Spatio-Temporal Distribution Analysis of One-Person Household - The Case of Busan City - (1인가구의 시공간적 분포 분석 - 부산시를 사례로 -)

  • At present, Korean one-person households have been continuously increased in spite of the reduction of total population. The increasement of one-person household has become a social and institutional issue. It is necessary to response socially and economically to not only changes of housing demand but also the disadvantaged classes such as the socially weak and single elderly household from the national level. In this respect, this research examined the spatial distribution (such as the increasing area, high-density area, and majority area) of one-person household with census data in the city of Busan. The clusters of one-person households were selected by focusing on the spatial distributions by time series changes of 2000, 2005, and 2010 and considering their housing characteristics. In terms of policy efficiency, the clusters of one-person households to be supported by priority were derived by analyzing the census data from 6066 output areas in the city of Busan. As a result, lots of one-person households of juniors were distributed around the university town, office facility, and station service area. Lots of one-person households at middle-aged class were distributed in Busan's original downtown and mountain-side road. Generalizing these characteristics, cluster analysis was conducted. As a result, one-person household dense area in Busan could be classified into four types. This research should be utilized as a counterplan for increasing the housing demand of one-person household or basic data for supporting small housing supply policies in the future.

  • This study aims for strengthening the ability of home visiting care giver by figuring out interpersonal stress of bearing hardships which affect turnover intentions of home visiting care givers and by focusing on mediating effect of burnout. First, in summary, the analysis result was that the age of care givers and the presence of spouse are in relational factors correlated with burnout. Also age and experience of turnover have some connection with turnover intentions. Second, interpersonal stress of burnout and turnover intentions have static correlation. Third, the interpersonal stress represents increasing level of stress of burnout and the intervention of burnout shows static effects on turnover intentions of care givers. Suggestions of this study's results are, first, solution of interpersonal stress which home visiting care givers are facing should be improved by families' support or encouragement. In addition, the more professional and organized job training should be advanced to improve the understanding of various situations and coping skills. Second, the more interest should be need on business characteristics and environmental limitation. Also many centers that support care givers should reinforce their role. Third, to decrease the turnover intention which comes from interpersonal stress, doing some burnout research could be helpful and especially the legal regime which supports the research of burnout is essential.

  • There is growing concern about landscape agreement with regard to a variety of activities within resident-based agreements in Korea. This study aims to investigate the communication method of the agreement contacting process and its essential role as a bottom-up resident-based process. The study site is Gobuk Market in Suwon city, where a resident-based landscape agreement was successfully made. In this study, the author implemented in-depth interviews and a literature review to understand the meaning of the agreement contracting process and participants' opinions regarding the Gobuk Market case. During the landscape contracting process, the level of participation of residents, experts and the government changed. The study found that diverse communication methods, such as training, agreement information sessions and seminars were conducted during the process of the resident-based landscape agreement and it is crucial to construct healthy relationship among stakeholders. Furthermore, the experts' role is crucial in establishing agreement among residents initially. However, as local empowerment and the willingness of local people grow, each stakeholder's role is changed by stage. Therefore the Central and Local Government have the necessary task of providing institutional strategy. This study has offered practical information on how each stakeholder played their individual role within the landscape agreement.

A Study on the Characteristics and Policy Demand of the Unmanned Vehicle Industry in Gyeonggi-do (경기도 무인이동체 산업 특성과 정책수요)

  • As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.

A Study on the Status and Direction of the Nursing Hospital Certification System (요양병원 인증제도의 현황과 방향에 대한 연구)

  • This study briefly compares the first-cycle certification of nursing hospitals with the second-cycle certification, reviews the changes and achievements of the second-cycle certification and the third-cycle certification, and examples of challenges and solutions in the process of preparing the third-cycle certification. In this study, it is suggested as follows. First, in order to see the practical effect of certification intended by the government, the exhibition is prepared in a short period of time before certification. Second, after the implementation of the nursing hospital certification system, research on the hospital performance of the medical institution certification system is insufficient in terms of quality and quantity. Therefore, in order to see the effect on the certification system, various research support is also required so that research on this can be actively conducted. Third, design certification standard guidelines from a long-term perspective so that the standard guidelines for certification do not change significantly, and certify not only the guidelines but also individual standards and forms that can be used by medical institutions. Fourth, in the four-cycle certification, accurate and realistic guidelines for infection control and quarantine ward operation support should be developed. The importance of managing infectious diseases will be highlighted in the future due to COVID-19. Fifth, medical institutions can improve the quality of medical care in nursing hospitals and have competitiveness if their daily activities, not short-term certification preparation, are carried out in accordance with certification standards, which affects performance. Sixth, when preparing for certification, nursing hospital officials have problems in organizing documents or processing administratively in the short term as in the past. This is also based on the certification criteria for the usual business process.

