Plant construction is being a motive power of national economic growth, because it is a higher value-added business which has enormous influence through other industry. But, plant projects management of the domestic company was poor. So, the development of EPC Business Process Management method has been encouraged. Therefore, this paper performed several researches for setting up the EPC Business Process Management Model for improving plant project management. And the details are as follows. First of all, this study collected the work procedure manuals of 12 large-sized international construction companies. Secondly, from the analyzing gathered EPC work procedure manuals, issues of work procedure manuals were analyzed and improvement plans were drawn out. Basis on this, This study presents a method to improve project management for EPC plant project. 'The Work Procedure Matrix for EPC Management' and 'Key Unit Works for EPC Management' were drawn out by using overseas construction management theories and international regulations. In addition, 'The EPC Business Process Management Models' reformed to the Business process method, that is the set of specifications, documents and procedures used to manage the EPC plant project. And it describes how the EPC work procedure manuals will be used. Finally, this study suggests the model of EPC Business Process Management System. The framework of Plant project management can be clarified by using 'The Work Procedure Matrix'. And 'Key Unit Works' are used to organize the work procedure needed to improve plant projects management. The results of this study will help to improve in project management efficiency for plant construction.

조립 후 발사대로 이송된 추진기관(또는 발사체)는 지상시험 및 비행시험을 위한 충전을 하게 되는데, 추진제 및 고압가스 등 추진기관 구성품의 운용절차는 하드웨어의 설계 단계에서 그 개념이 수립되어야 한다. 다시 말해, 발사체 및 추진기관 설계 단계에서 연료와 산화제의 충전/배출, 시험 취소시의 운용절차 개념이 수립되어 있어야 추진기관 구성품들의 설계, 지상인터페이스 구성품의 설계에 그 내용이 반영될 수 있다. 따라서, 본 논문에서는 발사체 및 추진기관 운용와 관련된 일반적인 충전/배출 절차와 지연 또는 취소시의 작업절차의 주요개념을 다루었고, 추진기관 운용에 필요한 각종 지상설비에 요구되는 주요 기능을 검토하였다. 또한, 추진제 충전 이후 발사 대기시까지의 업무와 발사 전에 수행되어야 하는 추진기관 운용 업무(Pre-Launch Operation)도 다루었다. 특히 다단 발사체의 경우에는 운용과 관련된 준비 업무량이 단수에 비례하여 늘어나므로, 효율적으로 모든 시험 준비 업무를 마치기 위해, 지상에서의 추진기관 운용절차는 각 단별로 유기적으로 진행되어야 한다. 즉, 각 단별 하드웨어에 대한 사전 검사, 충전, 대기 등의 운용시간 설계 및 그 절차가 중요하다. 한국형 발사체 및 추진기관의 운용 개념설계를 수행하는데에는 기 확보된 운용기술을 활용하였다.

최근 들어 전파 이용은 기존의 이동전화.방송에서 교통, 의료, 과학, 치안 등 모든 분야로 확대되고, 다양한 전파응용기술이 발전하면서 무선국 수가 1990년 기준(22만 5천국)으로 1995년에는 10배, 2000년에는 100배를 상회하여 매 5년마다 10배씩 급격히 증가하고 있다. 이와 함께 국내 전파통신서비스 시장 또한 1990년 718억원에서 1999년 9조8천억원으로 연평균 70%이상 성장하였고, 전파산업의 GDP 비중 역시 1996년 3.5%에서 1999년 5.1%로 증가하는 등 국가 경제에서 전파산업의 비중이 급속히 확대되면서 전파는 국민 경제의 핵심요소로 등장하고 있다. 정통부 전파방송관리국은 전파통신 기반확충과 효율적 전파관리, 방송매체의 디지털화와 방송기술의 고도화, 전파.방송산업의 활성화 지원, 우주통신 개발촉진 및 이용의 활성화, 전파 환경 보호 및 전파이용질서의 확립 등을 2001년도 중점사업으로 하고 있다. 이에 전파방송관리국의 2001년 주요 업무계획 내용을 원문 그대로 게재한다.

