Changes in Parenting Support Policy and Opening Day Nurseries to Local Communities in Japan (일본 자녀양육지원정책의 변화와 보육소의 지역사회 개방(開放))

  • This study reviews recent changes in parenting support policy in Japan, and examines the roles and functions of day-nursery as the base for parenting support in the local community. The purpose of this study is to provide implications for the direction of the parenting support policy and child-care facilities for the local communities in South Korea. The analysis concentrates on the official national reports such as the Declining Birthrate White Paper and Japan's National Guidelines for Care and Education at Day Nursery by the Japanese Cabinet Office. The study finds that the Japanese government has introduced comprehensive medium and long-term policies for all the members of the community with recognizing the changes in the domestic and foreign child-rearing environments and social needs. These policies have also helped to improve the social awareness of parenting. The role of the day-care center has been raised as a significant part of the support for child-rearing in the local community due to the revision of the Child Welfare Act for nursery school teachers in 2001 and the official announcement of Japan's National Guidelines for Care and Education at Day Nursery in 2008. The study also concludes that the social responsibility of the nursery center has been strengthened by being utilized as a public resource for the community. From the findings, we can elicit the conclusions and implications that the roles and functions of child care centers as a significant base for parenting support in the local communities need to be considered. We also listen to the voices of stakeholders such as parents and staff of child care centers. Last but not least, we would understand the social role and importance of bringing up children by cooperation of the community members, and promote the role of child care centers as a central place providing and communicating information on child-rearing in the local communities.

A Study on the Food Security for Low-income Older Adults: A Case Study on Meals on Wheels Project in Seoul (저소득 재가노인의 식생활 보장에 관한 연구: 서울시 저소득 어르신 식사배달사업을 중심으로)

  • It is important to maintain a healthy dietary habit to enjoy better health and quality of life in later life. However, taking care of one's dietary lifestyle at an older age may be a challenge. Especially, community dwelling low-income older adults are one of the most vulnerable population in regards to holding a well balanced healthy diet. The purpose of this research is to identify the current status of food delivery services for low-income older adults and explore related issues. In order to achieve the aim, this study conduced two sets of focus group interviews with 8 nutritionists and 7 social workers in Seoul. According to the research results, there are issues related to meals on wheels such as vague eligibility, poor operation conditions, work overload, and difficulty in realizing customized meal delivery. Food security for low-income older adults is a prerequisite for aging in place. It is necessary to discuss the ways to create favorable operating conditions to deliver customized meals and manage nutrition and hygiene from the perspective of social work.

A Study on the Development of Human Resources and Management System Model for Home-based Welfare Services in Pusan (재가복지서비스를 위한 인적자원개발 및 관리체계모형에 관한 연구 -부산지역을 중심으로-)

  • The purpose of this study is to develop human resources and management system model for home-based welfare services. For the purpose of the study, both of method of literature review about home-based welfare services and previous research and survey were used in the study. The subjects of the survey were Junior and senior high school students, the employed, housewives, the disabled, and the aged. They were considered as human resources for the home-based welfare services. Based on the result of the survey and related theories, the study suggests the model for the development of volunteers and management system composed of recruitment, education and training, disposition, management and supervision, and evaluation for home-based welfare services. Assuming linking and cooperation between volunteer center and agency using volunteers which provide home-based welfare services, the model was developed. The role of volunteer center is recruitment, education and training. The agency using volunteers is responsible for education, disposition, supervision, and evaluation related to practice. In the stage of recruitment, elaborating strategy considering characteristics of group was suggested. In the campaign, use of mass media, selection of timing, equal opportunity for all group were suggested. Also outreach strategy as a effective recruitment strategy was presented. In the stage of education and training, method and content of education in each stage of primary education and re-education were presented. In the stage disposition, method and content for the right volunteer in the right place were suggested. In the stage of management and supervision, supervision by coordinator and necessity of using volunteers as para-professionals was suggested. Also the necessity of program operation for volunteer maintenance and management was discussed. In the stage of evaluation, time, main body, and method of evaluation was suggested.

The Provision Structure and Voucher Operating System in Korean Community Social Investment Service - Focusing on the Early Intervention Service for Children at the Risk of ADHD - (한국의 지역사회서비스 투자사업의 공급구조와 바우처 작동기제에 관한 연구 - ADHD 아동 조기개입서비스를 중심으로 -)

  • A notable recent change in Korean social service delivery is adopting voucher system. A significant portion of foreign literature suggests that the structure of service provision is critical to enhance consumer choice in voucher-based social service delivery system. As domestic research on voucher operation system is very limited, little is known about voucher-based social service provision structure and operating system. Given these limitations in the domestic literature, this study aims to examine the status and effectiveness of voucher-based system with specific focuses on the provision structure of early intervention service for children at the risk of ADHD. Data were collected from 194 service providers across the nation. Based on Cave's analytic paradigm on voucher operating system, data analyses were done to examine (1) the influence of adopting voucher system on service provision system and (2) whether consumer choice has been increased or not. The results indicated that (1) adopting voucher have brought into diversification of service providers, but (2) consumer choice is still limited. Based on these results, future directions for voucher-related policy were discussed.

  • As an exploratory research to understand the nature of relationships between harbors and their neighboring communities, this study analyzes how harbors influence their residents' quality of life(QOL). The QOL was measured by 18 indicators reconstructed by reviewing relevant literatures. As a result, both Busan and Incheon were found to have statistically significant influence on many of QOL indicators including general expenditure per capita, number of manufacturing factories per capita, rate of housing supply, number of financial agencies per capita, number of cultural assets per capita, number of schools per capita, number of sick-beds per capita, and the size of welfare expenditure per capita.

