Analysis of Waiting Time in a Data Broadcast System using User Cache (사용자 캐쉬를 사용한 데이터 방송 시스템에서의 사용자 대기시간 분석)

  • 데이터 방송은 무선 통신 환경에서 많은 사용자들에게 정보를 전달하는데 있어 효과적인 방안으로 주목받고 있다. 데이터 방송 시스템에서의 중요문제 중 하나는 사용자 기다림을 최소화하는 것이다. 사용자 대기시간을 줄이는 데는 두 가지 접근법이 있다. 하나는 대기시간을 최소화하는 방송 스케쥴의설계이고 다른 하나는 사용자 시스템이 지역 메모리를 캐쉬로 이용하여 사용자 요구에 즉각 응답하는 것이다. 이두 가지 접근법은 동시에 적용되어 전체 성능을 보다 좋게 할 수 있다. 효율적인 방송시스템의 설계 및 구현을 위해서는 방송 스케쥴, 캐쉬 크기, 캐슁 정책등 여러 가지 요인을 종합적으로 고려하는 것이 필요하다. 본 놈누에서는 WWW과 같이 정보 항목들간에 구조적 연관 관계가 존재하는 시스템에서 앞서 기술한 여러 가지 요인을 함께 고려하여 방송 시스템의 성능을 분석하였다. 분석적 기법을 이용하여 채택한 방송 스케쥴 캐슁 정책의 조합으로 얻을수 있는 시스템 성능의 하한을 구하였다. 이 결과를 이용하면 여러 가지 시스템 구현 방안간의 성능 비교가 가능하며 이를 통해 효과적인 방송 시스템의 설계 및 구현이 가능할 것이다. 우리는 분석의 타당성 검증을 위해 시뮬레이션을 수행하였다.

Media Policy of the Third Republic and the Local Newspapers : focused on the case of Busan (박정희 정권의 언론 정책과 지역 신문: 부산 지역을 중심으로)

  • The purpose of this study is to analyze the media policy of the Third Republic and its influence on local newspapers in Korea. Just after the May 16th coup Military Government enforced the press merger and abolition and in 1962 announced the direction of the media policy and its implementation standards. These standards had a serious impact on local newspapers. It had resulted in weakening the reporting activities and aggravating the financial difficulties of the local newspapers. The media policy in 1971, which was in the form of self-purification resolutions of media corporations limited the dissemination and weakened the activities of local newspapers. By these measures the centralizing to Seoul of the media had to be deepened. The industrialization policy promoted by the Third Republic exacerbated this centralizing process.

A Study on Possibility of RO as a Local Media (지역매체로서의 중계유선방송(RO)의 가능성에 대한 연구)

  • This study attempted to analyze background and industrial difference of RO and SO. RO was launched for solving a problem of terrestrial broadcasting. After solving a problem of terrestrial broadcasting system, RO has played a roll as a local media. On the other hand, SO was launched by government's policy so SO has been protected and brought up by government. Because market of RO and SO is overlap and competitive, RO has been restricted by government for issuing new license and renewal of permission. Presently, environment of media has been changed very dramatically, so various niche media are needed for various customer's needs. In addition, local media are in trouble of playing a role as a public broadcasting service in Korea. Therefore, RO might be a good solution. In this study for the analysis of the user's needs a survey was conducted. This study shows possibility of RO's roll and function as a local media.

