The Research Trends and Agendas of Geography for Unification in Korea (통일지리학의 연구동향과 과제)

  • 2015 was the seventieth year from the liberation and the division of Korean peninsular. Although the research on the unification has been performed in various interdisciplinary fields since the liberation of Korea, the geographic research on the unification based on the space stays in a minority. It is time to wrap up the literatures and discourses centered on geography for preparing the unification and taking a view of Korean territory of future unification. The starting point is to define the concept of the geography for unification and give careful consideration to the geographic research trends related to the unification that has been achieved since the liberation of Korea. The geography for unification should be understood in the concept of time and space. First of all, the geography for unification can be composed of the stages such as the research for unification, the research for unification impact, the research for united Korea, and the geopolitics of East Asia under the concept of time. It also can be divided into the regions such as Korea, North Korea, borderlands between North Korea-China and North Korea-Russia including South and North Korea, and North East Asia and Pan Pacific Ocean. The geographic research on the unification embracing the concept of time and space can be defined as the geography for unification. The purpose of this study is to elicit the concept and the research field of the geography for unification in the perspective of discourse, investigate the research trends by geographic themes, and suggest the agendas of the geography for future unification.

Interdependence and Check in East Sea Rim: Focused on Border Trade n Transitional Nations (환동해권 지역사회의 상호의존과 견제: 제이행국가 접경지역의 대외경제교류 중심으로)

  • This study aims to examine how institutions has been formed to deepen interdependence and to keep check in trade on the border regions of East Sea Rim between the macro structure and micro behaviors. The transitional nations such as China, Russia, and North Korea adjacent to the East Sea Rim exhibits unique characteristics in terms of transaction governance structure. While the regional economy in northeast China is still overwhelmed by the stated-owned enterprises(SOEs), it strongly encourages the private economic trade to form institutional economy through the border trade port and peddler trade market. Thus trade is shaped by the mixed governance. In far east Russia, whereas the SOEs are in charge of exporting oil, gas etc., private firms and small scale traders are importing household items, so that it can also be called as the mixed governance, while informal social networks simultaneously work. In North Korea, for the trade, since the firms are mainly required to have the permits from the different levels of government, it is regarded as the hierarchical governance. The institutional economics seems to well explain the changing agencies and their influence on the trade among the regions in the East Sea Rim.

The Characteristics of South Korea's New Northern Policy and Cooperation with Eurasia Countries' Initiatives Focused on China, Mongolia and Russia (한국 신(新)북방정책과 유라시아 주요 국가와의 협력방안 모색 - 중국, 몽골, 러시아를 중심으로 -)

  • The purpose of this study is to examine the main features of South Korea's New Northern Policy and to make some suggestions for cooperation with neighboring countries' initiatives. The New Northern Policy encompasses the whole of Eurasia, but the starting development area would be the border region of the Korean Peninsula. In this viewpoint, this study examines the Belt and Road Initiative of China, the New Eastern Policy of Russia and the Steppe Road Initiative of Mongolia, and presents the characteristics, problems and some implementation strategies of the New Northern Policy. Apart from the future possibilities of the regional cooperations that include North Korea, it would be necessary for South Korea to secure and expand the possible opportunities for "Korea-China-Mongolia-Russia" cooperation. In order to create a close cooperative environment with North Korea in the future, it would also be necessary to build a maritime route, with port development around major border regions on the Korean Peninsula, including Russia, and to develop the port-railway intermodal transportation system with neighboring countries. South Korea need to actively cooperate with neighboring countries to develop the new Eurasia logistics routes would be more favorable to the Korean Peninsula in preparation for the time when the North Korean nuclear issue will be resolved.

