수질오염총량관리제도(이하 총량제)는 하천의 목표수질을 달성하기 위해 유역에서 배출되는 오염물질의 총량을 관리하는 제도이다. 유역에서 배출되는 오염물질의 허용총량은 수질모델을 활용하여 산정하며, 이과정에서 오염부하량은 발생, 배출, 유달부하량으로 구분할 수 있다. 유달부하량은 배출부하량과 유달율의 곱으로 계산되며 유달율은 유역에서 배출된 오염물질이 하천의 특정지점에 도달하는 비율로 정의된다. 본 연구에서는 Hwang(2016) 등이 제시한 기준유량 조건의 유달율 추정방법을 영강유역에 적용하고 QUALKO2 수질모델의 수질 입력자료를 생성하여 기준유량 조건의 유달율 산정방법(식 (3))과 평균 개념의 유달율 산정 방법(식 (2))의 비교분석을 통해 유달율 추정방법에 대한 검증 연구를 수행하였다. 연구결과, 유달율 함수식은 식 (2)와 식 (3) 모두 사용 가능하나, 배출계수 적용에 따라 방법론을 달리할 필요가 있다. 식 (2)를 사용할 경우는 배출계수를 저수량, 평수량 구분없이 1로 동일하게 사용해야 하며, 식 (3)을 사용할 경우는 기술지침에서 정한 배출계수(저수량 0.15, 평수량 0.5)를 적용해야 할 것으로 판단된다.

This study reviews the rating system of hotels and restaurants regulated by french gouvernment and compares the french guide books of worldwide reputaion : Guide rouge of Michelin and Guide France of Gault-Millau. The apparatus of gouvernment and the inspectors deciding the grades, the processes and the prior conditions needed for obtaining the adequate grades are mentioned. So it will be a help to understand the present system of hotels and restaurants in France. The publishing firms like Michelin and Gault-Millau not only encourage the trvel and F & B industry by estimating the hotels and restaurants and publishing the results, but also informe the consumer. Ultimately, the guide books would like to play an important role in improving or making better the levels of the tourism and the gastronomy. They support continuously the publishing of guide books with the qualified persons and financial aid. Especially, Michelin doesn't insert the advertisement in his publications. In publishing the guide books, it can be one of the most important points for proving his independence of hoteliers, restaurateurs and the others. The seconde point is impartial, clear and rigid inspection that doesn't admit any corruption. Now is the moment in korea to promote the tourism and the gastronomy by publishing the credible books like 「Guide rouge」 and 「Guide France」in order to present Korean attrations and epicurean foods.

시공평가제도는 시공자가 수행한 시공 성과물의 시공 결과를 평가하여 이를 토대로 우대 및 제재를 가함으로써 시공자의 공사관리능력 향상과 기술개발을 유도하기 위한 목적으로 운영되는 제도이다. 또한 평가 결과를 적격업체 선정 절차에 반영하여 우수한 건설업자가 선정되도록 유도하는 것이 목적이다. 그러나 현재 시공평가는 자체적으로 내포하고 있는 문제점과 적격업체 선정에 대한 영향력이 미흡하여 그 본래의 목적을 달성하지 못하는 것이 현실이다. 이에 본 연구는 대한주택공사의 시공평가를 사례로 선택하여 전문가를 대상으로 면담조사를 수행하여 문제점을 도출하였으며 이를 분석하여 문제점을 해결할 수 있는 개선방안을 제시하였다.

형벌을 중심으로 처벌을 통해 재범을 억제하고자 하는 방식은 다수국가들의 형사정책 연구를 통해 그 한계가 나타나고 있다. 이에 대한 대안으로 지역사회구성원과 피해자, 가해자의 화해와 조정을 통해 범죄자가 사회의 일원으로 복귀하는 것을 목적으로 하는 회복적 사법이 범죄 및 재범방지의 패러다임으로 등장하고 있다. 스웨덴은 대표적인 복지국가이자 회복적 사법에 기반한 범죄자 교정을 통해 긍정적인 효과를 확인하고 있다. 또한, 법무보호복지제도와 관련해 안정된 체계를 갖추고 있으며, 운영프로그램의 평가와 인증 과정에서 증거기반의 원칙을 활용한 과학적이고 합리적인 운영으로 낮은 재범률과 사회보장을 유지하고 있다. 그러나 아직 국내에서는 스웨덴을 비롯한 복지 및 교정 선진국에서 시행되는 법무보호복지제도에 대한 연구가 미흡한 실정이다. 이에 본 연구는 스웨덴의 범죄정책과 법무보호복지제도에 관한 고찰을 통해 국내 법무보호복지제도가 나아갈 방향을 탐색하고 국내 제도의 미진한 영역 및 보완점을 파악하여 국내 법무보호복지제도의 개선 및 사업 확대를 위한 토대를 마련하고자 한다.

Subway widely used as a major mean of public transportation both at home and abroad contributes to ease chronic traffic congestion in cities. However, subway operating expense is expected to increase continuously because subway requires vast amount of money at the construction stage, huge sum of maintenance cost is spent during operation, and passenger needs for more convenient facilities is increasing. on the contrary to enormous operating expenses, fare that is occupying most of operating income doesn't come up to its prime cost causing chronic operating deficit. It is urgent to prepare fare system improvement measures to increase operating income in order to resolve financial difficulty of a subway operating organization. Therefore, the current study analyzed present condition and problems of subway fare system, and suggested improvement measures such as improvement of fare adjustment procedure, improvement of free-ride system, diversification of ticket, etc.

본 논문은 폐차제도가 도입${\cdot}$시행된 초기부터 현업에 종사하면서 현재 우리나라에서 행해지고 있는 폐자동차의 회수${\cdot}$처리 및 재활용 실태조사를 통하여 파악${\cdot}$작성된 자료${\cdot}$통계를 기본토대로 하여 준비되었다. 이외에도 지난 수년간 국내 자동차제작사를 위시한 환경관련학회 등의 폐차관련 연구보고서를 참고하였으며 또 외국의 폐차제도와 재활용 실태에 대한 자료와 현지방문을 통하여 수집된 자료와 본인이 기 발표한 폐차실태보고서를 적극 활용하였다. 본 연구의 결론을 얻기 위하여 현 폐차실태를 먼저 파악${\cdot}$분석하고 그 문제점을 도출한 후 우리 실정에 맞는 개선방안을 모색해나가는 귀납법적 연구방법을 채택하였다.