An Evaluation of Broadcaster Licensing Policy in Korea since 1990 (1990년 이후 방송사업자 인허가정책에 대한 평가)

  • This study analyzed the trends of broadcaster licensing policy during 1990-2001 in Korea. It is to seek the answers about how the examination standards and procedures applied to broadcaster licensing has been changed for the last decade. For the purpose this study inquired six cases such as private broadcasting licence (1990 October), cable TV program provider licences(1993 July), cable TV system operator licences(1994 January), private local broadcaster licences(1994 July), satellite broadcaster licence(2000 December) and cable TV home shopping channel licences(2001 March). It examined the degree of specification and measurement of the standards based upon the government white paper; average points per item, average points per quantitative item, and average points per qualitative item etc. The government hadn't opened the standards and procedures how it licensed broadcasters until 1990 and the uncertain attitude brought distrust on the government broadcasting policy. The first white paper about broadcaster licensing was made in 1994 after cable TV broadcaster licensing was finished. The results indicated that Korean broadcasting licensing policy rapidly developed in the dimension of transparency from 'a secret room policy' to 'a sunshine policy' for the last decade. But it still needs improvement in the dimension of fairness of examination. Now one of the main distrust is the ratio that the one of qualitative examination standards are much more than the qualitative one.

  • 최근 3D콘텐츠에 대한 주목, N-Screen 환경조성, 종편사업자등장 등의 환경 변화를 배경으로 방송영상콘텐츠산업이 급성장 하고 있다. 그리고 그 중심에 스마트 콘텐츠가 있고, 스마트 콘텐츠를 제작하는 과정에 중요한 역할을 하는 CG, VFX 로 대표되는 특수 영상분야가 주목받고 있다. 고양시는 이러한 시대변화를 앞서 읽고 CG/3D 기업육성, 아쿠아스튜디오 조성 등 타지자체와 차별화된 정책을 추진하여 관련 분야에 경쟁력을 확보하여 지역경제 활성화를 위한 블루오션을 개척하였다. 이에 본 논문은 고양아쿠아스튜디오의 현황 및 향후 가능성을 보고자한다. 고양아쿠아스튜디오가 단순한 개별시설로서 활용되는 것이 아니라 고양시의 방송영상 로케이션, 후반작업 등 문화산업의 가치사슬인 기획-제작-후반작업-배급 등과 연계되어 상승작용 하므로 지역경제 활성화 기여할 수 있는 가능성에 대해 고민하였다. 고양아쿠아스튜디오의 가능성으로 문화산업기반 조성 확대, 폐정수장을 문화산업을 테마로 재활용하는 도시재생의 시범사례 그리고 기업의 방송영상제작환경 제고와 고양아쿠아스튜디오의 테마(Theme)공원화 등을 제시한다.

  • This article researched the changes of terrestrial local broadcasting companies in a crisis of management. According to the following: First, the structure of the internal organization of local broadcasting companies has been changed to put more emphasis on 'management'. Second, most of the interviewees responded that this change was an inevitable choice. However, some responded that their 'role identity' was changing in a negative direction. Third, these changes have led to the emergence of programs that could undermine public interest. It also showed an increase in the production of 'funding-based' programs and 'mobile first' programs.

  • This study looked into coping strategies of local terrestrial broadcasting companies in the media market, since the introduction of comprehensive programming channels was confirmed. Local terrestrial broadcasting companies vulnerable to market competitiveness are driven more out to the difficulty of survival in a limited advertising market with the advent of comprehensive programming channel. and Local terrestrial broadcasting receive discriminative application than comprehensive programming channel. They have reverse discrimination in must-carry, broadcasting area, programming regulation, advertisement regulation, broadcasting development fund. Hence, Local terrestrial broadcasting needs diverse countermeasures at difficult media circumstances. Above all, Competitive content reinforcement is desperately needed. That's why content distribution structure needs diversification. And, It is necessary for local terrestrial broadcasting companies to diversify the content distribution system. As a way to expand distribution structure of local broadcasting, the introduction of local programming regulations for total amount will be highlighted in the nationwide network program. The mandatory policy that programs produced by local terrestrial broadcasting companies will be broadcast regularly in prime time through a nationwide network is an example. In addition to developing high content independently, 2nd Multiple channels of distribution is needed. It has to be supplied to various platforms including local broadcasting, SO and etc. In addition, it is necessary to activate regional co-production program between local terrestrial broadcasting companies and regions. Time rate between central stations and local terrestrial broadcasting companies must be distributed practically. And also, local terrestrial broadcasting companies in addition to ad revenue model to themselves and their own businesses by expanding the sponsorship to strengthen the competitiveness will have to nurture self-sustaining. Moreover they must have enlarge economy of scale through widen of broadcasting area.