"어린이 식생활안전관리 특별법"이 2009년 3월 22일부터 시행된다. 특별법은 안전하고 영양을 고루 갖춘 식품을 제공하는 데 필요한 사항을 규정함으로써 어린이 건강증진에 기여함을 목적으로 하고 있다. 이러한 목적을 달성하기 위해 정부에서는 법 시행과 더불어 어린이 식생활 환경 개선을 위한 다양한 정책을 추진하고자 한다. 식품의약품안전청에서는 특별법에 따라 추진되는 정책에 대한 이해를 돕기 위하여 어린이 식생활 안전관리 지침을 마련하였다. 동 지침은 지자체 등 관련 기관이 보다 구체적으로 정책을 수립할 수 있도록 추진 업무의 기본 방향 및 세부 내용을 소개하고 있다. 특히 식품안전보호구역 지정 관리가 보다 체계적으로 진행될 수 있도록 필요한 사항에 대한 가이드라인을 제시하였다. 더불어 고열량 저영양 식품 관리 등 특별법에 따른 주요업무에 대한 개략적인 내용도 함께 제시하였다. 올해는 특별법이 처음으로 시행되는 시기이다. 동 지침의 주요내용을 본지에 나누어 게재하고자 한다.

정보 및 서비스 시스템이 업무 전반에 널리 보급 활용되면서 관련 데이터가 데이터베이스에 저장되고 있다. 조직의 실무자들이 현장에서 업무를 처리하고 데이터를 저장한다면, 임원 및 주요 부서장들은 효율적인 주요 의사결정을 위해 기관의 전체적인 연구개발 및 서비스 현황, 추이, 예측 정보를 필요로 한다. 본 논문은 KISTI 경영목표를 지원하면서 임원 및 주요 부서장의 의사결정을 지원하기 위해 구축된 전략경영시스템의 설계 및 구축과정, 시스템을 구축하며 경험한 시행착오, 교훈 등을 논한다.

The contractors which execute the design-build project have difficulties in design management and contract administration in the pre-construction phase because they have managed construction projects focused on only construction phase so far. Moreover, they have to manage the design development stage without any contingency following-up various design revisions from the design reviews of outside experts. Therefore, the design management in the design development stage is a critical success facto. of the design-build project. The objective of this study is to structure the problems in the management skill for design development phase in the domestic design-build projects and to suggest a design development management method to settle the problems. To achieve these objectives, this study 1) analyzes the prior studies about the design-build procurement methods, 2) designs and performs a case study to embody the problems of the domestic design-build projects, and 3) proposes a method of design development management by analyzing the results of case study and interviewing experts.

국토해양부에서는 건설산업의 투명성을 제고하고 생산성을 향상시키기 위해 1990년대 후반부터 건설사업정보화(CALS : Continuous Acquisition and Life-cycle Support) 사업을 진행중에 있다. CALS는 제조업의 모든 상품, 즉 주요장비 또는 다양한 상품 등을 획득하기 위한 설계, 생산과정, 또는 보급, 조달 및 이를 운영하는 운용지원과정을 연결시키고, 이들 과정에서 사용되는 각종 정보를 표준이라는 공통 창구를 통해 디지털화하여 컴퓨터상으로 정보를 통합하여 자동화시키는 개념이다. 이는 컴퓨터 네트워크를 이용해 상호 교환이 이루어지는 자동화되고 통합된 환경으로 변환시키는 정부와 기업간의 경영전략이라고 볼 수 있다. 이러한 개념에서 확장된 건설CALS는 건설공사 전 과정, 즉 기획, 설계, 조달, 시공, 유지보수 등의 과정에서 발생하는 각종 정보를 다양한 이해당사자가 교환하고 공유하기 위한 개념으로 출발하였으며, 현재 이를 지원하기 위한 5개의 단위시스템을 개발하여 운영중에 있다. 이중 용지보상시스템은 건설공사의 업무중에 시공단계에서 이루어지는 보상업무를 지원하는 시스템이다. 보상업무는 건설사업 과정 중에서 민원인과 직접대면하는 일이 많고, 액수도 클 뿐만 아니라 개인의 소유권과 밀접한 관계가 있기 때문에 분쟁의 소지가 매우 많다. 이에 본 논문에서는 보상업무 수행시 다양한 이해당사간의 각종 보상자료 교환체계 확립을 통한 업무 선진화방안 제시를 통해 업무의 투명성을 최대화하고 민원을 최소화하여, 보상업무 담당자에게는 업무의 효율성을 제고하고 민원인들에게는 국가행정에 대한 신뢰도를 높일 수 있는 보상업무 선진화 방안을 제시하고자 한다.

