This study regards the evaluation for the main contents of the 'Library Development Plan(2003-2011)' promoted by the Ministry of Culture and Tourism for the library development plan in Korea. SMART evaluation method was introduced for the evaluation of vision, objective, core project of library development plan. Following result was acquired as a result of the study. First. as a result of SMART vision, objective, core projects and main business of library development plan was presented to be 3.05, 3.09, 3.15 and 3.12 respectively. Thus, in the evaluation for components of development Plan, it was excellent in core projects. Second, as a result of SMART, concreteness, measurability, achievability, relevance and time frame of library development plan was presented to be 3.09. 2.99. 3.12. 3.24 and 3.10 respectively. Thus, in the evaluation components of development plan. it was excellent in relevance but it has been found that supplementary measures should be taken on measurability. Third, 'culture-oriented room with knowledge and information' was found to be superior to the 'information library with up-to-date technology' in evaluation of the objective. Fourth, 'substantiality in user service with the supplement of library contents' was excellent in evaluation of core projects but there is some problem with 'activation of library function through training and supplement of professional manpower.' Fifth. 'Enhancement in library information service' was presented to be excellent in evaluation of main business but there was problem in 'reinforcement in function of library for each location and type,' 'partnership of public-private enterprises' and 'promotion for book culture of the public' thus it need to be revised and supplemented hereafter.

The level of mathematics study of students may vary depending on the area or contents of school mathematics. The use of Integrated evaluation frame is beneficial for evaluating and utilizing the study situation of mathematics study. In this article, I formulated evaluation table for evaluation by type and by question based on the contents of 'equation of the first degree' and examined mathematics teaching through integrated evaluation based on the two evaluations. It was concluded from this study that the evaluation table I formulated was beneficial for individual mathematic teaching by providing information about the study situation of each student.

소비자의 요구수준 향상으로 제품의 구조 및 성능이 점점 복잡해지고 부품수는 증가함에 따라, 시스템을 구성하는 부품의 고장발생으로 인한 경제적 손실예방, 안전성 확보 등을 위하여 신뢰성 중심의 종합적인 품질보증에 대한 요구가 점점 증대되고 있다. 본 글에서는 이러한 구성부품의 신뢰성 제고를 위하여 신뢰성평가센터가 2000년부터 현재까지 약 10년 동안 지속적으로 수행하고 있는, 기본 성능시험을 비롯한 내환경성시험, 안정성시험, 수명시험 등의 종합적이고 체계적인 신뢰성 시험평가와 신뢰성인증 시스템에 대하여 고찰하고, 그 과정에서 독창적으로 정립한 13단계의 한국적 신뢰성 인증기법에 대해 설명하고자 한다.

Annual reports on the ease of doing business, published from the World Bank, measure the regulations of economies that enhance business activity and those that constrain it by the 10 areas of business life-cycle. It then calculates the scores and ranks in each of the areas and in aggregate. The aggregate scores are the summation of the scores in the areas. This means that all the areas have the same weight. As evaluation results can vary greatly by the areas used and their weights, it is possible that the areas emphasized by small and medium-sized enterprises(SMEs) of Korea are not appropriately reflected in the evaluation results. From the viewpoint of small and medium-sized Korean enterprises, this paper tries to compare the ease of doing business of economies via determining the weights of the 10 areas. Through an AHP-based survey on Korean professors of a business school and SME CEOs, the weights are determined and then applied to the calculation of the aggregate scores and the ranks of the economies. While the changes in the top and bottom ranks are relatively small, some cases of big changes are found in the middle ranks.

