SI업체를 가진 그룹내 계열사들의 외주 위탁 전략에 관한 연구

  • 변환기에 있는 국내 외주위탁 시장의 특징은 대기업을 중심으로 시장이 형 성되어 있다는 것이다. 즉, 전체 시장규모의 약 절반 가량을 대기업들의 그 룹내 정보시스템 관리 비용이 차지하고 있으며, 자본금 10억 이상의 대형 외 주업체가 전체 70%정도를 점유하고 있다. 대부분의 그룹들은 계열사들의 정 보 시스템 부문을 통합하여 시스템 통합 회사를 설립하고, 이를 통해 내부 정보 시스템의 관리 및 운영을 실시하고 있다. 따라서, 계열사들은 기업의 환경과 요구 사항에 관계없이 무조건적으로 그룹내 시스템 통합 업체에 정 보 시스템을 외주 위탁하여 왔다. 하지만, 기업의 미래는 정보 시스템이 제 공하는 정보의 질에 의해 좌우된다고 해도 과언이 아니므로, 계열사들은 외 주위탁을 위해 그룹내 시스템 통합 업체 뿐 아니라 전문 기술과 경험을 가 지고 있는 외부 회사들을 고려하여야 한다. 즉, 기업의 환경과 필요한 정보 기술에 적합한 외주 위탁 회사를 선정하도록 하여야 한다. 계열사들이 기업 내부의 상황과 그룹의 환경에 따라 최적의 외주위탁 전략을 결정하도록 하 기 위해 본 연구에서는 두 가지 요소 -조직의 정보강도, 그룹의 영향지수-를 도입하였다. 이 요소들을 사용하여 계열사들의 독특한 업무의 환경에 적합한 외주위탁 상황 모형을 제시하고, 제시된 모델의 적합성 여부를 검증하기 위 해 시스템 통합 업체를 가진 국내 대기업의 사례들을 분석, 평가해 보았다. 6개의 그룹에서 11개의 계열사들을 선정하여 각 계열사들의 현재의 외주위 탁 전략, 조직의 정보강도, 그룹의 영향요소 및 정보 시스템에 대한 사용자 만족도를 상위 관리자들과의 인터뷰를 통해 조사하였다. 이 사례 연구들의 결과는 각 계열사들의 상황에 따라 제시된 외주위탁 전략과 현재의 외주위 탁 전략이 일치할 때 정보 시스템에 대한 사용자 만족도가 보다 높은 것으 로 나타났다. 할 수 있는 효율적인 distributed system를 개발하는 것을 제시하였다. 본 논문은 데이타베이스론의 입장에서 아직 정립되어 있지 않은 분산 환경하에서의 관계형 데이타베이스의 데이타관리의 분류체계를 나름대로 정립하였다는데 그 의의가 있다. 또한 이것의 응용은 현재 분산데이타베이스 구축에 있어 나타나는 기술적인 문제점들을 어느정도 보완할 수 있다는 점에서 그 중요성이 있다.ence of a small(IxEpc),hot(Tex> SOK) core which contains two tempegatlue peaks at -15" east and north of MDS. Investigation into the Factors Affecting the Voluntary Information Security Compliance Behavior: Compliance Behavioral Belief, Compliance Knowledge, and Compliance Relevance to Job (자발적인 정보보안 컴플라이언스에 영향을 미치는 요인에 관한 연구: 준법에 대한 신념, 준법 관련 지식, 그리고 업무의 준법 연관성을 중심으로)

  • Based on a comprehensive literature review on Theory of Planned Behavior and Social Cognitive Theory, this study proposes and empirically examines a structural model consisting of factors affecting voluntary information security compliance behavior. To test the proposed research model, the study analyzes survey results from employees of a major Korean energy company, which employs an enterprise compliance support system. Results indicate three factors: compliance behavioral belief and compliance knowledge affect compliance behavior; compliance knowledge works as a mediator in the relationship between compliance behavioral belief and compliance behavior; and the more relevant the compliance is to an employee's job, the more the employee prioritizes compliance knowledge. This study suggests methods for encouraging employees to embrace voluntary, positive information security compliance standards. By doing so, this article aims to promote a more effective corporate compliance system for information security and enhance sustainable management practices.