A Study on Promoting Inter-organizational Linkages for Vocational Rehabilitation of People with Psychiatric Disabilities : Focusing on Linkage Experiences and Predictors (지역기반 정신장애인 직업재활수행기관간 연계강화에 관한 연구 : 연계경험 및 예측요인 분석을 중심으로)

  • This study is to explore experience on the inter-organizational linkages for vocational rehabilitation of people with psychiatric disabilities and to find out predictors affecting the linkages. This study used triangulation a way as to combine the advantages of both the qualitative and the quantitative approach. The qualitative approach is based on grounded theory by Strauss & Cobin. The quantitative research used the samples of 122 organizations, and was analyzed by multiple regression & logistic regression. The results are as follows. First, as results of in-depth interview, interviewees perceived linkage experience as 'turning the eyes on the other organization in community', namely 'the pursue of collaboration'. This concept is classified four types: initiative, cooperative, authoritative and passive type. Second, according to Tobin(1986)'s five phase of the closeness of inter-organizational linkages, our linkages were found to be in third phase, "coordination". Finally, predictors of the attempt of having linkages & linkage strengthening were analyzed by logistic regression & multiple regression. 'The experience of professional training on people with psychiatric disabilities' and 'the resource dependency' have statistically significant relation with the attempt to have linkages. 'The length of current service', 'the experience of professional training on people with psychiatric disabilities', and 'recognition about other organizational activities' are significantly related to strengthening linkage. Based on the results of this study, alternatives for promoting inter-organization linkages for vocational rehabilitation of people with psychiatric disabilities were proposed.

Factors Influencing on the Turnover Intention of Female Care Workers (돌봄 여성 노동자의 노동특성이 이직의사에 미치는 영향)

  • The purpose of this study is to analyze and find the relative importance of the factors impacting on the intent to leave among the female care worker's the labor properties, Total 540 questionnaire were distributed and collected from 387 female care workers working at the area of Daegu and GyeongBuk. The logistic regression analysis was used to analyze the relative importance among the factors. The results of the study are the followings: Academic ability, lower subjective-evaluation of remuneration, non-business contracts, labor intensity, the relationship between the user, the relationship between the agency providing are factors influencing on the turnover intention. In other words, higher education, lower subjective-evaluation of remuneration, more work than the contract, higher labor intensity, the female care workers have higher probability of turnover intention. Based on the results of the study, this paper suggests some implications as policy and practice.

Impact of Conflict within Social Welfare Organization on Job Performance : Moderating Effect of Participatory Decision-making (사회복지조직 내 갈등이 직무성과에 미치는 영향 : 참여적 의사결정의 조절효과)

  • This study sought to find out the impact of conflicts in social welfare organizations on job performance and to find out the effects of controlling participatory decision-making in their relationships. To that end, a survey was conducted on workers at social welfare centers in Seoul, Gyeonggi Province and Chungcheong Province, and 360 copies were finally used for analysis and Correlation and hierarchical regression and statistical significance analysis of the adjustment effects were performed. As a result, conflicts within the organization, job performance, and participatory decision-making showed a negative correlation, and as participatory decision-making in the relationship between conflict within the organization and job performance showed a controlled effect, the impact of conflicts within the organization on job performance was reduced. These results suggest that participatory decision-making can alleviate conflicts within an organization and at the same time increase job performance. Based on this, the following suggestions were proposed: They include conflict management strategies in the guidelines for social welfare subjects, establish guidelines for conflict management, provide training for workers, engage workers in employee evaluation and compensation system development, and operate permanent organizations such as the Conflict Handling Committee after investigating conflicts within social welfare organizations.

A Study on the Vitalization Way of Gyeonggi Women's Center: Centering on Gyeonggi-do (여성회관의 활성화방안에 관한 연구: 경기도를 중심으로)

  • In order to practically activate women's policies, it is necessary above all to develop programs for women's empowerment and to activate women's centers, which serve as a base for promoting women's welfare. To this end, the problems of the Women's Center were considered, and the history, function, and operation aspects of the Gyeonggi Women's Center were analyzed. Looking at the results of the analysis, first, the Gyeonggi Women's Center uses its current functions to spread the awareness of gender equality, and in order to promote women's social activities and welfare, it is necessary to integrate functions and form a network from a paradigm perspective. Second, in order for the Gyeonggi Women's Center to take the lead in the role of an integrated community center, it is necessary to explore the vitalization of city and county networks. Third, the development and support of internal and external resources is necessary to establish women's governance, and the Gyeonggi Women's Center needs to be responsible for the coordinator's role. Fourth, Gyeonggi Women's Center should strive to resolve regional imbalances through close communication with the Gyeonggi Women's Center Council. Based on the results of this analysis, a plan for the Gyeonggi Women's Center was suggested.

A Study on Application of Family Group Conferencing Model in Korean Child Protection: Focus on Family Group Conference in New Zealand (한국 아동보호체계에 있어서의 가족의사결정모델 적용가능성에 관한 연구: 뉴질랜드의 패밀리그룹컨퍼런스 제도를 중심으로)

  • The model of family decision-making in child protection has been widely discussed and adopted in many countries. The purpose of this study was to introduce the model and, then, investigate whether this process is applicable in child care and protection services in Korea. The main goal in the study has been to explore the philosophical and practical foundations of the family involvement approach in decision-making and describe the international applications of the model. Family group conferencing, originally developed and enacted in New Zealand, has been critically examined. The potential contributions of the study may include seeking a more effective intervention for child protection through determining whether the model is appropriate or desirable in issues of philosophy, practice and policy within the Korean culture.