  • 우리 국민(國民)들의 사적(私的) 생활관계(生活關係)를 규율(規律)하는 가장 기본적(基本的)인 민법(民法)은 그동안 많은 학자(學者)와 실무가(實務家)들의 끊임없는 연구(硏究)와 판례(判例) 등(等)을 통(通)하여 상당(相當)한 발전(發展)을 거듭해 온 것이 사실(事實)이다. 그러나 민법(民法) 제정(制定) 당시(當時)와는 비교(比較)할 수 없을 정도(程度)로 많은 변화(變化)가 있었지만, 2008년(年) 개정(改正) 가족법(家族法)을 대폭(大幅) 수정(修正)하고 일반(一般) 규정(規定)은 특별(特別)한 수정(修正)이나 보완(補完)이 없이 현재(現在)에 이르고 있어 국민(國民)의 기본적(基本的)인 법률관계(法律關係)를 제대로 지원(支援) 규율(規律)하지 못하고 있는 것이 많은 문제점(問題點)으로 대두(擡頭)하고 있음은 부인(否認)할 수 없는 현실(現實)이다. 특(特)히 그 중(中)에서 쟁점(爭點) 사안(事案)마다 다양(多樣)한 논쟁(論爭)이 있던 소멸시효제도(消滅時效制度)는 1958년(年) 2월(月) 22일(日) 법률(法律) 제(第)471호(號)로 제정(制定)된 이후(以後) 몇 차례에 걸쳐 개정작업(改正作業)을 착수(着手)하였으나 국회의결(國會議決)을 통과(通過)하지 못하고 임기만료(任期滿了)로 폐기(廢棄)되었던 사례(事例)도 있었다. 하지만 계속적(繼續的)으로 미루는 것보다는 국제거래(國際去來)가 비약적(飛躍的)으로 증가(增加)하고 있는 현재(現在) 상황(狀況)을 고려(考慮)하고, 세계적(世界的)인 경제상황(經濟狀況)의 변화(變化)에 적절(適切)하게 대응(對應)하기 위(爲)하여 소멸시효체계(消滅時效體系)를 우리 현실(現實)에 맞게 제도적(制度的) 정비(整備)가 시급(時急)히 필요(必要)하다고 본다. 따라서 본(本) 논문(論文)에서는 민법(民法) 중(中)에서 매우 복잡(複雜)한 형태(形態)를 가지고 있고, 많은 문제점(問題點)을 안고 있는 소멸시효(消滅時效) 규정(規定)의 개정(改正)을 위하여 각국(各國)의 입법례(立法例)를 살펴본 후(後), 이를 토대(土臺)로 우리의 현행(現行) 민법(民法) 하(下)에서 국민(國民)의 법(法) 감정(感情)과 정서(情緖)에 맞는 가장 바람직한 입법방안(立法方案)을 제시(提示)하고자 한다.

How Does the Internal Colonialism of Local Broadcasting Work? Focusing on Governance Including the Appointment of CEO and Its Improvement (지역방송의 내부 식민지는 어떻게 작동하는가? 사장선임 등 지배구조 분석과 개선방안)

  • This study pays attention to the assumption that the governance including the appointment of CEO is a key factor in the internal colonialism of local broadcasting. To evaluate the tendencies, it collects and analyzes the profile of CEOs, directors, and shareholders of the 17 regional affiliates of MBC and 9 local commercial broadcasting companies between the early and mid-1990s and 2015. It also discusses the local broadcasting personnel and its operations. By doing so, the study attempts to reveal how the internal colonialism of local broadcasting works. It finds out that the governance of regional broadcasters of MBC is controlled by the head office located in Seoul. At the same time, the governance of local commercial broadcasters is encroached by the tyrannical practices of major shareholders caused by the non-separation of ownership and management. These kinds of abnormal management of governance tend to constrain the investment on personnel and production. Finally, this study suggests some desirable directions of governance focusing on the appointment of CEO in terms of both legislative system and self-regulation. They include establishing a new proviso for programming protocols in local broadcasting, introducing a CEO & non-executive director nomination committee, and so forth.

