The research focuses on the provincial universities in the western region of China and investigates the research level of 12 provincial universities from 2017 to 2021, considering both static efficiency and dynamic efficiency. The static efficiency is examined using Data Envelopment Analysis (DEA), while the dynamic efficiency is analyzed using the Malmquist model. The analysis results are as follows: the scientific research efficiency of universities in the 12 western provinces is generally not high. Against the background of the "Double First-Class" construction, the overall efficiency of scientific research in universities is showing an increasing trend. The main reason for the increase in scientific research efficiency is the increase in scale efficiency in recent years. The total factor productivity (TFP) of research activities is influenced by the technology progress index and exhibits a pattern of initial increase, followed by a decline, and then an increase again. Research conclusion: Western colleges and universities should reasonably allocate resources for scientific research activities, perfect scientific research mechanisms, improve management standards, promote scientific innovation and corresponding achievements, and ultimately raise the scientific and technological level in western China.

In Korea, the number of preservation and management entities to connect the traditional cultural heritage to next generations is rapidly decreasing. Building an infrastructure to pass on traditional cultural heritage to the next generation and to pay attention to the preservation and management of the next generation is important including the 'Seowon', a World Cultural Heritage listed by UNESCO. This study is based on the laws that regulates the preservation and support of traditional cultural assets and 'Seowon, through Big Data analysis techniques. The main keywords in each law were extracted, schematized, and a mutual Word Network was constructed and policy advice was derived. As policy advice, it is necessary to establish and implement policies to nurture and support businesses specialized in the region for the preservation·utilization, preservation·management and preservation·support of Seowons.

The purpose of this study is to examine the limitations of university operating system changes as a result of the policy changes and outcomes of the university lifelong education system support project by project period, and based on this, to propose a development plan to support the university's adult learning system. In this study, we sought to investigate changes in the higher education environment and changes in lifelong education in universities through analysis of literature and various data. The changing times of technological innovation and changes in knowledge require continuous learning even after school education, and the need for re-education and improved education is increasing. Therefore, the Ministry of Education and the National Institute for Lifelong Education have been actively carrying out support projects for lifelong learning-centered universities since 2008 to provide adult learners with opportunities to study. This project is centered around universities and the local community, and is promoting various types of changes in educational operation, such as reforming the university's academic system to be adult-friendly and operating night or weekend classes in order to provide educational opportunities for adult learners. Now, universities must play a role as a hub of regional lifelong education for the coexistence of the region and university, and as a key institution responsible for the contemporary tasks of sustainable development and coexistence between the university and the community.

Telemedicine, which gives or receives medical information via ICT (information and communication technology), is regarded as innovation in a medical field and its application is various according to offline conditions. For example, the utilization of telemedicine in Korea is unfair because of the administrative discretion, which is the basic unit of telemedicine for its practical operation, in spite of the same diagnostic area. With this mind, this study investigates the cause of regional differences of telemedicine through a case of Kangwon province. Furthermore, the crucial matter is that regional differences of telemedicine are associated with digital divide; therefore, this research considers digital divide triggered by telemedicine. The core results are as follows. First, there are little measures such as increase of the staff, economic compensation for public officials, education of telemedicine facilities; accordingly, only regions, where can accept these insufficient conditions, manage the telemedicine system. Second, the interesting of a mayor or a governor and a head of a health center as a highest decision maker has something to do with different utilization of telemedicine. Third, public health doctors play a role as practical operators in telemedicine, but their stance is skeptic about telemedicine somewhat because of the relationship with the medical association opposing the implementation of telemedicine, unimproved regional health care condition, etc. Forth, it seems that the digital divide caused by the regional differences of the present telemedicine utilization does not led to tangible results and is not turned to another disparity so far, the proper measures are required considering that various health care services based on telemedicine will be extended.

수송용 섬유소재는 자동차, 항공기 또는 선박 등의 교통 및 운송 분야에 기여하는 사용되는 섬유소재를 말하며, 내장재, 각종 호스류, 벨트류, 타이어, 안전용품, 필터류 등을 포함하고 일반적으로 섬유, 발포체, 고무, 플라스틱, 접착제 등 유기소재가 결합된 복합체이다. 기존 섬유기술의 혁신과 더불어 IT, NT, BT, ET 등 첨단 기술과의 융합에 의한 고성능 극한 슈퍼섬유, 나노 복합섬유 등의 신소재를 개발하여 산업 전반에서 플라스틱의 금속소재 대체수요를 증가시키고 산업자재의 고성능화, 고기능화, 다양화를 이루기 위해 다양한 노력이 진행하고 있다. 현재 수송용 섬유소재 산업은 기술의 연결고리가 부족하며, 선도기업 및 원천기술이 부족하며, 자동차용 섬유부품소재 관련 기업의 역량도 부족한 실정이다. 이에 광역경제권 연계협력사업을 통해 생산기반의 대경권(대구경북)과 수요중심의 동남권(부산경남)의 네트워크를 강화하여 완성품 업체 및 수요기업과의 네트워킹을 강화하고자 한다. 따라서 본 연구에서 수송용 섬유소재개발, 수송용 친환경 oam-skin 일체형 표피재 개발, 고속성형 복합소재 및 수송용 경량부품 개발, 초경량 고내열 고강도 섬유활용 하이브리드 wire & cable 개발 등 수송용 섬유소재를 개발하고, 또한 수송용 섬유소재의 생산-수요 연계를 통한 투자활성화, 기술개발, 소재 산업 육성을 강화하여, 산학연네트워크구축, 지역 간 협력 및 국제적 협력, 생산-수요기반의 연계협력시스템을 활용한 자립형 수송용 소재 공급기지 완비하는 데 목적이 있다.