Conservation value assessment of newly discovered seven forest wetlands in the western part of the Korean Demilitarized Zone Ecoregion (서부 비무장지대 일원 미보고 산림습원의 특성 및 보전 가치 평가)

  • This study reports newly discovered seven forest wetlands in the western part of the Korean Demilitarized Zone-Civilian Control Zone ecoregion. The wetland assessment criteria proposed by National Arboretum were adopted to evaluate four fields: vegetation and landscape, biogeochemical cycle, hydraulics and hydrology, and social-cultural-historical landscape and disturbances. Among seven wetlands located in Gimpo and Paju, five were of the fallow field type and two were of the natural type. A total of 474 plant species were recorded, including nine rare plants, such as the Carex capricornis Meinsh. ex Maxim. Three forest wetlands were sorted into A-grade, three into B-grade, and one into C-grade. Monitoring forest wetlands scattered across the border area ruled by military regulations can be challenging; still, as forest wetlands with high conservation value turned out, further investigations through remote sensing and cooperation by the relevant agencies will be required.

North Korea, Apparel Production Networks and UN Sanctions: Resilience through Informality (북한 의류 생산네트워크와 UN 제재)

  • The strengthening of multilateral international sanctions against North Korea has raised questions as to how effective they are in exerting pressure on the country's economy. In this paper, we address this question by examining their impact on the country's integration into regional and global apparel production networks. North Korea has in the past decade become an increasingly competitive exporter of apparel on the basis of consignment-based processing arrangements. Official trade data shows a sharp drop in North Korean exports of clothing since the sectoral ban in 2017. There is evidence to suggest, however, that exports have continued on a more informal and clandestine basis. North Korea's integration into apparel production networks has also taken the form of the dispatch of workers to factories in China's northeastern border regions. Yet there is evidence that the recent sanctions imposed on such practices has similarly led to illicit practices such as working on visitors' visas, often with the help of Chinese enterprises and local government. The resilience of North Korea's integration into apparel production networks follows a capitalist logic and is result of the highly profitable nature of apparel production for all actors concerned and a correspondingly strong desire to evade sanctions. As such, the analysis contributes to the literature on sanctions that suggests that the measures may contribute to emergence of growing informal and illicit practices and to the role of the clandestine economy.

A Study on the Accuracy of GNSS Height Measurement Using Public Control Points (공공기준점을 이용한 GNSS 높이측량 정밀도 분석 연구)

  • In order to construct a precision geoid, it has been diversified into land, sea, aviation, and satellite gravity measurement methods, and measurement technology has developed, making it possible to secure high-resolution, high-precision gravity data. The construction of precision geoids can be fast and conveniently decided through GNSS surveys without separate leveling, and since 2014, the National Geographic Information Institute has been developing a hybrid geoid model to improve the accuracy of height surveying based on GNSS. In this study, the results of the GNSS height measurement were compared and analyzed choosing existing public reference points to verify the GNSS height measurement of public surveys. Experiments are conducted with GNSS height measurements and analyzed precision for public reference points on coastal, border, and mountainous terrain presented as low-precision areas or expected-to-be low-precision in research reports. To verify the GNSS height measurement, the GNSS ellipsoid height of the surrounding integrated datum to be used as a base point for the GNSS height measurement at the public datum. Based on the checked integrated datum, the GNSS ellipsoid of the public datum was calculated, and the elevation was calculated using the KNGeoid18 model and compared with the results of the direct level measurement elevation. The analysis showed that the results of GNSS height measurement at public reference points in the coastal, border, and mountainous areas were satisfied with the accuracy of public level measurement in grades 3 and 4. Through this study, GNSS level measurement can be used more efficiently than existing direct level measurements depending on the height accuracy required by users, and KNGeoids 18 can also be used in various fields such as autonomous vehicles and unmanned aerial vehicles.

A Study on a Roadmap for Establishing Spatial Information in the North Korean Region through Analysis of National Infrastructure Priorities - On the Premise that the North Korean Region is Accessible - (국가인프라 우선순위 분석을 통한 북한지역 공간정보구축 로드맵 연구 - 북한지역 접근가능을 전제로 -)

