본 논문에서는 아동은 성인에 비하여 신체적 정신적으로 미성숙하며, 특히 범죄에 있어서는 스스로 대응할 수 있는 능력이 부족한 존재로서 우리 사회 전체가 함께 협력하여 범죄로부터 최우선으로 보호하여야 할 대상이다. 그리나 최근 아동을 대상으로 하는 강력범죄 및 학교 내외에서 발생하는 범죄들이 지속적으로 증가하면서 해마다 이에 대한 대안 및 정책들이 쏟아져 나오고 있다. 아동들은 주로 학교나 통학로, 주거지를 비롯한 주요 활동범위 내에서 범죄 피해를 당한다. 이러한 범죄의 피해를 예방하기 위해 도입된 '환경설계를 통한 범죄예방 기법 (CPTED)'은 도입 초기에 기대와는 달리 지역사회와의 고립이 초래되고, 일률적인 학교 시설 내에 CPTED가 범죄의 사각지대를 만드는 등의 부작용이 초래되고 있다. 또한 지역사회의 아동대상범죄 예방활동 역시도 지역 내 소통부재 및 예산확보 문제 등으로 지역 내 시설의 차별이 생기기도 하며, 제대로 된 범죄 예방활동이 이루어지지 못하고 있는 실정이다. 이에 본고에서는 CPTED의 가이드라인 제정 및 공간의 차이를 통한 다양한 기법의 적용방법을 모색하여 학교 내 시설에서의 아동대상범죄를 예방하고, 전 세계적 추세의 통한 아동안전친화도시 조성을 위한 조례제정 및 기본원칙을 제언하고자 한다.

지역사회경찰활동은 범죄와 무질서, 그리고 범죄에 대한 두려움을 줄이고자 고안되었고, 또한 지역사회의 명백한 요구와 수요를 충족시키기 위해 나타나게 된 하나의 철학이며, 전술이 아니라고 할 수 있다. 지역사회 경찰활동의 기본적 목표를 단순한 범죄의 사후적 통제로부터 더 나아가 범죄예방, 범죄에 대한 시민의 두려움 감소, 공공서비스 강화를 통한 시민생활의 향상으로 확대하여 사전적 예방에 중점을 두고 있다. 우리경찰에서는 현재 지역사회 경찰활동에 관한 여러 가지 정책을 시행해오고 있으며, 이러한 지역 사회경찰활동과 더불어 조현오 경찰청장의 경찰성과주의는 2010년 6월 이후 커다란 이슈가 되어 현재 경찰조직에서 사용되는 평가의 척도로 사용되고 있다. 본 연구에서는 사후적 대처의 성격이 강한 경찰성과주의와 사전적 예방활동의 성격이 강한 지역사회경찰 활동의 주된 내용을 살펴보고, 두 정책의 괴리현상에 대한 문제점을 살펴보도록 한다.

Recently, crime prevention is away of important criminal justice policy and police activity also pursuit different change compare to the present times. After modern times, as get to know crime control change, eventually on the basis of experience that crime prevention is best way of crime control, what come out with new sight angle for the role of police is community policing. And emphasis points in police activity are variety of police activity, positive entry of community. In relation to this, we are learning crime prevention of the U.S.A and the program of community policing through crime prevention theory books that published in domestic. Then, there are misunderstanding possibilities that the programs which introduced relation books are doing someways all around the U.S.A In this research two cities san mateo county. california, of the U.S.A made a choice, and is going to search main crime present condition of these cities and really done community policing program or crime prevention program operation case.

주민의 안전한 생활은 삶의 가장 기본적인 요건으로 범죄는 불안감이 가중되어 삶의 질을 저하시키는 주요 요인이라 할 수 있어 범죄예방을 위한 다양한 정책 중 환경설계를 통한 범죄예방(CPTED)의 필요성이 대두되고 있는 실정이다. 따라서, 지역사회 커뮤니티 형성, 범죄예방 정책 수행 및 각종 인프라 구축 등을 위한 범죄예방 도시디자인 가인드라인 수립이 필요한 것으로 판단된다.

