A Selection of Artificial Surveillance Zone through the Spatial Features Analysis of Crime Occurrence Place (범죄발생지점의 공간적 특성분석을 통한 인위적 감시지역의 선정)

  • In modern society, there has been an increase in needs to protect the life and property of the people, because the number of various crimes is on the increase due to the sudden and complicated changes of the urban environment. For the needs, security persons in the urban area are expanding the role and skill of police for more effective crime prevention and surveillance, although the number of policeman/woman is insufficient and their tasks are hard. Recently, a system to observe and prevent crime in effective has been introduced by using such an artificial surveillance device as CCTV to monitor focusing on one area for 24 hours. However, the system brings such problems as the insufficiency of systematic criteria to install surveillance device and the invasion of privacy. Therefore, in this study, artificial surveillance zones to monitor crimes are selected by applying spatial features between artificial surveillance devices including CCTV and crime occurrence place, and using GIS spatial analysis techniques. As a result of selecting, it's found that the number of CCTV is absolutely insufficient and spatial distribution is not fully considered in the existing location of installed CCTV.

  • The need for recognizing the crime in the urban spaces as a social problem and finding out specific approaches such as the study of space design and various guidelines for crime prevention is increasing. In this regard, "Crime Prevention Through Environmental Design" (marked as "CPTED") is actively underway. Yeomri-dong Salt Way is the first place to which the Seoul Crime Prevention Design Project was appled. The business objective of improving the local environment has been implemented rationally through cooperation and voluntary participation between subject of the project executives and community members. Since its efficiency has been proven, the sites have been expanded since then and becomes a benchmarking example of each local government.This kind of problem solving effort has the same context in purpose and direction of the 'Village Art Project' which has been implemented since 2009 with the aim of promoting the culture of the underdeveloped area and encouraging the participation of the residents by introducing the public art. It is noteworthy that this trend is centered around the characteristics of community functions and values. The purpose of this study is to propose the application method of community furniture as a way to increase the efficiency of CPTED to improve the 'quality of life' of residents. To do this, we reviewed CPTED, community design, public art literature and prior research, and identified the problems and implications based on the site visit Yeomri-dong of Seoul and Gamcheon Village of Pusan which is the successful model of "Seoul Root out Crime by Design" and 'Maeulmisul Art Project' respectively. The common elements of the two case places identified in this study are as follows: First, the 'lives' of community residents found its place in the center through the activation of community by collaborative activities in addition to the physical composition of the environment. Second, community design and introduction of public art created a new space, and thereby many people came to visit the village and revitalize the local economy. Third, it strengthened the natural monitoring, the territoriality and control, and the activity increase among the CPTED factors. The psychological aspect of CPTED and the emotional function of public art are fused with the 'community furniture', thereby avoiding a vague or tremendous approach to the public space through a specific local context based on the way of thinking and emotion of local people and it will be possible to create an environment beneficial for all. In this way, the possibility and implication of the fusion of CPTED and public art are expected to be able to reduce the social cost through the construction of the crime prevention infrastructure such as expansion of the CPTED application space, and to suggest a plan to implement the visual amenity as a design strategy to regenerate city.

A Study on the Characteristics of the Spatial Distribution of Sex Crimes: Spatial Analysis based on Environmental Criminology (성폭력 범죄의 공간적 분포 특성에 관한 연구: 환경범죄학에 기반한 공간 분석)

  • The interest in the prevention of sex crimes and social secure is growing as the number of cases by sexual offences becomes higher. Although various punishable ways have been introduced so far, increasing sex crime is still going on. Thus, effectiveness of legal systems for preventing crimes is questionable. More recently, the approach for environmental criminology has been paid attention for reducing criminal opportunities through environmental design and management of crimes. This study attempts to look over the spatial distribution of sexual crimes in the context of environmental criminology, and examine the correlation between regional environmental factors and the occurrence of sexual crimes empirically. To do this, we visualized the map for sex crimes at the macro-scale and explored the spatial distribution of sexual crimes and spatial clusters based on various spatial statistics using sex crime data published online by the ministry of gender equality and family. Also, we derived the environmental characteristics of sexual crimes by multivariate regression analysis on a large number of explanatory variables of regional environment. Our results will help to understand the current situation and spatial aspects of sex crimes in the nation more realistically. Further, it is respected that our results might be useful basic information for establishing regional policies and plans for the prevention of the sexual crime and enhanced public policing.

A Study on the Role of Service Design in Creating Resident-driven Safe Community (주민주도형 안전 공동체 조성에 있어 서비스디자인의 역할 탐색)

  • With an increase in urban crimes in various forms, this study is intended to analyze the effectiveness of the service design that presented a new model resolving crime risks through differentiated thinking paradigm and problem approaches. The empirical case addressed in this study is 'the project to create resident-driven safe community in Duryu-dong, Dalseo-gu, Deagu though service design'. This project is evaluated as having prepared a prevention-oriented local safety system through a preemptive and resident-centered process. The project was promoted as a 'natural monitoring capacity building program' for residents to prevent local crimes, a 'social role expansion program' for local safety, and 'crime prevention environment design', which provides comprehensive solutions for residents' safety. Here, designers act as exerts in designing a task-based platform that can be driven by residents rather than a visual environment improver, and reorganizing the local ecosystem by expanding the opportunities for residents to interact. This case identifies the role of service design as binding the solidarity of local residents beyond the improvement of the crime environment and giving them the potential capacity to maintain a safe living space in relation to a safety issues of community.

