The goal of this paper is to set the research and development (R&D) strategic plan of Honam Sea Grant (HSG) program which is to secure the base technologies for the success of Jeollanamdo's policy projects in the area of maritime and fisheries. HSG's mission is to support science-based sustainable management, conservation and enhancement of Honam coastal and aquatic resources through research, extension and education. Firstly, 80 cases of Jeollanam-do's policy project and 48 cases of HSG's R&D project are compiled and classified into the five areas of maritime and fisheries. Secondly, typical key words are extracted from each five areas and assessed the inherent meanings of each key words using quarterly segmented meaning allocation techniques with 'intended for practical use', 'intended for theoretical use', 'intended for future', and 'intended for current'. Then, we proposed R&D strategic plan based on the evaluation results and, it's practical use is also discussed.

중국의 지역구분 및 개념은 제7차 경제개발5개년계획기간에 동부 연해지역 발전을 가속화하기 위한 전략에서 출발하였으며 이 때 동부, 중부, 서부지역으로 지역구분을 하였다. 동부지역은 요녕, 북경, 천진, 하북, 산동, 강소, 상해, 절강, 복건, 광동, 광서, 해남 등 12개 성, 시, 자치구로 구성되었고 중부지역은 산서 내몽고, 길림, 흑룡강, 안휘, 강서, 하남, 호북, 호남 등 9개 지역이며 서부지역은 섬서, 감숙, 청해, 영하, 신강, 서장, 운남, 귀주, 사천, 중경 등 10개 지역으로 구성되어 있다.

Health promotion has more comprehensive approaches in recent years. Nevertheless we accept the concept of health promotion differently, we are agree on that community is the most important field in health promotion which includes population at the aspect of health policy, individual skill and, environment. And there are a number of different approaches to health promotion. In them, 'population approaches' and 'high -risk group approaches' has the most different characteristics. 'Population approaches' is equally important or more important than 'individual approaches' for maintaining and promoting population health. Almost part of this article contents is the summary of the guideline and population strategy of health promotion in Korea, 1999 - 2005. Community based health promotion program should be reinforced, integrated, comprehensive, collaborative through efficiently utilizing community resources. Recent new orientation of community health program is integrated health program, we can find this orientation at Ottawa charter 1986. Comprehensive approaches with the determinant factors for health are essential task. Physical activity is a key health determinant. The population-health approach suggests that educating people about physical activity is not enough. Individual behavior changes are important too, but need to be balanced with strategies for environmental change. Population strategy with physical activity for health promotion should be developed through improving social and physical supportive environment, linking and integrating community resources between public and private sectors in national, regional and local level. Continuous public education and social marketing should be provided through collaborating with community physical activity organization, facilities, work-places and school for increasing concern of all the people of community about physical activity. Governments, agencies and citizens should held and participate to building movement. And the strategy that various 'active for life' program should be developed, delivered, maintained and reinforced continuously. Basically, adequate and sufficient financing, developing human resources, policies and legislation would be provided and supported fully too. At last, research development and knowledge exchange are required domestically and internationally. In Korea, we had classified the category of strategic priority of physical activity programs by environmental support, life-course approach, high-risk group approach and disease group approach for physical activity program based on community health center. Community based core programs for physical activity that includes infrastructure building and establishment of supporting environment, community campaign, health promotion education and public service announcement, physical activity programs for elderly and obesity, exercise prescription program.

Objectives: The objective of this study was to develop strategies aimed at reducing disparity of physical activity in urban community. Methods: The study was conducted in a urban vulnerable area, focusing on the establishment and operation of a community health organization through the residents' autonomy council. Training programs were provided to the members of the council to enhance their capabilities. The research project was planned and implemented using a living lab approach. Based on these activities, the health division of residents autonomy council was newly established. Results: The findings demonstrated the potential and feasibility of utilizing the residents' autonomy council as a community-led health organization. A health project model centered on the health division of the residents' autonomy council was developed. Conclusions: This study concluded that it is possible to effectively promote health projects to reduce the health disparity through the resident-led participation strategy on the residents' autonomy council in the community.

