The Korean government is making an effort to win the advance and international competitiveness of construction by changing Construction Industry into Knowledge-based information industry through Construction CALS. However, systematically obstructive factors and recession make participation of private construction companies in Construction CALS sluggish. The purpose of this paper is to suggest incentive program to induce participation of private construction companies in Construction CALS. Before setting up the direction of incentive program, the level of informatization in Korean Construction industry was grasped. Evaluation category for the discriminate application of incentives was defined and available incentive program was suggested.

공공부문 정보화사업의 효율적인 관리를 위해서는 정보화사업의 특성을 반영한 관리방법론이 필요한 상황이다. 그러나 기존의 유사한 프로젝트관리의 경우 그 내용이 시스템공급자 위 주로 되어 있을 뿐만 아니라 추상적이고 다양한 해석을 가질 수 있어 공공부문에서는 적용하기에는 어려움이 많았다. 따라서 본 연구에서는 공공부분에서 정보화사업이 갖는 특성을 반영하여 개별 사업에 따라 관리를 용이하게 하고, 성과측정 기반의 관리 모델을 제시하였다. 제시한 관리방법론 프레임웍은 실증분석과 보완을 거쳐 최종적으로 국내의 다양한 정보화 사업 프로그램과 각 부처의 독자적인 사업관리에 적용될 수 있을 것으로 판단된다. 이러한 사업관리방법론의 적용을 통해서 사업관리의 과학화 및 체계화를 이루어 궁극적으로 정보화사업의 성공적인 추진 및 관리를 도모를 기대한다.

The development of computer and information technology in Korean construction industry is accelerating its speed while the education of Universities regarding to those technology is hardly catching up. Students graduated from schools are having difficulties in adapting themselves into the technology and as a result the industry is operating its own educational problem for the newcomers. This research develops the educational program of computer and information technology in school and therefore enhance the adaptability of the students for the industry. The program is open from 2002 up to 2004 liking two courses and including 10 modules and a project. The educational program consists of computer labs and lectures or seminars. The result of the educational program enables students to understand the computer and information technology used in the industry, an to improve the interest and skills of those, and additionally to motivate themselves into participating the continuous research and development of the technology.

The curriculum for teacher ICT in-service training has several problems in terms of running and managing training content. The majority part of the program consist of teaming software application manual. Additionally, the program is not organized and some contents overlap. Furthermore teachers are not obliged to participate in training. Especially, it needs to be revised because it is many difference between revised ICT curriculum and 'ICT skill standard for teacher(ISST)'. This study investigates the current curriculum for teacher ICT in-service training, analyzes problems in running and managing training content, and suggests need for revising the curriculum for teacher ICT in-service training.

In this paper, we propose a reasonable plan for university information education by examining whether university students' academic performance improves when the information mind is satisfied. In particular, through comparison between physical education students and general students, it was intended to provide empirical help in preparing strategies for information education in universities in the future. As a result of the analysis, there were some differences by major category, but overall, the information mind improved major convergence ability, teamwork and self-directed learning ability, and academic performance. Therefore, in order to improve the Information mind of college students, it is suggested that the need for Information should be recognized and the curriculum and program suitable for the major characteristics should be introduced and implemented.

Each City & Provincial office of education has provided educational informatization training, which invites its partner country's teachers as part of 'e-Learning Globalization Project.' The purposes of this training program are, a) improving nation brand power by maintaining e-learning national competitiveness and strengthening influence, b) solving digital divide by sharing Korean best practices, c) establishing partnership through exchanges and cooperation, d) capacity building which support partner country's leading teachers can play key roles to spread educational informatization in their own country. It is necessary to reflect outcomes of training program until now and to find sustainable development plan, at 10th anniversary of Education ICT training program now. In order to fulfil purposes, qualitative research was conducted to analyze current status based on context, input, process, and product phases, and to find sustainable development alternative. In-depth interview(IDI) was conducted among supervisor, officials, and teachers from partner countries. Also, the result of IDI was analyzed by themes.

This study is intends to analyze achievements of the Literacy-computer education for the illiterates and to develop more efficient implementation strategies. For this purpose, we collected data of the costomer's satisfaction Ievels and its achievements of this program and analyzed its achievements perception by institutes variables, educational method variables, and individual character variables. Based on this results, we suggest specific strategies of this program for better effectiveness of literacy-computer education for the illeterate.

There are many reclamation projects domestically and internationally which requires large quantity of reclaimable materials. To provide enough reclaimable soils which are limited in land, there have been various research focusing on the dredged soils in the marine environments. As a part of this research, a GIS based 3D dredging reclamation visualization program was developed for the volume estimation of dredged soils in 2015. The developed program is based on the digitized spatial information of the site investigation data with a consideration of the reliability of the data. Prior to the validation with the comparisons with the actual dredged volume measurement data, the developed program was compared with the commercial 3D visualization program with 3D visualized results from the test site near the Gunjang harbor. The validation of the developed program was performed in terms of the degree of visualized precision, the sectional and profiling of soil layers and the dredged volume estimation results. Based on the comparisons, both commercial and developed program show similar dredged volume with minor discrepancies in soil layers.

In the present study, we analyzed plans and outcomes on the information society and Information technology in education in the European Union to provide implications for national policy in Korea. For this, we examined a political program of the European Union, called the eEurope initiative, as well as programs of the eLearning Initiative. Particularly, we analyzed European Union e-learning policy and discussed its implications for national convergence in Korea. In addition, we offer four suggestions for Korean policy on the information technology in education after analyzing outcomes, issues, and directions related to the European Union's policy.

The purpose of this study is to analyze the results of training programs for strengthening teachers' ICT competency and to suggest the ways to improve the existing ones. To do this, we conducted literature review, web survey with teachers, and in-depth interview with training program operators. The results of the online survey indicated that generally speaking, the programs had been operated desirably, although three programs(Thinking with Technology Course, Essential Course, e-PBL Instructional Design Course) needed to take additional efforts for their effectiveness and efficiency. According to the results of in-depth interview with training operators, they demanded re-training for lecturers, self career development, quality control of regional delivery training, expansion of training periods, and post-supports after training etc.