Way of Trust Restoration through Uplifting Police Integrity (경찰공무원 청렴성제고를 통한 신뢰도 회복방안)

  • Recently, Police integrity has been issued on the media, which cause discredit of police organization. Although high level of morality and integrity are required compared to other occupational groups due to their authority to exert legal force to the citizens and a variety of policies have been enforced by the National Police Agency for the purpose of uplifting the integrity of the officers, in reality, corruption had not yet been eradicated. At this point in time, this study attempted to draw implications for uplifting integrity by utilizing domestic and foreign preceding studies and statistical data related to police corruption and uplifting integrity. The inspection system through whistle-blowing was pointed out as a problem in the institutional framework that hinders uplifting integrity of the police officers and the perception in which police officers are regarded as potential criminals was also pointed out as a problem. Also, vague standards of disciplinary action in examining an offense of a police officer and lack of care for those who were disciplined in the past which affects loyalty to the organization were presented as problems. Based on such suggested concerns, policies for uplifting integrity and restoring citizens' trust in the policies officers were proposed. The proposed agenda were warning the police officers by presenting clear and specific category of corruptive behaviors, expressing the necessity of devising a system that prevents the officers from committing serious crimes by discovering problematic officers earlier through introduction of Early Warning System(EWS) of US and Australian police in order to break away from exposure-oriented inspection system, and reinforcing the testing of integrity in the new employment process.

A Study on Strategic Approach to Expand Korean e-Government Export (한국 전자정부 해외진출 확대를 위한 전략적 접근방향에 관한 연구)

  • The purpose of this study is to suggest strategic approach to expand Korean e-government export. Korean e-government was evaluated as a top level by UN electronic government survey 2014. However its export is very limited. This study reviews the literature related to e-government, and analyze existing Korean e-government export. The results of this analysis are as follows: lack of a law related e-government export, decentralized organizations, insufficient export process, lack of e-government solution for sale, limited funds, deficiency of cooperation between large and small enterprises. This study suggests a strategic approach such as to clarify the purpose of e-government export, to decide government or civilian-oriented export, to establish driving strategy, to improve and develop e-government export related areas. There are many ways for improvement and development of e-government export as follows: to enact a basic law or to revise the e-government law, to integrate functions of separated organizations and establish control tower, to improve export process, to build information sharing system, to develop standardized solution module, and to expand fund to support. The author expects that this paper will contribute to enhance Korean e-government export.

  • Due to the constant expansion of overseas public IT market, exportation market mainly based on e-government is expanding and platform needs to be introduced urgently to systematically support it. Thus, this study was carried on to draw evaluation items and weighted value of tools to support decision-making out of services of public IT platform. In this study, the tools supporting decision-making were defined as concept that draws exportation customers by wholly considering 2 aspects of enterprise capabilities and national environment. To develop tools supporting decision-making, the items to evaluate the aspect of enterprise capabilities and national environment were drawn through study on literature and open question and evaluation items were eliminated and AHP analysis was done through question given to experts. As a result, the significance was found in the order of Export Competitive Advantage > Export Marketing Strategy > Export Human Resources > Export-Related Organizational Resources > Export-Related Organizational Capabilities in the aspect of enterprise capabilities. The significance of evaluation was found in the order of Service Market Efficiency > Technical innovation and Maturity > Institutions > Market Efficiency > Macroeconomic Environment > Infrastructure in the aspect of national environment.