  • 자연 친화적 하천관리는 현 치수위주의 하천정비 관행으로 인한 하천의 환경 기능의 훼손을 막고, 제도적으로 자연 친화적으로 하천 사업을 추진하기 위해서 수변조사, 계획, 설계, 시공, 모니터링, 그리고 유지관리 등 일련의 체계적인 절차에 따라 하천 사업을 시행하는 것이다. 특히 이러한 표준 절차 가운데 수변조사는 하천의 특성을 결정짓는 여러 가지 자연적, 인공적 형성과정들과 그 과정들을 지배하는 생태학적 원리들을 파악하여 하천사업의 정비주제와 방향을 설정하는데 도움을 준다. 모니터링은 계획과 설계, 시공을 통해 실시된 하천사업의 효과를 평가하고, 공법적용에 따른 하천의 변화과정을 파악하여 유지관리 및 적응관리를 위한 근거를 제시하는 과정이다. 수변조사 및 모니터링 매뉴얼은 건설교통부가 수행한 '자연친화적 하천정비기법 개발' 의 연구성과로서, 경기도의 탄천, 충청북도의 달천 그리고 경기도 오산천을 대상으로 각 관련분야의 전문가가 참여하여 직접 적용검증한 결과를 바탕으로 제작한 것이다. 이는 하천의 관리 및 하천관련 사업을 자연 친화적으로 수행하기 위하여 필요한 '수변조사'와 '모니터링'에 대한 일반적인 절차와 방법을 체계화 한 것이다. 특히 수변조사 매뉴얼의 경우는 하천설계기준의 '제12장 하천환경조사'를 보완하는 관계에 있다. 하천설계기준에서 제시한 하천환경조사는 본 수변조사 매뉴얼상과 동일한 절차와 양식을 따르고 있다. 하천설계기준에서 자세하게 기술하지 못한 조사방법, 정리, 분석, 평가에 대한 내용을 구체적으로 적용하여 이를 보완하고 있다.은 안양천 웹페이지(http://anyang.river.or.kr)에서 구현되고 있으며, 앞서 설명한 바와 같이 1단계 프론티어 사업으로 설치된 4개의 하천수위, 2개의 지하수위 관측시설과 함께, 2단계에 (주)웹솔루스에서 자체적으로 설치 운영하고 있는 2개소의 하수관거 모니터링 관측시설, 그리고 안양시에서 운영하고 있는 5개소의 강우관측소와 7개소의 수위관측소를 모두 통합하여 실시간 자료를 제공하고 있다. 수위자료는 10분단위의 텍스트정보와 그래프형태로 지원되며, 검색기간 설정을 통해 원하는 기간내의 자료를 선별, 검색할 수 있다.. 또한 이와 같은 기초적인 정보를 바탕으로 하류하천의 탁수 피해를 최소화할 수 있는 선택취수탑의 운영방안을 수립할 수 있다 본 연구에서는 이를 위해 선택취수탑 주위의 성층흐름을 기존의 실험자료와 수치해석을 통하여 분석하였고, 온도성층구조나 취수구의 위치변화에 따른 방류수 수질특성을 조사하였다.쇄파대(artifical reef)와 같은 완충지대를 갖는 호안을 축조함으로써 월파량을 감소시키는 대안으로 제시하고자 한다. 본 연구 수행을 통해 태풍 내습시 발생 가능한 자연재해에 대한 사전 방지를 목적으로 태풍피해의 원인을 제시하고 이를 해결하여 현재의 방재대책이 항구적인 방재대책으로 전환될 수 있는 방안 마련의 기초 자료로 활용되기를 기대한다., L-arabinose, 및 D-galactose; 제3차(第三次) 가수분해물(加水分解物)(C)에서 L-rhamnose, D-xylose, L-arabinose 및 D-galactose, 비가수분해물(非加水分解物)(C')에서 D-xylose와 D-galactose를 검출(檢出)하였다.   • Following the social consensus for the need to stop sexual violence, the government has amended juvenile sex protection laws to impose fees on education practitioners who do not report sexual crimes against women, and amended the 'domestic violence prevention and victim protection laws' (2012. 2) so that the police can investigate on site. However, regardless of these wide efforts, the reality is that sexual crimes against the socially weak do not seem to be dwindling, raising concerns of the effectiveness of such amendments. Generally sexual crimes are hard to prove, and even if reports are filed, most cases are dropped with non-prosecution disposition. Victims are usually limited to women and children and this leads to secondary victims. As this thesis states, developed countries have a more systematic protection methods than our country. Therefore, the purpose of this thesis lies on the construction of public safety infrastructure for the protection of sexual abuse victims (enhancing safety protocols with related organizations, implementing a bill of rights for the victims, prevention-centered police education, amendments to current law) to limit human rights violations and criminal injuries.

Comparative Study of Educational Needs between Public Officials and Private Employees for Health and Welfare (보건복지전담 공무원과 민간 보건복지종사자의 교육요구 비교)

  • The purpose of this study is to compare the educational needs of public officials and private employees for health and welfare in order to improve education program. Data were collected from 2,290 public officials and 1,991 private employees and were analyzed using frequency analysis and independent sample t-test. Private employees recognized that education and training are more enough than public officials. In addition, private employees took the gathering training classes more than public officials. Private employees reported that they are more satisfied than public officials with regard to leader consideration, peers' will of participation and institutional conditions. However, public officials reported that they are more satisfied than private employee officials with regard to the degree of sharing of information and education for new policies. Public officials preferred three or two days of training, but private employees preferred one or two days. Both public officials and private employees preferred gathering training classes and blended learning as an effective education type. Based on this research, invigoration of health and welfare education and the management of its plan were discussed.