Methodology of Identifying Crime Vulnerable Road and Intersection Using Digital Map Version 2.0 (수치지도 2.0을 이용한 범죄 취약도로 및 교차점 식별기법)

  • As interest in social safety has recently increased at the national level, the various activities which can effectively prevent crimes are being carried out. Because the existing maps related to crimes provide the information about the present condition of crimes by administrative district for users, women and pedestrians who go by night could not actually grasp safe roads in advance. Therefore, this study developed the methodology that can easily extract dangerous areas due to crimes by the digital map 2.0. In the digital map 2.0, location and attribute information of center-lines of roads and building layers were used to find dangerous areas of crimes in these layers. Pavement materials and road width which are already built by the attribute information were used in the center-lines of roads. Crossing angles that roads and roads cross each other were additionally extracted and utilized. The attribute information about building types were input in the building layers of the digital map 2.0. The areas that are more the threshold values set by totaling up all the risk scores when considering pavement materials, road width, crossing angles of road, and building types in the center-lines of roads and road crossings were extracted as the dangerous areas that crimes can occur. Verification of the developed methodology was done by experiment. In the spatial apsect, the dangerous areas of crimes could be found by using the digital 2.0, roads, and building layers only through the experiment. In the administrative aspect to prevent crimes, additional installation of safety facilities such as street lights and security lights in the identified areas which are vulnerable for crimes is thought to be increasing safety of dangerous areas.

  • A purpose of this study is to enhance the concern and cognition of people and to search for the effective approach on the control of crime arson which is increasing recently. To accomplish this purpose, it is important to organize three other factors, such as enforcement and strengthening of residents self defense system about fire, establishment of more complicated arson control system of the public agency, and strengthening the correction activity of arson psychologically. It is necessary to construct the cooperation system between community police and fire police and to enforce the friendship between residents and public agency.

  • Modern society is experiencing a variety of crimes, and to prevent crime is being studied. Existing studies related to the crime of crimes that occur on spatial analysis and geographic information, or to analyze the type of criminal offense of studies have been conducted, However the existing studies of the geographical and psychological crime that occurs throughout the study area and by analyzing the motives for the crime prevention research is the most. In this paper, we introduce Markov processor model for predicting the crime is present. Of several crimes, murder, government official crimes, the incidence of violent crime has occurred over time by using the predicted incidence of crime. Presented in this paper, predictive modeling is used in a crime occurred in the average duration of the overall average number of crimes that occurred in the one-year average, which recently labeled as the average prediction was compared to if you can increase the likelihood, recent average to apply to increase the probability of the prediction that crime have been investigated.

  • In recent years, the occurrence of life and violent crime in the city centered on crime-prone areas has become a big issue, raising the public interest in safety from crime has been higher than ever. As the initial response to crime and the importance of crime prevention are emerging, the government is preparing various measures such as crime prevention service using advanced technology. This project is a demonstration project to select specific target sites and apply that on a trial basis with the main purpose of commercialization of intelligent crime prevention technologies and services. In order to spread the business through the demonstration project, it is expected that the practical economic evaluation as well as the academic and practical value of the project will have a great significance. In this study, the purpose of this research is to derive economic feasibility through technologies and services to be implemented in Indokwon district of Anyang city, which is selected demonstration site of the intelligent security, to promote the spread of business and contribute to the policy activation.

A Study on the Utilization of Private Security for Preventing School Violence (학교폭력 예방을 위한 민간경비의 활용방안)

  • School violence is now considered not only as a problem for a victim and a offender themselves, but also as a social problem that requires responsibilities of school, home, society, and even nation. Crimes and risk factors are various inside and outside of school. In terms of solving those problems, this study examines the actual condition of school violence among students. In addition, it is considered what efforts are conducted by police to establish a safe school environment and the problems that derive from it. Futhermore, this study aims to discuss the ways of using the private security with regard to dealing with school violence. In this society, the expectation of security service from the police is increased as time passed. However, police has limited resources, thus it is beyond their practice. Policing has changed from being monopolized by government to cooperating with various security agents. Community is not considered as the subject for enforcing the law anymore, but as the cooperator for effective policing. With regard to the limitation of police force, using the private security is an effective alternative. Therefore, it is required that private security should be assigned legal authority and shared information with schools in order to patrol the blind spot. Finally, school violence prevention efforts should be conducted by applying physical and electronic security.

A Study on the Direction of Policing for Effective Disaster Prevention and Management (효과적인 재난 예방 및 관리를 위한 경찰활동 방향)

  • The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.