The occurrence of complicating, multilateral social condition demands the strategy for facing many social state and consolidating public security against criminal loss. The lacking ability of local police for preventing crime can't satisfy the demand of security and can't get rid of fear of crime. At last, it brings a distrust of public confidence and became a factor of serious social crisis. We have problems - not only making an alternative plan for preventing crime, but also introducing CPTED(Crime Prevention Through Environmental Design) by environmental design, to expect crime prevention and to select systemic crime prevention system and the most suitable model. And we have a goal - to recognize the importance of guard activity for local crime, analyse public safety activity in community & focusing guard activity as a strategy for them, apply CPTED in police and private security company as a local crime prevention & setting effective model, and, make it as an index for preventing & dealing with intellectual, brutal crime. The rapid growth in the guarding-activity field lighten the burden of police for crime-prevention. But the misjudgement of some people blocks it to be settled institutionally. It needs to reconsider what is the effective crime-prevention method, at this point of time when the all parts of a nation changing into unlimited competitive, private self-control system.

The first thing we can consider to prevent juvenile delinquency is to punish those criminals. However, this is not always the proper solution. In consideration to the feature of juvenile period when they lack in proper judgment it is better to provide education than punishment so that they are not branded as criminals in our society. Also, by returning to the society, they can obtain social techniques and obtain the opportunity of making contribution to the society, which is also good for their career development. Combining international examples on juvenile delinquency prevention, there is a need to comprehensively evaluate level of probation and risk exposure of juvenile based on placement matrix of comprehensive strategy program in the US. Also, control solution by juvenile crime development phase should be made. In terms of control treatment based on crime phase, crime history should be considered when applying control. For the subject of preventing juvenile crime, it shouldn't be legal organizations like before but shall be home, school, local society, and legal organization together.

범죄예방이 무엇보다 중요한 형사정책의 한 축으로 자리매김 하면서 경찰활동도 다양한 변화를 추구하고 있다. 근세 이후 범죄통제경향의 변화에서도 알 수 있듯, 종국적으로는 범죄예방이 범죄통제의 최선이라는 경험을 바탕으로 경찰의 역할에 대한 새로운 시각의 등장과 더불어 나타난 것이 오늘날의 지역사회경찰활동이다. 이와 같은 경찰의 지역사회활동과 관련하여 본 연구는 미국 캘리포니아 북부에 위치한 산마테오카운티 보안관실의 C.A.R.O.N프로그램에 대하여 살펴보고자 한다.

오늘날의 경찰활동의 가치는 범죄통제에 초점을 두는, 즉 범죄진압을 강조하는 사건지향적인 경찰활동이라 할 수 있는 전통적인 경찰활동에서 순찰 등의 강화를 통한 범죄예방에 중점을 두는 지역사회 경찰활동으로 그 중심이 옮겨가고 있다. 이러한 지역사회 경찰활의 철학을 실천하는 전략으로서 문제지향적 경찰활동이 강조되고 있다. 이에 본 연구에서는 도시범죄와 관련하여 현실적으로 범죄문제에 대응할 수 있는 범죄예방전략인 문제지향적 경찰활동의 이론적인 틀을 모색하고자 하는데 연구의 목적을 두었다. 이를 위해 문제지향적 경찰활동의 기본적인 개념과 특징, 그리고 문제지향적 경찰활동 실천의 핵심인 SARA모델과 사례를 살펴보았다.

Recently, in contemporary society, because of the international economic crisis and the increase of unemployment, there are dangerous crime elements that threaten the safety of citizen. The Safety from the crime is important as much as existence of need. Therefore, in order to make the safety of community, the government needs to make the best effort. In everyday life, crime is the fear of the target. Therefore, if the government can not solve the crime problem, the quality of citizen's life can not improve. In order to safety of community, this study is the one of the crime prevention diagnosis about shopping district and shopping mall. Also, this study can apply to the policy. If this study can apply to the policy, the safety of citizen's life will be protecting. The content of this study consist of introduction in chapter 1, theoretical consideration in chapter 2, foreign crime prevention diagnosis evaluation in chapter 3, crime prevention diagnosis in chapter 4 and conclusion in chapter 5.

In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.