Development plan and Inspection Status of Hydrological Measuring Instrument (수문조사기기 검정현황 및 발전방안)

  • 수문조사기기의 검정은 수문조사에 활용할 기기를 일관되고 표준화된 기준으로 검사하여 수문조사에 적합한 기기인지 확인하는 것이다. 이러한 검정은 국가수문자료의 신뢰도를 높이고 유지하는 기본적이고 중요한 업무이다. 검정대상기기는 강수량측정기기, 유속측정기기, 수위측정기기, 부유사측정기기, 토양수분측정기기, 증발산량측정기기로 총 6가지이며, 2009년부터 국토교통부 위탁사업으로 한국건설기술연구원(유량조사사업단)에서 수행하고 있다. 특히 유량조사사업단에서는 유속측정기기를 제외한 나머지 5개 수문조사기기에 대해 검정을 수행하고 있다. 연도별로 2009년부터 2015년까지 98대, 334대, 572대, 539대, 359대, 682대, 690대로 총 3,274대를 검정하였고, 관측기종별로 강수량 1,579대, 수위 1,589대 부유사 23대, 토양수분 33대, 증발산량 50대이다. 신청기관별로는 국토교통부(홍수통제소) 1,847대, 환경부(국립환경과학원) 4대, 한국건설기술연구원(유량조사사업단 포함) 81대, K-water 338대, 한국수력원자력(주) 91대, 일반업체 913대에 대한 검정을 실시하였다. 검정을 실시한 강수량측정기기 1,579대 중 보정없이 합격된 기기는 1,495대, 허용오차기준에 미달되어 보정 실시 후 합격한 기기는 76대이며, 불합격 처리된 기기는 8대이다. 수위측정기기는 합격이 1,586대, 기준에 미달되어 불합격된 기기가 2대로 나타났다. 강수량측정기기의 각 연도대비 통계분석 결과 보정률은 2009년 97대 중 8대(8.2%), 2010년 194대 중 3대(1.5%), 2011년 180대 중 24대(13.3%), 2012년 175대 중 17대(9.7%), 2013년 165대 중 15대(9.1%), 2014년 547대 중 8대(1.5%), 2015년 221대 중 9대(4.1%)로 다소 낮은 수치로 나타났다. 이처럼 보정률이 낮게 나타난 이유는 관할기관의 검정을 위한 유지관리 및 사업자의 사전검사 등을 통해 감소한 것으로 판단되며, 이와 같은 결과는 수문자료의 품질 및 신뢰도 향상으로 이어졌다. 그러나 여전히 선진국에 비해 수문조사기기 검정의 중요성에 대한 인프라 구축이 미흡한 실정이다. 수문조사기기 검정의 선진국이라 할 수 있는 미국의 경우 USGS에서 HIF(Hydrogical Istrumentation Facility)라는 별도 조직을 운영하여 관측기기의 렌탈, 수리, 교정 및 검정, 개발, 교육 등 이러한 작업을 일괄 수행하고 있고 조직 내 자체 시설로 수중펌프 시험소, 자연과 유사한 환경에서 테스트 하는 장소, 대형온도챔버 등을 갖추고 있으며, 이러한 시설을 이용하여 기기의 교정 및 검정, 연구 등을 현장과 비슷한 환경에서 다양한 실험을 통해 검정방법을 비교, 분석하는 것을 볼 수 있다. 현재 우리나라의 수문조사기기는 다양한 방법으로 현장에 설치되어 검정방법의 다양성이 요구된다. 향후 우리나라도 HIF와 같이 다양하고 선진화된 시설과 기술을 개선하고 다각적인 시험 과정을 통해 수준 높은 검정방법체계를 갖추려는 노력이 필요하다.

Family-friendly Management Outcomes and the Effect of Ongoing Support: A Focus on the Organizational and Social Outcomes of Family-friendly Certified Firms (가족친화인증기업(관)의 가족친화경영 성과 및 사후지원 효과 - 기업성과와 사회적 성과를 중심으로 -)