하천은 이수, 치수 및 환경의 기능을 수행하며 국가의 생활과 문화의 발전에 기여한다. 현재 전국에는 총 3,836개의 하천이 존재하며, 우리 실생활에 밀접한 연관을 맺고 있다. 각 부처 및 지자체에서는 하천유역을 개발 및 복구하기 위한 사업을 추진 중에 있으며, 각 사업의 평가를 시행하고 있다. 환경부의 경우 수질개선 및 수생태계 복원을 목적으로 하는 '생태하천 복원사업'을 수행하고 있으며 '지속가능한 하천사업 환경영향평가 가이드라인'을 통해 사업의 적절성 및 사업효과를 평가하고 있다. 또한 본 평가를 토대로 매년 "자연환경대상" 공모전을 개최하여 기술적 사회적 평가 및 대내외적 홍보를 진행하고 있다. 행정안전부는 재해예방 및 환경개선, 수질보전을 목적으로 하는 '소하천 정비사업'을 수행 중에 있으며 매년 "아름다운 소하천 가꾸기 공모전"추진을 통해 소하천정비 예산으로 추진한 사업들의 평가와 시상을 진행 중에 있다. 국토교통부의 경우 물 관리 기본계획인 '물수자원장기종합계획(2001-2020)', '제4차 수자원장기종합계획(2011-2020)'을 토대로 지방하천의 재해예방 및 수생태계 복원목적의 '지방하천정비사업 종합계획'을 수행 중에 있으며 하천재해 예방사업, 수계치수사업 등의 5가지 세부사업들을 포함하고 있다. 또한 하천관리 전문가와 지역주민을 평가단으로 구성하여 평가를 진행하고 있다. 위와 같이 각 부처는 하천유역의 환경개선 및 재해예방을 위해 여러 하천사업을 진행 중에 있으나 각 기관별로 사업의 평가기법 또는 평가절차가 통일되지 않고 상이하게 진행되고 있다. 또한 국토교통부의 경우 하천사업의 사업계획부터 사후평가까지 사업의 전 절차에 대한 명확한 평가기준이 마련되지 않고 있어 효율적인 사업평가가 어렵다는 문제점이 지속적으로 제기되고 있다. 따라서 본 연구에서는 하천사업의 특성을 고려한 평가기법 개발을 통해 사업의 적절성 및 효율성을 제고할 수 있는 방안을 제시하고자 한다.

The purpose of this study is an overall valuation about propriety study of school facilities BTL(Build-Transfer-Lease) by means of AHP(Analytic Hierarchy Process). The search point includes these questions. Is BTL of school facilities a reasonable project for school, or is the former government financial project on the position of comparative superiority? And, is a partial BTL possible as an alternative plan? The result of this study shows that preference rate about BTL is 39%, that of former government financial project is 32%, and that of partial BTL is 29%.

새로운 시스템이나 제품이 철도운영환경에서 이용할 수 있을 만큼 안전하다는 것은 체계적인 문서화를 통해 입증해야 한다. 이러한 적정성을 제공하기 위해서는 안전성 관련 사항들은 논의에 대한 유효성을 판단하기에 앞서 독립적인 검증기관이나 자체적인 전문 평가를 수행하는 기관(또는 관리기관)에 제시되어져야 한다. 이러한 유효성은 종합안전대책기술서 형태로 제공되어지며 이는 사실에 대한 단순한 열거가 아니라 해당 시스템이나 제품의 실제 사용시 안전하다는 확신을 해당 기관에게 줄 수 있도록 고안되어 있는 일련의 논의들이다. 종합안전대책기술서는 관계자가 시스템 및 제품의 신규도입으로부터 발생되는 모든 리스크에 대한 분석 및 평가 수행여부와 이러한 리스크를 어떻게 관리하고 개선시켜 왔는지를 나타내주는 문서이다. 또한 관리가 효과적이고 지속적으로 적용되었음을 확인하기 위한 관리시스템을 제시해 주기도 한다. 본 연구는 유럽의 철도산업 범주내에서 종합안전대책기술서 그 자체의 특성과 시스템의 형태 및 적용 가능한 제품에 대해 정의를 내리는데 그 목적이 있으며 기술서의 취지와 구조, 보조문서 및 관련법규에 관한 사항에 초점을 맞출 것이다.