In spite of the element that tourism contents are importance for tourism activation attract attention that I took the culture sightseeing contents development strategy that utilized Ginseng. A basic course of contents development is the element which is well-being to be able to let you increase health and high value-added article development. A development strategy must be accompanied with a story in representative well-being and must develop the contents that can be full of character of multipurpose not a story for an article and in consideration of a last article form and develop feasible contents. Lastly, direct profit and participation must be guaranteed by local inhabitants.

사회구조의 발전과 산업의 가속화는 중앙지역과 지역경제의 경계를 더욱 분명하게 만들고 있다. 인구 밀도와 경제규모의 차이가 이를 대변하고 있다고 할 수 있다. 이에 본 연구에서는 대한민국의 중규모 도시에서 마케팅 활성화를 위한 방안으로 여성을 타겟으로 패션 스타킹과 레깅스 등 여성용 제품에 대한 마케팅 전략을 위한 서비스 개발에 관하여 살펴보고자 한다. 이를 통해 지역 경제를 구성하고 있는 주민의 절반인 여성고객을 대상으로 마케팅 활성화를 통한 지역 경제 활성화에 이바지 할 것으로 기대된다.

Since diplomatic relations with China in 1992, many Korean companies have entered into China and that expansion is currently continuing. But now, many of Korean enterprises tend to withdraw and return to the domestic, this is because that major factors are too much fast increasing in labor costs and the difficulty of local workforce management. In this study, it is researched that the type of human resource management of Korean firms entering into Heilongjiang Province, Harbin and the similarities and differences were investigated by comparing the form of personnel management of existing areas and Harbin area, and then this study was conducted the survey and interview of domestic companies operating in Harbin, to pursuit the efficient way to manage the workforce development and management strategies. The result of researches and workforce development strategies of entering firms are as follows; First, it is required to establish a human resource discovery system for entering companies in focusing on managerial work ability and on blue-collar which is separated by professional and technical experts and a simple blue-collar people. Second, it is required to entering companies that they have to grow up the promotion and exchange of the Department of Korean Studies in Harbin and have to build the industry and universities training programs to promote needed experts, and have to establish the expert pool systems to support the flexible labor supply.

In order to create a successful regional development model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Because, It must be clear that the strategic industry chosen between choice and concentration of the development of the local industry development which boosts the local economy revitalization. The local government should have continual concern and roles to fulfil political subjects and keep estimating about the possibility that there could be the sustainable development by Task Ahead of the local industry. This study's indicators were established for the adequacy evaluation of the industrial policy by focusing on domestic regional development's success example. Next, Conjoint analysis was conducted on the Experts. On the basis of this analysis, the weights of indicators are derived. And this study suggest the reasonable evaluation system to take Sustainable industry plan of regional strategic. Consequently, 'Regional development' sector separate 3 categories which are 'Local economy', 'Human Resource Development', 'local marketing' and 9 indicators were derived. 'Industrial development' sector derived 9 indicators about 'Construction of infrastructure', 'Technical development' and 'business support'. Looking through the implications of this study. First, the problem needed to be supplemented based on the Diversity and concreteness of Evaluation system when government assesses regional industry development policy. Second, local government have to strategically consider the possibility of convergence between industries and easiness of network in a broad region. Finally, Foundation and support of the professional manpower and companies for the regional industries must be established.

The purpose of this study is to critically evaluate the DPD development plan of Kyungpook province, which was established in 1996 and slightly revised in 1997 in terms of a theoretical framework, fair distribution and ecological sustainability, and the feasibility of capital supply of the proposed plan. The early part of the proposed plan introduces various theories and approaches developed in regional (or local) development planning as a general after the 1970s. However, the theories and approaches mentioned are not used as a guideline to establish the DPD development plan of Kyungpook province as a historically developed particular place. Most of the plans were tourism-oriented and did not seriously take the local characteristics into account. All the DPDs of Kyungpook province are located in the upper parts of the Nakdong River basin. So those regions are ecologically vulnerable. But a lot of problems remain concerning the environmental impacts of the proposed development plan. In terms of fair distribution and ecological sustainability, it seems that the DPD development plan was routinely made by a handful of professors and administrators, based on a standard format of regional (or local) development as a genera]. Finally, capital is the key factor for successfully implementing the DPD development plan. It came from the national and local government and private investors. The government have generally financed the construction of infrastructures, not profit-oriented projects such as tourism and resort businesses. However, the feasibility of private capital was not carefully examined in the plan.