A Study on the Management of Local Channel and Renewed License of Cable TV System Operator in Korea (케이블TV SO의 지역채널 운영 및 재허가 심사에 관한 연구)

  • This study explores the management of cable local channel and its related issue of renewed license. Programming of the local channel is the special obligation duty on the cable system operators(SO) under the article 70 (3) of the Broadcast Act. The law provides that SO should operate a local channel which produce, program and transmit the local information, a broadcast program guide and the official announcement items etc. under the conditions as prescribed by Presidential Decree. And the article 55 of the Enforcement Decree defines the scope of broadcast program which transmit through the local channels. And the Korea Communications Commission(KCC) grants a renewed licence 3-5 years based on the level of contribution to the development of local community under the article 31 of the Broadcasting Act and the Rules of Broadcast Evaluation. However, the management of local channel does not give the operators real benefit for the investment of a significant cost, and it could be a reason why the local channel programming has not been vitalizing despite of the legal coercion. To solve the several research questions, this study used in-depth interviews with the experts concerned and literature review for the government documents. The result shows that each SO local channel schedule almost 24 hour a day, but much of them is the repeat programming. In addition to that, the outcome reveals that the scale of the cost investment on the local channel is decreasing and the evaluation score of its management is not so positive figures. These result indicates that the policy of the cable local channel needs revised policy alternatives or paradigm on the basis of realistic goals.

A Conceptual Comparison between Public Interest and Universal Service (공익성 보편적 서비스 개념의 비교 연구)

  • This study aims to explore concepts of public interest and universal service which have been essential ideologies and policy goals, but which have been a the state of conceptual chaos so far. It sheds light upon three aspects : (1) the origins of public interest and universal service, (2) conceptual components of public interest and universal service, and (3) the implementation of public interest and universal service ideologies into policy. As a result of this analysis, it was found, firstly, that public interest of broadcasting originated from western countries, was rooted in the United States, and then spread all over the world later. After universal service was begun in the United States, it became a key ideology of information and telecommunication in European countries and other countries as well. Secondly, when examining the conceptual components, more differences were found than commonalities between these two concepts. The most conspicuous common point was universalism The concept of public interest includes not only universal service, but also connotes other components such as independence, diversity, quality, and locality which are related to content. Thirdly, when these two ideologies are implemented into policy, there Is a contrast. This study shows that the public interest ideology was realized into regulatory policies, while the universal service ideology was realized into supportive policies. In conclusion, this paper suggests more exact usage academically, showing the differences between the two concepts. This paper recommends an enforced legal duty of broadcasters to provide universal service when the current broadcasting law is revised.

주파수 거래의 정책적 이슈들

  • 이 논문에서는 주파수 거래를 둘러싼 정책적 이슈를 살펴보고 있다. 우선 주파수 거래의 혜택과 시장 실패 요인을 파악하였는데 주파수 거래의 혜택은 명백하나 그것을 실현하기 위해서는 보다 적극적으로 규제 및 정책을 선진화해야 한다는 것을 알 수 있었다. 그리고 주파수 거래가 발생하기 위해서는 구매자와 판매자가 원하는 주파수의 대역, 지역, 사용시간이 일치해야 하므로 거래가 성사되기는 쉽지 않은데, 그것을 원활하게 하기 위한 콜 옵션 도입이라는 새로운 아이디어를 알아본다. 마지막으로 주파수 거래와 관련된 우리나라의 현황과 정책을 설명하고 향후 정부, 방송 및 공공목적으로 사용되고 있는 주파수가 먼저 시장에서 거래될 수 있도록 정부에서 적극적인 자세를 유지하는 것이 필요하다고 결론지었다.