최근 수산물 유통 및 물류구조 합리화 방안의 일환으로 수산물 산지종합처리장 설립이 적극 추진되고 있으나 부지 선정을 위한 합리적 의사결정 모형이 마련되지 않고 있다. 이에 본 연구는 수산물 처리의 특성을 반영할 수 있는 평가 모형을 개발ㆍ제시한다. 모형 설계에는 평가 기준의 체계를 수립하고 적절한 평가 기법을 선택하는 과정이 포함된다. 평가 기준의 확립을 위하여 시설 입지와 관련된 문헌을 고찰하고 다차원적 접근법에 의한 계층적 체계화를 시도하였다. 체계화된 평가 기준에 따른 의사결정 대안의 평가 기법으로 주관적 판단의 계량화에 적절하다고 판단되는 계층분석과정(Analytic Hierarchy Process : AHP) 기법을 선택하여 평가 모형을 완성하였다. 모형 적용의 일부분인 기준 간 중요도 평가를 위한 실사를 수행하고, AHP에서 제공하는 계층 일관성 기준에 따라 신뢰성 있다고 판단되는 자료만을 분석에 사용하여 결과를 제시하였다.

방사성 폐기물 처분장의 건설에 가장 중요한 부분중의 하나는 처분안전성의 확보일 것이다. 처분장 안전성평가는 처분장이 입지하는 환경에 대한 실험실적 자료 또는 현장 자료의 충분한 데이타베이스와 처분시스템에서 일어날 수 있는 주요한 프로세스를 기술하는 수학적 모델을 통하여 이루어지게 된다. 처분시스템의 기본적인 기능은 처분된 폐기물고화체를 인간환경으로 부터 완벽하게 고립시켜 처분장내에 영구적으로 격리시키는 것이다. 그렇지만 정상적이든 비정상적이든 핵종은 항상 유출될 가능성이 있고 설사 이러한 경우라도 충분히 안전한 것을 입증하는 것이 처분장 성능 평가와 안전성평가의 주요한 목적이 된다. 한편 장기간에 걸친 처분 안전성 평가는 전산 프로그램을 통한 이론적 예측에 의해서만 가능하므로, 처분안전성 평가도구의 개발 및 확보의 중요성은 매우 크다고 할 수 있다. 이 연구에서는 처분장이 입지하는 암반 매질에서의 핵종의 이동을 기술할 수 있는 여러 모델을 검토하고, 특정 처분부지에 대한 종합적 안전성 평가를 수행할 수 있는 방법론을 제시할 목적으로 임의의 1개 부지의 지형도및 추정가능한 지질관련 자료를 이용하여 해당 부지에 대한 가상의 핵종 유출 시나리오를 설정하여 부지특성적인 예비 종합 안전성 평가를 수행하여 보았다.

고용량/대면적/초정밀 제품을 지향하는 개발추세에 따라 고진공 펌프중 하나인 크라이오펌프의 활용도가 크게 증가하며 첨단 공정장비인 LCD 분야 등과 같이 수소 분자와 물 분자 등의 배기가 중요한 응용분야에 크라이오펌프의 수요가 대부분을 차지하고 있다. 그러나 크라이오펌프의 운전성능에 대한 표준절차에 따른 실질적인 측정은 빈약한 편이다. 이에 크라이오펌프의 종합 성능평가 기술 개발을 통해 실질적인 크라이오펌프의 운전성능을 제시하고자 한다. 본 연구에서는 고진공 펌프중의 하나인 크라이오펌프의 종합 성능평가 표준절차 및 표준시스템에 대해 소개하며, 상용화 제품에 대한 각 회사에서 제시하고 있는 성능지표에 대해 실질적인 측정에 대한 비교분석을 하고자 한다. 또한 가장 중용한 성능지표 중의 하나인 배기속도 측정에 대해 물리적 특징과 구조적 오차에 대한 보정 식들을 제공하고자 한다.
