최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

Recently, there are growing concerns on the introduction of private financing in railroad station construction project. But private-funded station project does not have the efficient delivery system. This study is focused on the recommended solutions about the private-funded station project management. Through the literature survey and interview, it is investigated and analyzed that project management has the problems. The problems are classified as 2 areas: law & regulations and job practice. The problems in law & regulations are a lowing on the profitability, and an unreasonable project team selection process. Job practice has problems such as delaying in authorization process, and inferior feasibility analysis. The study suggests several recommended solutions related to the problem areas. That are as follows: the efficient return of investment system, the project financing system, the professional project management, the benchmarking team operation, and the cut down on discussion period

This paper proposes various policies for maximizing the performances of Government loan. In order to do so, this paper offers new 10 policies with results from analyzing a survey for the requirements of SMEs that were supported with Government loan program. Also this paper drives methods for finding new value indices and reforming formulas for quantifying some indices. On the other hand, this paper introduces financing methods using K-OTC and KONEX markets and presents three portal sites to provide information about Government sponsored loan matched to needs of an individual company. Also this paper improves the supplement points resulted from operating Government loan. In conclusion, these new policies will raise effectiveness and efficiency of Government loan programs and will contribute to achieving the goals which are establishing the foundation for growth in IT industry as well as IT SMEs, improving the quality of the national livelihood and promoting the growth of national economy.

본 연구에서는 골프강국의 한국의 위상과 더불어 대중화에 비해 한국골프산업의 발전은 미미하다. 따라서 골프산업에 대한 역사와 현황 그리고 산업현황을 고찰함으로서 한국골프산업 발전방안을 제시하였다. 결론적으로 한국의 골프산업은 국가적 차원의 지원과 기업측면의 마케팅을 통한 구조적문제 해결이 필요하다 하겠으며, 더불어 골프 산업육성을 위한 제도적 보완과 지속적인 연구가 이루어져야 할 것이다.

그 동안 정부는 한. 육우 및 젖소에서 조사료와 농후사료의 비율 40 : 60을 60 : 40으로 개선 하기 위해 각종 정책을 추진하여 왔다. 그러나 아직도 조사료 생산 기반확충, 작부 체계의 개편, 조사료의 유통 활성화, 품질 및 안전관리 강화 이를 위한 법적 제도적 지원 방안과 관련 산업의 부가가치 향상을 위한 정책 보완이 필요하다. 그 대안을 찾아보는 것이 본 연구의 목적이다. 생산기반을 수요와 공급 면에서 보면 지역적으로 불균형 현상이 일어나고 있고 지역별로 재배 여건에 적합한 다수확 우량 조사료 종자 보급이 필요한 경우도 있다. 실수요자에 대한 정부 지원에 대하여 미흡하다는 의견도 있는가 하면 특히 조사료 생산의 작업일수가 짧은 탓에 기계장비의 이용률이 저하되기도 하였는데 이에 대한 정부 지원 방안 개선의 여지가 있다. 유통 기반에서 보면 조사료의 특성상 부피가 크고 단가는 낮아 단위당 유통비용이 높아지므로 유통이 활성화되는 데 애로사항이 되어 왔다. 조합 간에만 유통비를 지급하게 되어 비조합 공급자에게는 판매가 어렵거나 구매력이 약해지는 문제점 개선이 필요하였는데 법인이 아닌 경종 농가와 축산농가가 상호 계약에 의해 효과적으로 공존 공영하는 일본의 사례를 벤치마킹해 볼 필요가 있다고 연구에서 밝히고 있다.

Two of most important industries in Changwon, the distribution industry and the construction industry have been threatened by the recent economic downturn. Rehabilitating plans for traditional markets tend to focus on renovation of facilities rather than on the managerial solution. Traditional market plays vital roles as a social safety net and a source of development of regional economy. Modernization of facilities and differentiation of business areas are two most important issues for the revitalization of the traditional market. Traditional markets should adopt a strategy which can make a difference in characteristics of the market, regional culture, regional industry and consumer behavior of the region. Purposes of this study are: first, to understand characteristics of traditional markets in Changwon, second, to draw implications for administrative and financial supports for traditional markets in Changwon.

The purpose of this study is to explore in depth what is the identity of the community foundation, how it operates, and what difficulties it faces. For this purpose, this study conducted in-depth interviews with 5 practitioners working in community foundations. The results of the study are as follows. First, it is important for the participants to identify what their organizations are doing for the community rather than to distinguish them by their legal status. Second, community foundations recognize fundraising as an important achievement regardless of the type. Third, community foundations have experienced difficulties in raising funds, establishing community foundation identity, relationship with other nonprofit organizations in the area, citizen participation, organizational capacity and institutional instability. Therefore, as a policy alternative for community foundations, this study suggested that the establishment of identity and model of community foundation suited to Korean situation, the enhancement of capacity as intermediate support organizations, and the administrative and institutional support of government.

The purpose of this study was to investigate teachers' perception of Advanced Placement Program. Participations of this study were 111 teachers from science high schools and gifted science high schools. The results showed as follows. First, teachers perceived positively regarding AP program and were willing to teach AP program. However, teachers perceived that schools were not ready to start AP program. Also, They perceived that teaching materials development, more teachers to teach AP programs, and teacher training programs were needed to set up AP Programs in science high schools. For the professional development, 60-hours teacher training program and incentive system for the AP teachers were needed. Implications of the study were discussed in depth based on the results.

전지구적인 고령화시대를 살아가는 인류에게 행복한 노년기 삶의 질에 관한 유용한 방안은 매우 중요한 과제가 되고 있다. 특히, 고령노인의 건강은 삶의 최우선 순위가 될 뿐만 아니라, 가족과 사회 그리고 국가의 다양한 정책과 제도적 시스템을 조절하는 요인으로서 작용한다. 또한 공적 시스템과 비공식적 지원체계는 노년후기 가족의 삶의 질에 큰 영향력을 가질 뿐만 아니라, 노인에 대한 가족 지원을 조절하기 때문에 전방위적으로 구축되어야 한다. 본 연구는 노인의 일상적 건강성을 향상시키고, 노인에 대한 가족지원체계를 보완하며, 성공적이고 행복한 삶의 질에 대하여 파악하고자 한다. 노인의 삶의 질 향상은 노년기 삶의 긍정적 마무리 및 행복감과 관련성이 높다. 따라서, 노년기 공식적 비공식적 지원체계의 다양한 지원과 동시에 가족 지지의 대처자원을 발굴하고, 보완가능한 대체가족 지원시스템을 개발, 강화시켜 독거노인과 돌봄노인의 케어시스템을 다차원적으로 확충해 나가야 할 것이다.

The theses is an analytical comparison research between 'Skills Link' and 'Do Dream' : the former is an effective program to establish a variety of intervention strategies and the institutional foundation for employment support of disadvantaged youth, performed by ESDC in the level of the nation, and the latter is the program which is carried out by K-Dream Center of MGEF in South Korea. As for the research method, comparison and analysis have been fulfilled, focusing on the employment support program. The research includes program background, goal, participation subject, selection standard, program contents, support period, support cost, and program effect. It suggests that we should design the systematic program for the youth in the transition to independency and perform constant support. It is necessary to select beneficiary on the consideration of the characteristics and situation of the disadvantaged youth. In addition, it is required to secure consistency of the program and enlarge the support period. For the sake of successful performance of the independent living program, it is a necessity to motivate the youth and introduce the ways to encourage the business sector to take part in.