  • The purpose of this study was to examine the effectiveness of family-friendly management in 501 family-friendly certified firms and to analyze organizational and social outcomes outlined by the firms. In addition, this study aimed to discover ways to promote family-friendly management by investigating the effects of ongoing support to certified firms, including family-friendly consulting and workplace training. The results showed that certified firms administer family-friendly workplace policies at a satisfactory level, while their management of policy indices and outcomes were not effective. The finding suggests that family-friendly management indices need to be aligned with firms' substantial outcomes. An improved organizational image and trust were major organizational outcomes of family-friendly management, and an enhanced CEO perception and a culture centered on gender-equality were significant social outcomes. These outcomes need to be promoted to attract organizations to engage in family-friendly management. The finding further implies the important roles of organizations in cultivating family-friendly environments in society. Finally, the certified firms with ongoing consulting and training support exhibited higher levels of family-friendly management and organizational and social outcomes. This study sheds light on the importance of long-term, systematic efforts by organizations in fostering family-friendly management and achieving organizational and social outcomes.

Comparison of Factors Influencing Job Satisfaction by Occupation in S Tertiary Hospital -Focused Herzberg's Motivation and Hygiene Factors (일개 S상급종합병원 내 직종별 직무만족에 미치는 영향요인 비교 -허즈버그의 동기 및 위생요인 중심으로)

  • There will be many changes in job consciousness and job satisfaction due to changes in various job fields and social interests, and it is necessary to manage them efficiently for the organization to continue to grow. By analyzing factors influencing job satisfaction by occupation, the study intended to provide the necessary data for an efficient management plan. 400 Employees working at S tertiary hospital in Seoul from April 1st to April 15th, 2015 were targeted. An analysis of the validity and reliability of the influencing factors was conducted, and the allied health profession which showed the highest level of satisfaction in overall job satisfaction and influencing factors were identified. It was found that achievement, compensation and working environment in the medical doctor profession, achievement, compensation and job stability in the nursing profession, achievement and working environment in the allied health profession, achievement, interpersonal relationships, working environment, and job stability in the administrative profession, were the main influencing factors for job satisfaction. It can be seen that not only motivation factors but also hygiene factors affect job satisfaction. To increase the level of satisfaction, it is judged that systematic management of hygiene factors as well as motivation factors is necessary.

  • The participants in an urban and housing redevelopment project were categorized as construction companies, government employees, and housing cooperatives. This study analyzed how a public management system affects the continuous participation intention using comprehensive project satisfaction. The specific factors for the evaluation items of a public management system were composed using advanced research. A hypothesis and research model was set up and verified using the PLS-SEM model to analyse how the continuous participation intention is affected by the public management system via comprehensive projects satisfaction. Setting the project plan and selecting the project tool, as well as post management and sustainability affect the comprehensive projects satisfaction meaningfully in the case of construction companies. The participation of the user, and post management and sustainability affect the comprehensive project satisfaction meaningfully in the case of government employees. The operating organization and using and participation of the user affect the comprehensive project satisfaction meaningfully in the case of a housing cooperative. The comprehensive project satisfaction affects the continuity of the participation meaningfully in the case of all of project participants.

A Study on Improving Records Management Standard Tables for Local Governments: Focused on the Construction and Architecture (지방자치단체 기록관리기준표의 개선방안에 관한 연구 - 건설건축분야를 중심으로 -)

  • This study attempts to suggest an improvement plan of the currently prescribed record classification standard table as the guidance to select and assess the public records of local governments. For this purpose, this study utilized the methodologies of literature review, survey, and experts' assessments. It investigated the current situation on unit tasks and preservation periods targeting major functions of 'construction and architecture' in the record management standard table in the 9 provinces, and it also deduced the characteristics and problems of unit task and preservation period by comparing and analyzing the unit task and preservation period utilized in more than 3 provinces. Based on the results from the analysis on the current situation and comparison, this study deduced the new unit tasks and preservation periods. And the evaluation targeting practitioners and expertise was conducted, and then the revised design plan was finally presented 4 medium- function items, 18 small - function items operated in more than 4 provinces, 47 unit task items, which led to the total 69 items. This study can be utilized as a guidance for establishing the record management standard table based on the uniqueness and originality of public record of local governments and the task function and organization of institutions in the future.