  • This study collected and analyzed case studies related with the use of spatial information in North Korea to prioritize construction and required supporting processes in order to propose a short-term and long-term road map for the establishment of spatial information in North Korea. Recent research cases related to the prioritization of spatial information development were analyzed, and priority for the construction of infrastructure was derived based on the interconnectedness and relationship of national infrastructure. Due to the inaccessibility and remoteness of North Korea, all of the five studies determined priorities according to questionnaires and consulting of refugees and knowledgeable figures by expert groups. In summary, priority was given to unarmed and transborder areas, major cities, special zones, and development zones, while in terms of facilities, priority was given to power communication, railroads, water and sewage architectural buildings, roads, and dams. In the case of prioritizing the establishment of national infrastructure for the unified Korean Peninsula, the development of major areas, ports, and the related city-level spots to develop a line that promotes the sharing of routes such as transportation networks, water, and energy, thus leading to a scenario involving the development of cotton at an urban and national level.

South Korean Demand for Tourism in North Korea and the Impact of their Expenses on the North Korean Regional Economy (한국인의 북한 관광의사와 북한 지역경제 효과)

  • This study analyses how much Korean visits to North Korea have an impact on the North Korean regional economy. It estimates the demand for North Korean tourism via the borders of North Korea, China, and Russia and South Korean expenses to be spent in North Korea. When asked if they are willing to visit North Korea within the next five years in case the pre-conditions of the visit to North Korea are satisfied, approximately 64.1% of the survey respondents indicated 'yes'. To estimate the demand, this research employed the analysis of purchase intention, popular in marketing, based on their willingness to visit. The annual demand for tourism was 4,136,361 persons. The average estimated expense per person is KRW 1,532,000 and the total annual expense is KRW 6,336.9 billion. Assuming that airfare is excluded from the total expense and the expense is made evenly in each tourist destination, the estimated amount to be spent in North Korea is KRW 2,838.7 billion per annum. The backward linkage effect of this expense on the North Korean regional economy is KRW 7,972.1 billion in total production inducement, KRW 2,619.4 billion in value-added inducement, and approximately 2,890,443 persons in employment inducement. The value-added inducement effect is estimated to be approximately 7.6% of the North Korean nominal GDP in 2020. South Korean tourism is expected to have a significant impact on the North Korean economy. As the demand for North Korean tourism is likely to increase steadily due to the expected increase in overseas travel demand by Koreans, inter-Korean cooperation is needed for the development of North Korean tourism infrastructure if conditions improve.

  • 한강하구는 하천의 담수와 해수가 만나 혼합되는 전이수역으로 유역면적이 $38,655km^2$이며, 한반도 17.4% 면적의 빗물이 모여 남한강, 북한강, 임진강, 예성강이 되어 하구에서 합류하고, 그 70%가 홍수기에 집중 방류되는 지역으로 매년 토사퇴적량이 증가하여 홍수위가 증가하고 있다. 현재 한강하구의 각종 개발계획이 발표되면서 지형 변화에 대한 한강하구의 침식 및 퇴적 등의 수리학적 영향 검토에 대해 관심이 커지고 있다. 따라서 한강하구 전체의 복학접인 상호작용으로 인한 유사의 이동과 침식 및 퇴적에 대한 수치적인 연구와 수공구조물 등과 관련된 국부적인 유사이동문제에 대해 평시와 홍수시의 수위 및 유속을 산정하고 한강 하구에 대한 유사 이동흐름을 분석 할 필요성이 있다. 이에 본 연구에서는 강화도 인근을 수로로 가정하여 한강하구의 하류경계를 연장하여 수치모의를 실시하였다. 주변환경을 고려한 분석은 배재하였으며 수공구조물에 따른 조건을 변화하여 해석함으로써 수위 및 유속 등의 수치적 해석을 위해 MIKE 11프로그램을 이용하였다. 연구 결과, 한강하구와 서해 접경지역에 수공구조물을 설치함으로써 강화도 인근의 수로에 유출면적이 감소하여 강화도 북부의 청주초 일대의 수위가 높아지며, 이는 김포, 임진강 상류, 신곡수중보 하류까지 미치는 것으로 나타났다. 향후 수공구조물 설치에 의한 한강하구 지역의 침식원인 기작 및 침식유발 원인 규명을 위해 현장 조사, 실험 연구 등이 진행되어야 할 것이다.
