of knowledge activities in local areas is being emphasized. To contribute to the nurturing of highly qualified professionals and the development of local industry, the Korean government established the S&T-centric research universities including KAIST in 5 local areas. These S&T-centric research universities are top notch research centers and educational environments in Korea. However, it has been pointed out that their ability to act as local innovation hubs is limited. Accordingly, this study conducted an empirical analysis on the outcomes of the S&T-centric research universities by dividing them into two categories, Mode 1 and Mode 2, and comparing them with those of other general universities. It was found that the outcomes of the S&T-centric universities were higher in Mode 1, but lower in Mode 2, than those of the general universities. Furthermore, the S&T-centric universities are not connected very much to the region's specialized industries. It was difficult to find any evidence that the S&T-centric universities differ from the other universities in terms of their outcomes or activities as they were initially envisaged.

  • In the context of an increased demand in universities' expansion of networks between other innovation actors, this research attempts to make a comparison on university-centered SCIE knowledge networks between regions. Using regional comparison, we have looked into these networks in regards to their characteristics, the importance of regional boundaries, and the effect of the regional industrial policy. As a result of this comparative analysis, we discovered that the point universities and research universities hold high centrality in regional knowledge networks, and that the characteristics of regions are reflected into this network. For instance, the Gyeonggi province had a preeminent level of industry-academy relationship, while for Daejeon it was public research institutions and academy, and Gangwon province it was between academy between academy. As a network analysis based on journals above SCIE levels, regional boundaries were not very clear in the network structures. However, within these boundaries, the impact of regional industrial policies were proven to be stronger in the Gang-won province where the academy-academy network was most prominent. The implication of this research outcome is that for regional innovation, government should more actively implement policies that can link academic institutes' knowledge to industry by expanding knowledge networks. In addition, we emphasize on the necessity of a regionally-appropriate policy, rather than a generalized industrial policy. And fundamentally, in regards to innovation, establishing a sound industrial infrastructure for regional development and efforts to link relevant actors are required.