세계전파통신회의 (WRC; World Radiocommunication Conference)회의는 국제전기통신연합 (ITU)에서 규정하는 국제 전파법 제개정을 위해, 3-4년 간격으로 개최되는 전파통신 관련 최고회의이다. 2015년 11월 2일-27일에 개최되는 WRC-15 본회의에서 다루는 28개 의제에 대해서는 의제별 주파수대역별로 공유/양립성/보호 연구결과가 제시되어야 한다. 따라서 2015년 3월 23일-4월 2일에는 스위스 제네바에서 190여개 ITU회원국의 국가대표 1,000여명이 모여서 의제별 최종연구결과보고서를 작성하며(CPM-15 2차회의, Conference Preparatory Meeting), 그 결과는 11월의 WRC회의에서 중요한 잣대 역할을 하게 된다. 동 회의에서 다루는 의제 가운데, 과학업무 연구반에서 다루는 주요 의제들은 다음과 같다. 1) 7145-7250 MHz 대역의 지구탐사위성(지구대우주)업무의 1순위 분배연구, 2) 8,700~10,500MHz대역의 지구탐사위성업무의 신규 SAR용대역(연속 1.2GHz) 분배방안 연구, 3) 우주선 근거리통신용 410-420MHz 대역 규제 철폐 관련 검토, 4) 윤초 삭제 또는 개정 방안 연구가 있다. 그리고 모바일 광대역 응용 실현을 위한 이동통신업무 추가 분배 및 IMT 추가 지정 연구, 나노 위성 및 피코 위성 규제 관련 연구들이 있다. 따라서 본 발표에서는 3월에 개최된 CPM-15 2차회의의 과학업무 의제 관련 최종결과를 소개하고, WRC-15회의에 대비하여 국내 전파천문업무 보호를 위해 준비가 필요한 주요 이슈에 대해 소개를 하고자 한다.

Cost management is a major function of CM (construction management) companies for clients and cost estimating is a critical task in that it provides a baseline for cost management and a foundation for decision making in construction projects. For this purpose, CM companies need to obtain and use good quality data, which leads to more accurate and efficient cost estimating. As the use of big data becomes increasingly important in the construction industry, researches related to the theme have become the active areas of studies. However, literature review shows that the current situations in relation to the use of big for cost estimating of CM companies are under-researched. The objective of the study is to identify key characteristics and implications in the use of big data for cost estimating of CM companies, which can contribute to develop strategies for such purposes.

The purpose of this study was to examine the effect of older workers career adaptability on turnover intention and to examine the mediating role of work engagement in the relationship between career adaptability and turnover intention and to investigate the effect of perception on older workers on work engagement. A total of 458 cases were analyzed. The major findings were as follows: First, it was found that there was a negative relationship between career adaptability and turnover intention. Second, it was found that work engagement meditated the relationship between career adaptability and turnover intention. Third, the mediation effect of work engagement in the relationship between career adaptability and turnover intention did not differ according to perception on older workers. Based on the findings, practical implications about older workers' career adaptability and the way how to hold older workers.