Convergeance in the military operations can be attained by simultaneously integrating effects based on sensor, C2, shooter asset in multi-domain and there is no exception to special operations. However, because of challenges from enemy, terrain, geopraphy, and weather, it's not easy to intertwine effects created from ground, sea, air, cyber and electromagnetic spectrum, and space in special operations conducted in deep area. This study presented how to intertwine high-tech such as long-rane reconnaissance·strike drone, cutting-edge sensor, jamming pod, and modular repeater in order to offset aforementioned challenges. Several new high-tech are able to strengthen convergeance of special operations in accordance with the development of the 4th industrial revolution. Therefore, follow-up studies need to be continued making an efforts to search for them.

귀농귀촌 문화가 유행하고 농업의 미래 가치에 대한 인식이 변화되면서 농산업으로의 새로운 진출을 계획하는 인구가 늘고 있다. 우리의 농업은 자급자족경제로부터 상업경제로 발전되어 왔고, 글로벌 시장 개방 및 생산 기술의 지속적 발전으로 공급이 수요를 초과하며 가격이 점점하락하는 추세를 보이고 있다. 농업 현장의 여러 어려움에도 불구하고 농산업의 긍정적인 여건들도 형성되고 있다. 올바른 먹거리를 추구하는 식품 소비패턴의 변화, 환 생태 치유 자연에 대한 소비자의 관심고조, 스마트 팜과 같은 생산환경의 자동화, 지역 자원을 근거한 공동경영체 운영 등과 같은 현상이 두드러지게 나타나고 있다. 이러한 시점에 농산업분야에 새로이 진출하고자 하는 개인 또는 소규모 사업주체들은 자신의 사업에 대한 정체성을 이해하고, 효율적인 사업운영을 위한 차별화 전략을 확보할 필요가 있다. 본 연구는 개별 또는 소규모 조직의 농업인과 예비농업인들이 자신의 사업에 대한 정체성을 이해하고, 사업운영을 위한 전략 선택을 돕는 비즈니스모델 템플릿 개발을 목표로 하였다. 이를 위해 농업 전문가, 창업 전문가, 비즈니스모델 전문가 풀을 구성하여 농산업 특성을 이해하고 최근 농업 농촌에서 이슈가 되고 있는 농업비즈니스 트랜드를 분석하였다. 근거 자료 및 전문가 토론을 통해 농산업 비즈니스를 '시장가치 추구형', '사회적가치 추구형', '연대하는 시장가치 추구형', '연대하는 사회적가치 추구형'의 4가지 유형으로 구분하고, 각 유형별 사례기업을 조사하여 비즈니스모델을 분석하였다. 비즈니스모델은 비즈니스모델 젠 캔버스를 이용하여 표현하였다. 비즈니스모델 젠은 비즈니스 유형에 따라 일반 창업형, 협동조합형, 임팩트비즈니스형 등 차별화된 캔버스 모델을 제공하고 있으며, 고객중심의 비즈니스 관점을 보다 세밀히 제공하는 툴이다. 본 연구에서는 비즈니스모델 젠을 통해 4가지 유형의 농산업 비즈니스 모델을 분석하였다. 본 연구의 결과는 농산업에 진출하는 사업주체의 사업진행 방향 및 전략선택을 위한 교육 컨설팅 현장에서 널리 이용될 수 있을 것으로 판단된다.

The purpose of this paper is to investigate the formation and characteristics of Gwangju photonics agglomeration as a new agglomeration with a new industry. Data used in this study are locally investigatedfirm related data and the result of questionnaire surveys. Major findings are as follows. First, in the viewpoint of policy, national government suggested the whole policy frameworks and financial support for the strategic industrial development. Regional government picked up and fostered the strategic industry. The initial support of the national government and role of regional government triggered the initial development of the agglomeration. Second, in the spatial perspective, Gwangju photonics agglomeration is based on the externalities of knowledge and technology as well as the input-output network within value chains of production. There is a possibility that Gwangju photonics agglomeration will be developed as an innovation cluster of knowledge-based economy in the future beyond a mere production base of photonics.

This study aims to investigate and monitor the ground subsidence in Ulsan city, South Korea using time-series Small Baseline Subset (SBAS)-InSAR analysis. We used 79 Sentinel-1 SAR scenes and 385 interferograms to estimate the ground displacements at Ulsan city from May 2015 and December 2021. Two subsiding regions Buk-gu and Nam-gu Samsan-dong were found with the subsidence rate of 3.44 cm/year and 1.68 cm/year. In addition, we evaluated the possibility of removing the effect of atmospheric (tropospheric delay) phase in unwrapped phase using the Zenith Total Delay (ZTD) maps from Generic Atmospheric Correction Online Service (GACOS).We found that the difference between the SBAS-InSAR ground displacements before and after GACOS ZTD correction is less than 1 mm/year in this study.

This study examined the effect of college students' financial literacy and financial management behavior on entrepreneurial awareness and the mediating effect of entrepreneurship. To this end, a survey was conducted targeting university students in Busan and Gyeongnam area, A total of 207 responses were verified using SPSS 28.0 as a sample. As a result of the study, it was confirmed that financial literacy and financial management behavior had a positive effect on entrepreneurship and entrepreneurial awareness. Entrepreneurship was found to have a positive mediating effect between financial literacy and entrepreneurial awareness, financial management behavior and entrepreneurial awareness. As financial literacy improves, it leads to desirable financial management behavior, increases the potential to make more financially knowledgeable and responsible economic decisions, and increases the will to achieve future financial goals. The results of this study suggest that financial literacy and entrepreneurship education are very important during college education in order for potential entrepreneurs to recognize and promote entrepreneurship.
